In addition to the standard permit conditions, the following shall apply:
1. All work shall be performed in accordance with the latest edition of the
"Standard Specifications For Public Works Construction".
No fill shall be placed which will cover or obscure asphalt concrete, petroleum
product spillage, or other non-native materials.
2. Permittee shall furnish the name,(s) and phone number(s) of the individual(s)
responsible for maintaining dust control after hours, weekends, holidays, etc.
3. All streets shall be kept clean of all trackage or spillage from vehicles using
this site. The roads shall be completely cleaned at the end of each work day,
if•necessary, and more frequently if required.
4. Operation and maintenance of equipment within one half mile of human occupancy
shall be performed only during the following time periods:
October 1st to April 30: Monday -Friday 7:00 a.m. to 5:30 p.m.
Saturday 8:00 a.m. to 5:00 p.m-.
May 1st to September 30: Monday -Friday 6:00 a.m. to 7:00 p.m.
Saturday 8:00 a.m. to 5:00 p.m.
Equipment may not be operated or maintained on legal holidays including Sundays.
5. Permittee is responsible for repair of any pavement damage or other damage to
access roads and other public facilities.
7. Should additional work or modifications be required in order to meet established
City Standards or in order to fit field conditions, the work shall be performed
by the permittee as directed by and to the satisfaction of the City Engineer at
no cost to the City of La Quinta.
8. It is the permittee's responsibility to comply with the California Regional Water
Quality Control Board's National Pollutant Discharge Elimination System (NPDES).
9. Any on-site haul road shall be effectively destroyed at the conclusion of the
work to prevent use by unauthorized vehicles.
10. Permittee/contractor shall install stop signs to stop construction traffic prior
to entering any street from the construction site.
11. Washington St. shall not be used as an access/egress point for construction
equipment traffic unless otherwise approved by the City Engineer.
12. If buried remains are encountered during development, a qualified archaeologist
shall be contacted immediately and appropriate measures shall be taken.
13. This permit authorizes the clearing and grubbing operation only. No Grading shall
be performed until a grading permit is issued.
14. The project site shall be watered prior to and during the clearing and grubbing
operation as directed by and to the satisfaction of the City Engineer.

LA QUINTA VILLAGE PARTNERSHIP
9.33 ACRES NORTHWEST -CORNER OF WASHINGTON STREET AND CALLE TAMPICO
1. Applicant shall comply with all control measure provisions as set forth in the
approved FDCP, which shall include the following conditional measures and
requirements.
2. The full amount of security furnished with the approved dust control .plan
shall be available to the City for measure (s) deemed necessary by the City to
achieve adequate dust control even though such measures may be other than
those listed by the applicant on this application.
3. Applicant shall submit copies of all records/ invoices related to cost accounting
for the dust control measures assumed during grading construction. Said
records shall be submitted within 30 days after completion of all dust control
measures outlined in the plan, including any measures made part of the plan
as a condition to its approval. Security may be withheld pending submittal of
this information. All such invoices shall be provided along with the required
completion of the PM10 program report form, which can be obtained from the
Public Works or Planning Departments.
4. Paved roadways in areas to be graded shall be kept free of track -out and
flushed with water and/or swept in sufficient frequencies and amounts so as
to prevent blowing dust due to traffic on pavement. Track -out of material
shall be prevented onto streets outside of the areas proposed for grading.
Any track -out into paved streets, either public or private, shall be swept or
water -flushed by the end of- the work day, and shall "be kept damp during
hours of operation until such time as it is removed.
5. Any imported/exported materials shall be covered and/or wet down prior to
transport. If material is not covered, it shall be sufficiently stabilized
(watered down) so as not to spill or otherwise create dust during transport.
Minimum freeboard shall be as established by the Public Works Department.
6. Enforcement of these conditions shall be at the discretion of the assigned field
inspector, who shall verify in the field that the spirit and intent of the FDCP
and its attached conditions are being complied with. Adjustments to
application frequencies, quantities, and other aspects of this FDCP may be
made by the inspector, at his/her discretion, to insure such compliance.
7. All construction access and approved travelways within the site shall be kept
compacted and watered down so as to retain moisture content during
construction traffic/activity. The road length shall be watered, each day,
prior to any traffic activity and at the end of the day after all activity has
ceased. Track out shall be removed as per Condition #3. Post two
construction speed limit signs at 15 mph, one for entry traffic off Washington
Street access and one for exit traffic at Calle Tampico access.

8. All pads and other disturbed surface areas upon which construction activities
will cease for more than 30 days shall be stabilized in the manner as approved
in the FDCP. In any event, all disturbed surface areas during grading
construction and rough grade stages shall maintain dust suppression methods
until physical construction begins or interim stabilization is initiated pending
such construction.
9. Import site at 50th Avenue and Washington Street shall also be regulated
under the applicable provisions of these conditions; i.e., track -out, dust
suppression, etc. Import material from this site may not exceed use of the
spread material exported from Phase V of the Cove Improvement Program;
i.e., no alteration of the original site relief beyond removal of the previously
imported fill from Phase V.
10. Prior to grading permit issuance, applicant or developer shall comply with all
condition requirements of Plot Plan 91-456 relative to grading requirements,
archaeological reporting and site mitigation due to land disturbance associated
with grading activities.

under the City's dust control ordinance. The two right columns contain an inventory and
description of reasonably available fugitive dust control measures for each of the sources.
Please use this information as a guide when preparing a Fugitive Dust (PM10) Mitigation Plan.
