The services offered by CASC span land use planning, environmental planning, surveying, civil engineering, professional environmental services, and even specialized construction. While the firm has grown over the years to include this broad range of services, National Pollutant Discharge Elimination System (NPDES) and Municipal Separate Storm Sewer System (MS4) services were part of the firm's beginnings and continue to be a significant part of the firm's work today. CASC's early NPDES work included preparing hundreds of Storm Water Pollution Prevent Plans (SWPPPs) to help contractors and Caltrans comply with California's first Construction General Permit issued in 1992. Then in 1995, CASC began working directly with Caltrans to assist the State in responding to its obligations as the owner and operator of a complex, statewide MS4 system serving California's state highways. CASC's NPDES and MS4 services have expanded every year since the firm's beginnings. Today, the firm's NPDES and MS4 services and involvement include but are not limited to the following: NPDES MS4 Program Management — CASC is now or has served as the NPDES MS4 Program Manager or NPDES Coordinator for Palm Springs, Hemet, Industry, the County of Riverside, as well as several other cities. In this role, CASC implements the agency's NPDES MS4 program. This experience means that CASC understands the complexities and challenges faced daily by municipalities implementing their NPDES MS4 programs. California Trash Amendment Compliance — CASC is presently assisting the cities of Palm Springs, County of Riverside, Hemet, El Monte, Irwindale, and Lawndale, and Elk Grove Unified School District in their compliance with the Trash Amendments, which include both Track 1 and Track 2 agencies. This experience means CASC is well versed in both Track 1 and Track 2 requirements set forth in the Trash Amendment. Three of CASC's team members proposed for the City of La Quinta's project have completed the course, "Trash Full Capture Equivalency and On -Land Visual Trash Assessment (OVTA) Training" presented by the California Stormwater Quality Association (CASQA). This training was presented by the same individuals that the California State Water Resource Control Board (SWRCB) contracted with to train their staff. This experience means that CASC staff are up-to-date on the assessment methods that regulatory staff are familiar with. Further, CASC's proposed staff include members of the CASQA BMP Committee. The BMP Committee is responsible for assisting CASQA in advising the SWRCB regarding Full Capture Equivalency of traditional BMPs such as biofiltration, bioretention, vegetated swales, and detention basins. The BMP Committee is also assisting with development of a volume -based alternative to the flow -based criteria of the 1-year, 1-hour peak flow included in the Trash Amendment. Jeff Endicott, as project manager, led the team developing the first non-proprietary Gross Solids Removal Device (GSRD) for Caltrans and approved by Caltrans. Since then, CASC has conducted detailed evaluations and monitored the performance of numerous types of GSRD devices deployed by Caltrans, including characterization of captured materials and water quality implications associated with the GSRDs. The firm's services to Caltrans have included key roles in the development of the first Caltrans Storm Water Quality Handbooks, on -going training, inspection of construction sites, pilot study design, and storm sampling. CASC's services to Caltrans have also included the design and construction of specialized BMP pilot study sites — a unique capability for a consulting firm. STATEMENT OF UNDERSTANDING AND APPROACH PROJECT UNDERSTANDING The California State Water Resources Control Board (SWRCB) and Regional Water Quality Control Boards (RWQCB) are collectively controlling trash through the document, "Amendment to the Water Quality Control Plan for Ocean Waters of California to Control Trash and Part 1 Trash Provisions of the Water Quality Control Plan for Inland Surface Waters, Enclosed Bays, and Estuaries of California," otherwise referred to as Trash Amendment. The Trash Amendment, often referred to as Trash Provisions, require stormwater dischargers to demonstrate compliance by selecting a Compliance Track: Track 1 demonstrating a Full Capture System; or Track 2, demonstrating Full Capture System Equivalency. The City of La Quinta, in response to the Colorado River RWQCB's 13383 Order requiring selection of a Compliance Track, selected Track 1 for planning and implementation. Selection of Track 1 requires the installation of State -approved full capture devices (FCDs) in all priority land use areas for compliance in meeting the Trash Provisions requirements. CASC proposes the following specific approach to conducting the Scope of Services specified in the City's RFP: PROJECT APPROACH PRE -TASK —KICKOFF MEETING CASC will schedule a kickoff meeting between CASC's Project Manager, Director of Engineering, and City Staff within one week of a notice to proceed to discuss the following items: ■ Review preliminary mapping in response to the Colorado River RWQCB's 13383 Order. • Discuss any existing records and information available from the City. • Discuss any existing budget and funding expectations anticipated by the City. • Discuss County of Riverside, Transportation Department's proposed CPS device standard and potential applicability. • Discuss current State -Approved Full Capture Devices and any anticipated compatibility issues with City assets. • Discuss City database software and requirements related to compatibility with GIS layers to be prepared under this project. • Discuss City maintenance activities and whether maintenance will be