The system tracks each plan check by plan check number, address of the project, date of routing to Transtech, comments return date and status of the review. • Transtech will provide access to City staff to plan check tracking data through Dropbox. City staff can access to the tracking system to check status of the plan reviews on real time. • Transtech also provides electronic plans submission portal through Dropbox and Bluebeam. Applicants can submit the plans electronically to the portal on Dropbox that will be securely shared with the Applicant. Such plan reviews are conducted on electronic plan review software (Bluebeam) and applicant is provided an online link to access to plan review comments. • All electronic information regarding to a plan check is maintained on cloud servers on real time basis and City will have access to real time information throughout the process. Service Approach and Methodology: We have a structured approach to execute projects in an efficient manner that makes Transtech capable of providing the client with high quality product. Transtech has established guidelines and policies, including written manuals on quality control, project management, and design procedures for its staff and for its contract cities. These guidelines ensure a consistent approach to the execution of assignments undertaken by our organization in compliance with City's specific procedures, standards and requirements. • Our services are founded on the principals of Total Quality Management for Total Customer Satisfaction. ■ We start by working with the applicant during plan review to help him or her prepare a set of plans which have all the required information clearly and logically presented. ■ Additionally, we never hesitate to make suggestions which help eliminate complicated details, reduce construction costs, and/or provide details which are easy to verify in the field. Experience has taught us well that inspection time and applicant frustration can both be substantially reduced, while increasing overall compliance, by producing a better set of plans during plan review process. And in the case of homeowners, this policy often demonstrates early on that the City really is here to help. • Transtech provides all plan check comments on electronic files. All plan check comments are provided on scanned pdf format electronically, as well as hard copies. Plan review corrections are written clearly, and are fully detailed to explain the Code deficiency (including all applicable code sections). • To help the applicant better understand the problem, Transtech Engineers, Inc. provides as much information during plan review as possible. We believe that if the applicant has a clear understanding of the problem, he or she can take the necessary steps to correct the condition. This policy reduces the number of plan review rechecks required, allows the applicant to obtain a permit much sooner, and reduces the overall time our staff is required to spend on that particular plan. Unclear and/or cryptic corrections are never written, and all correction lists, except those written over-the-counter, are typed and printed on a laser printer. • Our plan checkers respond to questions from the architect, engineer, designer, applicant, etc. When requested, our plan checkers also meet with the architect, engineer, designer, applicant, etc. at our offices to answer questions or for rechecks where the plan corrections. • Our policy is to assist the architect, engineer, designer, applicant, etc. as much as possible, which helps eliminate complicated details, reduce construction costs, and/or provide details which are easy to verify in the field. ■ Transtech performs necessary liaisons with City, and the permit applicant or applicant's designee either by telephone, mail, or meeting at our plan check office, or at City office, and perform necessary rechecks to achieve compliance with applicable building laws, ordinances, and regulations. • All telephone calls or a -mails received are returned within same working day, or the following day. • Our Contract Principal will meet with the Client's Project Manager frequently for service evaluation, and address any areas for improvements. • Responsiveness is an integral part of Transtech's "customer friendly" service approach. No references to the specification are permitted for any information on the plan check. Because of this condition, there is no reason to enclose a copy of the specification. 5. Provide the following note on the first street of the plans: Pedestrian traffic shall be protected by a fence and canopy constructed in accordance with the Building Code. Pedestrian protection shall not be erected until a permit has first been obtained by the Public Works Department. Justify on the site plan Sheet T-2.0 that the project building at the northeast corner is surrounded and adjoined by public ways or yards not less than 40 feet in width in order to take advantage of the reduced open space provision per Section 507.5. Note that adjacent properties or portions thereof shall not be considered as public ways unless they are permanently deeded for public use or yards unless contiguous parcels are tied to form as one lot per Chapter 2 definitions. If minimum 40-feet wide of open space cannot be achieved, please perform allowable area analysis per Section 506 and justify compliance. Clarify on the cover sheet T-1.0 that the occupancy group for individual area in the table used for egress analysis. Show that the total area of occupancies other than main occupancy (e.g. B, M, F-1, and S-1) adds up to be less than 10 percent of the main occupancy so that these areas are considered as accessory occupancies and need not to be separated per Section 508.2. Also, justify the allowable building height of accessory occupancy complies with Section 508.2.3. 