The Design Review Board at their meeting of December 5, 1990,,
reviewed your final drawings pursuant the preliminary
approval. They approved the plans subject to specific items
being reviewed by Staff. Those items are as follows:
1. Exterior lighting fixture cut sheets and specifications
must be submitted to insure that lights do not shine or
glare into adjacent properties.
2. The trash door is required to be solid metal and
appropriately mounted, rather than wrought iron with wood
slats.
3. The six foot high stuccoed block wall along the, east
property line is required .:to be extended along the south
property line.
4. The sign and landscaping plans have to be submitted and
approved prior to issuance of a building permit.
5. Indicate on plans what decorative stucco trowel finish is
to be used on building and walls.
6. Submit tile sample to be used on steps and around

1. The development of the site shall generally be in conformance with the
Exhibits "A" and "B" contained in the file for Plot Plan 90-453, unless
otherwise amended by the following conditions.
2. The approved Plot Plan shall be used within one year of the approval date;
otherwise, it shall become null and void and of no effect whatsoever. "Be
used" means the beginning of substantial construction which is contemplated
by this approval, not including grading, which is begun within the one-year
period and is thereafter diligently pursued to completion.
3. Outside lighting shall be shielded and directed so as not to shine directly upon
surrounding adjoiningproperty or public rights -of -way. Lighting plans
including light pole heights and light types shall be reviewed and approved
by the Planning Director prior to issuance of a building permit . Lighting shall
comply with Outdoor Lighting Control Ordinance.
4. The covered parking structure shall be architecturally similar to the main
building and shall be approved by the Design Review Board prior to issuance
of building permit.
5. Opaque metal door shall be provided on trash enclosure.
6. Six foot high masonry wall along east property line shall .be extended to and
along south property line.
7. All conditions of the Design Review. Board shall be met as follows:
a. Specific sign program shall be approved by the Design Review Board
prior to issuance of building permit.
b . Preliminary and final landscaping/irrigation plans shall be approved by
the Design Review Board prior to issuance of building permit. Final
plans not to be prepared until preliminary plans have been prepared.
Street trees with grates per specific plan are to be provided with
landscape areas (especially vines or trellis) added adjacent to street
sides of project. Landscaping fingers to be provided between parking
stalls to provide code required shading of parking area. Shade trellis
or cover, may be used in place of landscaping fingers .
c. Architectural treatment shall be added on parking lot side, and side of
building to be equivalent to street sides of building per code
requirements. Repeat trellis treatment (extend 16" out from building)
over rear doors and provide tile or other architectural treatment around
scuppers.

d. Trellis structures, especially rafters, should consist of heavy beams or
be constructed of decorative metal.
e. The stucco shall be provided with a decorative trowelled finish per
Village Specific Plan.
f . The face of . the steps adjacent to streets shall be provided with tile or
other decorative treatment for safety and aesthetic purposes.
g. Prior to working drawings being started, revised plans per the above
conditions, shall be submitted to the Design Review Board for approval.
8. Decorative sidewalk/walkway paving per the Village at La Quinta Specific Plan
shall be provided along the street frontages and 6-foot wide utility easement.
9. The easterly 40-feet of the 6-foot wide utility easement shall be landscaped
and irrigated.
10. Street trees with permanent irrigation system and grates shall be provided as
required by Village at La Quinta Specific Plan. Specific location, grate, tree
size and type shall be determined by Department of Planning and
Development.
11. . Approval of project is subject to approval of Variance 90-013.
12. . Pedestrian walkway areas shall be provided with lights from adjacent building
per C-V-C Code requirements.
13. Roof mounted equipment shall be screened as required in C-V Zone.
14. Power poles adjacent to property shall be undergrounded as part of the
development of the property or Applicant shall participate in a future
assessment district for undergrounding of existing overhead utilities.
15. The developer shall retain a qualified archaeologist immediately upon
discovery of any archaeological remains or artifacts and employ appropriate
mitigation measures during project development.
16. During construction, project site shall be maintained in a condition so as to
prevent dust and blowsand nuisance and shall provided with wind and water
erosion control measures as approved by the Planning and Development
Department and Public Works Department.
PUBLIC UTILITIES:
17. All conditions of the Fire Marshal as stated in his letter (revised) dated
August 14, 1990, shall be met.
18. All requirements of the Coachella Valley Water District shall be met.

