A number of different street names exist for two east/west running streets Xttachment 1). Because of the lack of continuity among street names, staff initiated this procedure to decrease the confusion. The Planning Commission considered this item at its meeting of October 26, 1993, and on a unanimous vote (5-0) recommended approval: ' FISCAL IMPLICATIONS: A total of four signs will be needed for a total amount of $140=$200. CITY OF LA QUINTA REQUEST: CONSIDERATION OF STREET NAME CHANGES FROM WEST HARLAND DRIVE TO FORBES CIRCLE AND FROM LOWE DRIVE • TO BRADFORD CIRCLE LOCATION: STREETS LOCATED NORTH OF MILES AVENUE, EAST OF WASHINGTON STREET, WITHIN TRACT 23268 ENVIRONMENTAL CONSIDERATIONS: STREET NAME CHANGES ARE EXEMPT "FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT . REQUIREMENTS UNDER SECTION 15061 ISSUES: The subject tract, which is partially developed, inter -connects at two places with the tract to the west (Tract 23971, Deane Homes). The northern east/west street presently has three different street names. The southern east/west street has two street names. Some of the lots along these streets are vacant. Therefore, changing the names of these vacant lots would have little impact. Additionally, eliminating two of the street names would decrease confusion and increase emergency response capabilities. BACKGROUND: As can be seen on the attached map (Attachment 1), the northern east/west street between Tract 23971 and Tract 23268 presently has three different names within a length of approximately 3200 feet, which is less than one mile. Presently the portion called Via Caliente (within Deane Homes) has several homes developed along it. The portion to the east (within TT 23268) which is called Forbes Circle is fully developed on both sides of the street. The portion which is called West Harland Drive, east of Seeley Drive, is presently vacant. MEMOSS:187 To the south a second east/west street between the two tracts has two names. Within the Deane Homes tract, the street is called Bradford Circle with the area immediately to the east within Tract 23268 also called Bradford Circle. East of Seeley Drive the street is called Lowe Drive. The portion called Bradford Circle within the Deane Homes tract has no lots which front on it. The portion immediately to the east (within TT 23268) is fully developed with homes fronting on Bradford Circle. The street to the east of Seeley Drive is undeveloped. The conflict in the names of these streets came to light when the engineer for the Deane Homes tract was attempting to determine which street sign name to install on the corner of Via Caliente and Via Coronada. Via Coronada is a north/south street near the eastern border of the Deane Homes tract where Forbes Circle starts. The Municipal Code permits an alternative street naming procedure which negates the need for a Planning Commission public hearing. This procedure allows the Planning Commission to recommend to the City Council that a street name be changed when it feels it is necessary for the public interest and necessity. The Planning Commission utilized this method in this street name change since the portion of street whose names are being changed have vacant lots fronting on them and are presently owned by one individual company who has not indicated any objection to the name changes. ANALYSIS/FISCAL IMPACT: Originally, Via Caliente and Forbes Circle were not intended to be connected. However, as a result of the final approval of the Deane Homes tentative tract, a connection was made. Presently on Via Caliente ten homes exist along that portion of the street to the east. Along the portion of the street known as Forbes Circle approximately 20 homes exist. Along the portion called West Harland Drive, no homes have been constructed. West Harland Drive is the street on which Acacia Homes wishes to construct their Phase II residences. A connection between the two tracts was also made for the second street which is south of Forbes Circle. This street only has two different names. The portion of the tract within the Deane Homes tract is called Bradford Circle, but does not have any lots which front on it. The portion of Bradford Circle immediately to the east within Tract 23268, has approximately 20 homes constructed. The portion of the street east of Seeley Drive, which is called Lowe Drive, is presently vacant. In the case of the Via Caliente/Forbes Circle/West Harland Drive streets, the ideal situation would be to have one name. However, it is a hardship to change a street name change. after homeowners have moved in and used that street name. A reduction of one street name would be better than the existing situation. Since West Harland Drive has no residences at this time, it would be the easiest to change this portion of the street. It should also be noted that at the east end of West Harland Drive, the street which runs north/south in a southerly direction is called North Harland Drive. In the case of the Bradford Circle/Lowe Drive street, it would be easiest to change Lowe Drive since there are no homes on this street. Then this street would have one name for its entire length. The Public Works Department can change the street names on the sign for $35-50 per sign. A maximum of four signs would need to be changed for a total cost of $140-$200. MEMOSS.187 The Planning Commission considered this request at its meeting of October. 