He also has considerable experience with all types of detector equipment including cameras, loops, radar, puck style and more. Smart Mobility Innovation Lab In order to assist in our design of traffic signals, Urban Systems has built a signal lab at our corporate headquarters. Our signal lab is designed to assist in the design and simulation of various signal timing plans using either hardware in the loop simulation or software in the loop simulation. We have multiple types of 170, 2070, Coldfire and Nema TS-1 controllers for experimental purposes and staff training. We utilize SYNCHRO, SimTraffic and VISSIM in combination with a Trafficware Controller Interface Device (CID). The lab also has a fully functional training and testing cabinet with a Mitchell Benchtop Controller Display for testing controller functionality. Although the lab is not designed for signal maintenance purposes, it is part of Urban Systems' commitment to providing a complete understanding of the signals we design. The lab is used to enhance the signal timing plans and assist in testing and examining equipment prior to making a recommendation for install to a public agency. Our signal lab is constantly expanding. We are familiar with Siemens ACS Lite, and recently added a Rhythm Engineering, Insync Processor and Econolite Cobalt Controllers allowing us to test various adaptive signal capabilities, communications and to further our commitment to bringing the latest technology to the signal industry. Urban Systems also provides signal systems modeling, CAD support and consulting services, utilizing the latest software and equipment. Additionally, the firm is highly experienced in providing quality presentations and reports required for submission. To best fill the qualifications outlined in this RFP, we will assign Justin Schlaefli as the lead Urban Systems Project Manager, with Andy Schlaefli as Co -Project Manager during times of high workload, vacation or illness. the following projects briefly touch on the diversity of projects our firm has successfully completed which match the variety of tasks an On -Call Traffic Engineering firm would need to suitably fill this role. Urban Systems completed signal timing evaluation, recommendations, and a complete design/build of the City of Hesperia s adaptive signal control project along the Main Street Corridor. This work included signal modification, signal timing, controller swaps, replacement of a controller cabinet, miscellaneous signal improvements, installation and configuration of a wireless communications system and installation and configuration of an adaptive traffic control system. In the City of Coachella, Urban Systems provided a plan check services for their Traffic Signal Synchronization program, and completed a citywide engineering and traffic study. The project utilized Urban Systems personnel and equipment (radar) to measure speeds on 44 street segments within the City of Coachella. Additional data collection involved cataloguing speed limit signs and field conditions. Additional data was collected with respect to accident information. Together this data was analyzed to produce recommended City of La Quinta On -Call Traffic Engineering Consultant Services RFP speed limits. USAI installed CCTV cameras, modify several traffic signals and provide a wireless communications backup link. Urban Systems provided plan check services for the entire design package as well as specifications and estimates. Urban Systems has also completed unique ITS signal upgrade projects for the City of San Diego. Urban Systems was the project manager and Civil Engineer for the Lusk Boulevard Adaptive Traffic Signal Control pilot project. this project involved the signal modification and upgrade at four locations on Lusk Boulevard. the signals were first improved by fixing failed existing communication across twisted -pair copper interconnects and then implemented a coordinated timing plan. After testing the signal system with improved coordinated timing plans, the signals were upgraded with video detection and installation of Rhythm Engineering's InSync system. Urban Systems worked directly advising the City of San Diego and overseeing the project. Another recent project completed by Urban Systems was for the SR 75/Breakwater project in City of Imperial Beach. The project reconfigured several closely spaced intersections across multiple jurisdictions to provide safer pedestrian and traffic movements and more efficient flow along SR-75. Sight Distance, warning signs, high visibility crosswalks, and other supporting striping and signing features were included. Another challenge we faced was the creation of a median pedestrian refuge satisfactory to Caltrans at a signalized crossing of SR-75. All work required Caltrans procedures, forms, certifications, and permit processing be followed. In addition to the projects above, Urban Systems is completing ongoing work in numerous jurisdictions including the City of Highland, City of Hesperia, City of La Quinta and ongoing work in Imperial, San Diego, Riverside and Orange Counties. Several of these projects have involved coordination and assistance in grant applications as well. 4 Urban Systems Associates, Inc. -� URBAN SYSTEMS ASSOCIATES, INC- PLANNING & TRAFFIC ENGINEERING City of La Quinta On -Call Traffic Engineering Consultant Services RFP Urban Systems has extensive traffic engineering and transportation planning experience, from planning studies to design to cost estimating to implementation. USAI recently completed a signal timing, signal upgrade, adaptive traffic control system design/build/implementation, and we continue to manage the traffic management center (TMC) for the City of Hesperia along the Main Street corridor. Urban Systems is now engaged in supporting the City of Hesperia in planning for additional operations improvements and upgrades on the Main Street Corridor in Hesperia. Appendix A highlights our project references summarize our experience on similar types of traffic