5. Attach a copy of the rough or precise grading plan to the Public Works Department showing building
location(s) for pad elevation verification. AO flood zone developments will require an approved flood plain
development plan.
6. Attach supporting documentation for wall plan, monument sign, grease trap or special facility installations.
7. Complete and sign the attached water quality management plan (WQMP) exemption form, if applicable. PW
approved building construction projects require either a WQMP or a completed WQMP exemption form.

City of La Quinta - PM 10 Fugitive Dust Control Plan (< 1 acre per Lot or Inf ill Project)
This Fugitive Dust Control Plan shall take into account applicable SCAQMD Regulations Rule 403, 403.1, 401,
402, 201, 203 and Portable Equipment Registration Program (PERP).
❖ WATERING: Continuous watering is required to prevent dust and must occur a minimum of four (4) times
daily. Water shall be applied from an adequate sized metered water source to dry soils to prevent:
• Visible dust emissions > 20% opacity
• Visible dust emissions that travel > 100 feet from the source (within site)
■ Visible dust emissions that cross any property line
❖ EDUCATION: The responsible dust control Individual and key personnel shall attend SCAQMD PM10 class
and obtain PM10 certificate number prior to construction activity (training information may be obtained by
contacting SCAQMD at (909) 396-2183).
❖ CONSTRUCTION & DEMOLITION ACTIVITIES: A copy of this approved Fugitive Dust Plan must be
kept on site. At least one short-term stabilization method must be used during off hours. At least one
long-term stabilization measure must be used within ten (10) days of ceasing activity.
WEATHER MONITORING: Wind predictions shall be monitored.
❖ SIGNAGE: Approved signs shall be installed at a highly visible location. Please refer to the Coachella
Valley Fugitive Dust Control Plan Handbook for Construction Signage Guidelines.
❖ TRAFFIC: Construction traffic shall not be allowed on the pad, unless absolutely necessary. If vehicles
operate on pad, pad shall be kept firm and moist through hose watering and sprinklers; and a maximum
traffic speed of 15mph will be enforced. Fugitive Dust shall be prevented by fencing off site to prevent
unauthorized traffic on pad.
PARKING: Parking is not allowed on pad. All vehicles must park on street at designated areas only.
TRACK OUT: Provide 24 hour street cleaning and track out system as approved by City Public Works
inspectors. No dirt on public or private roads. Track out shall be cleaned up within one (1) hour of incident
and at the conclusion of each workday.
❖ DIRT PILES: Dirt piles shall be limited to 50 cubic yards and built per California Building Code grading
requirements. Piles shall be kept moist or covered with tarp material. Larger dirt piles will require stockpile
or grading permit.
❖ FENCING: Provide PM10 fencing at perimeter of public roads and where applicable. Wood slat fencing can
be installed at rear of property and return 20 feet on either side if HOA restrictions apply. Block walls can
replace PM10 fencing during the construction phase.
❖ EQUIPMENT: Extra hoses and sprinklers shall be maintained on site.
❖ EXCAVATION MEASURES: All areas to be excavated or graded shall be pre -watered. Water shall also
be applied during excavation or grading operations.
❖ DUMP TRUCKS: Open top dump trucks shall be wet down, moist and covered with. a tarp prior to leaving
site.
❖ INACTIVE SITE: Within 10 days of ceasing of activities, re -vegetate or permanently stabilize as required.
❖ RECORD KEEPING: Fugitive Dust Control Plan records (i.e. self inspection records, records of use of
chemical suppressants, etc.) shall be maintained for 3 years by the Property Owner (or Authorized
Representative). Property Owner shall notify the City and SCAQMD within 10 days of completion of
project.

EXPLANATION OF TITLE-24 DATASHEET
PLAN: The square footage of plan and/or plan name used by the General Contractor.
ZONE: California is divided into 16 climate zones each having different weather conditions. Your home's energy
efficiency requirements are determined by whether your house is in a hot, cold, or mild climate zone.
ORIENTATION: The direction the front door faces expressed in degrees or North, South, East, West (N/S/E/W).
ATTIC: R-value of insulation in accessible/open attic area.
VAULT: R-value of insulation in vaulted areas with no attic access.
WALL: R-value of insulation between wall studs.
KNEEWALL: R-value of insulation in walls adjacent to open attics.
SUBFLOOR: R-value of insulation in sub floor.
OVERHANG: R-value of insulation over garage or exterior.
SEER: Minimum cooling equipment efficiency.
*(No cooling equipment is designed to cool 100% of time and in all situations. Other relevant design factors such as
airflow requirements, outdoor design temperatures, coil sizing, availability of equipment, over sizing safety margin, etc.,
must also be considered. It is the HVAC contractor responsibility to consider all factors when selecting the HVAC
equipment.)
AFUE: A measure of the minimum furnace efficiency. (Higher numbers are better)
AIRFLOW: Verification of improved system airflow rate (CFM) in ducted split and packaged space conditioning
systems. If ducts are not designed & installed correctly fan watt & air flow test may have difficulty passing.
FAN WATT DRAW: Verification of reduced fan power (Watts/cfm) achieved through improved air distribution system
design, including more efficient motors and ducts that have less resistance to airflow.
INDOOR AIR QUALITY (IAQ): If the measured continuous/intermittent airflow is equal to or greater than the value
for whole -building ventilation airflow rate (CFM), the mechanical ventilation system complies.
DUCT INSULATION: Minimum insulation R-value of air ducts, except in conditioned space.
DUCT TESTING: Indicates whether or not the duct system is to be airtight. If required, an independent HERS Rater has
to test the ducts to ensure they leak no more than 6% and provide verification to CHEERS and building department.
REFRIGERANT CHARGE INSPECTION: The TXV Valve regulates the charge and airflow to increase air
conditioner efficiency. If used for compliance, an independent HERS Rater must verify the TXV Valve is installed. RC
can't be tested when outdoor temperature is to low and HVAC & rater may have to return at a later date at an extra cost.
PIPE INSULATION: R-4 or greater insulation applied to all 3/4" or larger, non -recirculating hot water mains.
WATER HEATER ENERGY FACTOR/RECOVERY EFFICIENCY (TANK SIZE) The energy factor or the
efficiency rating and the number of minimum gallons required for the water heaters. The E.F. number is usually listed on
a separate tag beside the yellow EnergyGuide label. (Higher numbers are better)
QUALITY INSULATION INSTALLATION (QH): An independent HERS Rater must verify the proper installation of
insulation. QII inspections commonly fail, causing delays in construction.
WINDOW U-VALUE / U Factor: Minimum U-value of all installed windows. (low values = low thermal escape)
SHGC: Solar Heat Gain Coeffiencent. A measure of how well your shade -creating products (such as interior drapes,
tinted windows, etc.) stop solar heat from entering your home. A SHGC value of .65 means 65% of the heat is getting
into your home and 35% of the heat is being blocked. (low values are good for hot climates) Fixed refers to fixed
windows. XO/SH refers to sliding windows. SGD refers to sliding glass door. FRD refers to French doors.

