2019 01 08 PC MinutesPLANNING COMMISSION MINUTES TUESDAY, JANUARY $, 2019 CALL TO ORDER A regular meeting of the La Quinta Planning Commission was called to order at 6:01 p.m. by Chairperson McCune. PRESENT: Commissioners Bettencourt, Currie, Proctor, Wright and Chairperson McCune ABSENT: Commissioners Caldwell and Quill STAFF PRESENT: Design and Development Director Danny Castro, City Engineer Bryan McKinney, Associate Planner Carlos Flores, Commission Secretary Wanda Wise -Latta and Administrative Assistant Mirta Lerma PLEDGE OF ALLEGIANCE Commissioner Wright led the Commission in the Pledge of Allegiance. PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA - At the request of Chairperson McCune, Design and Development Director Danny Castro provided an update regarding the special event permit request for Morrow Ranch. PLANNING COMMISSION MINUTES 1 JANUARY 8, 2019 PUBLIC SPEAKER: Larry Robinson, La Quinta - expressed concerns about Special Events permits for Morrow Ranch and spoke regarding the commercial activity at the site; increased traffic; noise; egress and ingress via a single -lane entry to the site from and from Monroe Street; shared photographs of the site and surrounding residential development; and spoke regarding the sod installation on the site when water conservation is a concern. Commissioners inquired of staff if any enforcement actions have been taken or are pending by Code Compliance, fire or police; and asked the public speakers if there were equestrian activities at the site and if the public speakers had contact with the property owner. PUBLIC SPEAKER: Tom Brohard, La Quinta - shared concerns about Special Events permits for Morrow Ranch. Design and Director Danny Castro invited the audience to attend the City's 2019 Community Workshop being held on January 12, 2019 at the Wellness Center. CONFIRMATION OF AGENDA - Confirmed ANNOUNCEMENTS, PRESENTATIONS AND WRITTEN COMMUNICATIONS - None CONSENT CALENDAR 1. APPROVAL OF MINUTES DATED DECEMBER 11, 2018 MOTION - A motion was made and seconded by Commissioners Bettencourt/Wright to approve the Consent Calendar as submitted. AYES: Commissioners Bettencourt, Currie, Proctor, Wright and Chairperson McCune. NOES: None. ABSENT: Commissioners Caldwell and Quill. ABSTAIN: None. Motion passed. BUSINESS SESSION 1. SITE DEVELOPMENT PERMIT 2018-0003 (SDP 2014-1004 EXTENSION 2) SUBMITTED BY SC HOMES FUND, LLC, PROPOSING TO AMEND SITE DEVELOPMENT PERMIT 2014-1004 FOR THE ESTATES AT CORAL MOUNTAIN. CEQA: PREVIOUSLY ASSESSED IN CONJUNCTION WITH ENVIRONMENTAL ASSESSMENT 2004-504 AND NO CHANGED CIRCUMSTANCES OR CONDITIONS ARE PROPOSED WHICH WOULD TRIGGER THE PREPARATION OF SUBSEQUENT ENVIRONMENTAL ANALYSIS PURSUANT TO PUBLIC RESOURCES CODE SECTION 21166. LOCATION: NORTHWEST CORNER OF AVENUE 60 AND MADISON STREET. Associate Planner Carlos Flores presented the staff report, which is on file in the Design and Development Department. PLANNING COMMISSION MINUTES 2 JANUARY 8, 2019 A Commissioner indicated it would be helpful to have a redlined edition of proposed changes and written confirmation by the applicant of their acceptance of proposed changes by staff. MOTION - A motion was made and seconded by Commissioners Wright/Bettencourt to adopt Planning Commission Resolution 2019-001 approving a second time extension for Site Development Permit 2014-1004. AYES: Commissioners Bettencourt, Currie, Proctor, Wright and Chairperson McCune. NOES: None. ABSENT: Commissioners Caldwell and Quill. ABSTAIN: None. Motion passed. STUDY SESSION - None PUBLIC HEARINGS - None REPORTS AND INFORMATIONAL ITEMS Design and Development Director Castro informed the Commission that after consideration of the Planning Commission's denial and strong neighborhood opposition, the applicant for the Jefferson Square hotel proposal withdrew their application. COMMISSIONERS' ITEMS Commissioner Bettencourt mentioned that the League of California Cities has opened registration for the Marcy 6-8, 2019 Planning Commission Academy in Long Beach. Chairperson McCune suggested that Commissioners review the Rules and Procedures information provided by the City Clerk's Department to all City Boards and Commissions.