engineering projects completed in Riverside, Orange and San Diego Counties. Urban Systems will assign highly qualified personnel to this contract to ensure that the City of La Quinta receives a superior work product. All key USAI staff members will be available for the duration of the required services and no person will be removed or replaced without the prior written concurrence of the City. Our principal staff assigned to this project, Justin P. Schlaefli and Andrew P. Schlaefli have worked on or overseen all the projects described in the Qualification section stated previously. PLANNING &TRAFFIC ENGINEERING City of La Quinta On -Call Traffic Engineering Consultant Services RFP Urban Systems Associates understands the services required include planning, organizing, supervising, and performing a variety of field and office professional traffic and transportation engineering work as well as any other traffic related duties required by the City. As an On -Call Traffic Engineer Consultant, we understand that typical duties may include assisting in the preparation of reports in respect to traffic related issues. For example: • Traffic signal design • Traffic synchronization • Plan checking, signing, striping, signal timing and communications review and recommendations • Traffic volume data review • Traffic circulation studies • Safety and Speed studies • Analysis of Crossroads traffic collision database • Traffic hazard detection Our work will also include a review of Capital Improvements Project (CIP) program project plans for uniform manual and design standards consistency. Other duties include attending meetings and advising the City Council and Traffic Safety Commission. Urban Systems will review if requested the City's traffic circulation system and recommend changes and improvements where necessary based on General Plan criteria. USAI will also be available to provide technical assistance and support to City staff in cases involving traffic safety issues and responses to citizen/media requests if requested by City staff. As an On -Call Traffic Engineer Consultant, USAI is qualified to prepare, review, or approve traffic control and channelization plans as well as recommend priorities for traffic and transportation projects. We will also assist in developing engineering cost estimates and budget documents. In addition, USAI will work with City and Caltrans staff to coordinate traffic signal timing, oversee the City's TMC, and update the City of La Quinta with new MUTCD standards when necessary. Due to the vicinity of State Route 111 through the City and as well as neighboring Interstate 10, cooperation with Caltrans District 8 will be anticipated. All work to be completed will follow guidelines as defined by the City of La Quinta, SCAG, Riverside County, and CVAG. Urban Systems is very familiar with the area, having just completed work in La Quinta and has reviewed the Circulation Element of the Coachella General Plan Update. Generally, we expect to have task orders issued by City staff. Urgent tasks will be seen to immediately with staff available onsite within four hours of a call if needed. Such urgent requests will be treated with the utmost priority by Urban Systems with Justin Schlaefli physically present if necessary and other work shifted if necessary to ensure proper attention is given. this will ensure that the City's priorities are met. In the event a task is not urgent, it would be completed on a mutually agreeable schedule. Urban Systems will not invoice travel time. However, it is assumed that all on -site activities will have a minimum four-hour charge. On receipt of task orders, it is anticipated that field observations, studies, and implementation of timing plans could require a field presence. As such, many tasks could be performed on -site, however work may also be conducted out of Urban Systems' office by the firm's staff. In order to avoid unnecessary duplication of effort or revisions of work, it is critical to have a clear understanding of each task. Each assignment will be discussed with the City of La Quinta prior to the commencement of work to establish clear objectives, deliverables, scope, and fee. PLANNING & TRAFFIC ENGINEERING City of La Quinta On -Call Traffic Engineering Consultant Services RFP 1. INTERSECTION CONTROL STUDIES — Intersection control studies involve the evaluation of traffic data and application of policies and standards (CAMUTCD/AASHTO etc...) to determine the proper type of intersection control. this could include two Way or multi -Way stop control, evaluation of yield or uncontrolled right turns, evaluation of roundabouts or evaluation for signalization. this type of study is often called a warrant analysis. Such analysis typically considers traffic count data and other field observations and statistical data. Urban Systems has evaluated and designed almost every type of intersection control including pedestrian only signals, emergency services signals and all traditional forms of traffic control. 2. SAFETY STUDIES — Safety studies encompass a variety of studies which can be conducted for safety related purposes. These could include accident evaluation, crosswalk studies, sight distance evaluation, turn pocket storage evaluations and more. Our firm has experience with these types of analysis, and if requested are available and highly experienced in providing quality presentations to all levels of decision makers. 3. TRAFFIC SIGNAL DESIGN — Design of traffic signals can involve either designing a new traffic signal or modifying an existing signal. At times, various ITS devices can be added. Traffic Signal design can also involve signal timing and electrical design. USAI will review of existing timing information, fine tune and maintain existing timing plan, develop new timing plans as needed and provide updated signal synchronization timing sheets to City staff as requested. The design process also involves cost estimating and producing design specifications, preparing bid documents, responding to RFI's and As -building plans. Urban Systems has produced hundreds of traffic signal designs in a variety of jurisdictions throughout Southern California. Our firm has also completed ITS design/build projects. 