conducted by City staff. • Receive information (hard copy or GIS) regarding City's existing storm drain, and existing and proposed Priority Land Use (PLU) areas. e Confirmation of project schedule and planned dates for progress reports. TASK 1—FINAL JURISDICTIONAL MAP —PERFORMED CONCURENTLY WITH TASK 2 CASC's approach for preparation of a final jurisdictional map involves concurrently conducting activities related to completing the full capture system analysis. Findings related to the completion of Task 1 and Task 2 will be used to produce the final product map indicating all required information. CASC proposes the following tasks to be completed under Task 1 of the project: =:> Conduct desktop analysis of all gathered data, as discussed in the pre -task kick off meeting. z::::> CASC will review data determined under Task 2 to determine designated PLU areas where installation of State Approved Full Capture Devices appear feasible, as well as areas where an alternate land use area will be required. Based on the input received on the draft implementation plan under Task 2, CASC will prepare a final Jurisdictional map, utilizing GIS software, for submittal to the RWQCB. TASK 2—FULL CAPTURE SYSTEM ANALYSIS- PERFORMED CONCURENTLY WITH TASK 1 CASC proposes the following tasks to be completed under Task 2 of the project, planned to be conducted concurrently with Task 1 activities: Determine if any catch basins on private property will require installation of a FCD. All onsite inlets that drain to the City's MS4 will not automatically require the installation of a FCD. Only sites where there is a discharge to the channel, that does not get routed through a proposed location for a planned FCD in City right-of-way, will actually require the installation of a FCD. Elting AND FULL CAPTURE SYSTEMS ANALYSIS => CASC will determine potential areas of concern, based on City -provided information and input, regarding the feasibility of the implementation of FCDs. CASC will use this information to determine areas to be analyzed for daily trash generation rates. => CASC's CASQA-trained field staff will conduct qualitative On -Land Visual Trash Assessments (OTVA) where designated streets, public and private properties will be assigned baseline trash generation rate levels of low, medium or high. CASC will conduct field assessments based on representative areas as outlined in both the State's recommendation for establishing baseline trash generation rates and as is presented in CASQA OVTA training classes. In other words, if one location is similar in trash generation to several other locations, then the field assessment will be conducted on the one location and the assessed trash generation rate will be applied to all representative site locations. CASC will finally compile all verified data, field and OVTA data, and proposed alternate land uses areas, and coordination with FCD manufactures to develop a draft Trash Implementation Plan for City consideration. Also to be considered for applicability to the City's existing system will be the Riverside County standard detail for implementation of Connector Pipe Screen FCDs that is currently under development. The implementation plan will be in technical memorandum type format to keep the effort economical and will encompass rationale utilized to select the type of FCDs, installation locations, rationale for selection and applicability of alternative land uses and other compliance related measures. The implementation plan will also include a proposed timeline for installation of FCDs to achieve full compliance. The trash provisions require that a schedule, or planned equivalent schedule, of compliance occurs at 10% per year. However, consideration of the economics of bulk installations will be evaluated, as well as the impacts of maintenance to City departments. => CASC will meet with City staff prior to the development of the final jurisdictional map. This meeting will discuss the draft Trash Implementation Plan and any City required alterations. => Based on the input received on the draft implementation plan, CASC will finalize the Trash Implementation Plan technical memorandum. => CASC will develop a Standard Operating Procedures (SOP) for the operation and maintenance of all proposed FCDs. Ideally, the SOP will include reporting form templates, recommended manufacture maintenance, activities and frequencies, among other relevant operation information. GIS will be utilized in preparation of any mapping figures included in this plan. => CASC will prepare a projected cost analysis to install, operate and maintain all proposed FCD. The cost analysis will take consideration of the proposed schedule and compliance timeline dates. ORGANIZATION AND STAFFING CASC has assembled a team of professional staff to lead the firm's efforts in providing trash compliance and mapping related services to the City of La Quinta. Key professional staff consist of CASC team members that are thoroughly familiar with the SWRCB Trash Amendments and NPDES MS4 Permit implementation requirements in all three watersheds of Riverside County. Jeff Endicott, a well-known expert in the storm water industry, will continue as the Engineering Director, with the Project Manager, Melanie Sotelo, providing her NPDES MS4 program implementation knowledge to hone in on the project deliverables. CASC will use City -provided information, analyzed data, along with field gathered data to prepare a GIS compliant final jurisdictional map as required per the Regional Water Quality Control Board's 13383 Order. CASC's specific plan of approach to completing this task is detailed in Task 1 under Section B, Approach and Understanding. FULL CAPTURE SYSTEM ANALYSIS CASC will use City -provided