Highway Capacity Manual
Signalized Intersection Methodology
The "Highway Capacity Manual" (HCM) signalized intersection capacity and level of
service methodology addresses the capacity and level of service of intersection approaches
as well as the level of service of the intersection as a whole. The analysis is undertaken in
terms of the ratio of demand flow rate to capacity (V/C ratio) for individual movements
during a peak 15 -minute interval and the composite V/C ratio for the sum of critical
movements or lane groups within the intersection. The level of service is determined based
upon average stopped delay per vehicle, as shown in Table A-2 below.