19. School Fees, as required, shall be paid to the Desert Sands Unified School
District prior to issuance of a building permit.
ENGINEERING DEPARTMENT:
The Applicant shall dedicate all necessary public street and utility easements
required by the City Engineer, as follows:
a. Desert Club Drive - 32-feet half width.
21. Drainage disposal facilities shall be provided as required by the City
Engineer. The Applicant shall comply with the provisions of the City Master
Plan of Drainage.
22. The Applicant shall construct street improvements for :
Desert Club Drive - 1/2 width " (48-feet C-C) and
Avenida La Fonda - 1/2 width (40-feet C-C)
to the requirements of the City Engineer and the La Quinta Municipal Code
(LQMC) .
23. The Applicant shall have street improvement plans prepared by a registered
civil engineer. The street improvements, including traffic signs and markings
and raised median islands (if required by the City General Plan) shall conform
to City Standards as determined by the City Engineer and adopted by the
LQMC, (3" AC over 4" Class 2 BASE minimum for residential streets). Street
design shall take into account the soil strength, the anticipated traffic
loading, and street design life.
24. The Applicant shall pay all fees charged by the City as required for
processing, plan checking and construction inspection. The fee amount(s)
shall be those which are in effect at the time the work is undertaken and
accomplished by the City.
25. Delivery vehicles shall be parked in on -site parking lot at rear of building at
all times, when such parking is available.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF LA QUINTA, CALIFORNIA, ANNOUNCING FINDINGS AND
GRANTING A VARIANCE FROM PARKING REQUIREMENTS
CASE NO. VAR 90-013
WHEREAS, the Planning Commission of the City of La Quinta, California,
did on the 25th day of September, 1990, hold a duly -noticed Public Hearing to
consider the request of Oranco Development for a Variance to Section 9.160:045 La
Quinta Municipal Code (LQMC), to permit 10 permanent on -site parking spaces
instead of 12, for property located at the southeast corner of Avenida La Fonda and
Desert Club Drive, more particularly described as:
Lot 84, Desert Club Tract, No. 4 in Map Book 21/60
WHEREAS, said Variance request has complied with the requirements
of "The Rules to Implement the California Environmental Quality Act of 1970" (County
of Riverside, Resolution 82-213, adopted by reference in City of La Quinta Ordinance
5) , in that the Planning Director conducted an initial study, and has determined that
the proposed project will not have a significant adverse impact on the environment;
and
WHEREAS, upon hearing and considering all testimony and arguments,
if any, of all interested persons desiring to be heard, said Planning Commission did
find the following facts and reasons to justify the granting of said Variance:
1. The strict application of the . subject parking requirements to the subject -
property will deprive it of privileges enjoyed by other similarly zoned
property in the area, since the purpose and intent of the parking
requirements may be reasonably attained by special conditions of approval.
2. Approval of the Variance as conditioned will not constitute the granting of any
special privileges inconsistent with limitations on other similarly zoned
property in the area.
3. The Conditions of Approval will assure that the purpose and intent of the
parking requirements are satisfied without adversely affecting adjacent
parcels.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the
City of La Quinta, California, as follows:
1. That the above recitations are true and correct and constitute the findings of
the Commission in this case.
2. That it does hereby confirm the conclusion of the Environmental Assessment
90-167 which indicated that approval of the Variance would not constitute a
significant impact on the environment and hereby approves a Negative
Declaration of environmental impact.

