On August 6th, 1996 1 submitted a request to Tom Genovese to utilize the City
owned lot across from the Gas station and Teddy's for parking for the
Oktoberfest. Vehicular parking on the City lot was granted in a correspondence
dated August 30, 1996, however, due to the lot location and the staffing costs we
have decided not to man and utilize this lot. Therefore any vehicles that park in
the city lot are doing so at their own risk as they do for other events.

1. All approved signs shall be placed no closer than 12 feet from the curbline of arterial
and -collector streets leading to the Festival. Signs shall be removed within 24 hours
after the end of the .Festival.
2. Permittee shall be responsible for providing continuous dust and erosion control
generated by activities associated with the Festival.

3. Streets shall be kept clean and clear to traffic. Public streets surrounding the Festival..
shall remain open to through traffic during the Festival.
4. Permittee shall assume responsibility for.repair of any pavement damage to any public
or private street and for any damage to other City streets or facilities' as a result of
activities associated with the Festival.
5. Advance warning signs and traffic control shall be installed and maintained in
accordance with Cal Trans Standards or :the Work Area. Traffic Control Handbook
(WATCH Manua[.). It shall be the-permittee's responsibility to provide traffic control
and directional signs for the valet drop-off/pick=up area along Calle Montezuma.
6. All landscaping, irrigation, decorative rock, decorative concrete, lighting etc. shall be
replaced to its original condition.
7. Access and egress to all local properties shall be maintained at all times.
8. Permittee shall be responsible for monitoring public parking on private property which.
has been designated, and roped off to .prohibit parking.
9.- Permittee shalIr not utilize any City property for vehicular parking generated.from the
Festival.

SUBJECT: MINOR TEMPORARY OUTDOOR EVENT PERMIT NO. 96-120 — — -- - -
REF: OKTOBERFEST CELEBRATION -
Dear Ms. McGalliard:
The Community Development Department has reviewed your application request to. hold an outdoor
event at the Frances Hack Park in October. We hereby approve the request, subject to the following
Conditions:
1. The hours of operation for the three-day event (October 11-13, 1996) shall be 5:00 to 1 I.00
P.M. on Friday and Saturday, and 2:00 to 11:00 P.M. on Sunday.
2. A building permit is required for any tents and temporary electric power. Please apply to the
Building and Safety Department (777-7012) for a permit. The fee is $100.00.
3. Permits for temporary. structures (tents, etc.) or any open flame devices shall be obtained from
the Riverside County Fire Department before installation and use. If you have any questions,
please contact Mr. Tom Hutchison, Fire Safety Specialist, at 863-8886.
4. Portable restrooms shall be provided for patrons and vendors as required by the -Building and
Safety Department.' Restroom facilities to accommodate the physically challenged shall also
be provided.
5. Temporary trash receptacles shall be provided so that trash/debris can be deposited
accordingly. The site shall be left clean of any litter at the close of the event. The City will
not require a cash bond or other guarantee .for removal of trash since the. event is held on
District property.
6. Before the outdoor event begins (no later than seven days in advance), notice to the existing
property owners and businesses around the Frances Hack Park shall be given informing them
of the upcoming special event.

7. Vendors who sell or serve alcoholic beverages shall obtain a license from the State of
California. Alcoholic Beverage Control Department. I
8. Riverside County Sheriffs Deputies shall be on-site during the event to provide security and
traffic control supervision.
9. Food vendors shall be reviewed andapproved for operation by the Riverside County Health
Department, as required. They can be reached by calling 863-7000. All vendors shall also
obtain a City Business License.
10. , The applicant shall work with Waste Management of the Desert to recycle the aluminum cans .r
disposed of in the'temporary trash receptacles during the outdoor festival.
11. If ground excavation is required, please contact Underground Service Alert (USA) at 1-800-
422-4144. The service is free of charge provided USA is given at least two days' notice.
12. Before any cranes, forklifts, or other aerial equipment is -raised, please check for existing
overhead wires.
13. All public streets surrounding the Festival shall remain open to through traffic Auring the
Festival because the City Council has not granted a Street Closure Permit.
14. For any disruptions of regular traffic flow on public streets, the District shall prepare, or cause
to be prepared, a traffic control plan by a qualified individual. The plan shall be.identify
specific traffic control devices, quantities and locations.. The District shall obtain the City
Engineer's approval of the plan and obtain an encroachmentpermit from the Public Works
Department prior to disruption of traffic.
15. The District is responsible for implementation and maintenance of measures identified in the
traffic control plan. The District may contract with private.vendors of the City for needed
services. The.City's fee for'preparation of the traffic control drawings would be $150.00.
The City can also lease necessary traffic control devices and/or provide set up,'take down,
and maintenance. services for a fee commensurate with the scope of work.
16. The applicant shall not place signs closer than 12 -feet from the curbline of arterial and
collector streets leading to the Festival unless otherwise approved by the City Engineer.
17. The City maintains. a list of properties in the vicinity of the park where property owners
oppose public parking on their land. The City will identify those properties in the
Encroachment Permit.

