This was- 20 lots previously begun by Tahiti Partners. Two homes were 100% completed, nine homes were permitted and construction completed (and inspected) through. poured concrete slabs. At that time the project halted, and later sold. We are now bringing the project back to life with the intention to complete the nine homes already started, and pending sales, move forward with the remaining nine lots.: As you can imagine we've received very warm reception and approval from. the Citrus Homeowners Association. Per my earlier over-the-counter conversations with the building; engineering, and planning departments,. we, were directed to re -submit to the building. department updated arch itectural'plans (including mechanical, electrical, and plumbing sheets), structural plans and calculations, and, revised title 24 calcu.lations. These plans are now complete and current with all code changes to date. Since we are not intending to change the homes or locations, we were advised by the engineering department that the existing and approved precise grading plan was sufficient.for.completion of these units.- An as -built plan will be submitted upon completion of the homes, prior.to final inspections should and .changes . occur to the precise grading. The only..contemplated change is. the size%location of the swimming pools. The view is continuous thought the iron gate to the home beyond. Y 2) The windows are clear, low e, double paned glass. The windows are not tinted. 3) The garage doors are stained cedar wood, consistent with the color boards. 4) Color Boards are included with this letter. 5) We are also acknowledging that exterior stone veneer will only be included as "eyebrows" over windows, or in areas inside the courtyard and not visible from the street. -• 6) We are acknowledging the enclosed verandas are not approved by the Architectural Committee. As requested, Earth Systems Southwest [ESSW] has reviewed the above referenced reports for purposes of providing updated recommendations in conjunction with a review of the foundation plan and details. The referenced 20 lots (Tract Map 24800-1) are located west of the southwest corner of Jefferson Street and Pomelo in the City of La Quinta, Riverside County, California. The lots are legally described at Assessors Parcel Numbers [APNs] 776-200-011, -001 through - 006, and 776-210-001 through -014. The site is currently previously graded and unoccupied land. Based on our review of the referenced foundation plans it is our opinion that the plans submitted to our office are applicable to the proposed development. As discussed in the Geotechnical Engineering Report and subsequent above referenced reports, the site soils exhibit very low expansion potential. K a July 25, 2010 2 File No.: 11404-03 Doc. No.: 10-07-784 Selected chemical analyses for corrosivity were not conducted on soil samples from the project site. Sampling and testing of near surface soil to address sulfate and corrosive characteristics should be performed. Prior near source seismic coefficients were based on the 2001 California Building Code [CBC], included below are the seismic coefficients based on the current 2007 CBC. Slabs -on -Grade Sub rg ade: Concrete slabs -on -grade and flatwork should be supported by compacted soil. Vapor Retarder: In areas of moisture -sensitive floor coverings, an appropriate vapor retarder should be installed to reduce moisture transmission from the subgrade soil to the slab. For these areas, an impermeable membrane (10-mil thickness) should underlie the floor slabs. The membrane should be covered with 2 inches of sand to help protect it during construction and to aid in concrete curing. The sand should be lightly moistened just prior to placing the concrete. Low -slump concrete should be used to help reduce the potential for concrete shrinkage. The effectiveness of the membrane is dependent upon its quality, the method ,of overlapping, its protection during construction, and the successful sealing of the membrane around utility lines. The following minimum slab recommendations are intended to address geotechnical concerns such as potential variations of the subgrade and are not to be construed as superseding any structural design. The design engineer and/or project architect should ensure compliance with SB800 with regards to moisture and moisture vapor. Slab Thickness and Reinforcement: Slab thickness and reinforcement of slabs -on -grade are contingent on the actual live loads and recommendations of the structural engineer or architect and the expansion index of the supporting soil. Concrete slabs -on -grade are not typically designed to accommodate construction loads. Therefore, the owner and design engineer should discuss the potential adverse effects of construction loads, such as cranes used to lift concrete panels, on the concrete slabs. Based upon our findings, a modulus of subgrade reaction of approximately 200 pounds per cubic inch can be used in concrete slab design for the expected very low expansion subgrade. Concrete slabs and flatwork should be a minimum of 4 inches thick (actual, not nominal). We suggest that the concrete slabs be reinforced in accordance with the structural engineer's recommendations or the mostly adopted building code, which ever is more stringent. Concrete floor slabs may either be monolithically placed with the foundations or doweled after footing placement. The thickness and reinforcing given are not intended. to supersede any structural requirements provided by the structural engineer. The project architect or geotechnical engineer should continually observe all reinforcing steel in slabs during placement of concrete to check for proper location within the slab. Control Joints: Control joints should be provided in all concrete slabs -on -grade at a maximum spacing of 36 times the