This permit authorizes work to be .accomplished within City of La Quinta right of way ONLY. Whenever
activities extend into private property, it is the responsibility of the permittee (Start to Finish/Lynda S.
Habash) to secure permission from affected property owners. Such authorization must be secured by the
permitted prior to beginning work.
The City of La Quinta's streets utilized as routes to access the Coachella Valley Art & Festival Event
shall be kept clean. They shall be completely cleaned and all signs removed at the end of the event.
2. Permittee shall assume responsibility for repair of any damage to public or private streets and for
any damage to other City -owned facilities as a result of activities performed under this permit.
Concert Guide Signs shall be placed no closer than one hundred feet (100') from the intersections
and not closer than two feet (2') from the back of curb (They shall not be allowed to block
sidewalks). At sections where there is no curb and gutter, the signs shall not.be placed closer than
ten feet (10') from the edge of pavement.
4. The City Street Routes used to access the parking lots for the Coachella Valley Music & Arts
Festival shall be as specified in the Operation Plan submitted to the City.
5. The Permittee shall make the necessary arrangements with Law Enforcement Personnel to provide
Traffic Control Officers at the following intersections:
1. Indio Blvd. and Jefferson
2. Jefferson and Avenue 50
3. Avenue 50 and Madison
6. The permittee shall monitor the event to ensure its compliance with the approved Traffic Sign Plan.
7. The permittee shall notify the city immediately of any change in emergency -phone numbers.

Overview
The purpose of this initial operations plan is to outline the specific plans
for traffic and security for the Coachella Valley Music and Arts Festival
scheduled for October 9 & 10, 1999 on the grounds of the Empire Polo
Field In Indio, California. The event will be promoted and produced by
Goldenvoice, a leader in Southern California concert promotions.
We believe one of the keys to a safe and successful event is
implementing a comprehensive plan to accommodate the vehicular
traffic anticipated to arrive for the event. lasing message boards and
extensive signage along the arterials leading to the event site, we will
divide vehicular traffic to use one of the three exits off the 10 freeway:
Indio Boulevard; Monroe and Jackson. The event tickets will also have
the off -ramps printed on the actual tickets. Additionally, event parking
will be free! Complimentary parking for the event will reduce, if not
eliminate, parking in unauthorized areas.
Peer security will provide guest services to direct and assist event
attendees into the venue, and also inside the parking areas and the
venue. Security will also be around the clock on the event site while we
build the site, and continue through clean up and our departure from the
venue.
We have compiled this plan through extensive on site reviews and also
from the experience gained from conducting events of this size and
scope over the past ten years. We believe this plan will provide a firm
foundation for a safe and enjoyable experience for the event attendees
and the local community.
This report is solely intended for the private use of individuals and
entities involved in this event and cannot be copied, distributed or
circulated without the express written consent of Goldenvoice.

