Dear Mr. McKinney:
Thank you for the opportunity to present our qualifications for your consideration. We are pleased to
submit our Proposal to the City of La Quinta to provide On -Call Traffic Engineer Consultant Services.
Quantum Quality Consulting, Inc. is a full service civil and traffic engineering consulting firm serving
municipal clients exclusively in Southern California for over 20 years. Quantum Consulting is a California
corporation licensed to provide professional engineering services including traffic engineering, design,
construction management and inspection, staff augmentation, and program management.
We are uniquely qualified to provide the referenced services for the City of La Quinta, as we are
currently providing excellent on -call traffic engineering services for the cities of Hermosa Beach,
Gardena, and Lomita and have previously served similarly for other such as cities of Beverly Hills, Azusa,
Compton, and Lawndale. The Quantum cadre is comprised of highly qualified traffic engineers, civil
engineers, and support staff who are well versed in matters related to municipal traffic engineering
having served both as city staff and as consultants:
■ Experienced Principal in Chdrge I Principal in charge and primary contact, Frank Bigdeli, P.E.,
currently serves as the contract city/traffic engineer for the City of Gardena and has also previously
functioned as the contract city/traffic engineer for the cities of Lawndale and Azusa, and as public
works director/traffic engineer for the City of Hermosa Beach. He has more than 35 years of widely
varied experience in the field of civil engineering and traffic engineering and can be reached at

■ uaJi ied Tru is Engineer I Mr. Bijan Vaziri, P.T.E., is the proposed Project Manager and On -Call
Traffic Engineer for the City of La Quinta. He has more than 40 years of widely varied experience in
the field of traffic engineering in various capacities as city staff and as consultant. Mr. Vaziri recently
retired as the Traffic Engineer for the City of Beverly Hills and he is currently providing on -call traffic
engineering services for the cities of Hermosa Beach, Gardena, and Lomita and has also served as
the traffic engineer for over ten other municipalities. Mr. Vaziri is well -versed in all matters related

to traffic engineering including speed surveys, signal design and operations, intersection design,
traffic control plans for construction activities, plan check, traffic engineering operation, study and
placement of traffic control devices, management of transportation CIP projects, transportation
planning studies, traffic management programs, neighborhood traffic control, management of traffic
signal system and the TOC. He has extensive experience with current signal system and traffic
engineering design and operation software. Mr. Vaziri has also extensive experience with working
Caltrans and LA County for regional projects with specific grant requirements such as SRTS and
SSARP.

Since 1995, Quantum Quality Consulting, Inc. (Quantum Consulting) has been privileged to provide
municipal engineering services including traffic engineering, transportation planning, program
management, staff augmentation, plan check review and certification, city engineering services, project
review and project design services to municipalities throughout Southern California. We are well -versed
in the myriad of issues including technical as well as community involvement related specifically to plan
checking services and CIP program.
We possess the depth of experience and staffing to meet and exceed your expectations. Our team of
professional traffic and civil engineers, designers, program/construction managers, and support staff are
well versed in matters related to municipal engineering having served both as city employees and
consultants.
For over 25 years, Quantum Consulting has provided municipal civil and traffic engineering and
public works administrative services; staff augmentation; design services; traffic systems
engineering, Infrastructure Planning services; construction management and inspection services;
and CIP funding procurement and administrative services exclusively for cities in southern
California.
e Over this period, Quantum Consulting has also provided on -call traffic and transportation
engineering services for many municipalities such as the Cities of Hermosa Beach, Lomita,
Lawndale, Azusa, Gardena, Palmdale, Compton, and Lancaster.
We are currently providing on -call traffic engineering plan check services for the cities of Santa Monica,
Gardena, Hermosa Beach, and Lomita for development and redevelopment projects, CIP projects, and
council initiated projects such as stop signs, traffic signals, etc. Our services have been performed in
accordance with all applicable regulations and standards including Local Coastal Plan (LCP) and Municipal
Code, and California Vehicle Code.
• We have provided coordinated project design and management with the County to implement
the TSSP program to expedite traffic flow through multiple municipalities.
• We have provided coordinated project design and management with the State of California to
implement the SSARP program to enhance safety through multiple municipalities.
• We have provided traffic signal design, operations, and programming.
• We have performed warrant studies for signage and signalization programs.
• We have conducted studies relating to traffic control devices such as stop and turn restrictions,
geometric design and modification of roadways, Transportation planning and parking models,
Vehicular and pedestrian safety analysis and improvement projects.