slab thickness (12 feet maximum on -center, each way) as recommended by American Concrete Institute [ACI] guidelines. All joints should form approximately square patterns to reduce the potential for randomly oriented contraction cracks. Contraction joints in the slabs should be tooled at the time of the pour or saw cut ('/4 of slab depth) within 8 hours of concrete placement. No.: 10-07-784 inch dowels at 18-inches on center or a thickened keyed -joint to resist vertical deflection at the joint. All construction joints in exterior flatwork. should be sealed to reduce the potential of moisture or foreign material intrusion. These procedures will reduce the.potential for randomly oriented cracks, but may not prevent them from occurring. Curing and Quality Control: The contractor should take precautions to reduce the potential of curling of slabs in this arid desert region using proper batching, placement, and curing methods. Curing is highly affected by temperature, wind, and humidity. Quality control procedures may be used, including trial batch mix designs, batch plant inspection, and on -site special inspection and testing. Mitigation of Soil Corrosivity on Concrete As previously stated mitigation of soil corrosivity on concrete was proposed by ESSW but never authorized by the client. Sampling and testing of near surface soil to address sulfate and corrosive characteristics can be performed. However, in the absence of test results, we recommend the following: Sulfate and other salts can attack the cement within concrete causing weakening of the cement matrix and eventual deterioration by raveling. This attack can be in the form of a physical attack or chemical attack whereby there may be a chemical reaction between the sulfate and the cement used in the concrete. According to ACI 318 as referenced by the 2007 CBC, if sulfate concentrations exceed 1000 ppm there will be special requirements. For this project, since no testing has been performed to date, we suggest using very severe sulfate ion concentration for design. ACI 318 requires that for very severe sulfate conditions Type V Portland Cement be used with a maximum water cement ratio of 0.45 using a 4,500 psi concrete mix (ACI 318 Table 4.3.1). Alternately, Type II Portland Cement with 15-20% Type F Flyash replacement may be used instead of Type V. Electrical resistivity is a process whereby metal (ferrous) objects in direct contact with soil may be subject to attack by electrochemical corrosion. This typically pertains to buried metal pipes, valves, culverts, etc. made of ferrous metal. To avoid this type of corrosion or to slow the process, buried metal objects are generally protected with waterproof resistant barriers, i.e. epoxy corrosion inhibitors, asphalt coatings, cathodic protection, or encapsulated with densely consolidated concrete. We suggest assuming a severe potential. for metal loss from electrochemical corrosion processes. A minimum concrete cover of cast -in -place concrete should be in accordance with Section 7.7 of the 2007 edition of ACI 318. Additionally, the concrete should be thoroughly vibrated during placement. The information provided above should be considered preliminary. These values can potentially change based on several factors, such as importing soil from another job site and the quality of construction water used during grading and subsequent landscape irrigation. In the event that supplemental tests are not performed, the structural drawings and details should be amended to reflect these recommendations. We recommend that a qualified corrosion engineer evaluate the corrosion potential on metal construction materials and concrete at the site to provide mitigation of corrosive effects, if further guidance is desired. Seismic Design Criteria This site is subject to strong ground shaking due to potential fault movements along the San Andreas and San Jacinto faults. Engineered design and earthquake -resistant construction increase safety and allow development of seismic areas. A fundamental tenet of seismic design is that inelastic yielding is allowed to adapt to the seismic demand on the structure. In other words, damage is allowed. The CBC lateral force requirements should be considered a minimum design. The owner and the designer may evaluate the level of risk and performance that is acceptable. Performance based criteria could be set in the design. The design engineer should exercise special care so that all components of the design are fully met with attention to providing a continuous load path. An adequate quality assurance and control program is urged during project construction to verify that the design plans and good construction practices are followed. This is especially important for sites lying close to the major seismic sources. Estimated peak horizontal site accelerations based upon a probabilistic analysis (10% probability .of occurrence in 50 years) is approximately 0.505 g for a stiff soil site. Actual accelerations may be more or less than estimated. Vertical accelerations are typically '/3 to 2/3 of the horizontal -accelerations, but can equal or exceed the horizontal accelerations, depending upon the local site effects and amplification. Approaches Project: Tract 24890 — Mandarina, La Quinta 20 Southwest Corner of Jefferson Street and Pomelo La Quinta, California From February 23 through August 9, 2007, a representative of our firm performed density tests at the above referenced project. Tests were performed at random locations in accordance with ASTM D 2922-05, Method A or B; and ASTM D 3017-05 Nuclear Density Test Procedure. Tests were performed as per authorization of Mr. Geoffrey Payne. The estimated locations of the tests are presented on the attached drawing with their results being summarized on the attached test report sheet. Test results indicate that a minimum of 90% relative compaction has been obtained within the areas tested in the plumbing under slabs. Test results indicate that after reworking and retesting areas of low density, a minimum of 95% relative compaction has been obtained within the areas tested in the driveway approach subgrade. The maximum density -optimum moisture were determined in the laboratory in accordance with ASTM D 1557-02, Method A, or C. Test results are as follows: Soil Description USCS Maximum Density Optimum Moisture Brown, Silt with sand, fine to SM 113.0 pcf 13.5% medium grained. Brown slightly sandy, silt ML 109.0 pcf 14.0% DISCUSSION: 1. The project is located within Tract 24890 on the southwest corner of Jefferson Street and Pomelo in the City of La Quinta, Riverside County, California. 