The City expects the consultant to propose experienced California registered civil or traffic engineers who are able to provide a host of traffic -related services over a three-year term. Interwest Consulting Group has read and understood the City's RFP, and is pleased to provide our response. The team we propose is more than qualified to provide the requested services. We expect that our combined traffic engineering experience and dedication to providing quality services will exceed the City's expectations. As a firm, Interwest has provided traffic engineering services for the past 15 years, and our proposed project staff has many years of combined traffic engineering experience. We have cultivated a reputation for expedient and cost-effective services provided by qualified and customer -focused professional consultants. Interwest only serves public agency clients, typically in staff augmentation and program management roles. We believe our exclusive commitment to public agency clients is important, as it allows us to avoid any real or perceived issues regarding conflicts of interest. As detailed in Section 2, Proposed Staffing and Project Organization, we propose a highly qualified team of registered professional engineers who currently provide transportation and traffic engineering services to many Southern California cities. We propose Steven L. Wright, PE, TE as the primary Traffic Engineer to provide on -site services to the City of La Quinta. Steven is a registered Civil and Traffic Engineer with more than 30 years of experience providing a variety of public works services to municipalities in Southern California. He has served the Cities of Pasadena, Chino Hills and Los Angeles in the role of Traffic Engineer, and has been responsible for neighborhood traffic planning and analysis; design of signing and striping improvements; and review of traffic impact reports for new developments. Steven's background demonstrates his exposureto and familiaritywith a diverse range of publicworks disciplines including land development, capital projects, traffic and special projects such as waste water and storm drain systems, undergrounding of utilities, public facilities, and park and median island improvements. KEY PERSONNEL James G. Ross Principal -in -Charge I Public Works Group Leader James has supported municipalities and public agencies at an executive management level for the past 34 years, specializing in Public Works and Water Departments. James spent more than 20 years with the City of Santa Ana, rising to Executive Director of Public Works. The department had more than 200 staff. His responsibilities included construction and maintenance of City's street, water and sewer systems. In addition to the Water Enterprise, James also created enterprise funds for Refuse, Sanitation and Sewers. Annual budget including Capital Improvement Program was approximately $200 million. Major facility projects included a $100 million Police Detention and Administration Building, the City Hall Ross Annex, a new Corporation Yard, the remodel of the Main Library and numerous Community Park Facilities. Major Street projects included the $100 million widening of the Bristol Corridor and an innovative $100 million 5-year program to repair and rebuild the City's residential street system. He also led the development of a City Transit Plan which envisions a Street Car from the transit terminal thru the downtown to a connection with the regional express bus system. Priorto the City of Santa Ana, Jim gained municipal management experience with the Cities of Irvine, Costa Mesa and Los Angeles, as well as the Port of Los Angeles. James holds an MPA and a BS in Civil Engineering from California State University, Long Beach. He has served as President of the Public Works Institute (1998) and a member of the Board of Directors from 2001-2003 for the League of California Cities. He was also presented the Top Leader of the YearAward (2004) and Director of the YearAward (2008) by the California Chapter of the American Public Works Association. Nicole Jules, PE Project Manager I Director, Traffic Engineering Services Interwest's Director of Traffic Engineering Services, Nicole has more than 20 years of progressive professional experience, managing a variety of complex, controversial public works improvement projects in both private and public employment. She is a California Registered Civil Engineer. Prior to joining Interwest, Nicole served as the Deputy Director of Public Works for the City of Rancho Palos Verdes from 2014 to 2017, and as Senior Engineer from 2009 to 2014. Nicole has provided services including traffic signal design and construction, geometric design, traffic impact studies, traffic circulation and parking analyses, construction staging and traffic control plan design. She is also proficient in roadway design, curb, gutter, sidewalk and median design, precise grading and storm drain facilities. Nicole's experience includes project management for the construction of storm drain facilities, roadway rehabilitation projects, a landslide stabilization project and park improvements. She served as staff liaison to the Infrastructure Advisory Committee, Traffic Safety Committee and the Palos Verdes Peninsula Transit Authority. Steven L. Wright, PE, TE Traffic Engineer Steven is a California Registered Civil Engineer and Registered Traffic Engineer, with more than 30 years of experience providing a variety of public works services to municipalities in Southern California. Prior to joining Interwest, Steven served the City of Pasadena for nearly 30 years as a City Engineer, Assistant City Engineer, Interim Transportation Administrator, Associate Civil Engineer and Assistant Civil Engineer. He served as Manager of the Engineering Division, planning, directing and organizing the work of a large and multi -disciplined team