This permit authorizes work to be accomplished within City of La Quinta right of way ONLY.
Whenever activities extend into private property, it is the responsibility of the permittee to secure
permission from affected property owners. Such authorization must be secured by the permittee prior
to beginning work.
,In addition to the Temporary Use Permit 97-147 Conditions of Apptoval, approved by the Community
Development Department August 29; 1997, the -following shall apply:
1. Streetsshall be kept clean. They shall be completely cleaned at the end of the event and more
frequently if -required."
2. Permittee shall assume responsibility, for repair of any damage to public or private streets and for
any damage to other City -owned facilities as a result of activities performed under this permit.
A deposit in the amount of one thousand dollars ($1,000) has been received and will be held as •.

3. Advance' warning signs and traffic control shall be installed and :maintained in accordance with _
Cal Trans Standards or the Work Area Traffic Control Handbook (WATCH Manual). It shall be

FINDINGS:
1. The. event will.not be detrimental to the health, safety and general welfare of the
- .community in the area of the proposed event.,
A. Various public agency permits are required prior to the event(s) occurring to
insure that the event will be conducted in ari acceptable manner. Health.
Department permits are required for all 'commercial food.and beverage
vendors serving the event, and police and fire personnel will be on hand to
assist the organizers in providing a safe environment for vehicles and
patrons coming to the event. The public roadways surrounding the project
are capable' of handling the local patrons. No problems are anticipated
which would be detrimental to the community based on the recommended
Conditions.
B. This.project is categorically exempt under Section 15311 (Class 11(c)) of the
California Environmental Quality Act (CEQA) because the outdoor event is
being held at a publicly owned park that is designed for public use. V
C. Temporarysigns for the event shall comply with Chapter 9.160 (Signs) of the
Zoning Ordinance. Signs or banners removal will occur, immediately after
the event is over to guard against the signs or banners becoming roadside
debris or,litter.
2. There is adequate area to conduct the event and to accommodate the anticipated
attendance.
A. This temporary truck run/community picnic is held at an existing community
park which can accommodate daily patrons because various on- and off-site
facilities will be provided such as restrooms, food and beverages, parking,
and other facilities which provide services to those attending. Information
A concerningthis event is on file with the Community Development,.
Department.
CONDITIONS:
The following Conditions shall be completed by November 24, 1997: -
1..- A Certificate of Insurance,' in the minimum amount of $1,000,000.00, shall be
posted with the City, naming the City and its employees as being coinsured for
liabilities arising from this event.

2. Permits for temporary use structures or any open flame devices shall be obtained

3. The event organizers shall personally notify the property owners adjacent to the _
City -owned property at the northwest corner of Avenida Montezuma and Avenida
Navarro that the event will occur and that truck parking will take place on the City
-owned property. Truck parking is prohibited from all other privately owned
properties. A copy of the notice shall be submitted to the Community Development
Department.

4: Prior to the event and encroachment (parking) of any trucks on the City -owned
property, the California Dump Truck Owners Association (CDTOA) shall obtain an
encroachment permit from the Public Works Department and furnish a damage
deposit of $1,000.00. The permit will require, and a deposit will guarantee, that
CDTOA assumes responsibility for any damage to the irrigation system by truck
drivers, etc.
5. Written permission from the Coachella Valley Recreation and Park District to use
the Frances Hack Park for the event shall be obtained. A copy of this approval
letter shall be submitted to the Community Development Department.
6. Obtain a temporary electrical permit from the Building and Safety Department if
additional power sources are needed for.speaker equipment, etc.

7. A minimum of two restrooms (permanent and/or portable) shall be provided for the
event. If portable restrooms are used, they shall be removed within 24 hours after
the one day event. Restroom facilities to accommodate the physically challenged
are required.

l .,8'. The event may be held on December 7, 1997, between the hours of 9:30 A.M. and
5:30 P.M. (See attached).
9. Trash receptacles shall be provided so that trash/debris can be deposited
accordingly.. The site shall be left clean of any litter at the close of the events.

10. Off-site directional signs are not allowed unless separately approved by this
Department. =
11.. One 32 square foot- banner shall. be allowed with design, color and.placement
reviewed and approved by this Department prior to fabrication and installation. The
banner maybe installed 24 hours prior to the event, but must be removed within 48
hours.

12. Riverside County Sheriffs Deputies shall be employed during the event to provide
security and traffic control supervision as determined by their agency through prior
contractual arrangements.
13. Any vehicles that block traffic will be towed at the owner's expense.
Public Works Department
14. ' Placement of temporary directional signs shall comply with Chapter 9.160 (Signs)
of the Municipal.Code. Temporary signs on public right-of-way shall not be placed
closer than 100 -feet from any intersection unless specifically approved by the City
Engineer.
15. The City -owned property at Avenida Navarro and Avenida Montezuma which will.
be used for parking has an underground irrigation system with surface level
sprinkler heads. The City will mark the location of the sprinkler heads prior to the
event; but their safety depends on individual truck operators.',
16. The applicant shall obtain an encroachment permit before closure or obstruction of
any roadway or placement of any signs,. barricades or other advertising or traffic
control devices in the right-of-way:
17. The applicant shall be responsible for the installation, maintenance and/or removal
of all traffic control devices required for the special event.
General Conditions -
18. If ground excavation is required, please contact Underground Service Alert (USA)
at 1-800-422-4133. The service is free.of charge provided USA is given at least
two days' notice.
19.' Before any cranes, forklifts,. or other aerial equipment .is raised, please check for

APPLICATION REQUIREMENTS FOR MINOR TEMPORARY OUTDOOR EVENT
I. PURPOSE OF APPLICATION:
To permit a temporary use within the City which, according to City Municipal Code,
would not be permitted on a permanent basis or such use is not addressed in the City
Code. Such uses shall include special weekend exhibits, recreational/ sporting events,
promotional props* (i.e. signs, banners/flags) and other special activities.
=II REQUIRED INFORMATION
il. A complete site plan accompanied by a written description of the activity. This
description shall include hours and duration of activity, equipment to be used on the
site, number of people to conduct activity, etc.
:2. Letter from property owner'of site stating his/her consent to use subject property for.

Proof of liability insurance with City of La Quinta named as additional insured.
4. Vicinity map showing location of site..

The Sheriff's Department has no .negative comments on the proposed
truck run and picnic with the exception of Number 10 on Mr. Mead's
letter.. The Sheriff's Department does NOT provide vehicle escorts
due to civil liability issues and the California Vehicle Code.