2. The contractor's work as described below was completed prior to our arrival on -site on the specified dates. ➢ February 23 through May 3, 2007: The plumbing under slab had been scheduled for testing. This letter has been prepared for the proposed residential subdivision to be located on the southwest corner of Jefferson Street and Pomelo, in the City of La Quinta, California. We are providing recommendations for bearing capacity and near source seismic criteria in accordance with the California Building Code. Are recommendations are as discussed below. Foundations The proposed residential loads will be supported by conventional continuous and pad footings. The recommendations that follow are based on soils that exhibit "very low" expansion characteristics. Footing design of widths, depths, and reinforcing are the responsibility of the Structural Engineer, considering the structural loading and the geotechnical parameters given in this report. Conventional Spread Foundations: Allowable soil bearing pressures are given below for foundations bearing on recompacted soils. Allowable bearing pressures are net (weight of footing and soil surcharge may be neglected). ➢ Continuous wall foundations, 12-inch minimum width and 12 inches below grade: 1100 psf for dead plus design live loads Allowable increases of 200 psf per each foot of additional footing width and 200 psf for each additional 0.5 foot of footing depth may be used up to a maximum value of 1800 psf. A one-third (%) increase in the bearing pressure may be used when calculating resistance to wind or seismic loads. The allowable bearing values indicated are based on the anticipated maximum loads stated in this report. If the anticipated loads exceed these values, the geotechnical engineer must reevaluate the -allowable bearing values and the grading requirements. Lateral loads may be resisted by soil friction on the base of foundations and by passive resistance of the soils acting on foundation walls. An allowable coefficient of friction of.0.35 of dead load may be used. An allowable passive equivalent fluid pressure of 250 pcf may also be used. These values include a factor of safety of 1.5. Passive resistance and frictional resistance may be used in combination if the friction coefficient is reduced to 0.23 of dead load forces. A one- third ('/3) increase in the passive pressure may be used when calculating resistance to wind or seismic loads. Lateral passive resistance is based on the assumption that any required backfill adjacent to foundations is properly compacted. Seismic Design Criteria This site is subject to strong ground shaking due to potential fault movements along the San Andreas and San Jacinto Faults. The minimum seismic design should comply with the latest edition of the California Building Code (CBC). The CBC provisions are generally intended to protect human life safety and prevent structural collapse. It is not necessarily intended to prevent structural damage or preserve functionality after a large earthquake. Therefore, more stringent seismic design should be considered if a particular level of structural performance is desirable after a large earthquake. That design should be based on a site and project specific seismicity analysis. Submitted herewith is a report of testing and intermittent observations performed during the grading on the above referenced project. Grading operations were performed by MelCar Construction, using conventional heavy equipment. Testing was performed as per authorization of Mr. Phil Larsen. Test results are presented on the attached test report sheet with their estimated locations plotted on the accompanying drawing. Compaction tests were performed in accordance with ASTM D 2922-05, Method A or B; and ASTM D 3017-05 Nuclear Density Test Procedures. The maximum density -optimum moisture were determined in the laboratory in accordance with ASTM D 1557-02, Method A or C. Test results are as follows: Soil Description USCS Brown, Silt with sand, fine to SM medium grained. DISCUSSION: Maximum Density Optimum Moisture 113.0 pcf 13.5% 1. The project is located on the southwest corner of Jefferson Street and Pomelo in the City of La Quinta, California. 2. Prior to grading, the site consisted of 20 previously rough graded lots. January 29, 2007 -.2 - File No.: 10404-02 07-01-839 3. The proposed development will consist of 20 single-family homes of wood -frame and stucco construction. 4. The scope of our work was based on the referenced geotechnical engineering services report and on plans and staking by NMS Consulting. 5. The site was cleared of any pre-existing vegetation and pre -watered prior to grading operations. 6. The building pads were over -excavated to a depth of 3 feet below existing grade or and to a distance of 5 feet beyond the perimeter footings. The exposed surface was processed by scarification, moisture conditioning, and re -compaction. 7. Fill materials consisting of previously removed soils were placed in relatively thin lifts and compacted into place. 