Gentlemen, I thought I would add my two cents to the current issue of mounting the solar panel to the City's Bus Shelter. Taking into account Pete's idea of mounting it on the roof tile and addressing everyone's concerns about visibility and security; I have taken the liberty of sketching out an alternate method of mounting the solar panel. Please see attached sketch. Basically, the idea is to build a platform over the roof to accommodate the solar panel and also put some slope into the top surface of the platform to get a southern exposure. Of course, waterproofing the platform, finish of the exposed sides and electrical access to and from the solar panel needs to be addressed but, I think this is a workable solution for all concerned. I think we are getting close to a solution and maybe we should get the solar system approved and do a "field adjustment" if required on "whichever" method of mounting the solar system is implemented. Sincerely, Burt Hanada Senior Plans Examiner City of La Quinta - Building and Safety Department 78-495 Calle Tampico, La Quinta, CA 92253-1504 PH: 760-777-7023 Fax: 760-777-7011 email: bhanada@la-quinta.org From: Les Johnson Sent: Thursday, May 28, 2009 3:38 PM To: 'Pete Ritchey' Cc: Greg Butler; Burt Hanada; Tim ]onasson; 'Brent McManigal'; Ed Wimmer Subject: RE: Solar Shelter Lighting - La Quinta, CA Pete, I will reluctantly go along with your recommendation though I do not necessarily share the same position with some of the "serious concerns" that you have noted. Being mounted on the clay tile roof of the shelter will result in the panel being fully visible from Highway 111, which is of greater concern than what might be visible from pedestrians passing behind the shelter. I question the concern raised regarding the effectiveness of the panel due to its proximity to a tree. Please note that as you have proposed the panel will be mounted on a north facing pitched roof, which is the least effective direction to place a solar panel. If my calculations are correct, the panel mounted on top of the parapet wall would result in an overhang of less than 10" that would be mounted approximately 11' high, which I agree may pose some vandalism concerns but likely no greater than what can be viewed from the roof mounted proposal. I am most concerned with your final point and concur if in fact there would be the potential of conflict between the equipment and pedestrians behind the shelter. However, none of the information that I -have reviewed to date has led me to believe that this interference would in fact occur. As I said, I will go with your recommendation. This has taken much too long to address and we need to see this shelter developed quickly. Please continue to coordinate with Building & Safety. We do need to forward a set of plans to SunLine Transit for their review, which I will coordinate with Building & Safety and Public Works to have this completed. Have you sent anything in other than the electronic drawings? If not, I will see what we can do to make copies from those files. Thanks. Les Johnson 5/29/2009 Planning Director City of La Quinta (760) 777-7071 From: Pete Ritchey [ma ilto:peter@nasland.com] Sent: Wednesday, May 27, 2009 11:56 AM To: Les Johnson; Ed Wimmer Cc: Greg Butler.; Burt Hanada; Tim.Jonasson; 'Brent McManigal' Subject: RE: Solar Shelter Lighting - La Quinta, CA Les et al We. have some serious concerns with trying to cantilever the solar panel off the back of the shelter roof. "They include: 1. Even -if the panel is painted -to match the shelter trim, having it stick off the back of the shelter may actually make it more visible from the sidewalk.. The panel itself is only about 2" thick, and mounted to the top of the 10' high root, it would be barely visible from the sidewalk. Adding a horizontal panel to the flat rear of the.shelter would make it much more obvious to a pedestrian walking along the public sidewalk toward the shelter. 2. The mature landscaping located near the back of the bus shelter may negatively impact the effectiveness of the solar panel if it is located as suggested; it might get some amount less direct sun due to the landscaping. . A mounting/cantilever system would make the panel more accessible to the public. Previously, you expressed concern about potential vandalism of such a panel — putting the system directly adjacent to/over the public sidewalk would make it a lot easier for a person to get to the panel. 4. Similarly, the public sidewalk is designed to wrap around the back of the shelter. While the structure is approximately 10' high, the mounting system would likely extend somewhat lower, potentially impacting the clear path overhead for pedestrians walking along the sidewalk.. The last thing we want is someone walking by and hitting their head on such a structure jutting overhead and suing al of us. Due to the reasons noted here, l'd recommend the solar panel design remain as is, on the roof of the structure. Please reconsider this. We would be happy to meet with you in person or discuss additional options over the phone at your convenience, so we can get this shelter approved and constructed as quickly as possible. Thank you. This would minimize the viewing of the panel from the street, especially if the panel trim piece is panted consistent with the shelter. Also, we do need to run this by Enuice @ SunLine since they will be responsible for maintenance. Thanks.
