2. Start to Finish (Lynda Habash), hereinafter' referred to as "Permittee", shall. be responsible for
providing continuous dust and erosion control. All areas shall be kept watered down daily
including weekends.
3. Streets shall be kept:clean: They shall be completely cleaned at the end of each working day and,
more frequently if required.
4. Pursuant to Section 6.08.050 of the La Quinta Municipal Code .(Ordinance 18 § 1, 1982),
throughout the work site, the Permittee shall comply with City regulated work hours. Operation
and maintenance of equipment. within one-half mile of human occupancy shall be performed only
during the following time periods:
October 1st to April 30: Monday -Friday 7:00 a.m. to 5:30 p.m.
Saturday • 8:00 a.m. to 5:00 p.m.
May 1st to September 30: Monday -Friday 6:00 a m to.7:00 p.m..
Saturday 8:00 a.m. to 5:00 p.m.
..Work shall be.prohibited on legal holidays and Sundays. (Exception: Clean-up & sign removals)
5. Work performed within 500 feet of a signalized intersection is restricted between the hours of 9
a.m. - 3 p.m. Traffic control shall be set .up after 9 a.m. and removed before 3 p.m. The
Permittee shall contact the Riverside Country Traffic Signal Maintenance Department at (909)
215-6894 if signal operation at the intersection is to be altered in any. way.
6. Pursuant to Section 14.16.1.10 of the La Quinta Municipal Code (Ordinance 10 § 1 (part), 1982),
Permittee shall assume responsibility:for repair of any pavement damage to.any public or private
street andfor any damage to other City streets -Or facilities as a result of work performed under
this permit. ,
7. Pursuant .to Section 14.16.250 of -the. La Quinta Municipal Code (Ordinance 10'§ 1 (part), 1982),
advance warning signs and traffic control shall be installed and maintained in accordance with Cal
Trans Standards or the Work Area.Traffic Control Handbook (WATCH Manual). A traffic
control plan, if required', shall be prepared in accordance with the WATCH Manual and submitted
to the City for, review and approval one (1) week prior, to starting any construction. It shall be
the Permittee's responsibility to'appropriately detour and barricade all construction sites.

8. Pursuant to Section 14.16.290 of the -La Quinta. Municipal Code (Ordinance •10 § 1 (part), 1982),
street closures shall not be permitted.. A .Imnimum of one travel .lane of paved. surface shall be
maintained with flagmen at all times.
9. Prior to excavating, if required, the P..ermittee shall contact Underground Service Alert at 1-800-
422-4133. It shall be the Permittee's responsibility ,to notify the Public Works Department of
anticipated excavation which impact City facilities, including but not limited to traffic signal
conduits and loops,irrigation lines, electrical conduits, and storm drain facilities.
10.' Should additional work, materials, or modifications of the work be required in order to meet City
standards, safety. requirements, Isignage'requirements, or'to fit actual field conditions, the work
shall be.performed by the Permittee as. directed by and to the satisfaction of the City Engineer at
no cost to the Cityof La Quinta.

Enclosed is an application for a permit request for the purpose to accommodate
the vehicular traffic anticipated to arrive at the Coachella Music & Arts Festival
concert scheduled on 5/1 & 5/2/04 on the grounds of the Empire Polo Field in Indio,
California. The event will be promoted and produced by Anschutz Entertainment
Group — Goldenvoice LLC., a leader in Southern California concerts promotions. -
Start To Finish Event Services, Inc. will implement the enclosed traffic plan by
using "3" (Interstate 10), "3" ( City of Indio) Changeable Meisage`Boards and
extensive signage along the arterial leading to the event site. Additionally, event
parking will be free, which will reduce, if not eliminate,. parking in unauthorized
areas.

6. REQUEST BY GOLDENVOICE TO HOLD THE COACHELLA VALLEY MUSIC
FESTIVAL TO. BE HELD MAY 1 & 2, 2004 AT THE EMPIRE POLO GROUNDS
Commander Joe Roberts reported Golden Voice is requesting permission to hold the
Coachella Valley Music Festival on May 1 and May 2, 2004 with a dress rehearsal and
camping starting on the evening, of Friday, April 30, 2004.. The event would be hosted
at the Empire Polo Grounds. The attendance is estimated at 40,000 people per, day.

Commander Roberts indicated the sponsor is requesting the concert be "approved in
concept and additionally be allowed to provide onsite camping for some 6,000 people.
He indicated his department is prepared for 5,800 campers.
Alex Hagen commented last year they had permission to go up to 10,000 people for
camping and only had 3,000. He requested the number be left open.
After discussion, it was moved`by Councilmember Wilson, seconded by Councilmember
Godfrey and unanimously carried to APPROVE the concert in concept, as outlined in
the staff report, with" tentative approval of the on -site camping pending additional
logistical information from the promoters to, -be reviewed and approved by the City
Manager and the Police Chief.
7. RESOLUTION FOR DENIAL OF AMENDMENT TO PROJECT.MASTER PLAN NO.

Ken Weller, Assistant City Manager, reported this. is a" proposed amendment to the
Municipal Code -to amend the time for.public address from five minutes to three minutes
for public hearing and non-public hearing agenda items.
Chris Cauhape commented in reducing the time the Council is cutting the public's time
by .40%. He stated the -public needs the Iextra two: minutes sometimes. He. suggested
the Council not reduce the time.

The purpose of this plan is to outline the_best scenario to accommodate the vehicular
traffic that will becoming to'the Empire Polo Club to attend',the' Coachella Valley Music
& Arts Festival. To createthe'maximum number of vehicles using the parking lots at the 4'
best possible pace, Goldenvoice, has secured lots to -accommodate the,vehicles = .
anticipated to attend this -event at no cost to event attendees.
We anticipate approximately 85% of the traffic to come via the 10 Freeway eastbound.
This plan will define the off -ramps,' streets, signs and procedures that will be put in place
to move vehicular traffic at the optimum:pace. We estimate the majority of -the vehicular L
traffic arriving between 10:00 a.m. and 4 p.m. _

This scenario is based upon dividing up the vehicular traffic into using -Indio Blvd. ,
Off -ramp from the' 10 Freeway Eastbound as follows: -
Exit Indio Blvd. -.turn right on Jefferson and proceed southbound and/or.
Exit Indio Blvd and proceed to Hoover turn right to Monroe St. turn right and proceed • .

designated parking lots for the concert on Avenue 51/Empire.P610 Club.