following cities in recent years: Azusa, Carson, Compton, Culver City, Gardena, Hermosa Beach,

Quantum consulting performs on -call traffic engineering services to
include services including plan checking, related to EIR for various new
developments for the City of Lomita Community Development
Department.
Quantum team has provided the initial traffic engineering study for the
Highway Safety Improvement Program (HSIP). These efforts have
resulted in a total funding allocation of over $567,000 for the City of
Gardena. This grant funded the Rosecrans Ave/Purche Ave Traffic Signal
Improvement Project. We are continuing to provide project
management services implementing the solicitation of design services,
performing design review and constructability review and value
engineering.
Quantum provided intersection evaluation and traffic engineering
services for the intersection improvements at the Foothill
Boulevard/Alameda Street in Downtown Azusa. This work involved a
new pedestrian island, a new crosswalk, access ramps and a new
pedestrian actuated traffic signal. Provided TSSP integration services.

STATEMENT OF QUALIFICATIONS
ON -CALL TRAFFIC ENGINEER CONSULTANT SERVICES
Quantum Consulting prepared complete project plans, specifications
and estimate for reconstruction with Proposition 42 funding of
approximately four thousand (4,000 LF) feet of roadway, intersection
and pedestrian improvements. Design included signal rehabilitation,
signage, paving section, striping, curb and gutter, sidewalk, approaches,
cross gutters, and ADA ramps to provide a complete roadway
improvement with traffic control restoration from Alameda St. to Long
Beach Blvd. Project construction has been completed and the project
accepted.
We completed the Citywide Sidewalk and Pedestrian Safety
Improvements design and construction management for the City of
Lomita. Quantum provided engineering design, construction
management and inspection services for this project. The work
consisted of new signage, radar speed control signage, concrete
sidewalks, curb ramps per ADA, curb and gutter, removal and
replacement of trees, intersection striping and signage installation at
various locations throughout the City of Lomita.
Quantum provided design and construction inspection for new
intersection upgrades, pedestrian improvements with I reconfigurations
on the Citrus Avenue and Foothill frontages of the Citrus Crossing retail
center development. The intersection was upgrades with full ADA
access, pedestrian signal control, and coordination with the Los Angeles
County TSSP (Traffic flow system).
Through a grant from MTA the City of Lawndale completed a
revitalization project of a two-mile stretch of Hawthorne Boulevard
which included improvements to intersections, traffic signals,
pavement, sidewalks, medians, landscape and streetscape. Quantum
Quality Consulting provided project management to obtain the MTA
grant, prepared conceptual design, design, and formulated and
implemented a community awareness program for this project.

Project Understanding
Quantum understands that the City of La Quinta is looking for a qualified consultant to perform a variety
of traffic engineering services requested by the City. These services shall include all detail work, services,
materials and equipment to prepare and deliver Traffic Engineering services in compliance with City's
applicable plans and codes, California Vehicles Code, CAMUTCD and other applicable regulations and
Standards. All our services will be conducted under the direction of our registered Civil and Traffic
Engineers licensed in the State of California. We will maintain close communications with the City
representative and will also prepare separate invoices for each specific project which is authorized by the
City. Quantum will provide all required personnel, materials, and equipment required to provide the
services under the Agreement, including required safety equipment. We are available and willing to work
according to the work schedule and regular on -site presence desired and approved by the City.
Our philosophy is to apply the resources, talent, and high standards of quality and problem identification
in advance to provide excellence of project design, project management. Our approach is to resolve issues
proactively regardless of source. This consistent approach has led to numerous successful projects. We
will perform in accordance with the scope of services prepared for the City of La Quinta.
Scope of Services
The following work task items will satisfy the requirements identified in the RFP to include the ability to
collect and analyze field data, develop solutions for traffic engineering and safety issues, oversee traffic
signal design and operation, develop traffic and parking control signage and marking plans, develop
alternative traffic calming programs, and review development plans, including environmental impact
reports and impact studies:
1. Provide and establish a pro -active approach and based on success stories of previous many years
of experience to resolve traffic -related issues.
2. Maintain the solution approach in concert with City's General Plan to meet the growth forecast
for the years to come.
3. We have years of experiences in providing signal timing, interconnection, design, system
operation, time of the day, pedestrian and bicycle and transit friendly safe operation of traffic
signal system within the existing and expansion plans.
4. Provide services for capacity analysis, LOS and VMT methods for local CIP projects and inter -
jurisdictional projects.
5. Provide technical assistance for design and operation of different kinds of traffic control devices
and day-to-day traffic operations.
6. Provide technical input to city staff for signing and striping changes. Propose solutions involving
channelization and routing control- intersection diversion plans- school safety operation and
many aspect of parking designs -establishment of Complete street approach.
7. Prepare and review traffic impact studies, EIR and circulation studies for private development
including, commercial, residential, governmental, industrial, recreational land uses.

