In addition to the standard permit conditions, the following shall apply:
Pursuant to Section 14.16.320 of the La Quinta Municipal Code (Ordinance 10 § 1 (part), 1982), all
work shall be performed in accordance with the latest edition of the Standard Specifications For
Public Works Construction (SSPWC) and as directed by and to the satisfaction of the City Engineer.
Start to Finish- (Lynda Habash), hereinafter referred to as "Permittee", shall be responsible for
providing continuous dust and erosion control. All areas shall be kept watered down daily including
weekends.
StreLs shall be kept clean. They shall be completely cleaned at the end of each working day and
more frequently if required.
4. Pursuant to Section 6.08.050 of the La Quinta Municipal Code (Ordinance 18 § 1, 1982), throughout
the work site, the Permittee shall comply with City regulated work hours. Operation and maintenance
of equipment within one-half mile of human occupancy shall be performed only during the following
time periods:
October 1st to April 30: Monday -Friday 7:00 a.m. to 5:30 p.m.
Saturday 8:00 a.m. to 5:00 p.m.
May 1st to September 30: Monday -Friday .6:00 a.m to 7:00 p.m.
Saturday 8:00 a.m. to 5:00 p.m.
Work shall be -prohibited on legal holidays and Sundays. (Exception: Clean-up & sign removals)
Work performed within 500 feet of a signalized intersection is restricted between the hours of 9 a.m.
- 3 p.m. Traffic control shall be set up after 9 a.m. and removed before 3 p.m. The Permittee shall
contact the Riverside Country Traffic Signal Maintenance Department at (909) 2757-6894 if signal
operation at the intersection is to be altered in any way.
6. Pursuant to Section 14.16.110 of the La Quinta Municipal Code (Ordinance 10 § 1 (part), 1982),
Permittee shall assume responsibility for repair of.any pavement damage to any public or private
street and for any damage to other City streets or facilities as a result of work performed under this
permit.
7. Pursuant to Section 14.16.250 of the La Quinta Municipal Code (Ordinance 10 § 1 (part), 1982),
advance warning signs and traffic control shall be installed and maintained in accordance with Cal
Trans Standards or the Work Area Traffic Control Handbook (WATCH Manual). A traffic control
plan, if required, shall be prepared in accordance with the WATCH Manual and submitted to the City
for review and approval one (1) week prior to starting any construction. It shall be the Permittee's
responsibility to appropriately detour and barricade all construction sites.

8. Pursuant to Section 14.16.290 of the La Quinta Municipal Code (Ordinance 10 § 1 (part), 1982),
street closures shall not be permitted. A. minimum of one travel lane of paved surface shall be
maintained with flagmen at all times.
9. Prior to excavating, if required, the Permittee shall contact Underground Service Alert at 1-800-422-
4133. It shall be the Permittee's responsibility to notify the Public Works Department of anticipated
excavation which impact City facilities, including but not limited to traffic signal conduits and loops,
irrigation lines, electrical conduits, and storm drain facilities.
10.. Should additional work, materials; or modifications of the work be required in order to meet City
standards, safety requirements, signage requirements, or to fit actual field conditions, the work shall
be performed by the Permittee as directed by and to the satisfaction of the City Engineer at no cost
to the City of La Quinta.
11. All landscaping, irrigation, decorative rock, decorative concrete, lighting, etc., shall be replaced
to its original condition.
12. Access and egress to all local properties shall be maintained at all times.
13. This permit allows for installation of temporary directional signs on Ave 48 and Ave 50, and Ave 52.
14. The City of La Quinta reserves the right to revoke, suspend or void this permit at any time.

3. REQUEST BY GOLDEN VOICE TO HOLD COACHELLA VALLEY MUSIC & ARTS
FESTIVAL APRIL 27 & 28, 2002 AT THE EMPIRE POLO GROUNDS %
Harold Schilling, City Manager, reported this is a request by Golden Voice to hold a
concert on April 27 & 28, 2002 at the Empire Polo Grounds. Mr. Schilling commented
in order to facilitate concert planning, Staff is recommending the City Council process
the instant request subject to all the pertinent logistic and procedural details being ,
reviewed and approved by the City Manager. Mr. Schilling indicated Staff would be
reviewing the proposed hours of the concert and financial sanctions for not stopping
within the time frame that is set. +,
After discussion, it was moved by Mayor Pro-Tem Wilson, seconded by Councilmember
Bethel and unanimously carried to APPROVE the for a concert on April 27 ,&
28, 2002 by Golden Voice to be held at the Empire Poio Grounds, subject to all 'the
pertinent logistic and procedural details being reviewed and approved by the City
Manager. _
4. AMEND THE BOUNDARY MAP OF PARCELS TO BE INCLUDED IN THE
EMPOWERMENT ZONE
Gary Werner, Development Services Director, reported the City Council approved a
boundary map identifying specific parcels to be included in the Desert Communities
Empowerment Zone. Staff was advised the properties designated are required to be in
one contiguous mass. Mr. Werner displayed the map on a powerpoint presentation.
Therefore, Staff is presenting an alternative map which meets the Desert Communities
Empowerment Zone requirements(by connecting each of the three masses with a
twenty foot wide City waterline easement)and requests Council approval.
It was moved by Councilmember Bethel, seconded by Councilmember Fesmire and
unanimously carried to APPROVE the Boundary Map of parcels, as AMENDED, by the
City Council for inclusion in the Empowerment Zone.