The District shall securely rope, or otherwise cordon off, those properties and post them with
"No Parking" signs placed on 50 -foot centers along the perimeter of the property. The signs
shall indicate that violators are subject to.towing. The District shall assign personnel to
continuously monitor each no -parking property during Festival hours to advise violators of
the strict enforcement policy.
The District may contract with a private vendor or the City for placement and maintenance
of the cordons and "No Parking" signs. The City will provide this service for $850.00 which
does not include any additional public relations'personnel.
18. Night'lighting must be adequate to permit patrons proper visibility within the exhibition and
food areas.
19. No overnight camping is allowed: Site exhibitors will find overnight lodging at local hotels
or RV campgrounds while the outdoor fair is occurring. Exhibitors or food vendors may
leave their vehicles or equipment at the park provided the District provides overnight security.
20. Vehicular parking on City property will require a bond to guarantee that the. lot will be
cleaned after the event. Contact the Public Works Department about use of City property.
21. Proper egress and ingress shall be provided at all -times for patrons and vehicular traffic to the
outdoor -event.
22. Parking attendants shall carry flashlights and wear reflective vests during the evening hours
to increase their visibility during the. Festival.
23. All designated security personnel must possess a current Private Security Guard License
issued by the State of California.
24. Unpaved parking areas shall be watered daily to control dust. Tracked out mud and dirt from
vehicles onto City streets shall be removed daily or kept damp until removal can occur. The
District shall submit to the Public Works. Department an appropriate method of stabilization
of all disturbed vacant lots upon termination of this temporary use for review, and be
consistent with the provisions of Chapter 6.16 (Fugitive Dust Control Ordinance) of the
Municipal Code. .
25. . The Community Development Department may impose additional Conditions, or revoke this
permit, if any problems arise during the event that need special attention or consideration.

The Planning Commission will review your request for signs and banners for the outdoor event on
September 24, 1996, at 7:00 P.M.. at City Hall. Please attend the meeting to answer any question
that may arise.
The City Manager is currently reviewing the District's request to waive the City fees for this event
since you are co -hosting the event with Schatzi's Grill. The answer to this question is forthcoming
in a, separate letter or phone call. Fees if required shall be due prior to the first day of the event.

Proposal to City of LaQuinta
1996 Octoberfest
The First, Annual. Octoberfest is a . community oriented event hosted by the
Coachella Valley Recreation& Park District and Schatzi's Grill in LaQuinta: The
:_purposed event will run one, three day weekend (Friday, Saturday and Sunday)
at the LaQuinta Community Park and will feature an authentic German Band,
German food and beer provided by Schatzi's Grill, vendor booths' and a
children's game and amusement area..
The LaQuinta. Chamber of Commerce has agreed to -assist our efforts- for
securing vendrs for the event and other miscellanous coordination efforts in a
manpower capacity.. It is the intent of Coachella Valley Recreation to get the
vendors to commit'to the entire three day: event'.
The event is scheduled for October 11, 12 &.13; 1996.
The requested hours are Friday 5:00 p.m. to 11:00 p.m. and Saturday and
Sunday 12 noon to 11:00 p.m. _
The event will be held :on the west side of the LaQuinta Park. The area will be .
completely enclosed by the. ballfeld fencing. There will be a tent set up from '
October 10 through October 13. with a stage, lighting; a dance floor,' tables and
chairs. Beer and Wine Sales will .be outside the tent from Beer trucks. All
vendors will have their designated booth space which .they will have the option to*.
• leave set up throughout the weekend. Security will be provided overnight
during the duration of the event: '
Captain' Ron Dye of the LaQuinta Sheriffs Department has already been
consulted on the sale and requirements of.Alcohol for this event.
Additional directional signs and promotional - posters and banners will - be "
displayed not only on the park property but throughout the City ,with Councils
approval.
The Coachella Valley Recreation & Park District has _ secured Waste
Management of the Desert to provide all trash receptacles', port -a -potties, and
recycle containers for the event.
