EsGil provides full -service plan review services to city, county, tribal, and state agencies. Throughout our
38-year history, we have served building departments in California as a resource for municipal projects ranging from residential
developments to regional shopping centers and resorts. In the following Statement of Qualifications, we describe our experience
and our ability to meet the City's needs for plan review and inspection services.
Our qualified staff are highly trained in engineering and inspection disciplines, including architectural, structural, electrical,
mechanical, plumbing, energy compliance, and accessibility. By offering these areas of expertise, we provide flexibility and

formerly served as Director and Deputy Director of the San Diego County
Building Inspection Department. We currently operate the full building inspection departments and serve as Building Official for
the California cities of Del Mar, Encinitas, Lemon Grove, Poway, Santee, and Solana Beach. Responsibilities include providing
on -site staff for the public counter, building inspection, and supervision, in addition to plan check in both the city offices and at
our local office.

Project Description EsGil has reviewed plans for the City of Palm Springs
Building & Safety Department since 1989. Since then, we
have reviewed well over 8,000 plans.
Famous for its year-round sunshine, mid-century modern
architecture, abundant resorts and hip hotels, Palm
Springs is the tourism, business, and employment center
of the Western Coachella Valley. While most of the city is
built -out, a handful of redevelopment projects are
currently in the works.
We have reviewed plans for the beginning phase of the
Palm Springs Downtown Revitalization Project and is
expecting to continue reviews as construction
progresses. This project consists of redeveloping 13

PLAN REVIEW
Our plan review procedures allow designers to conference with all plan review disciplines in person, via e-mail, fax, overnight
mail, teleconferencing, and web conferencing. EsGil receives plans from the City or directly from the applicant by mail, courier,
via electronic transmission, or on physical media such as a compact disc or thumb drive, decreasing the time delays and costs
associated with shipping plans. When required, EsGil uses the City's electronic plan review platform to perform electronic plan
reviews. Our process has been designed not only the City's convenience, but also for designers and permit applicants.

When EsGil receives plans, they are reviewed for completeness and logged into our network tracking system within 24 hours of
receipt. Target times and maximum completion times are assigned for each plan review discipline. This information is transferred
to a plan check assignment list with completion deadlines as listed in the contract. The best -qualified reviewers are chosen
based on the requirements and complexity of the plan review, including specialists for architectural, structural, electrical,
mechanical, plumbing, energy compliance, accessibility and fire/life safety. When required, a Structural Engineer performs plan
check on structural plans and calculations.
During the review, all disciplines work as a team on each project. A supervisor oversees all reviews, consults with staff and City
staff as needed, and performs spot checks for quality control. The reviewers first perform an overview of the project, and then
use our copyrighted checklists to focus on the areas of concern. We use tailored supplemental checklists for the City. As our
plan review engineers follow the checklists for their reviews, they add to, or modify, any item on the checklist at their workstation,
then print out a list showing only those items where deficiencies were found on the plans. Our checklists are user-friendly and
well -received by the design industry.
Once the review is completed, our administrative staff contact the listed applicant to advise them on the status. Project data
from the plan review is inputted into the City's permitting software whenever requested. Copies of the corrections are then sent
to the applicant and jurisdiction via e-mail, fax, or USPS mail. Resubmitted plans are submitted directly to the City, or shipped
or delivered directly to our office. Upon final review and approval, two sets of the approved plans are stamped, perforated, or
sent as -is, back to the City Building Department. Our administrative staff review all plans returned to the City for completeness
of forms, and tracks all fees for billing per the contract.

As you know, our staff provides flexibility when managing workloads. During peak workloads, we only work with contractual
clients —a current total of 47 in California. As a result, we have never missed agreed upon review times. When necessary, we
assign overtime to allow our plan review staff to meet those timeframes, at no cost to the jurisdiction. The following is a list of

Our systems can be tailored to the specific needs of our clients. Our staff is flexible, efficient and can quickly respond to the
City's needs. We are committed to working with City staff and designers to ensure the building health and safety of the
community as a whole, making the regulatory process understandable, user-friendly, and reasonable. Our goal is to issue
approved plans as quickly as possible, while remaining fully compliant with all applicable state and local laws, codes, ordinances,
and regulations.
Since EsGil's inception, our only product is services to Building Inspection Departments and government agencies. By
specializing in this type of business, we believe that our service levels, professional quality of reviews and reasonable costs
cannot be matched. By limiting our clients to government entities only and performing no design work, any conflict of interest by
performing services for developer clients or other private interests is avoided. Our systems, administrative staff capabilities and
our depth of engineering experience have continued to evolve and improve over the years. Our team approach to plan review,
using specialized engineer disciplines and computer network systems has resulted in consistent service levels and professional
quality of reviews that have been well received by our clients.

General revisions: If EsGil is determined to be a finalist for contract negotiations; EsGil reserves the right to conduct a final
review of the agreement and attachments to negotiate revision verbiage. Revisions shall be mutually agreed upon by both
Parties.

Section 6,1 Indemnification. To the fullest extent permitted by law, Contracting Party shall indemnify, protect, defend (with

Parry's Services, to the fullest extent permitted by law, Contracting Party shall indemnify, protect, defend (with counsel seleEted
by-Gty reasonably satisfactory to the City), and hold harmless City and any and all of its officials, employees, and agents
("Indemnified Parties") from and against any and all claims, losses, liabilities of every kind, nature, and description, damages,
injury (including, without limitation, injury to or death of an employee of Contracting Party or of any subcontractor), costs and
expenses of any kind, whether actual, alleged or threatened, including, without limitation, incidental and consequential damages,
court costs, attorneys' fees, litigation expenses, and fees of expert consultants or expert witnesses incurred in connection
therewith and costs of investigation with respect to any third party claims, to the extent same are caused in whole or in part by
any negligent or wrongful act, error or omission of Contracting Party, its officers, agents, employees or subcontractors (or any
entity or individual that Contracting Party shall bear the legal liability thereof) in the performance of professional services under
this agreement. With respect to the design of public improvements, the Contracting Party shall not be liable for any injuries or
property damage resulting from the reuse of the design at a location other than that specified in Exhibit A without the written
consent of the Contracting Party.
b. indemnification for Other Than Professional Liability. Other than in the performance of professional services and to the
