West Coast Code Consultants, Inc. (WC3) appreciates the opportunity to submit our proposal to provide building
plan review and staff augmentation assistance on behalf of the City of La Quinta. We have reviewed the RFP and
understand that the City desires to retain a highly qualified firm to provide building plan review and inspection
services on an as -needed basis.
Our proposal is crafted and submitted for the purpose of demonstrating that WC3 has the experience and ability
required to successfully partner with the City. We trust you will find that our staff can meet the needs of the City
of La Quinta while providing an increased level of service to your citizens, design professionals, contractors,
developers and other stakeholders.
We propose Mr. Marcus Johnson, as our Project Manager and main point of contact for the City of La Quinta. The
City will be served by our Costa Mesa office. I will remain available at any time should the City require additional
support. I am authorized to contractually bind WC3. This proposal is valid for a 90-day period from the date of

West Coast Code Consultants, Inc. (WC3) specializes in providing all inclusive municipal consulting services to
jurisdictions and government entities. WC3 was founded in 2006 by Giyan Senaratne, P.E., S.E., LEED AP, CASp. Since
that time our goal has been the harmonious and efficient integration of our services with public agencies. Our
staff of over 100 employees is comprised of structural engineers, civil engineers, electrical engineers, mechanical
engineers, fire protection engineers, ICC certified building officials, certified access specialists (CASp), ICC certified
plans examiners, ICC certified building inspectors, ICC certified permit technicians and other professionals.

Del Prado is three new mixed -use multifamily podiums in
the heart of Dana Point's new Lantern District. The project

A reinvention of the suburban shopping center model in

ORACLE DESIGN TECH HIGH SCHOOL
WC3 assisted the Bldg & Fire Department with the
performance based design for this 2-story, 64,000 sq. ft. bldg
& worked in developing alternate means & methods to safely
design & build. WC3 performed the review of the architectural
design of the project and the review & approval of the fire
sprinkler/standpipe system, smoke management system &
other technical features required for this project.

3. UNDERSTANDING & APPROACH
Outlined below is the general process WC3 utilizes to provide plan review and inspection services. WC3 has the
capacity to provide all of the services requested by the jurisdiction. The following is presented as a guideline to be
adjusted according to the unique processing procedures of your jurisdiction. We will work with your department in
a seamless and timely manner for the review of plans and supporting documents for code compliance.
Building Plan Review
WC3 will provide the following scope by performing plan reviews at our office or, if requested, at the City's Building
Department. Plans will be carefully reviewed for their compliance with the model codes adopted by the State of
California as amended by the City of La Quinta. We have read and will comply with the specifics set forward within
the Request for Proposal. Plans are thoroughly reviewed for the following (as applicable):

Our structural plan review staff is experienced in reviewing new and retrofit projects utilizing wood, masonry,
reinforced concrete, pre -stressed concrete, structural steel, and light gauge steel construction. We have reviewed

Title 24 Energy and Accessibility requirements. Additionally, because sustainable design is one of the current goals
in the construction industry, our review team has experience with the requirements of the California Historical
Building Code, California Green Building Standards Code, LEED, and other green building standards.

F ' Process
► An electronic information file specific to your jurisdiction is created to identify items inherent
and of interest to the department. This file will be maintained and utilized during each and every
review, ensuring your jurisdictions concerns are addressed.
► Off -site plan reviews are offered and will be performed at WC3 offices.
A courier service will be dispatched for pick-up on the same day when notified by noon, or
otherwise within 24 hours; WC3 will utilize our established shipping service account to pick up all
documents to be delivered to our office at no additional cost to the jurisdiction.
► Plans are processed at our offices and larger more complicated plans hard plans are broken
down and scanned to be distributed to the plans examiner with the best expertise to handle the
project.
A protected online portal will be established for quick access and information regarding plan
review status during the review process.
► Plan reviews will be conducted within time frame guidelines established by the jurisdiction &
identified under the Plan Review Schedule.
► Correction lists will be electronically sent to the jurisdiction's designated staff member(s) for
inclusion in a consolidated correction letter. Any other applicable correspondence will be sent via
electronic mail.
► We can easily transition the comment structure in our plan review comment lists into your
department's format.
► All communication with the applicant's designee will be conducted and coordinated as required
to assist in responding to our plan review letters. We will work with your jurisdiction's preferred
method of communication.
► Plan review approval will not be recommended to the jurisdiction until all code compliance issues
are resolved and all permit issuance requirements of the department are satisfied.
Quality Control / Quality Assurance
WC3 provides a thorough assurance/quality control program through assignment of a senior -level manager
who follows the plan review project from submission through to approval. Weekly staff meetings are held for
collaboration and clarification on any details, issues or questions throughout the process. All reviews and
documents are thoroughly reviewed by the lead project plans examiner prior to being released to the jurisdiction.
Status Reports
WC3 can provide the City with a monthly plan review status report on all projects assigned.
Communication & Meeting Availability
WC3 staff members are available to discuss projects with City staff, project designers, and the construction team
in person, by telephone, e-mail or web conference during normal business hours, at no additional cost to the
jurisdiction. For large projects WC3 will attend pre -submittal meetings at the request of the City. In addition, we
will provide review of design documents (DD's).