SEPTEMBER 25, 1990
1. This Variance must be used within one year of approval unless approved for
an extension pursuant to Cityrequirements. No extension shall be granted
unless Plot Plan 90-453 is also extended. The term used means the beginning
of substantial construction of the building.
2. This Variance shall not be effective until and unless Plot Plan 90-453 is
approved. -

3. Prior to issuance of a building permit, cash in -lieu payment for two parking
spaces shall be paid• to the City in an amount determined by the Public Works
Department. Per unit cost to be based on cost to provide a parking space in
City parking. lot. The money collected may be released to a City created
Parking District or used in the furtherance of general parking improvements
in the Village commercial area, at the option of the City. •
4. ' All requirements of Plot Plan 90-453 shall be met.
5. Should a use be proposed which requires additional parking spaces, a cash in -

October 16, 1990, at 7:00 p.m. Your request has been changed
to a Business Item which means they will consider it as an
individual case. Additionally,, they have scheduled the item
for the City Council study session on October 15, 1990, at 3:00
p.m. It would be advisable for you or yourrepresentative to
be at the study session meeting to answer any questions that
arise.

BACKGROUND:
The project proposed consists of a one story commercial structure with approximately
3,550 square feet of floor area. The project site is located on the eastern boundary
of the Village at La Quinta Specific Plan and subject to all applicable requirements
of the Specific Plan and C-V-C Zone.
The site is presently vacant with approximately 125 feet of frontage on Desert Club
Drive and 100 feet of frontage onAvenidaLa Fonda. A single family residence, in
the C-V-C Zone exists to the south with the lot to the east vacant.
DESIGN COMMENTS:
The Village at La Quinta Specific Plan's primary design theme is. the DESIGN OASIS.
every building, outdoor space, and plant selected for landscaping must reflect that
it is located in the desert and is designed or chosen to respect the desert climate.
Other elements of the design theme are pedestrian scale, La Quinta's historic
architectural vernacular, and the arts. Attached are excerpts from the specific plan
describing the above (Attachment #1) .
With regards to building design, the specific plan provides guidelines pertaining to
general appearance, roofs, walls, windows, doors and shadefeatures. Excerpts are
attached describing the above (Attachment #2.) .
The plans only indicate wall sign location facing Avenida La Fonda and Desert Club
Drive. No details on the signage is indicated. The specific plan provides specific
requirements for the signs .
Landscape areas are indicated at the rear of the building in the parking lot area.
No landscaping is indicated along the street frontages.

RECOMMENDATION:
Staff feels that as indicated in the specific plan (p. 99), every project within the
Village area must be high quality in architecture and environment. If the
commitment to enforce the specific plan isn't there, then it may as well not exist. The
attached excerpts from the specific plan provide guidance for reviewing this project .
Staff would offer the following comments to reinforce or supplement the guidelines:
1. Specific sign program shall be approved by the Design Review Board prior to
issuance of building permit .
2. Preliminary and final landscaping/irrigation plans shall be approved by the
Design Review Board prior to issuance of building permit. Street trees with
grates per specific plan are to be provided with landscape areas (especially
vines or trellis) added adjacent to street 'sides of project. Landscaping