Traffic & Parking Plan
The purpose of this plan is to outline the best scenario to accommodate
the vehicular traffic that will be coming to the Coachella Valley Music &
Arts Festival. To create the maximum number of vehicles using the
pre -assigned parking lots at the best possible pace, Goldenvoice has
secured lots to accommodate the vehicles anticipated to attend this
event at no cost to event attendees.
We anticipate approximately 85% of the traffic to come via the 10
Freeway eastbound. This plan will define the off -ramps, streets, signs,
and procedures that will be put in place to move vehicular traffic at the
optimum pace. We estimate the majority of the vehicular traffic
arriving between 8:30 a.m. and 2:00 p.m.
This scenario is based upon dividing up the vehicular traffic into using
three off -ramps from the 10 Freeway: Indio; Monroe and Jackson.
Concert tickets will have one of the three off -ramps printed on the
actual ticket. Additionally, phone operators at Ticketmaster, as well as
the Ticketmaster website and the event website, will describe in detail
the three off -ramps and street routes to get to the venue.
A. Freeway Procedures
Three
o electronic message signs will be placed on the shoulder of the
eastbound 10 Freeway. Bet signs will be placed prior to the Indio off -
ramp. The signs will display the following information.
A Caltrans encroachment permit maybe necessary for placement of
CMS and other fixed signs on the shoulder of the freeway.
Indio Blvd easffiound off-mrnp to Jefferson southbound
The Indio off -ramp is one lane, which splits into two: one going straight,
and the other is a left turn pocket for access -to Jefferson northbound
and the CHP Headquarters. - There is a stop sign for the Jefferson
northbound lane, but none for Indio.
West of this junction we will place a barricade with a sign attached that
says "Free Concert Parking" with an arrow pointing ahead. Two. more
barricades will be placed prior to the right-hand turn pocket to
southbound Jefferson. These signs will duplicate the earlier signs, but
with right hand arrows.
Discussion: Is it necessary to post'a CHP vehicle at the off -ramp
where the road splits to Jefferson north to control and assist vehicular
traffic?
Monroe eastbound'off-ramp to Monroe southbound
On the freeway shoulder and prior to the off -ramp we should have an
extra large sign, "Free Concert Parking - Exit Here°.
Monroe is a one lane exit that we should consider coning to two lanes.
'At the top .of the ramp the road splits: one for northbound Monroe traffic _
and one for southbound. We should station a CHP or traffic officer to
increase exiting speed onto southbound Monroe. Vehicular traffic
already on southbound Monroe coming over the overpass would need
to be controlled. One barricade with a "Free Concert Parking - right
hand arrow" sign attached would be placed prior to the stop sign on the,
ramp. - 1,
We would need to cone to a double lane approximately 500 feet on
Monroe, or until the double -lanes on Monroe begin.
-Jackson eastbound off -ramp to Jackson southbound
On the freeway shoulder and prior to the off -ramp we should have an
extra large sign, "Free Concert Parking - Exit Here°.
Jackson is also a one lane exit that we should consider coning to two
° lanes. At the top of the ramp the road splits: one for northbound'
Jackson traffic and one for southbound. We should station a CHP or
traffic officer to increase exiting speed onto southbound Jackson.
� j Vehicular traffic already on southbound Jackson coming over the over-
pass would need to be controlled. One barricade with a "Free Concert
Parking - right hand arrow" sign attached would be placed prior to the
stop sign on the ramp.
We would need to cone to a double lane approximately 500 feet on
Jackson, or until the double lanes on Jackson begin.
Discussion: We should consider,having Indio police stationed
adjacent to all three on -ramps between 9:00 p.m. and midnight to assist
vehicular traffic exiting Indio and returning to the freeways.
B. City Streets Procedures
Listed below are the three City street routes used to access the parking
lots for the Coachella Valley Music & Arts Festival. Consideration
should be given to utilizing Police Reservists or similar staff to control
and monitor all controlled intersections. Each controlled intersection is
listed.
Indio Blvd eastbound off -ramp to Jefferson southbound
Indio to Jefferson southbound to eastbound 50P Avenue to Madison
southbound to Eldorado parking. Approximately 5.8 miles from the
Freeway to venue parking.
Indio to Jefferson southbound is a one lane right hand turn pocket. Two
"Free Concert Parking with right hand arrow" signs on barricades will
be placed on the shoulder prior to the turn pocket. A traffic officer
should be placed at this intersection to control the intersection and help
traffic move at an optimum pace. Listed below are all the intersections
where either traffic is controlled by traffic lights or Stop signs.

Notes: Madison is narrow and does not have traffic lanes in the road.
51 Avenue is paved from Madison to the beginning the Empire
Polo lot.
51 Avenue should be coned for two lanes from Madison to
Monroe.
Free Concert Parking" signs with accurate arrows will be placed
prior to each Stop sign or traffic light.
Monroe eastbound off -ramp to southbound Monroe
Monroe south bound to 51 Avenue to Empire Polo Field parking.
Approximately 4 miles from the Freeway to venue parking.
As mentioned in the Freeway Procedures, the off -ramp should be
coned to two lanes and continued onto_south bound Monroe until Igne
lines begin (approx. 500 feet).
A traffic officer should be placed at the intersection of Monroe and the
freeway off -ramp to control the intersection and help traffic move at an
optimum pace. Listed below are all the intersections where either
traffic is controlled by traffic lights or Stop signs.

52 Avenue and Monroe. Approximately 5.5 miles from the Freeway to
venue parking.
As mentioned in the Freeway Procedures, the off -ramp should be
coned to two lanes and continued onto southbound Jackson until lane
lines begin (approx. 500 feet).
A traffic officer should be placed at the intersection of Jackson and the
freeway off -ramp to control the intersection and help traffic move at an
optimum pace. Listed below are all the intersections where either
traffic is controlled by traffic lights or Stop signs.

Parking Plan
The Traffic Plan specifies the exact route, signage and staffing levels
for concert attendees to enter the designated parking lots for the
Coachella Valley Music & Arts Festival. The Parking Plan describes
where the parking lots are located and'the level of staffing and
equipment for each. There are three lots that have been identified to
accommodate the anticipated vehicular trafffic:
Eldorado Polo Field - MAIN LOT (entrance on Monroe to 54
Avenue).
Located on the north side of 51 Avenue between Monroe and
Madison.
Monroe off -ramp.
This is a Polo Field.

Empire Polo Field - LOT # 2 (entrance on Monroe south of 51
Avenue). Located on the south side of 51 Avenue adjacent to
Monroe.
Jackson off -ramp.
This is a hard pack dirt lot.
Access is through a small dirt road between Empire Polo I
mobile homes.

Eldorado Polo Field - LOT # 3

Each parking lot will be staffed at the entrance by private security
trained to move the vehicles onto the lot as fast as safely possible.
Additional security staff will direct vehicles to double park in rows and
ensuring 20 foot fire lanes between rows. Each lot will be equipped
with the following equipment.