26, 1993, and unanimously (5-0) recommended approval. LOCATION: VIA CALIENTE/FORBES CIRCLE/WEST HARLAND DRIVE, BETWEEN FRED WARING DRIVE AND MILES AVENUE, EAST OF WASHINGTON STREET. BACKGROUND: Presently there is a street in the northern portion of the City between Fred Waring Drive and Miles Avenue, which has three different names. At the westerly end is Via Caliente within the Deane Homes subdivision. To the east within the Acacia Homes tract the street is Forbes Circle. To the east of Forbes Circle, to the east side of Seeley Drive, the street is West Harland Drive. The total length of the street is approximately 3,200 feet which is less than one mile long. The naming of this length of street came\to staffs attention when the engineer in the Deane Homes tract was attempting to determine which street name to install on Via Caliente and Via Coronado, which a the north/south running street, near the eastern border of the Deane Homes tract. STREET NAME CHANGE PROCEDURE: The Municipal Code permits. an alternative street naming, procedure whereby the Planning Commission may recommend to the City Council that a street. name be changed. The Commission may do this when it feels it ,is necessary for the public interest and necessity. By making this finding, the Planning Commission negates the need for public notice and a. public hearing. At the time of the original street naming for the Deane Homes Tract it was attempted to coordinate the street names; however, the names as they presently exist were approved. Along the portion called West Harland Drive, no homes exist. This is the area`which Acacia Homes is currently attempting to obtain approval as a part of their _Phase II construction. Any person may initiate a street name change for any reason consistent with law, by complying with the provisions of this chapter. (Ord. 10 §,1 (part), 1982) 14.08.020 Initiation of petition. A proposed change of street name may be initiated by filing with the planning commission an application in the form prescribed by the city manager and signed by the owners of at least sixty percent of the lineal frontage abutting the street to be affected. (Ord. 10 § 1 (part), 1982) 14.08.030 Application fee. The application shall be accompanied by a fee in an amount established by resolution of the city council, in order to defray the costs of publishing, post ing and processing, as hereinafter. prescribed. (Ord. 10 § 1(part),1982) 14.08.040 Manager's examination. The city manager shall examine the application and determine the sufficiency of same as to the percentage requirement of Section 14.08.020. (Ord. 10 § 1 (part), 1982) 14.08.050 Adoption of resolution of intention. Upon determination of the sufficiency of the petition, the commission shall adopt a resolution of intention to change name and set a date for public hearing not less than thirty days from the date of adoption of the resolution. (Ord. 10 § 1 (part), 1982) 14.08.060 Publication. The city manager shall provide for at least one publication of the resolution of intention in a newspaper of general circulation within the city at least fifteen days prior to the hearing date. (Ord. 10 § 1 (part), 1982) 14.08.070 Posting. The city manager shall provide for posting copies of the resolution of intention in at least three public places along the street proposed to be affected. The posting shall be completed at least ten days prior to the hearing date. (Ord. 10 § 1 (part), 1982) 14.08.080 Commission hearing. At the time set for hearing, or at any time to which the hearing may be continued, the commission 536 14.08.080 shall hear and consider proposals to adjust, alter or change the name(s) of the street(s) mentioned in the . resolution, and objections to the proposals. (Ord. 10 § 1 (part), 1982) 14.08.090 - Commission recommendation. At or after the conclusion of the hearing, the commission may make any recommendation to the city council which the commission deems appropriate. In its deliberations the commission shall consider'any applicable specific plans in effect. (Ord. 10 § 1 (part), 1982) 14.08.100 Council action. The city council may, pursuant to California Government Code Section 34091.1, take such action as it deems appropriate upon the recommendation of the commission, and failure to take action within sixty days after submission of the commission's recommendation shall be deemed denial of the application. (Ord. 10 § 1 (part), 1982) 14.08.110 Commission recommendation without petition and hearing. Notwithstanding any other parts of this code, the commission may, for any reason it deems in the public interest and necessity, recommend to the city council that a street name be changed. The recommendation may be made without complying with the requirements of Sections 14.08.020 through 14.08.080. The recommendation shall be in the form of a resolution of the comrnigsion directed to the city council. Thereafter the city council shall take such action as it deems appropriate.