5.0 DEVELOPMENT GUIDELINES - PREAMBLE
5.1 Introduction
The development guidelines are an important part of
the Specific Plan because they influence directly the
property owners, developers and design
professionals such as architects and engineers, who
will be responsible for the development of individual
projects within the Village. The development
guidelines complement the City's General Plan,
zoning and subdivision ordinances and the building
codes. The General Plan and zoning maps are
essentially two-dimensional, but the Specific Plan and
guidelines go further into the three-dimensional
aspects of planning and design. It is true that the
zoning ordinance influences the shape of a building
through setback and height requirements, but it
does not deal to any extent with a building's
appearance, its architecture and, above all, its
quality. The Specific Plan and in particular the
development guidelines adds to the zoning ordinance
by dealing more precisely with these issues.
What is the relationship of the Specific Plan and the
guidelines to the present zoning and building codes?
The requirements of the present zoning and building
codes will still continue to apply. In certain areas,
however, the Specific Plan will replace a portion of
the zoning ordinance. For instance, if the proposed
parking district is adopted for the Village core, then
the zoning ordinance's requirement that all parking
be contained on site will be modified by a standard
that will allow a parking development fee to be paid
by the developer in lieu of a parking space on site.
The key point is that the guidelines are more precise
in influencing a building's appearance, than the
zoning ordinance.
The Specific Plan and guidelines will be implemented
by the City. The ultimate decision on any •issue
will, of course, rest with City Council. However,
decisions are rendered on projects all the way up
the line from planners and building inspectors, to
the Planning Commission and to City Council itself.
Now enforcement of most provisions in the zoning
ordinance or building code is quite easy to do. For
example, a building either meets the minimum
setbacks or it does not. There is little room for
interpretation. But when one deals with more
intangible issues such as quality or good
architectural design, evaluation is harder, and
reasonable people may disagree on interpretation.
The following comments are offered to guide the
users of this Specific Plan and guidelines.
First and foremost, there is the matter of commitment
to the concept of achieving a high quality in the
architecture and environment within the Village. If
the commitment to enforce the Specific Plan isn't
there, then it may as well not exist.
Second, there is the issue of differing levels of
quality. The zoning standards are at the most basic
level, usually influencing land uses, building
setbacks and building heights. The next level would
be the introduction of standards that encourage the
use of appropriate colors and building materials and
that restrict the number, size, type and location of
signs. At the highest level there are standards
influencing a building's architecture and the external
environment. The Specific Plan and guidelines for
the Village are intended to ensure the highest level
of quality.
Finally there is the issue of the economic advantages
of high design quality. It is probably cheaper in
the short run to build to minimum zoning
requirements than to higher standards. But cheaper
is not necessarily better in terms of economic return
in the long run. It has been noted previously that
the, Village is not in the best location to serve
beyond the Immediate local market. People are not
going to visit the Village unless it has quality,

charm and a wide range of attractions. The Village
must possess good design, and it is the aim of the
City to insist on high design standards and a high
quality of architecture.
5.2 Objectives
The objectives of the development guidelines are as
follows:
o To implement the policies adopted in the City of
La Quinta's General Plan.
o To guide property owners, developers,
architects, and other design professionals.
o To ensure that a high overall design quality is
achieved in the Village.
o To ensure that there is compatibility between
projects in the Village.
o To establish criteria for the evaluation of
projects.
o To encourage designs and plans that are
appropriate to the desert climate.
o To establish an architectural theme throughout
the Village.
o To encourage and promote the presence of art
in the Village, whether it be by the display of
artworks or by the introduction of uses such as
galleries, arts and crafts stores, artists studios
and workshops.
5.3 Design Theme
The primary design theme is the DESERT OASIS.
Every building, every outdoor space, every plant
selected for landscaping must reflect that it is
located in the desert and is designed or chosen to
respect the desert climate.

Other Elements of the design theme
A. PEDESTRIAN SCALE. Buildings and outdoor
spaces must be designed to a scale compatible
with the pedestrian. Where vehicles and
pedestrians come together, the pedestrian takes
precedence.
B. LA QUINTA'S HISTORIC ARCHITECTURAL
VERNACULAR. Buildings in the Village should
reflect the architectural vernacular established
in the city's earliest buildings (such as the La
Quinta Hotel, the Tennis Club, Hacienda del
Gato) and continued in more recent buildings
(such as the St. Francis of Assissi Church and
Plaza La Quinta).
C. THE ARTS. Provision should be made for
integrating artworks such as sculpture and
murals into the buildings and outdoor spaces.
Areas such as pedestrian courts and parking
lots should be designed to be used on a
temporary basis for art exhibitions.
5.4 Architectural Vernacular
The architecture in the Village should reflect the
design theme. In order to ensure an overall
harmony between buildings an architectural
vernacular is recommended comprised of a limited
range of architectural features. The vernacular is
drawn from features used already in La Quinta's
buildings. Does a limited range inhibit architectural
creativity and innovation? It should not. In the
first place, not all building materials survive well in
the desert sun. Thus designing for the desert
climate in itself provides limitations. Second, there
is a tradition in urban design of building within the
framework of a limited array of materials and
architectural features which dates back centuries and
which includes fine examples from. all over the world
including the United States. Indeed it is only very

