Consistency With General Plan Circulation Policies Appendix 5 CONSISTENCY WITH GENERAL PLAN CIRCULATION POLICIES RIVERSIDE COUNTY GENERAL PLAN CIRCULATION POLICIES POLICY: New industrial, commercial and residential development should be designed and developed to promote alternative forms of travel through the use of bikeways, park -n -ride facilities, bus stops and other alternative travel facilities. COMMENTS ON HOW THIS PROJECT MEETS THE GENERAL PLAN POLICY The project site is not in a desirable location for a park -n -ride facility. Bus service does not currently extend to the project site. There are no existing or master planned bikeways through the project site. However, the Coachella Valley Non -Motorized Transportation Element shows a proposed Class II/Class III route south along Madison Street to Avenue 58 (along the northern site boundary) and across to the Lake Cahuilla Recreation Area. POLICY: Through traffic movements shall be limited to general plan roads and shall avoid streets through residential neighborhoods. Provisions shall be made for highways capable of carrying high volumes of through traffic between major trip generators. COMMENTS ON HOW THIS PROJECT MEETS THE GENERAL PLAN POLICY The proposed project is divided into villages that discourage traffic through residential areas. The access routes from the villages direct traffic onto general plan roadways that pass through the project site. POLICY: Curves and grades shall be designed to permit safe movement of vehicular traffic at the road's design speed. COMMENTS ON HOW THIS PROJECT MEETS THE GENERAL PLAN POLICY All roadways on-site will be designed and constructed to Riverside County design standards. POLICY: Whenever access must be taken directly off of a general planned highway for abutting parcels, common access shall be provided at the property line. Parcels on opposite sides of a highway shall have access points located directly opposite each other, whenever possible, to allow for future street intersections and increased safety. COMMENTS ON HOW THIS PROJECT MEETS THE GENERAL PLAN POLICY The Specific Plan has clustered development into villages that focus traffic onto the general planned highways at well spaced locations. There are no driveways onto the general planned highways for individual developments with the Specific Plan. POLICY: Sight distances shall be adequate to provide for safe vehicular movement at a road's design speed. Setbacks allowing for clear, unobstructed sight distance shall be provided at all intersections. COMMENTS ON HOW THIS PROJECT MEETS THE GENERAL PLAN POLICY The project access locations will be designed to provide adequate sight distances and setbacks at intersections on-site will meet County standards. POLICY: Roadways shall be located outside identified floodplains whenever possible. COMMENTS' ON HOW THIS PROJECT MEETS THE GENERAL PLAN POLICY No roadway construction is proposed within any identified floodplain. POLICY: All streets and highways located within identified blowsand areas shall be protected from blowsand hazards. COMMENTS ON HOW THIS PROJECT MEETS THE GENERAL PLAN POLICY There are no identified blowsand areas in the vicinity of the project site. POLICY: Developments which are identified as major trip attractors (i.e., commercial and employment centers) shall incorporate the potential for public transit service in their design. COMMENTS: N HOW THIS PROJECT MEETS THE GENERAL PLAN POLICY The commarcial,. ieveloprxierkt: proposed;as,part.of the Specific Plan is designed to serve the residential component of� the Specific Plan and would not be. considered a major trip attractor. POLICY:: Bikeways should link major activity centers such as residential areas, employment centers, commercial facilities, recreation areas and education facilities. COMMENT'S .ON HOW THIS PROJECT MEETS THE GENERAL PLAN POLICY There are no existing or master planned bikeways through the project site. POLICY: Bikeways shall:be located in aesthetically pleasing surroundings such as through parks, adjacent to scenic: highways, and near watercourses, whenever possible. COMMENTS = ON HOW THIS PROJECT MEETS THE GENERAL PLAN POLICY There are no existing or .planned bikeways through the project site. POLICY: Bikeways shall be developed in compliance with land use standards established in the Riverside County Bicycle and Facilities Plan. COMMENTS ON HOW THIS PROJECT MEETS THE GENERAL PLAN POLICY There are no bikeways master planned through the project site.
