---Coachella Valley Recreation & Park District ---
This permit authorizes an event to be accomplished within City, of La Quinta right of way ONLY.
Whenever activities extend into private"property, it is. the responsibility of the permittee (Coachella Valley
Recreation & Park District) to secure permission from affected property owners. Such authorization must .
be secured by the permittee prior to beginning the event..
L The section of the Bear Creek Bike path utilized as the route to carry out•the 5k/2k run/walk event
and near by portions of La Quinta's streets shall be kept clean. They shall be completely cleaned and
all signs removed at the end of the event.
2. Permittee shall assume responsibility for repair of any damage to public or private streets and for
any damage to other City -owned. facilities as a result of activities performed under this permit.
3. The applicant shall pick u',setup, and remove the traffic control devices as required during the.
event.,
4. It is the permittee's responsibility to place the Traffic Control Devices as specified on the approved
Traffic Control Plan.
5. The permittee shall monitor the route to ensure its compliance with the approved Traffic Sign Plan:

OKTOBERFEST 5k/2k RUN-OCTOBER 10, 1999
The Bike Path closure is authorized from 6:00 A.M. to 11:00 A.M., with the main event starting
at 8:00 A.M. Sunday, October 10, 1999.
1. City. crews will unload barricades, signs, and cones at the northerly end of Avenida
Velasco at 6:00 A.M. Sunday, October 10, 1999.
2. Romano Verlengia from the Public Works Department will be available during traffic
control'set-up and throughout the race. In the event his assistance is required, he can be
reached by,cellular, phone at 861-3390, or paged at 864--2474.
3. - Please refer to the intersection drawing schematics: when setting up the traffic control.
4. .The volunteer at Avenida Obregon & Calle Yucatan must direct traffic through that
intersection to avoid conflicts with the runners. A stop/slow paddle is provided as part of
the traffic control; and a whistle is desirable for this individual to have.
5. Twenty cones are provided for the'Avenida Carranza cul-de-sac, to assist with
channelizing the runners-.
6. A sign reading "BIKE PATH CLOSED SUNDAY 6:00 A.M. TO 11:00 A.M." shall be
erected at all effected entrance points to the Bear Creak Bike Path.
7. After removal, please stack all barricades, signs, and cones in one place at the Northerly
end of Avenida Velasco off of the pavement. The traffic control equipment will be
picked up by city crews.
8. The following emergency phone number was provided as part of the permit number 3058
for the 5k/2k run/walk Oktoberfest event:

In conjunction with the Oktoberfest weekend, put on by the Coachella Valley Recreation & Park District, -
we would like to host a 10K and 5K run in your city. I have created a racecourse that will require
minimal street closure throughout the Cove community. I would like to have Montazuma St. and the
lower section of Velasco St. dosed for two hours on Sunday October 10, 1999 between the hours of
8:00 A.M. and 10:00 A.M. The racewill start at Frances Hack Paric, travel down Velasco, and continue
on the bike path. The race will then finish back at Frances Hack Park via Velasco and Montazuma.
(See enclosed map for more detail) I will provide water stations and first aid stations throughout the
course. 1 will also have race, directors holding signs with directional arrows for the participants. Any

SUBJECT: TEMPORARY USE PERMIT 99-213 (OKTOBERFEST RUN/WALK)
Dear Mr. Harding:
This is to inform you that your application for the above event is approved per the
attached plan, subject.to the following. conditions:
1. Run/walk setup and activities shall -be held on Sunday, October 10, 1999,
between the hours.of 7:00 A.M. to 10:00 A.M. with the Frances Hack Park
utilized for the staging area and Bear Creek Trail for the race and walk.
2. The applicant shall provide the City with the necessary $1,000,000.00 liability
insurance certificate„and name the City as an additional insured (on file in the
Community Development Department).
3. A minimum of three days prior to the race (October 71h ), the Race Director shall
deliver or have delivered a notice to all residents whose home or business is
within 200 feet of the race course start and finish at the Bear Creak Channel,
indicating. that a' race/walk will occur between 7:00 and 10:00 a.m.
Additionally, said notices on wood stakes shall be posted at each entrance to
the Bear Creek rail. A copy -of the notice shall be given to the Community
Development Department prior to its distribution.
4. The applicant shall clear the entire race/walk course and staging area of all
.paper cups and other waste upon conclusion of the event.
5. The applicant shall provide paramedic/medical service as needed during the race.
6. ,The Run/Walk shall. begin and end at the east end of the Bear Creek Bike Path
between Avenue Velasco and Eisenhower Drive. The course will proceed west
on the bike path to the turnaround and return on the same course to the point
of beginning of the event.
7. All participants shall be instructed .to park at Frances Hack Park and walk to the
start and finish line. Persons shall be provided to guide participants to the start
of the course.

8. The applicant shall prepare (or acquire from the Public Works Department an
approved traffic control plan for the event. The plan will include signs as.
necessary for temporary closure of the Bear Creek Bike Path.
9. The applicant, shall acquire an encroachment permit from ' the Public Works..
Department.
10. Permits for temporary use structures (tents, stands, stage, etc.) or any open
flame devices or fireworks, shall be obtained from the Riverside County Fire
Department prior to installation (contact Fire Marshal at 863-8886).
.11. Roadways to structures and activities in and around the .event shall be
maintained accessible to emergency vehicles at all times.
12. No vehicles, excluding emergency vehicles, are allowed on the trail.