recently that an "anything goes", almost anarchic,
attitude to architectural style has emerged...with
frequently appalling results. To thosewho claim
that architectural controls will impose monotony and
limit individual expression it is possible to simply
point to such examples as rows of Victorian houses
in San Francisco, or the adobe pueblo style of Santa
Fe, New Mexico, or some of New England's small
towns, and abroad one can cite the medieval town of
Bruges, the Georgian Terraces of London and the
hill top towns of- I taly... are these monotonous and
I imited? Obviously not.
The development guidelines, listed in the following
section, are the special controls proposed for the
Village covering: building design, site design,
relationship to adjoining areas, ' streetscape;
landscaping, miscellaneous structures, parking area.
design, alleys and servicing, maintenance
considerations, and factors for evaluation.
The architectural vernacular is contained in all the
guideline sections, but is featured most prominently
in the building design section.
5.5 Use of the Development Guidelines
.The development guidelines are for the .use of
anyone (property owner, developer, architect.
engineer, and others) wishing to develop, reside
operate a business in the Village. The developm,,t
guidelines also provide the basic criteria by which a
project will be evaluated by the City of La Quinta.
The guidelines should be used in conjunction with
the zoning ordinance and other City regulations such
as the sign ordinance. Therefore,, City Staff will
review a project application for compliance with the
Specific Plan as well as the zoning ordinance. -
Many of the graphic examples in the development
guidelines are of existing buildings. They are
shown as examples of the type of architecture
desired for the Village, however, it is not intended
that they be copied.

6.4 Building Design
6.4.1 General Conditions
- Architectural style should be to the DESERT
OASIS theme promoted for the Village (se
Section 5.0) . Evaluation of the appearance of
project shall be based .on the quality of its
design and relationship to surroundings..
- Buildings should emphasize a pedestrian scale
and. harmonize with adjacent development.
- The addition of elements which maintain a
"human scale" versus an "institutional scale"
should be encouraged. This would include
special_ pedestrian treatment. of =.the ground.' -floor-
level of large buildings. Examples of such
ground floor treatment include pedestrian
arcades, covered awnings, usable and visual
street . furniture, seating, plazas, and
entryways designed to . human proportions and
all emphasizing shade.
- Use of landscape strips to soften the transition
between building . facade and paved areas are
encouraged.
- Proposed buildings should . be designed with
architectural elements to break up large massive'
facades into smaller components of graduated
heights and/or varied setbacks.
Large dominating facades should. be broken up
by: 1) creating a horizontal emphasis through
use of trim; 2) adding awnings, eaves,
windows, or other architectural ornamentation;
and 3) use of combinations of complementary
colors.

Contiguous store fronts (separate business
occupants) located in one building should use
the same building materials, style, and scale of
architectural ornamentation.
Similar or compatible building materials should
be used on all floor levels .and all elevations of
a given building.
6.4.2 Building Components - General
Recommendations - The primary visual impact of the Village
experienced by the pedestrian or motorist will
come from the image' projected by building
frontages. Emphasizing continuity of- scale and
building features - will create more attractive
building groups and will ensure that- individual
buildings have an identity. To create this
visual impact, building components, such as
windows, doors, eaves, and parapets, shall
-have good- proportions and relationships to one
another.

The most preferred form is the arched arcade
which can be used in a variety of ways.
However, where different forms of arcades
abut, they must be compatible in size, scale
and spacing.
Another form is the trellis, which again can be
treated in many ways.But where the trellis is
used as- a unifying element in front of differing
building's, the type of 'trellis should be uniform.
Canvas canopies and awnings •are permissable,
but they should be used sparingly.
Wooden louvered -shutters are also permissable
on windows that are not shaded by a colonnade
or balcony.