4. At time ofpermit issuance, contractor shall show their valid workers' compensation insurance certificate. 2. Provide the following note on the first sheet of the plans. All work shall conform to all requirements of State of California Title 24 regardless of the information indicated on these plans. It is the responsibility of the individual supervising the construction to ensure that the work is done in accordance with Code requirements prior to requesting inspection. 3. Provide the following note on the f first sheet plans: Excess or waste concrete may not be washed into the public way or any other drainage system. Provisions shall be made to retain concrete wastes on site until they can be disposed of as solid waste. At the time of plan approval, each sheet of the plans is to be signed by the person preparing the plans. Verification of signature will only be done at the time the plans are ready to approve. Note: this requirement applies regardless of whether the plan preparer is licensed or not. 5353 and 6730 of the State Business and Professions Code 6. Provide the following notes on the first sheet of the plans: Sediments and other materials may not be tracked from the site by vehicle traffic. The construction entrance roadways must be stabilized so as to inhibit sediments from being deposited into the public way. Accidental depositions must be swept up immediately and may not be washed down by rain or other means. Trash and construction related solid wastes must be deposited into a covered receptacle to prevent contamination of rainwater and dispersal by wind. Fuels, oils, solvents and other toxic materials must be stored in accordance with their listing and are not to contaminate the soil and surface waters. All approved storage containers are to be protected from the weather. Spills must be cleaned up immediately and disposed of in a proper manner. Spills may not be washed into the drainage system. 7. Provided information is to include current address and phone number. 7. Separate permit(s) are required for demolition of all structures on the site. Credit for existing construction is available from both the School District and Los Angeles County Sanitation. Please make sure that a square footage value is indicated on the demolition permit for each structure. You will need this information to obtain the credit from the two agencies mentioned. 8. ATTACHED PLUMBING, MECHANICAL, AND/OR ELECTRICAL PLANS HAVE NOT BEEN REVIEWED. Separate application(s) and fee(s) is/are required for review of plumbing, mechanical, and/or electrical plans. Contact the City Building Division to complete the applications and submittal. 9. All plumbing, mechanical, and electrical sheets are required to be separated from the building plans to be stamped approved. If review is required for plumbing, mechanical, and/or electric plans, this will be done separately, and the permit will be issued separately. Keeping P, M, and E sheets with the approved buildingplans results in confusion as to whatplans have been reviewed and approved by the City Building Division 10. A separate permit is required for accessory buildings, swimming pools and spas, demolition of existing structures, and/or any retaining walls not supporting the building which retain more than 3' of earth or are surcharged by earth or surcharged by another structure. 11. Openings shall be protected with %-hour fire assembly rating. Provide construction details on plans. (CBC 508.4, 715) 2. Horizontal occupancy separation must be supported with a structural system having equivalent 1-hour fire -resistive protection. Provide 1-hour fire protection details for steel beams and columns. (704.1) Provide 1-hour fire -resistance floor ceiling assembly details on plans. 4. Provide ICC # for the fire -proofing material (if used). Indicate fire -proofing minimum thickness (1 hour) on the structural steel per manufacturer. 5. On site plan, show the fire separation distance from building to all property lines and street centerline. All entrance, exits and vehicular passageway to and from the required accessible parking spaces within the parking garage, shall have a minimum vertical clearance of 98 inches from the floor to the lowest projection of the ceiling. Please provide driveway profile and verify the beam depth, fire sprinkler piping and sewer lines. You may need to increase the garage ceiling height. (CBC 1113-502.5) 3. The centerline of water closet shall be 17 inches minimum to 18 inches maximum from the side wall. (CBC 1113-604.2) 4. Flush controls shall be located on the open side of the water closet. (CBC 11B- 604.6) STRUCTURAL CORRECTIONS Provide latest soils report. There may have additional corrections upon submittal of the soils report. 2. The design loads and other information pertinent to the structural design required by Sections 1603.1.1 through 1603.1.9 shall be indicated on the plans. See comments on 50.01. The design shall include the dynamic seismic lateral earth pressures (from soils report) when retaining walls supporting more than 6 feet height due to design earthquake ground motions.