information, analyzed data, field gathered data, and approved full capture device (FCD) information, as well as County of Riverside's anticipated Connector Pipe Screen standards (when available), to prepare a trash implementation plan that proposes appropriate FCD devices at all locations, proposes alternative land use areas for installation, proposes locations that should be excluded from device installation due to various reasons, propose an associated cost analysis, and also includes a proposed schedule for implementation. Additionally, a proposed Standard Operating Procedures (SOP) will be prepared for planned operation and maintenance of proposed devices. CASC's specific plan of approach to completing this task is detailed in Task 2 under Section B, Approach and Understanding. SCHEDULE AND DELIVERABLES CASC proposes to produce the following deliverables based on the proposed schedule detailed below. The schedule provided assumes that a contract is active by late July. All deliverables will be in digital format only with the exception of the Final Jurisdictional Maps. This format will be in both digital and hardcopy formats. Under no circumstance shall the final jurisdictional map and related cost analysis be delivered to the City after November 26, 2018. 1. July 2018 (TBD) : Kick off meeting summary - CASC will prepare a summary of meeting notes within 48 hours after completion of the kick-off meeting. This summary will be emailed to all meeting participants. 2. August 24, 2018: CASC will complete a desktop analysis of data gathered and compiled from City. 3. August 31, 2018: CASC will conduct field recon activities for determination of trash generation rates and use this information to determine potential alternative land use locations. 4. This project in District 7 (Los Angeles County) included monitoring site in- stallations for GSRDs, monitoring, field sampling, lab analysis, and report preparation. The early stages also included siting studies, PS&E, and con- struction permit processing. CASC developed preliminary design drawings and provided the preliminary cost estimates for the installation of the monitoring equipment. CASC then prepared retrofit plans, specifications, and estimates (PS&E) for 12 GSRD sites. CASC prepared a Lead Compliance Plan (LCP), and Water Pollution Control Programs (WPCPs). CASC also assisted Caltrans in obtaining approv- als and permits for work within or outside the Department's right-of-way. CASC then carried out the construction retrofit of the nine sites. The project objectives were to perform operational monitoring, water qual- ity monitoring, and Gross solids speciation in support of the Department's MS4 Permit and Court Orders. Project tasks included: ■ Documenting the operation and maintenance needs of the deployed GSRDs to insure efficient Trash removal and comply with Trash TMDLs. • Conducting Influent and Effluent monitoring to determine the efficacy of the GSRDs in removal of conventional constituents, nutrients and metals that may be subject to TMDLs (water chemistry). 0 Conducting flow monitoring to determine the gross solid and water quality loading rates of the devices and calculate compliance with trash TMDLs Conducting speciation of gross solids captured by the GSRDs (speciation and volume/weight measurements) to determine relative contributions of various trash components and assist with the development of a program for source reduc- tion. • Conducting analysis of the sediment (soil chemistry) captured by GSRDs to determine removal rates for met- als and other TMDL pollutants. ■ Installing and operating Remote Data Management Systems including automated sampling equipment and telemetry that allowed for remote rainfall monitoring and activation of sampling equipment. The sites were monitored for two seasons. The first season (2007-08) consisted of operational monitoring at all sites. A pilot test, for monitoring gross solids, was conducted at one representative site in order to determine the cost, appropriate process for speciation, and laboratory chemical analysis procedures. During the second season (2008-09), CASC monitored six sites to assess whether or not the devices removed constituents (sediment chem- istry) other than litter, four sites included water quality monitoring (rainfall, flow, and water chemistry), and three sites were monitored for compliance with trash TMDLs (speciation and volume/weight measurements). In April 2009, at the direction of the Caltrans Task Manager, the sites not selected for further monitoring were decommissioned and electronic equipment was removed, inventoried and returned to CSUS-OWP. Mr. Endicott draws upon his public sector and private sector experience to produce practicable solutions to complex environmental problems. Mr. Endicott is widely recognized as an expert on water quality management planning for new development and redevelopment, and has taught courses on the subject attended by over 2,200 municipal staff, consultants, and other interested parties. He has been an invited guest speaker for seminars spon- sored by the Association of Environmental Planners, American Society of Civil Engineers, Building Industry Association, Regional Water Quality Control Boards, and Lorman Educational Services. Jeff has delivered technical presen- tations related to water quality and new development at StormCon in 2007 and 2009, and at the California Stormwater Quality Association Conferences in 2005-2008, 2011-2012, and 2016. Mr. Endicott has served in prominent roles in the development of standard - setting guidance related to stormwater quality management, including guid- ance on Treatment Control Best Management Practices (TCBMPs) and Ero- sion and Sediment Control Best Management