I understand that the developer's of the Plaza Tampico project,are in a --
hurry to have a groundbreaking ceremony prior to the November elections.
As a majority of the engineering design's technical problems have been
resolved' to my satisfaction, I have.signed the grading plan as -approved
for grading'.only (i.e. no concrete structures). I -have recommended that
Tom Hartung -issue a rough grading permit with the final grading permit to
be issued later..

-For the'gra.ding.plan to be finaled I would need•two items'to be resolved.
First, the applicant has proposed compact car parking (8.5' by 15'). The
Planning Division has been asked if this is permissible as it is not per
our current standards. The second is the location of two"'on-site
fountains which significantly block the two -.way. 24' width,erequired for
parking area travel lanes.
Once these minor issues are resolved the final grading permit:can be
,pulled.
However, I recommend that prior to issuance of any building permits the
`following items should either be.resolved or substantially resolved.
-1. Right' -.of -way dedications.''No'easement deeds, legal descriptions,
platts or .title reports have been submitted.
2. Bonds.- No bonds or letters of c-redit.have been submitted. We would
need to' bond for the off-site street improvements ,and,the future
median island construction (note: it will not be constructed at this
time due to conflicts with our future storm -drain work).
3. Final street plans to be completed and signed off.

Dear John:
With the recent submittals of the second plan check of subject project and
your stated desire to start construction in early November 1986, we need
to resolve some important issues very quickly.
Specifically, we'need to determine your, street (Desert Club and Calle
Tampico), and landscaped median island (along Calle Tampico) bond
requirements. Additionally, in consultation with the City Manager's
office we need to determine what your bonding or construction
requirements, if any, would be for the Master Planned Tampico Storm Drain.
Also as of this date.I have not received your street dedication legal
description, platts and easement deeds for. Desert Club and Calle Tampico.
As,CVWD has prior easement rights along Desert Club -you' should contact
CVWD to see if you are required to process a permit for the street work in
their easement area. This is a very important"matter: I assume that you
will also be submitting an off-site grading approval letter for that work
that is outside of this property. If all of this land is Landmark's then
just send a note to this effect:
I also suggest that you review the conditions.of approval for this project
in order to verify.all requirements have been met.