Digital Review Capability and Plan Review Staffing
Digital plan review allows WC3 the ability to review, mark-up and transport plans of any size electronically. We
strongly encourage this service for our clients. This process delivers a high degree of cost effectiveness, time
efficiency as well as a "green" and environmentally friendly system. Through our strong focus on utilizing digital
plan review, we offer clients full access to all WC3 engineers and plans examiners company -wide, from any of
our office locations. This service delivers an exceptional bank of expertise and knowledge base in all disciplines
available for any type of project, specific jurisdictional demographics, and required code experience.
► WC3 uses Bluebeam Revu to review and mark-up digital plan reviews.
► Mark-up plan sets can be shared with designers, developers, and city staff to provide a clear and
concise correction comments.
► We can provide on -site and off -site Bluebeam Revu training for your staff.
Online Plan Review Services
WC3 will provide electronic plan review and the required protocol for electronic submittals and processing when
this service is utilized. WC3 can easily train jurisdictional staff regarding submittals, processing, and issuance of
projects reviewed electronically. A secured online portal will be established for quick access and information
regarding plan review status during the review process.
► The provided online portal will allow WC3 to receive electronic plan submittals on behalf of the
City.
► Data can be transferred over to the City's permit tracking system.

WC3 provides a web -based Electronic Document Management System (eProcess360) allows applications to be 100%
paperless. Our system allows applicants to submit plans and documents electronically, and much more.

The eProcess360 program expands the functionality to accommodate the growing need for government
organizations to go paperless. Our electronic document management system and document portal not only
manages the jurisdiction's process, but also allows access to the public for submitting documents, retrieving and
viewing files, and verifying project status. More importantly, the system can be easily customized for specific forms
and processes as the need arises.
Building Inspection Services
West Coast Code Consultants Inc. (WC3) inspectors are experienced in a wide variety of construction types and
occupancies including residential developments, tenant improvements, commercial, institutional, essential
service buildings and industrial projects. WC3 provides our inspectors with all the tools, reference materials, and
equipment needed to perform their duties.
We understand that a positive attitude and customer service skills are critical components to successful job -
site interactions, therefore, we employ inspectors who are experienced and skilled in dealing with people
both at the front counter and in the field. All inspection personnel assigned to your jurisdiction will be able
to read, understand and interpret construction documents, prepare and maintain accurate records and
reports, communicate clearly both verbally and in writing and work effectively with contractors, the public and
jurisdictional staff.
Our staff will contact the Building Official (or his/her designee) for any code interpretations, local preferences,
alternate means/methods requests, etc. Our inspectors will work closely with the Building Official regarding any
field interpretations required for complex code items. If a concern should arise on a project, our inspection staff
will work proactively with all parties to resolve the issue.
We tailor our inspection services to meet the specific needs of our clients. We maintain a list of highly qualified
personnel we utilize for both full time and interim needs. Inspection services will be sourced out of our local
Orange County office where we can draw upon our list of qualified candidates for the department's approval. We
will provide inspection services within 24 hours of notification.
Assigned staff will perform continuous or periodic construction inspections to verify that all work is in
conformance with the approved project plans as well as identifying issues of non-compliance with applicable
building codes.
In general, inspection services provided may include, but are not limited to:
► Performing all inspections through your Building Division and under the direction of the Chief
Building Official or his/her designated staff.
► Performing all necessary building inspections in an efficient and courteous manner.
► Providing personnel who are professionally qualified and certified, as determined by the
jurisdiction, to perform commercial, industrial and/or residential construction inspection.
► Projects under construction by permit shall be inspected for compliance with adopted Building
Codes as amended by local ordinance.
► Coordinating inspection services with other pertinent departments as needed.
► Enforcing conditions of approval associated with discretionary permits.
► Overseeing special inspections and conducting investigations as directed by your department
includingfield and office research and preparation of documents.
► Resolving code interpretation issues in a timely and professional manner.