4. MISCELLANEOUS TRAFFIC ENGINEERING SERVICES — In addition to the services above, a variety of additional Traffic Engineering services could be required including review/creation of traffic control plans, trip generation studies, traffic modeling, management of the City's TMC, review and provide comments on the City's bicycle Master Plan, Engineering and Traffic Surveys, grant writing and more. Urban Systems has provided these services previously and has substantial experience in these areas. 5. REVIEW OF LAND DEVELOPMENT PROJECTS — Land development projects come in a variety of types and sizes. Review typically involves looking through reports to ensure their technical accuracy, adequate public disclosure, and consistency with applicable laws. Urban Systems is intimately familiar with the standard practice of Agencies throughout Southern California including the City of Los Angeles, Riverside and San Bernardino counties and Caltrans. In addition to wide familiarity with various guidelines and standards, Urban Systems personnel have specialized training on CEQA including the most recent upcoming changes such as SB743. Having produced traffic impact analyses for land development projects throughout Southern California, Urban Systems is prepared to review any type of land development project. Noteworthy experience which will assist our firm in reviewing a variety of land development projects includes work on the San Diego Airport, Convention Center, and work on large regional shopping centers, mixed -use development, office buildings of all types, specific plans, master plans and more. 6. SIGNAL EQUIPMENT RECOMMENDATIONS— Signal equipment selection and upgrades are often one of the toughest recommendations to make. The reason for this is that they often involve large investments which an Agency may have to live with for decades. For this reason, Urban Systems pro -actively researches and discusses emerging technologies and development programs with a variety of vendors. Likewise 7 Urban Systems Associates, Inc. PLANNING & TRAFFIC ENGINEERING City of La Quinta On -Call Traffic Engineering Consultant Services RFP USAI's unique Smart Mobility Innovation Lab contains many of the latest equipment in the traffic industry for testing, compliance/Integration purposes and to gain staff familiarity. With a variety of 332 and Nema cabinets, controller of all types, communications devices of all kinds, and a wide variety of detection devices, USAI has familiarity with the majority of traffic equipment deployed today. Working with City staff, we have completed new product evaluations (e.g. Trafficware Pod Detection System) and comparison studies (e.g. 5 Adaptive System Comparison). Combined with trained technicians, USAI has experience with a wide variety of equipment and parts allowing us to make strong and informed recommendations. 6. SMART MOBILITY CONSULTING — With the recently completed and awarded Smart City challenge and the advent of the connected and autonomous vehicle age, the industry has begun to push beyond the ITS arena into a true multidimensional Smart City. This involves cooperation and integration across city departments which leave many engineers quickly behind and can lead to obsolete or behind -the -times standards and investments This can also lead to poorly leveraged investments and under performing city assets. USAI's Smart Mobility Consulting group, led by our firms president Justin Schlaefli, understands much of this future. Through partnerships in SmartCity2020 and the Smart City Consortium, Urban Systems has served as a Smart Mobility expert and consultant for companies such as Leidos and Silver Spring Networks in addition to non- profits such as Battelle. Urban Systems is capable of and experienced in providing all services listed in the RFP. Our extensive engineering design, build, implement experience is matched by our overall transportation planning experience. Our hardware and software testing resources, the various test equipment in our advanced Smart Mobility Innovation Lab are also available to enhance our working time for the proposed work in this RFP. Upon issuance of a task order from the City, a work plan will be developed in consultation with City staff. the work plan will indicate which project team members are anticipated to be needed as well as the tasks necessary to accomplish the task. The personnel assigned will be consulted to ensure a clear understanding of the required work as well as the necessary total schedule and anticipated cost. This work plan will form the basis for proceeding with the proposed work and will be updated only after consulting with City staff. - COMMUNICATION - As discussed previously, Urban Systems intends to provide a single point of contact and project manager to ensure clear and consistent lines of communication. This point of contact will be Justin Schlaefli. Justin will also primarily oversee all the work completed under this contract so that issues and questions from the City of La Quinta can be handled quickly and efficiently. - PROJECT CONTROLS Upon issuance of a task order from the City, a work plan will be developed in consultation with City staff. The work plan will indicate which project team members are anticipated to be needed as well as the tasks necessary to accomplish the task. The personnel assigned will be consulted to ensure a clear understanding of the required work as well as the necessary total schedule and anticipated cost. This work plan will form the basis for proceeding with the proposed work and will be updated only after consulting with City staff. -COMMITMENT OF RESOURCES - Of paramount importance to the City is ensuring the timely, efficient and proper completion of tasks assigned under this contract. The senior project manager and