Security Plan
The term security for the Coachella Valley Music & Arts Festival refers
to private or peer security. This section does not address the needs or
requirements that law enforcement may have. Peer security will assist
and direct attendees and VIP's, and staff the areas listed below. For
clarity, I- divided the responsibilities into -two areas: Interior and Exterior
Posts. Interior refers to what happens inside the event venue, i.e. front
of stage, venue management, hospitality areas,. and overnight and pre -
and post event security. Exterior refers to all areas outside the ticketed
or credentialed venue,. i.e. parking, admission gates and perimeter
areas.
A. Exterior Posts
We begin the report with the areas leading into the parking areas. The
goal is to direct attendees, guests and staff into the appropriate parking
locations, secure exterior locations,. i.e. perimeters, private roads;
corrals & bams and take tickets and admit attendees into the venue.
Parking
As outlined in the parking plan, three primary lots will be utilized. Each
lot wAl have a main supervisor -who is responsible for managing the
traffic flow from the public streets and into the parking lot. Special
emphasis will be placed on using trained parking staff to direct vehicular
traffic into the lots at the fastest yet safest pace available. Parking staff -
will also ensure that cars are lined up in neat double rows, and also,
ensuring an appropriate lane between cars to accommodate normal and
emergency, vehicle traffic.
After the lots are full and/or the majority of cars have entered the lots,
security will monitor and ensure that proper behavior is maintained in the
parking areas at all times. Additionally, during -the vehicular egress,
(after the event ends), this staff will assist drivers exiting the parking lots.
Each lot will have temporary light towers placed throughout the lot to
assist attendees in locating their cars and exiting, the lots. These light
fixtures contain four metal halide lamps that telescope up to a height of

approximately 15 feet and are powered by internal diesel generators.
Those parking lots and access -roads that are dirt or - hard pack, will be
"wet down" with water trucks that will be staffed throughout event day.
This will reduce the amount of dust created by vehicular traffic and the
water trucks will also, be available to respond to any cal- fires -caused by.
over -heating, etc. Exact staffing_ levels are posted in the Security Posts
Plan.
Admission Gates
The admission gates for the event will be -Located at the- northeast corner
of the Main parking- lot located en the north side of 51 Avenue between .
Monroe and Madison.
Queue lines will be erected of bike rack barricades outside the two
entrances leading from the Eldorado Field to the En*q*,e Polo Field. To -
accommodate the anticipated crowds we believe it important to use part
of the field as queue fines and bottle and can check: The par -king lot is -
considerable wider and more adapable to creating a sufficient area to,
perform the ticket taking and -other requisite functions.
Glass bottles, metal cans and other similar materials will trot be allowed
into thevenue. Referred -to as a "bottle and cart check" an area outside
the queue lines will be constructed where security will review bags, back
packs, etc. for items not allowed into the venue. All attendees wiN -be
-required to pass through this area. Trash receptacles will be situated -
adjacent to this area for disposal of items not allowed into the venue.
Perimeter Control
Perimeter Control is the portion of the plan that is instituted to keep
unauthorized (non -ticket holders) from sneaking into the venue.
Perimeter security also maintains property lines for local businesses and
residents. Additionally, those team members staffing these exterior
positions will assist event attendees with directions, event information,
and for local area pedestrian or vehicular traffic wishing to move through
the area. Perimeter posts will also ensure that emergency exits will be
staffed# all times during the event.

B. Interior Posts
Pre -event, overnight & post event
Beginning with the initial stages of loading in the venue, continuing
through the entire event weekend, and for a few days after the event,
pre -event, overnight and post -event security will be utilized to ensure
equipment is not lost and unauthorized individuals do not access the
venue. Security staffing for these specific needs provides a higher level
of comfort for the venue, promoter and local police.
Please be aware there are a number of companies providing services
that will need to access the venue immediately prior to and after each
day's event, i.e. sanitation and clean-up; food and beverage; caterers,
etc. We can provide a list of these companies and security will enforce
only authorized people into the venue.
The specific dates and locations are not finalized. We anticipate
security to begin early event week - October 5 or 6, 1999. The exact
hours and locations for pre -event, overnight and post event are listed in
the Security Posts Plan.
VIP & Hospitality areas
Security posts will be staffed for all backstage and hospitality areas.

Access to these areas will be controlled by credentials. Credential
boards will be produced listing all credentials and tickets and which
areas each credential or ticket has access to.
Front of Stage
A specially designed control barrier will be erected in front of each stage
to enable event attendees to have the best possible view while providing
a restricted area in front of the stage for security and medical staff to
work within.
Beer & Wine Stands
All beverage stands that sell beer and wine will have a minimum of two
security personnel to check proper identification. The private security
company hired to provide personnel for this event will be required to
have previously trained staff in T.E.A.M. for I.D. checking.
In -House & Roam Teams
Fixed posts inside the venue and roam teams will be employed to
ensure the highest level of security while allowing the attendees to enjoy
the event. In-house teams will monitor public restrooms, food &
beverage locations, and other areas requiring additional staffing.
Roam teams are employed to "roam" throughout the venue monitoring
event activity. Roam teams will also be utilized in the parking lots and
perimeter areas.