8. Provide safety and operational solutions for enhancement of corridors including separation of
pass through traffic from local commercial and residential traffic.
9. Propose successful traffic calming techniques in response to local concerns.
10. Assist the City to procure local, State and Federal funding opportunities for CIP, traffic safety and
transportation system improvements.
11. Provide extensive and detailed field studies in response to street lighting coverage and pertaining
traffic operation improvements.
12. Conduct detailed safety studies using the available enforcement records and other State sources.
Provide the intersection and corridor safety index analysis. Identify the spots in the city where
common collision factors exist and recommend short term and long term plans to satisfy the City's
zero Tolerance policy and similar programs. Submit easy to read and to follow reports to share
with public using available communication media.
13. Respond to complaints from residents and merchants through the City. Assist the City in
responding to claims and provide professional expert input to protect the city if needed.
14. On -call services will be performed on -site at City hall and at hour office. We are flexible with the
City's needs and priorities.
Additional services available per City's demand:
1. Assist Traffic Signal Maintenance Technicians with signal timing and signal communications,
central computer signal system, data collection, report preparation and signal/striping plan layout
and plan check.
2. Review traffic plans for capital improvement projects and advise City on potential issues.
3. Update City with new MUTCD standards for traffic signals that need be implemented/update.
4. Prepare plans, specifications, estimates (opinions of construction cost) and other design related
documents.
5. Perform field investigations related to traffic
6. Prepare traffic impact analysis or review the work of others
7. Prepare traffic control plans or review the work of others
8. Perform traffic volume studies including heavy hauls and perform related analysis.
9. Conduct Engineering and Traffic Surveys and provide speed limit justification documents.
10. Conduct Parking demand studies. Provide recommendations on City standards.
11. Provide other professional consultant services as directed by the City.
Methodology
Quantum Consulting is prepared to provide all items listed in the scope of work in the City's RFP. We
would further provide flexibility to accommodate preferences of the City. The following is our
methodology to provide On -Call Traffic Engineer Consultant services to the City of La Quinta:
• Mr. Bijan Vaziri, P.T.E. is the proposed Project Manager and the firm's representative for the City
of La Quinta On -Call Traffic Engineering services.
• Upon notice by the City of La Quinta staff, Mr. Vaziri will attend a kick-off meeting with the Public
Works appointing staff and others to obtain and schedule scope of work and background
information to commence the services.

• Upon review of the assigned project, Mr. Vaziri will provide an estimate of hours and schedule to
complete the project to be approved by the staff.
He will provide an expedited schedule if needed to complete the project.
* He and the support team from our firm will address the following methodologies in response to
each task identified in the RFP. These analyses would be conducted using all the tools available
including traffic modeling based on thresholds established or to be established by the City of La
Quinta:
1. Technical assistance for traffic signal design and day to day operation- A review of all traffic
signal plans and timing schedules within the city, signal system and coordination plans will be
conducted. Existing signalized intersections and the system will be reviewed to provide a base
and background data for consideration of new locations and expansion of the system design
and planning. A coordinated field study with signal operation staff could identify issues and
equipment capabilities and discussion of recommendations for improvements.
2. Per request by the City and as scheduled by the city, he will provide staff support by attending
the City Council, Traffic Safety Commission and other traffic and transportation related
internal and public meetings.
3. He will request summary and detailed report of traffic collision data available and follow up
to update the data to the latest reports. The Collision rate of each intersection will be
calculated and summarized to be used as a resource for on -going traffic studies and reference
information. Upon the request of the city, a more detailed analysis could be provided to
identify factors contributing to occurrence of traffic collisions.
4. He will conduct field visits with the traffic signal maintenance crew to identify issues with
signal timing, coordination, system network, equipment deficiencies, controller cabinet
functions and issues. If not already available, he will assist the staff to prepare signal timing
diagrams, online -display, live operation, maintenance log, pavement or video detections and
CCTV cameras, emergency detection, red light camera, speed display and other equipment if
applicable.
5. He will provide technical support regarding day to day municipal traffic engineering functions
not limited to traffic control devices such as signal operation and planning, stop signs, Yield
signs, traffic regulation signs, turn restrictions, signal upgrade purchase, striping plans, revised
striping, markings, channelizers, re -striping needs, conditions and requirements for traffic
regulation sign, conduct traffic volume studies, conduct speed studies, respond to citizen
concerns and complaints by conducting field meeting and observation and prepare response
in any format usable and perform other tasks assigned by the City.
6. He will review traffic plans both for design -operation and for temporary lane or road closures
per City standards, City's commitment to minimize residential impacts, CVC, CAMUTCD and
his many years of personal experience.
7. He will review the existing city standards, requirement, practices, local and county codes and
identify updates needed to comply with the latest edition of the California MUTCD and other
State manuals.

