SPECIAL CONDITIONS --PERMIT NO. 2069 --- Bakersfield Well & Pump Co. --- In addition to the standard permit conditions, the following shall apply: 1. All work shall be performed in accordance with the latest edition of the Standard Specifications For Public Works Construction. 2. Permittee shall be responsible for providing continuous dust and erosion control. 3. Streets shall be kept clean. They shall be completely cleaned at the end of each working day and more frequently if required. 4. Contractor shall comply with the local noise ordinance. Operation and maintenance 'of equipment within one half mile of human occupancy shall be performed only during the following time periods: October 1st to April 30: Monday -Friday 7:00 a.m. to 5:30p.m. Saturday 8:00 a.m. to 5:00p.m. May 1st to September 30: Monday -Friday 6:00 a.m. to 7:00p.m. Saturday 8:00 a.m. to 5:00p.m. Work shall be prohibited on legal holidays including Sundays. 5. Permittee/contractor shall assume responsibility for repair of any pavement damage to any public or private street and for any damage to other City streets or facilities as a result of work performed under this permit. 6. Advance warning signs and traffic control, shall be installed and maintained in accordance with Cal Trans Standards. It shall be the permittee's responsibility to detour and barricade this site: 7. Prior to excavating, the permittee shall contact Underground Service Alert at 1(800) 422-4133. 8. Should additional work, materials, or modifications of the work be required in order to meet city standards, safety requirements, signage requirements, or to fit actual field conditions, the work shall be performed by the permittee as directed by and to the satisfaction of the City Engineer at no cost to the City of La Quinta. 9. All work shall be coordinated with the City's contractor and others working within the area as directed by and to the satisfaction of the City Engineer. 10. When the work i.s within 500' of a signalized intersection, the permittee shall notify Riverside County Signal Dept. at (714) 275-6894 or Caltrans Signal Dept. at (619) 688-6845 as appropriate a minimum of 48 hrs prior to starting work. 11. All backfill and subgrade soil shall be compacted to 90% relative dry density, all backfill soil within the top 2' of finish pavement surface shall be compacted to 95% relative dry density, all base material shall be compacted to 95% relative dry density. 12. Permittee shall provide ramping over the discharge hose at the sidewalk. 13. Permittee shall take the necessary steps to ensure that the water being discharged into the evacuation channel does flow into Ave 50. 14. Contractor shall meet with the Desert Fairways Home Owners Association and make a reasonable effort to address and resolve all complaints regarding construction noise resulting from extended work hours during well development operations. 2. (Bakersfield Well & Pump) has been awarded a contract to construct water well 6703 for the Coachella Valley Water District. The well site is located in the Desert Fairways subdivision adjacent to Avenue 50. We started construction during the week of February 7, 1994 and anticipate two months of drilling activities to complete the well. Most of the well drilling operations will occur between 7:00 a.m. and 5:30 p.m. However, depending on drilling conditions, and/or drilling problems it may be necessary to operate the rig later than 5:30 p.m. We will try to avoid the later hours to the best of our ability and if they cannot be avoided completely we will try to minimize them as best we can. During certain phases of our operation it will be necessary to run continuous operations 24 hours a day for approximately 2 weeks. The continuous operation is expected to begin on February 28, 1994. The Board of Directors surveyed the owners directly affected by the drilling and found that the owners are willing to allow the 24 hour schedule if this means the project will be completed quickly. The Board made a formal motion to approve the request with a reservation to withdrawal the approval should the noise become unbearable. Cosper FEB 1 81994 Public Works Director 78-495 Calle Tampico PUBLIC WORKS La Quinta, CA 92253 RE: Permit for extended work hours Dear Mr. Cosper; We have been contracted by Coachella Valley Water District to construct a potable water well in the Desert Fairway Housing Complex, near the intersection of Avenue 50 and Park Avenue. It is to be approximately 1000 feet in depth and capable of pumping approximately 3500 gallons per minute. During certain phases of our operations it is vital to per- form continous 24 hour a day, seven days a week operations. I will break down these phases of our operation and give the reason as to why continous operations are necessary. PILOT HOLE This is to determine what water bearing formations are avail- able to design a well. it is vital information to determine what kind of well can be made and if a well can be constructed at all. Without continous operations the pilot hole can cave off,cutting settle in hole, making it confusing at best to determine the true formations encountered. REAMING OF PILOT HOLE This is a process of enlarging the pilot to a larger diameter. The diameter and depth.of which is determined from information gained from the pilot hole. The well normally takes water during this phase of operation. If not a continous operation the water in the bore can become clean, thereby taking huge amounts of water to maintain the integrity of the hole. INSTALLING CASING AND GRAVEL PACKING The phase is done after completion of the reaming and is ac- complished by welding joints of casing together as they go into the reamed hole. After the casing is set, gravel is pumped around the outside of the casing to fill the remaining part of the hole. The gravel is what keeps the well from producing unwanted sand. 24 hour a day operations are required by the specifications. TEST PUMPING This is a procedure used to determine the capacity of the well and is -used to design the permanent pump. WATER SUPPLY SERVICES BAKERSFIELD WELL & PUMP CO. ® • 1600 E. CA 93307 • 805/324-6026 The time frame of events is that the pilot hole is drilled first, and upon its completion there could be up to a two day cease in operation, which allow for analysis of the data and design of the well: The reason for continous operations for the pilot hole was explained earlier. When the reaming starts the only thing that keeps the bore hole open is the fact that the hole is full of water. Loss of water in the well would create caving thereby ruining the bore hole. Depending on the amount of caving it can become a very dangerous situation. The reason it is vital to main- tain continous operations is that if the drilling has been stopped and the hole is taking water,it tends to clean the water thereby taking still more water and when you reach the point that the well is taking more water than you can provide, the walls of the bore hole will cave in. Once the reaming has been completed and the installing of the casing and gravel pack begin, there is no way to clean out the bore hole, because of settling of the muds or caving of the bore hole walls. The casing would have to be removed and started over. The test pumping 24 hour test is vital information for the design of the final pumping plant and there is no way to get this information in any other manner. We would anticipate that with the extended continous hours that we could complete all the above in 14 days. For all the above reasons we respectfully request a permit to have entended working hours.