Practices (ESBMPs). • "California Stormwater Quality Best Management Practice Handbooks." Jeff served as Project Manager for the development of the four -volume set of handbooks, and he was a key author of the "New Development — Redevelop- ment Handbook" and the key technical advisor on the "Construction Hand- book." The CASQA Handbook continues to be the "go to" source for many California communities when it comes to TCBMP design and maintenance. • "Start at the Source." Jeff served as a technical advisor to the Bay Area Stormwater Management Agencies Association for development of the book that introduced California to Low Impact Development (LID). Later, he was the technical director for the document, "Using Start at the Source to Comply with New Development Requirements for Stormwater Quality Protection" that described engineering approaches to implementing the "Start at the Source" philosophies. "Low Impact Development Manual for Southern California." Jeff was a technical advisor for development of this manual. Jeff's role was to make sure that the LID practices in the manual were appropriately adapted for im- plementation in Southern California. "Stormwater Quality Best Management Practice Design Handbook for Low Impact Development in the Whitewater River Region." Jeff served as the technical director for the update of this manual to reflect the unique en- vironmental conditions in the Coachella Valley area of Riverside County. Collectively, this experience means that Jeff understands not only how to assess a project's impact on the envi- ronment, he also knows which practices can be implemented to mitigate these impacts. In this capacity, he was a primary author of the Caltrans Storm Water Quality Handbooks (Project Development, Con- struction, and Construction Contractor editions), led training sessions that reached over 3,300 Caltrans staff in sessions ranging from 1-hour briefings to 4-day classroom and field reviews, and managed the development and testing of technologies for removal of trash and debris from highway runoff, today known as Gross Solids Re- moval Devices (GSRDs). Department contracts included Design Specifications for Stormwater Quality Control (43X830), Stormwater Monitoring and Research Services (43A0002), Project Development Services (43A0003), Compliance Monitoring Services (43A0031), and Research and Monitoring Services (43A0032) with combined contract values of approximately $36 million. California Stormwater Quality Association (Statewide, California): Mr. Endicott is member of the CASQA BMP Sub -Committee and serves as a key contributor to the Committee's efforts to guide CASQA's contributions to the SWRCB regarding the Statewide Trash Amendment. Mr. Endicott and the committee have developed protocols for consideration by the SWRCB that will allow non-proprietary BMPs such as bioretention, biotfiltration, de- tention, and infiltration basins be certified as Full Capture Devices under the Trash Amendment. Mr. Endicott and the committee are now working on developing a Volume -Based Full Capture Device design criteria to sup- plement narrow Flow -Based, 1-year, 1-hour criteria included in the Trash Amendment. The SWRCB at the high- est levels have indicated an interest in adopting this alterative design criteria. Los Angeles Unified School District, Phase II Small MS4 Storm Water General Permit Cost Impact Analysis: LAUSD is one of the largest school districts in the United States. LAUSD serves over 671,000 students attending 873 schools, and employs over 76,000 teachers and classified staff teaching and working from school sites and dozens of additional support facilities. LAUSD recognized the potential implications of a storm water permit being developed by the State Water Resources Control Board (SWRCB) and retained CASC on an on -call, as -needed ba- sis to assist in monitoring the development of the Small MS4 General Permit. CASC was tasked to prepare an analysis of the draft tentative permit. Jeff Endicott reviewed the proposed permit and identified potential im- pacts to LAUSD, including a forecast level estimate of costs to implement the proposed permit. After presenting findings to LAUSD staff, Mr. Endicott prepared LAUSD's formal comment letter on the draft permit which was then submitted to the SWRCB: an important focus of the comment letter was the permit implementation costs anticipated by LAUSD, costs anticipated to range from $2 million to over $11 million per year, with directly attributed costs anticipated to range from $750 thousand to $4.5 million per year. Treatment Control BMP Evaluation and Inspection Services: Mr. Endicott directs the firm's team that provides services to validate the appropriate design, specifications, and implementation of TCBMPs. • City of Fremont: Facing stringent requirements for discharges into San Francisco Bay, the City of Fremont staff elected to develop their own TCBMP for use in dense urban areas of the City. Throughout design, Mr. Endicott was retained to provide peer review of the City's "Treewell Filter", a hybrid bioretention system. After construction of two full-scale Treewell Filters, the City retained Jeff to conduct flow simulation testing to vali- date the as -built capacity of the TCBMPs. Subsequently, the San Francisco Estuary Institute engaged Mr. En- dicott to conduct a peer review of the Institute's evaluation of the water quality performance of the Treewell Filters. County of San Bernardino: Mr. Endicott's technical expertise was utilized to establish the County's current TCBMP inspection milestones, milestones that represent critical steps in TCBMP implementation. • City of Highland: The City of Highland experienced problems with a Sand Filter TCBMP at its new