8. He will review the existing timing information, provide and make adjustments following a
detail walk with City operation and maintenance crew at each signalized intersection and
maintain existing signal timing plans. Develop new timing plans as needed and provide
updated signal synchronization timing sheets to City staff when requested.
Other issues to address if required by the city:
• Prepare reports covering investigations of requests for traffic control devices, installation and/or
modifications such as traffic signals, stop signs, parking regulations, speed zones, channelization,
pedestrian safety studies including counts, collision history, speed surveys, geometric design
review and perform warrant studies where justified.
• Conduct peer reviews of traffic impact reports, EIRs studies. Coordinate with the City and other
traffic consultants hired for private and public projects with the scope of study, provide
background data such as City's thresholds and approved methodologies and the cumulative traffic
data. Identify, review and develop recommendations for mitigation measures focusing on impact
reduction of neighborhood streets that are functioning as collectors.
• Neighborhood traffic calming. Evaluate traffic impacts within residential streets including
speeding and cut -through traffic. Recommend proven and successful improvements from the
traffic calming tool box.
• Provide assistance to the City in response to expert witness and case technical evaluations and
attend depositions and court hearings.
• Parking demand and circulation analysis. Review/evaluate parking demands of different land use
including mixed use projects. Evaluate options such as shared -parking and time management
parking. Review the internal circulation and parking layout design per City standard.
Provide assistance to the City in seeking and filing applications for Local -State -Federal funding
opportunities for the CIP transportation projects.

project. Our previous experience with the numerous municipal projects enables us to provide cost saving
measures while maintaining the highest standards of quality. Our firm has the professional staff to provide
independent review of projects throughout all phases of project management, construction management
and inspection. A specific review protocol has been established that results in consistent project
excellence.

Our Strength
The Quantum Consulting team is comprised of professionals who have many years of experience both as
City staff as well as private consultants. As such, each possesses deep understanding of the way the capital
improvements design and construction process works. This experience and understanding will be applied
to each engineering project assigned by the City of Hermosa Beach to Quantum Consulting. Our staff has
current engineering experience for several projects in design, under construction and recently completed.
Our proposed City team of professional engineers, and support staff are well versed in matters related to
municipal engineering based on their consulting and city experience.

Mr. Bigdeli has over 35 years of experience in the management of
public works projects in various capacities. He is currently the contract
City Engineer/Traffic for the City of Gardena and has served as the
contract Public Works Director and City Engineer/Traffic Engineer for
the City of Hermosa Beach, the contract City Engineer/Traffic Engineer
for the City of Azusa, the contract Public Works Director and
City/Traffic Engineer for the City of Lawndale and the contract City
Engineer for the City of Lancaster. He has also served as the consulting
CIP manager for the City of Hermosa Beach and the Culver City