in the areas of land development, capital projects, traffic and special projects such as waste water and storm drain systems, undergrounding of utilities, public facilities, and park and median island improvements. Steven responded to interrogatories and testified in court cases and gave depositions as needed. He also represented the City in mediation and settlement conferences. As Manager of the Construction Division, which provides construction management and contract compliance of all public infrastructure including street, sidewalk, storm drain, sewer, street lighting, traffic signals, parks, landscaping and municipal buildings projects, Steven oversaw coordinated and supervised the work of Resident Engineers, Engineers, Inspectors and Survey staff. He provided management oversight of the Public Works Design Sections which are responsible for the engineering design of streets, sidewalk, sewers, storm drains, streetlight and traffic signals systems, municipal buildings and park improvements. Steven also planned, coordinated, directed, managed and supervised programs and activities relating to transit services, parking management and enforcement, transportation planning, and traffic engineering, and was responsible for neighborhood traffic planning and analysis, design of signing and striping improvements, review of traffic impact reports for new developments, conditional use permits, and specific and general plan efforts. Steven prepared and administered consultant contracts and prepared a variety of reports for the City Council, commissions and the community. He participated in the preparation of the capital and TI NTERWEST CONSULTING GROUP Page 10 operation budgets, monitored revenue and expenses and maintained fiscally responsible project budgets. He represented the City and Department at public meetings, development review and public improvement meetings, as well as commission and City Council meetings. Steven was also responsible for the recruitment, selection, training and development of department staff. Prior to the City of Pasadena, Steven was a Traffic Engineer with the City of Chino Hills, an Engineer Assistant with the City of Los Angeles, and a Junior Civil Engineer with the California Department of Transportation. Ruth Smith, TE, PTP Traffic Engineer Ruth is an experienced traffic engineer and transportation planner with more than 35 years of experience. She was a Senior Traffic Engineer for the City of Santa Ana for 14 years and then returned to the private sector, preparing traffic impact studies and using her past experience to perform a variety of traffic engineering and transportation planning duties for client cities, including serving as contract City Traffic Engineer. Ruth's wide-ranging and unique experience in both the public and private sectors impressed upon her the importance of ensuring that traffic impact studies for private development are correct and complete, and that site access and on -site circulation are fully addressed. Ruth also has a rich background in neighborhood traffic plans, starting with managing the Neighborhood Traffic Management Plan program in the City of Santa Ana, to more recently assisting the Cities of Temecula and Brea in preparing neighborhood traffic plans to reduce cut -through traffic and speeding. Edgar Monroy, PE, TE Traffic Engineer Edgar has more than 40 years of experience in traffic and transportation engineering in both the public and private sectors. He has a wealth of direct experience efficiently and effectively addressing traffic engineering issues and implementing innovative solutions. In addition, Edgar has served as president of the Institute of Transportation Engineers and assisted the Department of Consumer Affairs in the preparation of Traffic Engineering exams. DESIGNATED ADMINISTRATOR Nicole Jules, PE, will serve as Interwest's Project Manager and the day-to-day contact for the City of La Quinta. Both list general and specific traffic engineering services, all of which Interwest's traffic engineers are prepared to deliver to the City of La Quinta on an on -call basis. Interwest's proposed Traffic Engineers and other qualified staff will act as an advisor and service provider to the City's Design and Development Services Department, under the direction of the City Engineer and other designated City staff. Anticipated services include, but are not limited to, the following: • Assisting with citizen requests for traffic calming data collection and analysis ■ Assisting with signal timing adjustment • Attending regular coordination and project meetings • Collecting data and preparing traffic capacity and level of service analyses for intersections and street segments • Conducting traffic management charrettes in identified neighborhoods • Grant application data collection and analysis ■ Monitoring traffic signal equipment lifecycles, including researching equipment specifications, obtaining bids, processing purchase orders and coordinating repair • Performance of concept and feasibility studies of intersection and street design alternatives, including creation of preliminary design reports • Preparation of design plans fortraffic signal, signing and striping modifications, and associated work orders • Preparation of documents including final plans, specifications, record drawings, utility drawings, cost estimates and other design -related documents • Preparation of public transit service feasibility and modification studies • Preparing and presenting education and safety training courses • Providing assistance with monitoring the Traffic Management Center • Providing public real-time data from connected and autonomous vehicles • Providing technical input to City staff, as needed • Providing updates to City based on latest version of the California edition of the FHWA's Manual on Uniform Traffic Control Devices (MUTCD) • Responding