Our team has been working with the City and its various boards, commissions and City Council for many years on a full -range of projects. We have all the experience required to move your projects through the public process and provide you with landscape architectural services on an on-call basis. If selected, the scope of our services will include preparation of feasibility studies for new, renovation, and alteration projects. Of particular importance is that we have worked closely in recent years with the City to design the Desert Efficient and Desert Oasis landscape themes that have a variety of water consumption categories. We have created the five-year plan for the Landscape and Lighting District in North La Quinta and have successfully completed those projects on-time and within budget. HDG is a multi -disciplinary landscape architecture and planning firm that specializes in park planning and municipal projects. We are recognized as a leading landscape architecture firm with offices in Palm Desert and Riverside that serve the entire Inland Empire. As a company, we have over 20 years experience designing in the Coachella Valley. Our staff has a very good working relationship with the other local agencies that would potentially be involved in City of La Quinta projects, specifically CVWD and the Riverside Agricultural Commission. When the City asks us to engage neighborhood groups to build consensus through workshops and town hall style meetings, we will be there; our offices are only fifteen minutes away from City Hall. HDG prepared a five-year plan for turf removal and landscape improvements in the North La Quinta Landscape and Lighting District. Approximately ten acres of turf will be removed saving Bryan McKinney, over 25,373,049 gallons of water per year for median and City Engineer parkway areas surrounding 11 communities. The total project budget inclusive of all soft costs is $10,000,000. City of La Quinta 78495 Calle Tampico Existing trees that were healthy have been preserved using La Quinta, CA 92253 an irrigation technique that has proven 100% successful in the (760) 777-7045 desert heat where trees were acustommed to surface water bmckinney@ from turf and converted to deep watering. All shrubs were laquintaca.gov placed on individual drip emitters and flow sensors, master valves, and the Rainbird IQ system for controller programming. Both cellular and radio service are used to daisy chain the controller together for control by the City. The landscape design utilizes a "desert oasis" palette and plant spacing is grouped for easier maintenance. The creative use of three rock sizes and colors with boulder accents creates interest, contrast and movement in the ground plane. For every three trees removed, a new tree was installed. Median design included the used of date palms to enhance neighborhood entries and create a cohesive connection to surrounding streets. The project required research of all existing utility providers, applications for turf removal rebates from the water district, and surveying existing conditions in the field to establish demolition and removal plans. In addition to design and working drawings, the City required HDG to prepare all City bid documents, bid schedules and provide field observation services. JOSE ESTRADA, VICE PRESIDENT Jose is a graduate of Cal Poly Pomona with a degree in landscape architecture and has focused his career on irrigation design. He has been an integral part of Hermann Design Group since 1999. He has established himself as an expert in irrigation design, and water auditing. His extensive experience in the preparation of construction documents and field work experience allows for a complete design process from the schematic level to final design. Jose is bilingual, speaking both English and Spanish, making him invaluable in the field, as well as instrumental in translating during public input workshops or community meetings. He is located in our Riverside office and will serve as Irrigation designer for the City. ARMANDO "OPUS" GARZA, ASSOCIATE Opus has been associated with our firm since 2012, and he is an associate of our firm and our senior designer. He has been designing for over 13 years, and has been the lead designer on the City of La Quinta L&L work. His largest project to date with our firm was as a designer on the Rancho Mirage Community Park Expansion. Opus is a graduate of Cal Poly San Luis Obispo with a degree in landscape architecture. He is responsible for design support, working drawings, and field observation services. / 09 ORGANIZATION ORGANIZATION CHART Hermann Design Group can serve the City efficiently and with an impressive array of knowledge. Our experience, current work in the community, and recognition for outstanding design make us uniquely qualified to assist the City. The management team for the City consists of Chris Hermann, Principal -in -Charge, Jose Estrada, Irrigation Design and Opus Garza, Associate. Chris is a licensed landscape architect with 38 years experience and a proven ability to successfully work on projects requiring a multi -disciplinary team approach. Avery important difference between our firm philosophy and many other design teams is principal involvement. Mr. Hermann will be personally involved in all aspects of the assignments given to the Hermann Design Group, and Opus Garza has been the lead designer on previous projects with the City and will continue as project manager. After an initial scoping meeting with City staff, we will prepare a project proposal that describes the scope of work and a detailed fee breakdown illustrating hourly rates, personnel assignments and hours to complete the work based upon pre -approved fee schedules. A project schedule will be developed for each project which accommodates time for Staff review and City Council approval. The design process will be fluid and provide for opportunities to have both staff and neighborhood input whenever necessary. The format of these meetings will be discussed and a strategy plan put together to make sure that the topic is clear, direction is focused and the outcome predictable to move the design forward. The goal will be to make sure that the community knows that the City has prepared the most strategic, creative and cost effective solutions for the long term maintenance of these landscape areas. Cost estimating will be done in-house because we are familiar with the current bid climate and have built relationships with the landscape contractors who would install this work. Value engineering recommendations will be made to bring projects within budget if necessary. Upon approval of a design and the budget, we will provide clean and easily biddable construction documents. In house services include program development, design, and construction drawings for site furnishings, play areas, hardscape, landscape, technical studies/ specifications, project budgeting, and irrigation. Additionally, Hermann Design Group will provide field inspection/observation services as needed to ensure installation and maintenance is in accordance with the design policies and standard plans. We will work to maximize each design area's potential for improvement in design character, theme and maintenance. Our staff's familiarity with the City, local presence and experience with working through all aspects of projects such as this allows us to work quickly and efficiently through the design and approval process. The following is a general outline of our approach for each project: 01. Maintain close communication with City staff throughout the project. • Meetings - Meet with Staff as required during the project. • Consultants - We will bring consultants on to the team as needed. • Correspondence - Weekly correspondence will be kept via email or telephone to communicate project critical path items, status and updates. 