Coachella Valley Music & Arts Festival
Empire Polo'Club — Venue
Traffic &.Parking Plan
(revised April 23, 2002)
The purpose of this plan is to outline the best scenario to accommodate the vehicular
traffic that will be coming to the Empire Polo Club to attend the Coachella Valley Music
& Arts Festival_ To create the maximum number of vehicles using the parking lots at the
best possible pace, Goldenvoice, has secured lots to accommodate the vehicles
anticipated to attend this event at no cost to event attendees.
We anticipate approximately 85% of the traffic to come via the 10 Freeway eastbound.
This plan will define the off -ramps, streets, signs and procedures that will be put in place
to move vehicular traffic at the optimum pace. We estimate the majority of the vehicular
traffic arriving between 10.00 a.m. and 4 p.m.
This scenario is based upon dividing up the vehicular traffic into using Indio Blvd.
Off -ramp from the 10 Freeway Eastbound as follows:
Exit Indio Blvd. turn right on Jefferson and proceed southbound and/or
Exit Indio Blvd and proceed to Hoover turn right to Monroe St. turn right and proceed
southbound and/or
Exit Indio Blvd and proceed to Civic Center turn right and turn left on Jackson St. turn
right and proceed southbound.
Vehicular traffic using Jackson off -ramp from the 10 Freeway Westbound as follows:
Exit Jackson St and proceed southbound.
The Coachella Valley Music & Arts Festival website will describe in detail the 10 Freeway
Off -ramps and street routes to get to Empire Polo Club. Additional phone operators,
as well as the Ticketmaster will also provide route directions. .

A Caltrans encroachment permit is necessary for placement of Changeable Message
Boards at approximately 1000 ft. from named off -ramp on the shoulder of the freeway.

Parking Plan

Located on the north side of 52 Avenue east of Madison.
Eldorado Polo Field — Lot #3 (entrance on Madison to 51 Avenue)
Located on the north side of 51 Avenue east of Madison.
Each parking lot will be staffed at the entrance by private security trained to move the
vehicles onto the lot as fast and as safely possible. Additional security staff will direct
vehicles to double-park in rows and ensuring 20-foot fire lanes between rows. Each
lot will be equipped with the following equipment:
Light Towers to assist in vehicular egress and clean up after the event.
Clean up crew and trash containers to police the area during and after the event.
Security staff throughout the event to monitor the lot during the event.
Water trucks to minimize dust on 51 Avenue and parking lots.
Lot information will include: Handicap, No Parking "Tow Away", No Trespassing,
Event Rules and Lot location signs.
NO PARKING
The City of Indio will posted No Parking on Madison between Avenue 51 and Avenue 52, on
Avenue 50 between Madison, Monroe and Jackson. Local access only to residents in the area
will also be posted.

Exit the 10 Freeway at Jackson and travel south about four miles to Avenue 52.
Turn right (west) and go to Monroe, and turn right (north). Avenue 51 is a dirt
roadway on your left, enter there and turn right_ at the first gate. This is the
vendor and F&B parking area. Please display your pass and credential for
admission into the parking area.
Goldenvoice Staff & Elite Security Parking Area
Exit the 10 Freeway at Jackson and travel south about four miles to Avenue 52.
Turn right (west) and go to Monroe, and turn right (north). Just past the Festival
parking entrance (Avenue 51 - dirt roadway on your left) is a hard pack parking
lot. Turn left into the lot_ This is the Staff and Security parking area. Please
display your pass and credential for admission into the parking area.

Freeway Access
Exit the 10 Freeway at Washington and head south. Continue south to 48tn
Avenue and turn left. Continue east to Hjorth and turn right. Continue south to
50tn Avenue and turn left. See below for which gate you'll be entering.
Local Access — west to east
111 east to Adams and turn right, continue south to 48tn Street and turn left,
continue east to Hjorth and turn right. Continue south to 50tn and turn left.
Local Access — east to west
111 to Jackson (east of Monroe) and turn right. Continue south on Jackson to
48tn Avenue and turn right. Continue west to Hjorth and turn left. Continue
south to 50tn Avenue and turn left.
Talent and Backstage will be the first entrance into Empire Polo Club on your
right. '