Through a grant from MTA the City of Lawndale under the direction of Frank Bigdeli, P.E. completed a
revitalization project of a two-mile stretch of Hawthorne Boulevard which included improvements to
intersections, traffic signals, pavement, sidewalks, medians, landscape and streetscape. Quantum Quality
Consulting provided project services to obtain the MTA grant, prepared conceptual design, design, and
formulated and implemented a community awareness program for this project.
Highway Safety Improvement Program, Gardena, CA
Mr. Bigdeli's team provided the initial traffic engineering study for the Highway Safety Improvement
Program HSIP. These efforts have resulted in a total funding allocation of over $567,000 for the City of
Gardena. This grant funded the Rosecrans Ave/Purche Ave Traffic Signal Improvement Project. We are
continuing to provide project management services implementing the solicitation of design services,
performing design review and constructability review and value engineering.
Foothill/Alameda Intersection Improvements, Azusa, CA
Mr. Bigdeli directed the Quantum team providing intersection evaluation and design services and
construction management for the intersection improvements at the Foothill Boulevard/Alameda Street
in Downtown Azusa. This work involved a new pedestrian island, a new crosswalk, access ramps and a
new pedestrian actuated traffic signal.
Measure R Projects, Gardena, CA
Quantum continues to perform program management services to the City of Gardena for all Measure R
projects. Mr. Bigdeli's team provided traffic signal evaluation for the development of this project and then
the Quantum team provided grant research, grant writing services, and continues to provide grant
administrative services. These efforts have resulted in a total funding allocation of over $20 Million for
the City of Gardena. Of that amount, $8,165,000 is under contract with Metro for three arterial projects.
We are continuing to provide project management services implementing the solicitation of design
services, performing design review and constructability review and value engineering.
Citrus Crossing/Citrus Ave Pedestrian Access and Improvements and Streetscape, Azusa, CA
Under Mr. Bigdeli's direction, Quantum provided design and construction inspection for new intersection
upgrades, pedestrian improvements with reconfigurations on the Citrus Avenue and Foothill frontages of
the Citrus Crossing retail center development. The intersection was upgrades with full ADA access,
pedestrian signal control, and coordination with the Los Angeles County TSSP (Traffic flow system).
Citrus Foothill Boulevard/Flood Control Access Project, Azusa, CA
Under direction of Frank Bigdeli, Quantum provided concept design services for a project for the City of
Azusa. The improvements included access ramps, new sidewalk, fencing, crosswalks, and traffic signals.
This design included configuration of flood control crossing facility, reconfigured traffic signals with
pedestrian facility, new dryscaped pedestrian walkway from high traffic areas, pedestrian crossing
facilities and access to local school by off street routing.

Azusa Village Center (Block 36) Offsite Utilities Project, Azusa, CA
Mr. Bigdeli provided complete oversight and traffic engineering services for this project which included
sewer, water relocation and gas relocations, electrical distribution under -grounding, telephone and CAN
under -grounding and new signalized intersection configuration for an in -fill redevelopment site in
Downtown Azusa. The project required new intersection work within Foothill Boulevard, a primary arterial
street. Coordination with affected business owners and residents was essential. Careful implementation
of traffic control plans was also coordinated to avoid peak hour traffic. Quantum provided design services,
management and full time construction inspection services. The services included scheduling with City
staff and, monitoring all aspects of the contract including RFI's, change orders, payment requests, and
final contract close out.
Sidewalk and Pedestrian Safety Improvements, Lomita, CA
We completed the Citywide Sidewalk and Pedestrian Safety Improvements design and construction
management for the City of Lomita. Quantum provided engineering design, construction management
and inspection services under Mr. Bigdeli's direction. The work consisted of new signage, radar speed
control signage, concrete sidewalks, curb ramps per ADA, curb and gutter, removal and replacement of
trees, intersection striping and signage installation at various locations throughout the City of Lomita. The
construction cost for this project was $220,000. On behalf of the City of Lomita and the City Council, we
received a letter from the Public Works Director informing us that they are very pleased with the work
that our team has done on this project.
Vermont Avenue Street Improvement, Gardena, CA
Quantum Consulting provided engineering design, construction management and construction inspection
services. Quantum Consulting prepared full PS&E for street and intersection rehabilitation improvements
to Vermont Avenue from El Segundo Boulevard to Rosecrans Avenue. Project included AC paving, new
Sidewalks, planting new trees, striping and traffic signs.