police sta- tion, and the City called on Jeff for assistance. He quickly assessed the problem and provided recommendations for its resolution, assisting the City in getting the TCBMP online before the ribbon cutting ceremony at the facil- ity. City of Moreno Valley: When builder a major builder and the City of Moreno Valley could not agree on the adequacy of the Nason Basin as a TCBMP, Mr. Endicott was retained to evaluate the constructed basin. Mr. Endicott made recommendations to retrofit the basin so that it could meet design standards without complete- ly reworking the basin. The basin was then accepted by the City. C-An$-C CITY OF LA QUINTA STORMWATER TRASH ORDER JURISDICTIONAL MAP Engineering and Grin ulting AND FULL CAPTURE SYSTEMS ANALYSIS Mr. Endicott utilizes his team's observations during TCBMP inspections to assist agencies in selecting TCBMPs to allow in their jurisdiction and to identify ways to minimize the challenges associated with certain TCBMPs. California Department of Transportation (Caltrans), Storm Water Monitoring Program: Jeff Endicott has man- aged Caltrans monitoring projects covering a wide range of monitoring goals and under a variety of field condi- tions. Subsequent to monitoring, he has managed the production of reports that utilize the monitoring data to help provide direction to the Caltrans Storm Water Management Program. • Arid Region Non -Vegetative Erosion Control Study (Arid Region): Mr. Endicott has managed a two-year eval- uation of erosion control products to determine their effectiveness in controlling erosion in the California de- sert environment. The study evaluated rock slope protection, soil cement, and three hydraulically applied chemical treatments to determine their capabilities to control erosion. The study included 48 test plots, with 24 plots located in Barstow and 24 plots located in Hinkley. The 48 test plots include 8 plots of each treatment and 8 control plots. • Ornamental Roadside Vegetation Treatment Study (ORVTS): The purpose of this study was to determine the capabilities of ornamental vegetation to improve the quality and infiltration of storm water runoff. Mr. En- dicott managed the construction of 6 monitoring stations, the monitoring of those stations for 8 events per year for 3 years, the maintenance of the sites, and the demolition of the monitoring stations. He is now man- aging the preparation of the final study report. • Roadside Vegetation Treatment Study (RVTS): The purpose of this study was to determine the capabilities of erosion control grasses planted adjacent to roadways to improve the quality and increase the infiltration of highway stormwater runoff. Mr. Endicott managed 3 seasons of monitoring, 8 storms per season, at 10 moni- toring stations at 2 locations in Riverside County. • Long Term Discharge Characterization Study: The purpose of this study was to characterize the quality of storm water runoff from highways and related facilities. Mr. Endicott was the manager for this project that evaluated sites throughout Southern California. • Areas of Special Biological Significance (ASBS): The purpose of this study was to determine the bacterial indi- cator contained in urban runoff discharges going into Santa Monica Bay. The study required development of the Sampling and Analysis Plan (SAP), obtaining grab samples from dozens of sites, and working with the labor- atory at UC Davis to analyze the samples. WQMP Review and Plan Check Services: Mr. Endicott has directed CASC's WQMP Review and Plan Check Ser- vices Team since 2004. During this time, the team has plan checked many hundreds of WQMP submittals on pro- jects including master planned communities of over 1,600 acres, major warehouse facilities, big -box store retail centers, small commercial centers, single and multi -family residential developments, public works projects, utility projects, and more. Ms. Sotelo has worked extensively with the State Water Resources Control Board, the Santa Ana Regional Board, the Colorado River Regional Board, and the Los Angeles Regional board. Green Streets Policy and Low Impact Development (LID) Ordinance, City of El Monte: Ms. Sotelo served as the team lead for the preparation of the City of El Monte's Green Streets Policy and LID Ordinance. Both the Green Streets Policy and the LID ordinance were written to comply with the LA County MS4 NPDES Permit's LID BMP implementation requirements. Language addressed the LID BMP hierarchy including implementation of infiltration and bioretention BMPs before moving on to biofiltration BMPs. Policy and ordinance language also included methodology for determining minimum LID BMP design details and requirements NPDES Training for Riverside County Flood Control and Water Conservation District (RCFCD and WCD), Riverside: Ms. Sotelo has developed training content and is currently a presenter at training classes for RCFC & WCD for the Santa Ana Region watershed for both priority development and transportation projects. His diverse project experience includes roadway and drainage design, transportation studies (highways and rail), hydrology and hydraulics, drainage master plans, storm drain and water quality facilities design, water, sewer, and site development. He is an expert in managing diverse, multi -disciplinary projects with a team approach. Mr. Gentile brings a collaborative approach among various disciplines to produce con- cepts tailored to the site features and needs of each project. His ability to take on one -of -a -kind and unique projects such as his work on the Salton Sea Conceptual Plan makes him perfect for leading the City of La Quinta's Trash Order project. RELEVANT EXPERIENCE Salton Sea Conceptual Plan: Mr. Gentile serves as the Project Manager