principal assigned to this project, Justin Schlaefli, will be committed up to 20 hours per week as needed for the City of La Quinta. PLANNING & TRAFFIC ENGINEERING City of La Quinta On -Call Traffic Engineering Consultant Services RFP completed by Urban Systems will be managed to ensure appropriate attention to the City of La Quintas's needs. In addition to the senior project manager/principal, Urban Systems will commit additional personnel and resources to include an assistant project manager, engineering technicians, and design support personnel up to 80 hours per week as needed. However, if larger tasks requiring more time are necessary, Urban Systems is willing and able to commit the resources both of principal staff and support staff. Urban Systems has experience working on the full range of Traffic Engineering services. However, the true value that Urban Systems brings is having worked on projects through the full cycle. Our firm has worked on projects at each stage from design to implementation. Whether completing a needs assessment, working with the community to explore solutions, completing the design of the solution, constructing the improvement or operating the system, our staff is proud to have expertise and experience with each stage of the life cycle of a transportation project. As such, all engineers at Urban Systems have planning, design, construction, and operations experience. Our team has important IMSA certifications: Work Zone Safety, Signal Technician I and II. Urban Systems design/build experience provides our clients with quality work from planning through implementation. Urban Systems hold both a Class A & B contractors license, in addition to employing Professional Civil and Traffic Engineers. We believe that the best solutions are not only well planned but must be feasible and cost effective. this diversity of experience and amount of cross -training is essential. Our experience isn't limited to the field. Our firm also has one of the most advanced signal labs in Southern California with a variety of traffic signal and ITS hardware enabling our designers to get hands-on experience with a variety of hardware. We have relationships with many signal manufacturers and ITS solutions providers including McCain, Econolite, Trafficware, Rhythm Engineering and more. All of this experience and these resources will be critical to providing the variety of services called for in this RFP and will feed into our work plan. - CURRENT WORKLOAD - Urban Systems Associates, Inc. intends to assign the personnel above to this contract. A brief discussion of resource commitment was provided in the Work Plan section of this proposal. Although Urban Systems is engaged in work on several current contracts, at least one on -call agency contract is being closed out and Urban Systems has the current capacity to serve the City of La Quinta. If selected, Urban Systems is committed to ensuring the proper resources are available to provide services to the City of La Quinta as discussed in the Work Plan. Justin P. Schlaefli will be the assigned Principal and Senior Project Manager assisted by Andrew P. Schlaefli when necessary to ensure work for the City of La Quinta is completed on schedule. The project utilized Urban Systems personnel and equipment (radar) to measure speeds on 44 street segments within the City of Coachella. Additional data collection involved cataloguing speed limit signs and field conditions. Additional data was collected with respect to accident information. Together, this data was analyzed to produce recommended speed limits. These limits were reviewed with City staff and major changes in speed limits were discussed. Based on these discussions, several segments were re -studied to confirm study findings. This information was collected in a report documenting findings and recommendations for speed limits as well as the technical and legal basis for all recommended speed limits within the City of Coachella. Through private funding and a public partnership, Urban Systems researched numerous ATC technologies before assisting the City of San Diego in selecting the Rhythm Engineering InSync system for installation on Lusk Boulevard. Urban Systems and subconsultants were responsible for the initial intersection evaluation including an inventory of signal equipment. Following the site evaluation, Urban Systems worked with the ATC vendor, Rhythm Engineering as well as various subconsultants to design and install the ATC test system. This process included an intermediate phase upgrading and running the signals in coordination prior to evaluating the signal system in ATC mode. Exhibit B Schedule of Compensation: Urban Systems is open to the standard payment methods and time frame used by the City of La Quinta, consistent with similar contracts, and as outlined in Exhibit B of the RFP. Our current rate sheet is included Appendix C of this proposal. All tasks will be completed on a time and materials basis with a not -to -exceed price unless otherwise agreed. Due to the varied nature of the tasks in this proposal, it is impossible to provide a task - by -task breakdown of costs. Section 3 and Exhibit C Schedule of Performance: Urban Systems requests the section be negotiated in recognizing tasks to match each assigned task as apart of an on -call contract. Urban Systems shall complete all services identified in the Scope of Services for each task awarded under the on -call contract. A project schedule will be developed on a task -by -task basis. Exhibit D Special Requirements: None Exhibit E Insurance Requirements: Urban Systems carries the full insurance coverage required under the RFP statement with the exception of auto aggregate coverage. If selected, USAI requests to negotiate insurance requirements related to auto coverage. Please note that USAI owns one scheduled auto which will not be used on this job. We request that the owned auto endorsement be waived for this work consistent with many other agency contracts USAI has engaged in.