Van Ness Water Wells Transmission Main and Storm Drain Design, Torrance, CA
Quantum Consulting is currently under contract with the City of Torrance to provide design services for
the Van Ness Water Wells Transmission Main of 4 miles in length. This project includes construction of a
water transmission main in Van Ness Avenue from two groundwater well sites located off Van Ness
Avenue, north of the 405 Freeway. Mr. Preble is also managing the Quantum design team designing an
area storm drain piping system in Purche Avenue near 182Dd Street and designing a storm drain in Border
Avenue to Plaza Del Amo for disposal from reservoir cleaning.
Sewer Bond Improvement Projects, Compton, CA
Quantum Consulting recently completed a contract with the City of Compton Public Works Department
to design $20 million in sewer system improvements with traffic management. Mr. Preble managed the
Quantum design team preparing bid ready plans, specifications and estimate. Sewer projects were
citywide and locations varied from being in easements in backyards of residential properties to being in
residential, collector and arterial streets. In some locations, proposed sewer pipes connected to Los
Angeles County Sanitation District from the point outfall to trunk lines. The project included design of five
sewer main replacement projects four of which averaged nine thousand linear feet of extra strength
vitrified clay pipe. We additionally designed eight miles of in place CIPP sewer line restoration, for a total
of over 15 miles of sewer pipe replacement, upgrade and reline.
La Carretera Park Modifications, Torrance, CA
Mr. Preble is currently providing engineering design services for City of Torrance's modifications to La
Carretera Park. The project consisted of designing a new picnic area, playground facilities, basketball court
and relocating electrical panels. This project is tied to the designing of the Van Ness Water Transmission
Main and Storm Drain Lines. Well No. 13 is located at the park where it will be connected to the
transmission main for which Quantum is providing design services.
Oris Alley Street Improvements and Water Main Replacement, Compton, CA
Mr. Preble provided project management services for this project and Quantum design team prepared
complete project plans, specifications and estimate for reconstruction of through alley and tee configured
alleys with local business pedestrian alley access, roadway alley approaches, gutters, sidewalk, and ADA
access replacements, reconstruction/replacement of water distribution pipeline with all appurtenances,
service connections and miscellaneous work complete to provide a complete improvement of the existing
facilities. This project included all public and utility notifications; traffic control, surveying, potholing,
environmental protections, demolition, removals, disposals, testing, trenching, repairs, paving,
infrastructure restoration, structures restorations and utility identification. Design included the detail
drawings for the water pipe replacement, the pedestrian improvements replacement, and other details
to complete the work.

Water Main Replacement, Compton, CA

Mr. Preble managed the Quantum team preparing bid ready plans, specifications and estimate. Design
services of this project included field survey, utility coordination, traffic control and establishment of
design criteria, pipeline alignment and pipe sizing to balance the system. Projects totaled 25 miles of
pipeline. Roadway restoration designs and traffic control were included in the project design. Quantum
also provided engineering support during bidding and construction.
Sewer Improvement Project, Gardena, CA
Mr. Preble managed the staff providing engineering design for these projects, providing design for the
citywide sewer improvements for the City of Gardena to include main replacement and in place lining.
These improvements had been identified in the Sewer Master Plan that Quantum Consulting previously
prepared for the City. The design work has been completed for the multiple years of CIP in excess of 1.3
million worth of construction.
Northwood Avenue Sewer Replacement & Roadway Construction, Compton, CA
Mr. Preble managed Quantum design team providing design for the construction of VCP sewer main,
installation of manholes, re-establishment of sewer laterals. Quantum prepared final plan, specifications,
traffic control and estimate and provided construction documents interpretation, consultation and
support during the bidding phase of the project. Quantum construction support team assisted the City in
preparing bid addenda as required to provide clarification to contract documents and responses to
Requests for Information (RFI) and Requests for Clarification (RFC) and provided shop drawing and review
of Contractor's submittals of proposed materials, change order review and met with City to discuss change
orders and construction issues. Also, Quantum prepared record drawings for the project based on the
"markups" provided by the Contractor and City and verified by Consultant during construction.
Azusa Village Center (Block 36) Offsite Utilities Relocation, Carson, CA
This project included sewer main relocation, water main relocation, gas main relocation, new service
connections for each relocation, electrical distribution line under -grounding, telephone line under -
grounding, CAN under -grounding, and trench repair in existing streets for an in -fill redevelopment site in
Downtown Azusa, California. Work included the relocation of existing sewer mains, water mains and gas
mains from alleys located within the redevelopment site to the adjacent public streets. Work included
relocated service connections, trench repair and associated paving. Work also included relocation of
overhead electrical lines, CATV lines, telephone lines to underground conduit. Work was located in the
center of Downtown Azusa and included work within Foothill Boulevard, a primary arterial street.
Therefore, coordination with affected business owners and residents was essential. Careful
implementation of traffic control plans was also coordinated to avoid peak hour traffic. Mr. Preble was a
project manager for this project and the Quantum team provided construction management and full time
construction inspection services. The services included scheduling and administering weekly construction
meetings with City staff and the construction contractor, providing daily construction reports, monitoring
all aspects of the construction contract including RFI's, change orders, payment requests, and final
contract close out.