for the development of conceptual ex- hibits and feasibility analysis for an alternative restoration plan for the Riverside County portion of the Salton Sea. The conceptual plan is to create a perimeter lake of approximately 100,000 acre-feet by constructing a levee in the Salton Sea. The plan also includes modification to the Coachella Valley Stormwater Channel to create recrea- tional opportunities for canoeing and kayaking. CASC prepared conceptual exhibits of the proposed project and a Report on the Water Supply and Demands. The Report examined the feasibility of the project based on available water supplies in the Coachella Valley. The analysis included meeting project demands, overcoming evaporation in the lake, and the potential beneficial impacts to water quality within the proposed lake. Azusa Geology Park, Azusa, CA: As civil engineer for this grant -funded project through the Rivers and Moun- tains Conservancy, Mr. Gentile designed and prepared the grading plans for the construction of the park. The park tells the story of geology in California and Azusa, and provides habitat for the Lorquin's Admiral Butterfly (Limenitis lorquini) to supplement the habitat in the San Gabriel River. The grading design allows for storm - water flow through the park to showcase erosive processes, stormwater capture, and infiltration. In addition to providing visual interest the park provides an enhanced access to the San Gabriel Riverside Bike Trail, and in- cludes bike oriented facilities, signage and striping. Broad Beach Road Biofiltration Project, Malibu, CA: For this grant -funded project through the City of Malibu, Mr. Gentile engineered and prepared the construction documents for the proposed bioretention and biofiltraton facilities at eight catch basin locations on Broad Beach Road between the roadbed and the existing slope. Be- cause of the nature of the soils, all of the proposed facilities are lined to prevent infiltration. The bioretention facility location will store and treat stormwater before it is pumped to the existing storm drains that discharge to the Pacific Ocean. This facility includes monitoring and sampling capabilities to document its effectiveness. un- derdrain to convey flows from the reservoir to the existing storm drain system. Los Angeles River and Aliso Creek Confluence Park: This grant -funded project spearheaded by the Trust for Pub- lic Land will construct a new 1.7-acre park at the confluence of the Los Angeles River and Aliso Creek in Reseda. Mr. Gentile designed and prepared the grading and drainage plans for the construction of the park. The park will feature gathering spaces, walking paths, bio-swale demonstration area, interpretive displays and custom park shelters. Street Ends Biofiltration Project, Oros Street, Los Angeles, CA: Project Manager for this grant -funded project, in conjunction with the City of Los Angeles Bureau of Street Services, and North East Trees, constructed fifteen stormwater gardens, stormwater infiltration systems, new parkway sidewalks, storm drains, and a new storm - water infiltration trench underneath Steelhead Park. The project has been labeled as Los Angeles first "green street," and provides a template for future implementation throughout the City. Mr. Flores is actively involved with CASC's stormwater group providing commercial/ industrial inspections, construction site inspections, and stormwater monitoring and sampling. He also provided document reviews on Water Quality Management Plans as well as Stormwater Pollution Prevention Plans. RELEVANT EXPERIENCE Trash Amendment Mapping, City of Palm Springs Mr. Flores has conducted desktop research and has field located storm drain catch -basins, inlets, surface drainage areas, and other MS4 features for the implementation of the State Trash Amendments. The City of Palm Springs elected Track 1 of the Compliance Tracks which will permit the City of Palm Springs to install, operate, and maintain, state -certified full -capture devices that capture stormwater runoff from Priority Land Uses and will demonstrate a 10% annual installation rate for the next ten years. Mr. Flores has assisted in generating the preliminary map defining the locations of key stormwater features within High Density Residential, Industrial Facilities, Commercial Facilities and Public Transportation Stations and Stops as adopted by the State Water Board and approved by the USEPA. Trash Amendment Baseline Inspections, Elk Grove Unified School District: EGUSD is a Non -Traditional permittee under the Phase II MS4 General Permit. EGUSD selected Track 2 as its method of compliance, and Mr. Flores was part of the team that conducted the first visual trash assessment to establish a baseline for EGUSD. EGUSD is the fifth largest school district in California, with 61 schools in an area of 330 square miles. Trash Amendment Mapping Verification, County of Riverside Whitewater Region: Mr. Flores has conducted a desktop research to verify the locations of storm drain catch -basins, inlets, surface drainage areas, and other MS4 features for the unincorporated areas within the County of Riverside Whitewater Region. He has compared his findings to the findings of the County of Riverside and noted differences to the number of stormwater features for the implementation of the State Trash Amendments as adopted by the State Water Board and approved by the USEPA. Low Impact Development (LID) Post -Construction BMP Inspections, City of Carlsbad: Mr. Flores has inspected over 150 Low Impact Development Post -Construction BMP installations for the City of Carlsbad. He scheduled and conducted the field inspections and made field observations of Post -Construction BMPs identified within the WQMP of the project