to data requests from local and cognizant agencies and authorities • Reviewing construction contracts and recommending awards • Reviewing work zone traffic plans for capital improvement, utility and developer projects • Traffic signal and stop sign warrant analysis data collection and preparation • Updating speed surveys for posting speed limits and curve advisory signs INTERWEST CONSULTING GROUP Page 13 CITY REQUIREMENTS Depending on the type of on -call traffic engineering services requested, we may need to work closely and directly with designated City staff, or we may be able to work independently, depending on the specific project services required. In any event, upon being notified of an imminent project, Interwest staff will assess the project requirements, including the anticipated level of involvement by City staff, and we will inform the City Engineer or his designee of the same. SUMMARY OF PROPOSED SERVICES Interwest staff will tailor our services to each traffic engineering assignment requested by the City. Tasks, sub -tasks and deliverables will be defined as needed on a per -project basis, dependent upon the specific scope of work for each service. Details of services we commonly provide include: Preparation of engineering studies in response to citizen requests for traffic control device ;fVr installations and modifications, such as stop signs, traffic signals, crosswalks, traffic channelization and speed zones. These studies will typically typically include the review of traffic collision, traffic count and/or speed survey data, field review of existing traffic control devices and ....:. motorist/pedestrian/bicyclist behavior, corner' sight distance analysis, minimum stopping sight distance analysis, warrant studies based on the California Manual on Uniform Traffic Control Devices (CA MUTCD) and City standards/guidelines, discussions with City staff regarding the findings and recommendations, preparation of concept/final plans, as needed, and a report summarizing the findings and recommendations. If requested, the study will also be presented at community meetings or City Council meetings. • Preparation of traffic impact analysis reports, including discussions with City staff regarding study intersections, project openingyear, approved projects and any project concerns, a review of the site plan regarding internal circulation and external access, a field review of existing intersection geometrics and any unusual conditions, traffic count data collection, project trip generation and assignment, level of service analysis based on City guidelines/standards, identification of significant project impacts, proposed mitigation measures, and a report summarizing the analysis, findings and recommendations. • Review of traffic impact studies prepared by others, including the review of on -site circulation and project access, study intersections, project trip generation and assignment, level of service methodology and assumptions, accuracy of analysis and conclusions, appropriateness and feasibility of proposed mitigation measures, and preparation of comment memo. • Preparation of signing and striping plans, traffic signal plans, traffic control plans and traffic calming plans. These tasks will generally include the collection of existing plans for the street segment or intersection, field review to compare the plans to existing conditions, traffic data ! 14TERWEST CONSULTING GROUP Page 14 collection, as needed, meetings with City staff to ensure complete understanding of the desired design and to discuss/clarify any options, timely revisions in response to plan review comments, and signed and stamped final plans, specifications and cost estimate. The plans and specifications will be prepared in accordance with City standards, the CA MUTCD and other applicable standards. • Private and public development plan review for traffic -related plans, ensuring that the plans are in compliance with City and other applicable standards. The reviews will include recommendations for approval (conditions of approval). • Review of traffic signal timing plans and collision data for intersections, with recommended adjustments. We will provide technical advice to City's staff in connection with the maintenance and the operation of the City's traffic signal facilities. • Assistance in the development of relevant policies. Many changes are taking place in transportation engineering that cities need to be prepared for. They include SB 743 regarding changes to how traffic studies are prepared for CEQA, including the use of vehicle mile traveled (VMT) instead of intersection or street segment level of service (LOS) to determine a proposed project's significant impact. The state is currently finalizing the regulations. Cities need to develop their own policies and fee programs in response to these new regulations to protect their interests. Autonomous (self -driving) cars are already being tested. Their potential impacts are unknown. They could increase the number of trips, but reduce the needed parking. The transportation engineering profession, as well as our own traffic engineers, is tracking their development. ■ Preparation of grant applications for funding from Federal, State, and regional agencies for traffic safety studies and improvements. ■ Address school -related traffic concerns, including meeting with school staff, parents and residents, field observation of behavior, data collection, as needed, analysis of the need for speed feedback signs, crossing guards, crosswalks, stop signs, flashing beacons, etc. recommendations and a summary of findings and recommendations. • Assist construction inspectors in the interpretation of plans, specifications and other contract documents for assigned projects. • Support public involvement and community outreach for selected traffic and transportation projects.
