Specific Plan (SP 97-029). The applicant requests that the City consider:a modification of the sign criteria in the approved specific plan to establish a .revised design for an existing monument sign at the center (see attached sign exhibit; SA2015-0021). The City must consider whether the request conforms to the General. Plan's policies regarding Specific Plan Amendments, and whether the request is consistent with -the requirements of The Centre at La Quinta Specific Plan, as amended. Analysis The following analysis is provided to address the proposed change in the Specific Plan. General Plan Consistency General Plan Policy LU-2.2 and Program LU-2.2.c address Specific Plan changes as follows: "The Planning Director has the authority to waive the need for a Spe.cific Plan amendment under the following circumstances: When changes to the land use allocation are less than 5%; The applicant proposes no change in land use allocation. This change. is proposed to address outdated sign criteria in the Centre at La Quinta Specific Plan. • • When the off -site circulation pattern and turning movements will not be altered by, the proposed change; The proposed project does not include, necessitate, or effect any changes to any off -site improvements or circulation aspects: • When • the change is considered minor in nature and does not conflict with the purpose and intent of the Specific Plan. The proposed monument sign design reflects a variation from the sign concept set forth in the requirements of the Specific Plan. However, there are two sign approvals that address monument signs for the retail portion (Planning Area III) of the center: ✓ Sign Program 2005-856 - Sam's Club; 2 monument signs (one ID, one gas station pricing) along Dune Palms Road ✓ Sign Permit. 2003-690 - Sign approval for two .Highway 111 center monument signs. The subject :sign location • for proposed SA2015-0021 was approved along Highway 111 for the entire center, based upon approval of Amendment #3 to the specific plan in 2004 which added 22 acres tothe original plan's area. This. third Highway 111 location .was allowed when the development application (SDP 2005.-835) for the Parcel 1 building (i.e. the Polstar property) . was approved: A subsequent sign permit application (SA 2007-1185) was approved and installed for this tenant monument signing, basedon the sign concepts currently in the specific plan. The replacement sign proposed under SA015- 0021 is consistent with the monument signs approved by .Sign Program 2005- 856 for Sam's Club, however there is no documentation as to how those signs were determined consistent with the original rock -form. monument sign concept shown in the specific plan. • When no new land use is proposed. The requested sign change has no impact. on land use in .the Specific Plan. The sign locations as. approved are unchanged and the proposed monument sign design revision has no bearing on land use. The proposed monument sign is consistent in design with what was approved for Sam's Club monument signing along Dune Palms Road. As the intent of the sign program that was approved for Sam's. Club is being maintained, the revised., sign design is consistent with the intent of the Specific Plan, as approved. Conclusion On the basis of the analysis provided above, the requested Substantial Compliance Review can be supported, and no specific plan amendment is necessary for the proposal. . Although only three of the dealerships have technical "frontage" on Highway 111, each dealer will be afforded one graphic identification sign in the landscape setback area along Highway 111.. In addition, overall center identification signs will be utilized along Highway 111; one monument sign -west of the main entry and one near the corner of Adams Street and Highway 111. At the entrance on ,Adams Street an identification sign may be allowed providing identification to both the auto mall as well as the mixed regional commercial center. Exhibit 18 shows the conceptual monument signs proposed for Highway 111 and Adams Street. Once inside the auto mall, each of the dealers will be allowed the following signage: 1. The approval is subject to the following Conditions: 1. This sign permit is for one multi -tenant monument sign. The.sign size, design, materials, and location are per approved plans on file with the Planning Department. 2. The monument sign shall match existing _Center at La Quinta monument signs along Highway 111. The sign shall not exceed one hundred and twenty eight (128) square feet in area, and shall have a maximum of six (6) tenant sign spaces. 3. The sign letters, sign size and location shall conform to the. approved Sign Program for the Center at La' Quinta (SA 2002-618) and the approved Site Development Permit for Parcel 1 (SDP 05-835). 4. Alternative locations may be considered based on the most effective use of graphic identification. Multi -tenant buildings shall integrate a concept for graphics into the architectural ' scheme which shall become the basis for the comprehensive sign plan for the complex. I have attached a copy of the letter sent to you back on 7/13 explaining what is required (see page 2). I can't approve the determination or the sign until we have that information in hand that they agree to the application and are amenable to your . clients sign design. Your brief letter submitted with the application references emails that have been included, but I do not have a record of those in the file or scanned to the assigned folder. However I seem to recall that we spoke about this at our counter some time ago when you provided the emails you referenced. If you could follow up with the owners for that center and have them each prepare a brief signed note stating the following: 1. That they are the owner(s).or are authorized to represent the owner(s); 2: That they consent to allowing the sign applicant to request a compliance review of the SP, under PLCR2015-0001, for purpose of allowing a new monument sign; 3.