site. He evaluated the Post -Construction BMPs for signs of recent maintenance, the need for future maintenance, damage to the BMP, excessive trash and debris accumulation and checked for proper design. He wrote up an inspection report and took photos of each Low Impact Development Post -Construction BMP and reported findings to the City of Carlsbad. Brasada, San Dimas, CA: Mr. Sidor was the Pilot in Command involved in the aerial reconnaissance of an in - progress housing tract project located in the foothills of San Dimas. Mr. Sidor performs bi-weekly flights capturing the progress of the project and proving the clients with a high -resolution video then using photogrammetric tech- niques to create an ortho photo to overlay on grading maps. Mr. Sidor ensures that the equipment functions properly before and after each flight and performs a pre-flight inspection the night and morning of before head- ing out to the field. Vincent Well, San Bernardino, CA: Mr Sidor is currently involved in the with the City of San Bernardino for design services for flood protection and stream stabilization improvements for Vincent Well, San Bernardino. An RFP was issued because of recent heavy rainfall that undermined the Vincent Well building foundation, threatening the integrity of the well. Mr. Sidor has been working closing with the P.E. to design and implement BMPs to re- duce flood damages and enhance stream stability. Caltrans 43AO210 Roadside Vegetated Treatment Sites Monitoring Program (RVTS), District 8, Riverside Coun- ty, CA: Mr. Sidor was an active participant for the RUTS Study at the Moreno Valley and Murrieta locations. Mr. Sidor conducted field crew pre -storm maintenance activities to ensure the sites were prepared for anticipated storm events. The pre -storm tasks included calibration of equipment, cleaning of collection devices, and comple- tion of pre -storm logs. During events, Mr. Sidor ensured that equipment functioned properly, and that collection containers were rotated correctly. Mr. Sidor provided support for coordination and delivery of collected samples to the laboratory for analysis via Chain of Custody Forms (COC's). In addition to storm sampling, Mr. Sidor provid- ed support for vegetation assessments, site maintenance, and mobilization and demobilization at the beginning and end of each sampling season respectively. He was responsible for gathering and analyzing data from the field units as well as data provided by the laboratory. Caltrans 43AO210 Ornamental Roadside Vegetated Treatment Sites Monitoring Program (ORVTS), District 7, Ventura County, CA: Mr. Sidor was an active participant for the O-RVTS Study at the Camarillo and Newbury Park sites in Ventura County. Mr. Sidor assisted in conducting pre -storm maintenance activities to ensure the sites were prepared for anticipated qualifying storm events. The pre -storm tasks included calibration of equip- ment, cleaning of collection devices, and completion of pre -storm logs. During events, Mr. Sidor ensured that the equipment functioned properly, and that collection containers were rotated correctly. Engineering and Gun. lilting CITY OF LA QUINTA STORMWATER TRASH ORDER JURISDICTIONAL MAP AND FULL CAPTURE SYSTEMS ANALYSIS MARIAH TSO, MS GIS SPECIALIST/ASSOCIATE PLANNER Ms. Tso possesses strong GIS skills, utilizing a wide variety of platforms, include ArcGIS Desktop's ModelBuilder, Spatial Analyst, 3D Analyst, ArcGIS Online's Story Maps, GeoForms, Web AppBuilder and several ArcGIS Mobile Apps such as Workforce forArcGIS, Collector for ArcGIS, and Survey123. Ms. Tso's experience in Programming Languages is at the top of her field, including novice expertise in Python, ArcPy, and PostgreSQL. Ms. Tso possesses knowledge of Geodesign and community -based mapping techniques through CommunityVizand Envision Tomorrow and holds a strong understanding of cartographic and graphic design principles for map production in print and online. She is competent in math and statistical analysis and experienced with geodatabase design, creation, and maintenance from spatial and non -spatial data. Ms. Tso has a basic use of Dine bizaad, which is the indigenous Navajo Language. Ms. Tso also brings strong environmental experience in analyzing and evaluating a wide variety of technical documents, environmental analyses, and associated with programmatic -level projects. Ms. Tso brings experience in Federal Grant project management. Ms. Tso previously worked with the Tribal Training and Technical Assistance Center, which provided training and technical assistance (TTA) to federally -recognized tribes and other American Indian/Alaska Native communities seeking to address and prevent mental and substance use disorders, suicide, and promote mental health. In this capacity, Ms. Tso was responsible for the coordination of complex tasks such as project deliverables and due dates, project and budget task tracking and assignments across the Tribal TTA Center. She developed custom workplans in Smartsheet for team members to use as effective management tools and increase workflow efficiency and team communication. Ms. Tso also worked closely with the Project Co -Director to monitor and manage financial budget projections, travel expenses, reimbursement and authorizations to ensure that team tasks were completed efficiently and on budget. RELEVANT EXPERIENCE City of Rancho Mirage, County of Riverside, CA: Ms. Tso served as a GIS Specialist for a stormwater program management services project for the City of Rancho Mirage. Ms. Tso prepared a preliminary jurisdictional map for the City of Rancho Mirage depicting existing storm drain information and priority land use area discharging to the MS4 system. Ms. Tso coordinated with the City to