The La Quinta Planning Commission approved the DAS site based on the antiquated 1996 Telecom Act, which was created to help grow cell technology, among other things, and is now out offtouch with threatening public health issues. • • We urge the La Quinta City Council to join many other cities and states that have created authority for local control of wireless facilities, rather than follow the 16- year-old Telecom Act that is outdated in terms of protecting the health, safety and welfare of citizens - young and old. . Chronic public exposure to non -ionizing microwave radiation has not been addressed by the FCC: Safety standards do not currently.exist. The emissions from this equipment will affect our home as well as adjacent homeowners, and threaten the"health,of dozens of nearby elementary school and daycare children within the shadows of the proposed antenna. My mother, Sally, is a two time cancer survivor and is highly invested in remaining so. We are deeply concerned that installation of This equipment will Wave detrimental effects on her health. Our concerns are shared by Mr. Ron Slegg - he owns the house situated directly behind the•light, pole upon which the relay will be installed. He has an. unimpeded view of the light.pole - which is 35 feet from his kitchen window. He is also a cancer survivor, and the fear and distress ' this installation will cause him is immense. He has written the attached letter as he is traveling today. 2. Dozens of young people who use The Boys and Girls Club at the northwest corner of Avenue 50 and Park, and the middle school and daycare center, will be affected by this installation as children make up the large percentage of foot traffic in the area.' Involuntary exposure to radiofrequency radiation seems. particularly inappropriate at this location. 3. The Applicant will cite industry funded studies attesting to the safety of these devices. The 2012 Bioinitiative Report, produced by public health doctors, scientists and researchers (bioinitiative.org) states "Biological .effects occur at low intensity radiofrequency exposure levels thousands of times below the levels that Federal agencies say should keep us safe." At present there is no lower limit - known to be "safe". The effects of radiation are cumulative. We want to express that we are not opposed to the technology and its benefits in any way. We are opposed to the choice of this site for installation because it poses health risks for dozens of children and adults nearby due to the proximity to residences and schools. According to the FCC announcement, "Panelists will explore DAS and small cell equipment needs and business models, how these solutions benefit communities by expanding mobile broadband and wireless data coverage, and case studies in successful deployment." But, because DAS equipment generates and emits waves of radiation in order to perform all its communication .activities, the real story is these systems may harm your health. "More layers of pulsed radiofrequency radiation will blanket our homes and potentially_adversely affect our health with the deployment of additional DAS systems across the'United States," said Barbara Wagner, President of the Center for Safer Wireless. Kids playing in the street outside of their home, standing at bus stops, and hanging out in their yards will be involuntarily exposed to microwave radiation. To be clear, the radiation floods all indoor and outdoor living areas of homes (for example, a cell phone inside a home is still able to connect with its network). DAS is a network of spatially separated antenna nodes connected to a common source via a transport medium that provides wireless service within a geographic area or structure. A group of multiple antennas cover the same territory as one cell tower would cover. Each network providers might deploy their own DAS throughout a'community, while others might deploy cell towers to provide coverage in the same community. No matter which network equipment js deployed, usually there is more than one network provider in each community, therefore there will be. several "blankets" flooding each community. The nodes emit pulsed radiofrequency radiation —just like a cell phone tower; but at lower levels. The DAS equipment is often attached to existing utility"structures, such as telephone poles or street lights, and can be exempt from zoning and permitting requirements. With only one exception, all case -control epidemiological studies reviewing 10 years or more of cell phone use -cell phones emit non -ionizing radiofrequency radiation —have shown an increased risk of brain tumors for cell phone users. According to Orjan Hallberg, after initial brain cell damage, average time until brain cancer develops can be 30 years. After reviewing up-to-date medical literature, on January 19, 2012, the American Academy of Environmental Medicine (AAEM) recommended an immediate moratorium on the deployment of . wireless utility billing meters (so-called "smart meters"). AAEM's letter to the California Public , Utilities Commission states, "Chronic exposure to wireless radiofrequency radiation is a preventable environmental hazard that is sufficiently well documented to warrant immediate preventative public health action." In May 2011, the World Health Organization's International Agency for Research on Cancer announced that radiofrequency electromagnetic radiation is a possible human carcinogen, in the same class as lead, DDT, and chloroform.