8. The contractor's work as described below was completed prior to our arrival on -site on the specified dates. ➢ January 18, 2007: The over -excavation of pads 19 and 20 was made. A total of 2 compaction tests were performed to verify compaction. ➢ January 19, 2007: Over excavation of pads 1 through 12 was made and approximately 1.5 feet of fill had been placed. A total of 12 compaction tests were performed to verify compaction. ➢ January 22, 2007: Over -excavation of Pads 13 through 18 was made and approximately 1.5 feet of fill had been placed. A total of 8 compaction tests were performed to verify compaction. ➢ January 23, 2007: Pads 1 through 9 were at finish pad grade. Pads 18 through 20 had been over -excavated and approximately 1.5 feet of fill had been placed. A total of 13 compaction tests were performed to verify compaction. ➢ January 25, 2007: Over -excavation of Pads 10 through 17 were at finish pad. A total of 9 compaction tests were performed to verify compaction. ➢ January 26, 2007: Over -excavation of Pads 18 through 20 were at finish pad. A total of 9 compaction tests were performed to verify compaction. 9. A total of 47 compaction tests were performed. 10. Test results indicate that a minimum. of 90% relative compaction has been obtained within the areas tested. 11. The test locations are approximate and were determined by pacing and sighting from prominent field features. In our work, we have relied on topographic and survey information provided by others. 12. Based upon intermittent observations and testing during the grading operations, from January 18 through January 26, 2007 on this project, it is our opinion that the grading has met the intent of the recommendations of the referenced geotechnical engineering services report, as well as the grading ordinances of the City of La Quinta. 13. Tests were performed at random locations in accordance with ASTM D 2922-81, Method A or B; and ASTM D 3017-88 Nuclear Density Test Procedure. Tests were performed as, per authorization of Mr. Geoffrey Payne. The referenced 20 lots are located west of the southwest corner of Jefferson Street and Pomelo, Tract Map 24800-1, in the City of La Quinta, Riverside County, California. The lots are legally described at Assessors Parcel Numbers (APNs) 776-200-011, -001 through -006, and 776-210- 001 through -014. We understand the lots were graded approximately ten years ago. The site is currently unoccupied land. To aid in assessing the previous grading, we conducted exploration of the near surface soil by means of excavating one test pit on each lot to a depth of about 5 feet, for a total of 20 test pits. The test pits were excavated using a backhoe. The exposed soil profile was observed relative to soil conditions at the site. Representative bulk samples were taken for each soil type encountered. The estimated locations of the tests are presented on the attached plan with their results being summarized on the attached test report sheets. A total of 84 density tests were performed. The maximum density and optimum moisture were determined in the laboratory in accordance with ASTM D 1557-91, Method A. The compaction test results generally indicate that remedial compaction to a depth of about 3 to 5 feet below grade probably occurred during grading of the lots about ten years ago. Most areas indicate compliance to a minimum of 90% relative compaction to a depth of 3 feet to 5 feet below grade. However, there are apparent deficient areas. 2. We recommend over -excavation to 3 feet below grade and recompaction of lots wherever compaction test results are less than 90% relative compaction at a depth of 3 feet below grade or less. These lots include Lots C, 2, 4, 8, 9, 11, 13, and 14 (APN 776-210-001). The recompaction should be verified by testing. 3. Surficial recompaction should be conducted for Lots 3, 6, 7, and 10 to bring soils within 2 feet of subgrade to at least 90% relative compaction. 4. Compaction at 5 feet below grade, while desirable, is not required, and lots having less than 90% relative compaction at 5 feet below grade may be accepted. In all cases, compaction testing should be conducted after precise grading of the subgrade and within footing excavations to verify a minimum of 90% relative compaction. LIMITATIONS The test results summarized in this report present the moisture and density only at the locations and depths tested on the specified dates. The summarized field and laboratory tests were performed in accordance with engineering principles generally accepted at this time and location. No opinion is expressed as to the uniformity of the material or compaction. No guaranty or warranty of the contractor's work is made or implied. The test locations are approximate and were determined by pacing and sighting from prominent field features. In our work, we have relied on topographic and surveying information provided by others. With any manufactured product, there are statistical variations in its uniformity and in the accuracy of tests used to measure its quality. As compared with other manufactured products, field construction usually presents large statistical variations in its uniformity and in the accuracy of test results used to measure its quality. Thus, even with very careful observation and testing, it cannot be said that all parts of the product comply with the job requirements, and the degree of certainty is greater with full-time observation and testing than it is with testing only. Therefore, our opinion based on testing the work means that there is only a statistically -based probability that the densities obtained comply with the job requirements. This report is issued with the understanding that it is the responsibility of the owner or his representative to ensure that this report is submitted to the appropriate governing agencies.
