Per your recommendation, I am providing the following narrative to outline the development and adjustments made to the above
referenced project. In summary the project was reviewed and approved by La Quinta's Planning and Building Departments. Then due
to Coachella Valley Water District's (CVWVD) involvement, a 20 foot easement was required at the irrigation line on the Northern edge
of the property. That easement impacted the layout of the five bedroom residences on Lots 6 and 7 of the development and put the
project's permitting process on hold.
During the resolution of the easement, the designs of those two impacted residences were adjusted, submitted to Planning and
approved as a result of maintaining the previous accepted design intent. Also, during that time frame, extensions were requested to
the permit process and granted, contingent on review and approval of new Energy Calculations complying with the 2013 California
Energy Code, by the City of La Quinta's Building and Safety Department.
With progress delayed, the project as a whole was reviewed for construction means and methods. It was determined that a number of
value engineering measures be put into place for all eleven residences. Those adjustments include: the roof framing systems altered
from wood joist and beam construction to manufactured wood trusses, thermal roof insulation will now be located in the attic space
along with HVAC ductwork, originally proposed underground. These adjustments have been structurally engineered, considered in the
revised Energy Calculations and coordinated throughout the submittal documents. The exterior design character and materials remain
as previously approved.
The adjustments outlined above will help reduce costs, without compromising quality and allow efficiencies to regain some of the time
lost during the CVWD easement resolution:,

As we discussed, you are in receipt of our previous request for the extension of the building permit process for the above
referenced project. On about 08.20.14 we were notified that the Project was approved for permit, contingent on addressing
some administrative issues and gaining approval from the Planning Department.
The original extension request was made on 10.07.14, due to a large irrigation pipe, which required an easement to address
Coachella Valley Water District's (CVWD) concern over access to that irrigation line. That extension was granted by the City of
La Quinta to allow permits to be pulled until 02.22.15. `
As of today; the building permits for the houses remain approved in the City and we understand all of the Site and Easement
issues have been resolved, but the Tract Map still requires City Council approval.
At this time, we are requesting the project be granted another extension to its review period and permitting process, due to
circumstances outside of our control. We feel we have pursued the Permit in good faith as described in 2013 CBC paragraph
105.3.2 and would like a second time extension granted to resolve this remaining issue.
We understand that your approval of this extension and our use of it will require; New Energy Calculations complying with the
2013 California Energy Code, submitted to and approved by the City of La Quinta's Building and Safety Department.

As requested, we have reviewed the above referenced Geotechnical Investigation report and Report
of Observation and Testing During Grading as they relate to the design and construction of the
proposed residential development. The project site is located southwest corner of Avenue 51 and
Madison Street in the City of La Quinta; California. It is our understanding that the proposed
residences will be of relatively lightweight wood -frame structures supported by conventional
shallow spread footings and concrete slabs on grade.
The subject lots were previously graded during the rough grading of the project site. The rough
grading included over -excavation and recompaction of the building pads. The rough grading is
summarized in the referenced Report of Observations and Testing During Rough Grading along with
compaction test results. ,
Because the lots have been previously rough graded, the remedial grading required at this time
should be minimal provided that the new buildings fall within the previously established
building envelopes. The previously . graded building pads should be cleared of surface
vegetation, scarified and moisture 'conditioned prior to precise grading. The exposed surface
should be compacted to a minimum of 90 percent relative compaction is attained prior to fill
placement. Any fill material should be placed in thin lifts at near optimum moisture content and
compacted to at least 90 percent relative compaction.

Any'new building areas that extend beyond the previously graded building pads should be over -
excavated to a depth of at least 3 feet below existing grade or 2 feet below the bottom of the
footings, whichever is deeper. The soil exposed by over -excavation should be scarified, moisture
conditioned and compacted to a minimum of 90 percent relative compaction. The previously
removed soil and fill material may then be placed in thin lifts and compacted to at least 90
percent relative compaction. Over -excavation should be observed by a representative of Sladden
Engineering and compaction should be verified by testing.
The referenced reports include recommendations pertaining to the construction of residential
structure foundations. Based upon our review of the referenced reports, it is our opinion that the
structural values previously provided remain applicable for the design and construction of the
proposed residential structure foundations.
Conventional shallow spread footings should be bottomed into properly compacted fill material
a minimum of 12 inches below lowest adjacent grade. Continuous footings should be at least 12
inches wide and isolated pad footings should be at least 2 feet wide. Continuous footings and
isolated pad footings may be designed utilizing allowable bearing pressures 1500 psf and 1800
psf, respectively. The recommended allowable bearing pressures may be increased by one-third
for wind and seismic loading.
'Lateral forces may be resisted by friction along the base of the foundations and passive resistance
along the sides of the footings. A friction coefficient of 0.40 times the normal dead load forces is
recommended for use in design. Passive resistance may be estimated using an equivalent fluid
weight of 250 pcf. If used in combination with the passive resistance, the frictional resistance
should be reduced by one third.
The bearing soil is non -expansive and falls within the "very low" expansion category in
accordance with 2013 California Building Code (CBC) classification criteria. Slab thickness and
reinforcement should be determined by the structural engineer. We recommend a minimum
floor slab thickness of 4.0 inches and minimum reinforcement of A3 bars at 24 inches on center in
each direction. All slab reinforcement should be supported on concrete chairs to ensure that
reinforcement is placed at slab mid -height.
Based on our field observations and understanding of local geologic conditions, the soil profile
type judged applicable to this site is So, generally described as stiff soil. The following presents
additional coefficients and factors relevant to seismic mitigation for new construction based upon
the 2013 California Building Code (CBC). .
The seismic design category for a structure may be determined in accordance with Section 1613 -
of the 2013 CBC or ASCE7. According to the 2013 CBC, Site Class D may be used to estimate
design seismic loading for the proposed structures. The 2013 CBC Seismic Design Parameters are