02. Can the project be maintained? b. Are the facilities and structures resistant to potential vandalism? c. Is the project efficient in design and construction? This approach will assure the City of an outstanding project each and every time we work with you. A11L WORK PLAN TYPICAL SCOPE OF SERVICES I. PROJECT FAMILIARIZATION = rn a. We will conduct a thorough physical inspection of the project sites, collecting all data regarding existing or proposed improvements and facilities within each project area. We will compile an extensive photo gallery of the project illustrating all aspects and viewpoints. HDG has prepared drone photos for the entire project area. We will z utilize these drone photos, City archives and a level to document existing conditions Z and grades. b. We will collect all materials regarding existing conditions from the various agencies necessary to complete the design of the project. We will review and analyze each Cn project with a "walk" to carefully analyze every aspect with the team. The team will include all departments involved at the City staff level and our consulting team. We Z understand that the City will provide all as -built plans that are available. c. We will contact all utility purveyors and review and identify all utilities and easements serving each site and those that might be affected by the site's development. 0 d. We will prepare the project schedule and provide electronic and hard copies for all C members of the team. All members of the team will be kept up to date regarding the schedule and all critical path items will be highlighted with deliverables identified for each team member. All meetings required by the City, committees, and commissions will be indicated. �. BASE SHEETS / SITE ANALYSIS a. Based upon the investigations from Task I, we will prepare base sheets that illustrate the project area and include existing trees and shrubs. b. We will evaluate each site orientation for sun exposure to determine the best plant palette selections for the environmental conditions. PRELIMINARY PLANNING a. After reviewing and discussing each project with City staff, our design team will meet with City staff and review the various options and recommendations. From this meeting, conceptual plans will be prepared for each project. b. The conceptual plans will be presented to the City staff for review and discussion. c. Photo boards with images of each plant proposed for the design will be included as well as images of proposed groundcover such as rock, decomposed granite and cobble. d. We will work with City staff to refine the designs by selecting items from the first draft of the conceptual plans and prepare the final preliminary plan. e. The direction given by the City staff will be incorporated into the final plan and we will prepare for presentation to neighborhood groups and staff upon request. f. Project budgets will be established during the preliminary design phase and our design team will prepare an opinion of probable construction costs which will incorporate all elements of the project. These will be presented to the City staff for their review and analysis. WORK PLAN IV. CONSTRUCTION DOCUMENTS Upon receipt of approval of the preliminary planning portion, we will continue preparation of the construction documents. The plans will continue the concepts of low maintenance, vandal resistance, attractive and practical design solutions. a. DEMOLITION PLANS: These plans will illustrate the location of existing trees and shrubs to either be removed or retained. b. IRRIGATION PLANS: We will prepare complete irrigation plans. All elements of the system will be designed to carry optimum amounts of water to irrigate the site. Full detailing of all equipment will be included. Vandal resistance, durability, serviceability, reliability, water conservation, efficiency and, most importantly, consistency with City standards will be our primary concerns. All systems will be designed to use the Rainbird IQ Master Control System. c. PLANTING PLANS: Complete planting plans with all necessary details will be provided. Plant suitability, maintainability, drought resistance, and reliability will be primary concerns. d. SPECIFICATIONS/BID DOCUMENTS: Specifications detailing materials and workmanship for all of the above items will be provided as required. Detailed project description, preparation of bid schedules, bid item descriptions, payment methods, special provisions, and technical specifications will be provided. e. COST ESTIMATES: Final estimates of probable costs will be prepared providing regular value engineering recommendations. f. DOCUMENT PROCESSING: We will submit the documents for City and various agency approvals. We will review documents and make all necessary corrections. g. MEETINGS: We will attend all meetings as required during this phase of the project. h. FINAL DOCUMENTS: After final approval, 24" x 36" mylars shall be submitted to the City along with a hard copy and an electronic copy of the plans and specifications for bidding purposes. (Mylar production will be considered a reimbursable expense.) V. AGENCY APPROVAL We will submit to the City all plans, specifications, estimates, and/or other necessary documents required to obtain approval. The following plan check submittals are included: 1 st Review - Concept Review 2nd Review - 85%-90% Check Plans and Specifications 3rd Review - 100% Check Plans, Specifications 4th Review - Preliminary Final (screen check) We will make revisions as required by the City and resubmit plans for approval. Final plans will be submitted to CVWD and Riverside County Agricultural Commission for approval. We will assist in preparing the turf replacement application and credits from CVWD. WORK PLAN VI. BIDDING a. When the project goes out for competitive bidding, we will assist the City in the bid process, distributing bid packages, noting direction given to contractors, questions asked and follow-up clarifications or addendum items. b. We will attend and chair the pre-bid meeting and provide written minutes and follow up information as required. c. We will assist the City in obtaining and evaluating bids as required. V11. CONSTRUCTION PHASE SERVICES/INSPECTION a. We will coordinate with the City as required throughout the life of the project. b. This phase will commence with the notice to proceed to the contractor and terminate when final payment is issued by the City. c. We will attend the pre -construction meeting. d. We will provide field observations during construction for the purpose of establishing acceptability and provide written documentation of official job meetings to those present. e. Based on our observations at the site and on the contractor's application for payment, we will assist in determining the amount owed to the contractor. We will review job drawings, as-builts, RFls, samples and other submissions of the contractor for conformance with the design of the project and for compliance with the information given in the conformance contract documents. f. We will review change orders and submittals for approval and issuance by the City. We will respond to requests for information from the contractor, issue field bulletins and requests for quotations. g. Wewill review as-builts and assistin the reproduction of the as -built information on disc.