► Input of all inspection records into the department's permit tracking system, maintenance of all
inspection records, correction notices, and all documentation related to design changes for all
assigned projects.
► Observing each project at the completion of the various stages of construction for compliance
with the appropriate building codes and approved project plans.
► Coordination with the Building Division on all Certificates of Occupancy to confirm that all
applicable departments and regulatory agencies have approved the project.
► We will also participate in any staff meetings and/or trainings as required by your jurisdiction.
Permitting Services
As needed, WC3 can furnish exceptionally qualified personnel to staff and support your front counter operations.
Our staff operates as an extension of your team and understands that customer service is of paramount
importance in our industry. All of our team members are intimately familiar with the building application and
permitting process.
Our technicians are familiar with a vast array of jurisdictional permit tracking programs and will quickly adapt to
your departments specific processes and procedures. We work proactively and collaboratively with applicants
to help resolve issues in order to make the permitting process as pleasant as possible for your customers. All
candidates will be presented for your approval. Office personnel can provide the following, but are not limited to:
► Welcome and receive customers at the public services counter in a professional and courteous
manner.
► Provide customer support and assistance at the permit center counter and over the phone.
► Assist the public in completing permit applications and other necessary forms.
► Determine permit, plan and process requirements for permit applicants and notifying the
applicant when construction documents or permits are ready for pick up or issuance.
► Receive, process and issue building permits.
► Review permit application and other documentation to information to verify accuracy and
completeness.
► Maintain a variety of public records and filing systems necessary for tracking in -progress
applications, permits issued, plan checks in progress, approved plans and other related items.
► Verify projects have obtained all necessary approvals before issuing permits and that the
following have been filed with the jurisdiction: valid contractor's license, works' compensation
and valid business license information.
► Review and approve uncomplicated non-structural plan checks over the counter.
► Create public informational documents, handouts explaining technical issues or requirements for
permit issuance, if needed.

Interim Building Official Services
Our Certified Building Officials have extensive experience providing building official services to several local
jurisdictions as either a City employee or as a consultant. Their experience allows them to quickly get up to speed
and assume the responsibilities and duties required by the building official position in any jurisdiction. They
understand the high -visibility nature of the building official position and will become an active and important part
of the City of La Quinta's responsibility for ensuring public safety and health.
The Building Official will be responsible for the day-to-day management of building inspection and plan
examination services and activities. Our goal will be to establish and implement building department procedures
to ensure a high level of customer satisfaction. Our Building Officials understand the importance of maintaining
plan review and inspection schedules, and will ultimately be responsible for the satisfactory performance of
the Building Department. As part of our approach to customer service, the Building Official will also be readily
available to meet with and provide assistance to homeowners, business owners, contractors, architects, engineers
and the public as needs dictate.
Code Interpretations
Code interpretations are subject to final review and approval by the Building Official. WC3 engineers and plans
examiners will provide unbiased recommendations and background information to help the Building Official make
an informed decision. All plan review comments are subject to review and approval by the jurisdictions Building
Department.
Continuing Certification & Training
WC3 is deeply embedded within the building and safety industry with many of our key staff serving as general
members, executive board officers, committee participants, and requested instructors within multiple ICC
Chapters and industry associations. We facilitate and encourage all of our personnel to achieve the highest level
of experience and certification. All of the WC3 team members are appropriately licensed, certified and trained
with attendance at the latest building industry training classes, conferences, and seminars. Due to our emphasis
on training WC3 has created the Code Academy which provides online training resources to our staff and industry.

Our comprehensive plan reviews are returned promptly to meet your jurisdiction's needs. WC3 will commit to
completing plan reviews within the timeline expectations required by the jurisdiction. Our typical response times

an appropriate response time prior to starting the review. We have read the RFP and will conform to all requested