successfully transfer GIS data utilizing ESRI's ArcGIS Online Software Suite. Salton Sea, County of Riverside, CA: Ms. Tso serves as a GIS Specialist, for an exciting project within the North Shore of the Salton Sea, and as an engineering researcher for this North Lake Concept planning project. Ms. Tso provides a wide variety of exhibits depicting various scenarios for a potential North Lake as well as exhibits depicting the area's agricultural drainage and the intake and pipe system. In addition to the working exhibits, Ms. Tso also utilized 3D geoprocessing tools to generate surface area and volume calculations for the conceptual lake and provide estimates of available water resources. Utilizing a blend of traditional hand drawn renderings and Google Earth aerial imagery, Ms. Tso developed a series of photo renderings for the proposed lagoon and white -water rapids system for the Coachella Valley Stormwater Channel in CoreIDRAW. In addition, Ms. Tso provided graphic design in support of the final report. Donnell Basin, County of San Bernardino, CA: Ms. Tso has provided GIS support for the Donnell Basin project C y Engineering and Cusl3ultiieg CITY OF LA QUINTA STORMWATER TRASH ORDER JURISDICTIONAL MAP AND FULL CAPTURE SYSTEMS ANALYSIS including digitizing land use designations for the City of Twentynine Palms to derive acreage summaries by land use type for analysis of impervious cover for developed areas of the watershed area. This process included a soil overlay analysis to provide an additional acreage summary by both hydrologic soil groups and land use type. In addition to the overlay analysis and acreage summaries, Ms. Tso provided a report exhibit depicting the Donnell Basin watershed land use runoff descriptions. Diamond Valley Estates, County of Riverside, CA: Ms. Tso has prepared nearly one dozen exhibits for the Diamond Valley Estates Specific Plan ranging from planning level exhibits such as regional location, circulation, land use, public facilities and phasing to engineering exhibits such as drainage, existing topography, grading, sewer network, and water distribution. The Project site is bounded to the west by Santa Fe Street (a north/south aligned and paved roadway) and to the south of Sage Road (a northwest/southeast aligned and paved roadway). The total site acreage is approximately 302.4 acres. The General Plan Amendment includes applications for developing medium density residential, community center, neighborhood commercial, commercial tourism, resort hotel and condominiums, two private museums and a private college level institution. Ms. Tso has worked across CAD and GIS systems to integrate and produce several engineering exhibits such as grading, sewer network, and water distribution plans. Highway 74 Community Plan, County of Riverside, CA: Ms. Tso has prepared an ArcGIS Geodatabase, resulting in several land use statistical summaries, associated with the Highway 74 Business Corridor Plan. The Corridor Plan exists from the City of Perris to the City of Lake Elsinore, along the centerline of the Highway and extending 1,000 feet on each side. Ms. Tso provides ArcGIS database protocols associated with updating the General Plan Land Uses and Zoning Classification for over 900 parcels, as well as modifying the land use databases associated with the Community Plan for the Highway 74 Corridor Plan. In addition, Ms. Tso developed an online mapping application, through the ArcGIS Online application, to establish a medium to solicit community comments through a series of Public Outreach Programs. French Valley Marketplace, County of Riverside, CA: Ms. Tso has served as an Assistant Project Manager, for the French Valley Marketplace Project, which consists of over 150,000 square feet of retail commercial uses. The Project is located at the northeast corner of Thompson Road and State Route 79, within the unincorporated community of French Valley. Ms. Tso has provided land use -based evaluation of the Airport Land Use Plan, overlaid upon the Project site by creating several exhibits that detail the specific Compatibility Zones effecting the Project site. In addition, Ms. Tso has developed several regional impact exhibits, assisted with the augmenting and review of the Site Plan, from a mapping perspective, and reviewed environmental reports associated with the Project Site. Initial Study Chestnut St., City of Industry, CA: Ms. Tso provided GIS support by preparing several exhibits for the City of Industry Project. This project consists of site improvement construction for a transportation facility that provides storage for trucks, trailers, autos, container stacking and chassis stacking. The project includes adding a decorative screen wall along Chestnut Street. Ms. Tso prepared land use, zoning, and regional locational exhibits for the project site. Winchester Ridge Phasing Plans, County of Riverside, CA: Ms. Tso prepared phasing plan exhibits for the development of 377 residential lots. The project site is located at the southwest corner of Domenigoni Parkway and Leon Road, in an unincorporated area east of the City of Menifee in Riverside County. Ms. Tso prepared exhibits for the four -unit phasing plans. Nona Palmdale Tentative Map, Palmdale, CA: Ms. Tso has served as an Assistant Project Manager, for the Nona Palmdale Subdivision, located northeasterly of Fort Tejon Road. Ms. Tso has assisted in the review of environmental documents and prepared exhibits associated with the Projects location and impact upon various criteria, as required by the California Environmental Quality Act. Ms. Tso has mapped Fire Hydrant locations, and completed exhibits associated with existing infrastructure facilities, adjacent to and interacting with the Project Site.