As requested, we have reviewed the Precise Grading Plans prepared by Essi Engineering along
with the Foundation Plans and Details prepared by Newport Structural Design. The plans
reviewed were prepared for the proposed custom residence to be constructed on the subject site
located at 58825 Quarry Ranch Road (identified as Lot 8) within the Quarry Ranch development
in the City of La Quinta, California. Based on our review, it is our opinion that the
recommendations provided in the above referenced Geotecllnical Update and the previous
geotechnical reports have been properly incorporated into these plans.

As requested, the following information is provided as it relates to the design and construction of
the custom residence proposed for lot 8 located at 58825 Quarry Ranch Road within The Quarry
at La Quinta development in the City of La Quinta, California. The referenced Geotechnical
Engineering Report was prepared for the Quarry at La Quinta project site prior to development.
The residential lot was originally rough graded during the initial development of the Quarry at
La Quinta project site. GeoteclnnicaI observations and compaction testing were performed during
the rough grading and are summarized in a rough grading report prepared Sladden Engineering,
Inc.
Previous grading included recompaction of the underlying native soil and the placement of
engineered fill material to construct the subject lot and adjacent lots. The previous grading report
provides documentation of the grading operations and confirms that the rough grading was
performed in accordance with the recommendations of the referenced Geotechnical Investigation
report and applicable grading codes.
Remedial Grading: Because the lot has been previously rough graded, the remedial grading
work necessary at this time should be minimal. Prior to grading, the surface should be stripped
of the existing vegetation and irrigation systems. The surface soil should be watered and the
surface should be recompacted to correct any disturbance that may occur during clearing
operations. Any fill material placed within the building areas should be placed in thin lifts at
near optimum moisture content and compacted to at least 90 percent relative compaction.
Compaction should be verified by testing.

Structural Considerations: The structural recommendations included in the referenced
Geotechnical Engineering Report remain valid. Allowable bearing pressures, lateral pressures
and frictional coefficients as outlined in the referenced report should be applicable for foundation
design. These structural values are summarized below.
Conventional shallow spread footings should be bottomed into properly compacted fill material
at least 12 inches below lowest adjacent grade. Continuous footings should be at least 12 inches
wide and isolated pad footings should be at least 2 feet wide. Continuous footings and isolated
pad footings may be designed using allowable bearing pressures of 1500 psf and 1800 psf,
respectively. Allowable increases of 200 psf for each additional 1 foot of width and 250 psf for
each additional 6 inches of depth may be utilized if desired. The maximum allowable bearing
pressure should be 2500 psf. The recommended allowable bearing pressures may be increased
by one-third when considering wind and seismic loading.
Resistance to lateral loads can be provided by a combination of friction acting at the base of the
slabs or foundations and passive earth pressure along die sides of the foundations. A coefficient
of friction of 0.45 between soil and concrete may be used with dead load forces only. A passive
earth pressure of 275 pounds per square foot, per foot of depth, may be used for the sides of
footings that are placed against properly compacted native soil.
The bearing soil is non -expansive and falls within the "very low" expansion category in
accordance with 2013 California Building Code (CBC) classification criteria. Slab thickness and
reinforcement should be determined by the structural engineer, we recommend a minimum floor
slab thickness of 4.0 inches and minimal reinforcement of #3 base at 24 inches on center in each
direction. All slab reinforcement should be supported on concrete chairs to ensure that
reinforcement is placed at slab mid -height.
The seismic design category for the structure may be determined in accordance with Section 1613
of the 2016 CBC or ASCE7. According to the 2016 CBC, Site Class D may be used to estimate
design seismic loading for the proposed structure. The 2016 CBC Seismic Design Parameters are
summarized below.
