STAFF REPORT
AGENDA TITLE: APPOINT ONE COMMISSIONER AND AN ALTERNATE TO SERVE ON THE
SILVERROCK EVENT SITE AD HOC COMMITTEE
RECOMMENDATION
Appoint a Community Services Commissioner and an alternate to serve on the SilverRock
event site ad hoc committee.
EXECUTIVE SUMMARY
• Council approved the SilverRock Resort Specific Plan in July 2006, which includes a
35-acre public event site.
• SilverRock development will generate $3.4 million of development impact fees that
could be utilized to fund phase one of the event site.
On February 20, Council approved to establish an ad hoc committee comprised of
one Council Member, a SilverRock Development Committee representative, a
Montage representative, one Community Services Commissioner and one Planning
Commissioner. An alternate for each representative also needs to be identified in
the event the primary representative is unavailable to attend a meeting.
BACKGROUND/ANALYSIS
In July 2006, Council approved the SilverRock Specific Plan, which designates 35 acres as
special event space to accommodate art shows, festivals, corporate events, automobile
shows, and public parking.
In November 2014, Council approved the Development Agreement with the SilverRock
Development Company to construct two hotels, a conference center, a new golf
clubhouse, and retail and resort residential uses. During the next five years, $3,400,000 in
development impact fees is expected from this development.
Village infrastructure improvements, funded by the Alternative Transportation Planning
(ATP) grant, will commence in late spring 2019 and impact the ability to hold the 2020 La
Quinta Arts Festival at the Civic Center campus.
SilverRock Event Space
Council provided direction to staff for preliminary planning for the event grounds and
space at SilverRock. The first phase would entail constructing an art walk and festival
space (to accommodate art festivals), parking, and the infrastructure to accommodate
future expansion. The second and third phases could entail additional turfed and/or
improved area to accommodate larger festivals. A phased approach would allow
flexibility for unforeseen needs and potential non -City funded opportunities. In addition
to events, this space would be open to residents for recreation.
Ad Hoc Design Committee
Staff presented the event space concept at the February 6, 2018 Council meeting and
Councilmembers expressed support for the venue and to establish an ad hoc committee
for the event space planning. At the last Community Services Commission meeting, staff
presented this to the Commission.
Timing
To accommodate events by the spring of 2020, turfed areas must be grassed by July
2019. Event space planning by the ad hoc committee would commence March 2018 and
end July 2018. Council would consider ad hoc committee event space plans in August
2018. Assuming an 8-month grading and site preparation period, the City would need to
bid the construction phase by the end of 2018 and construction would begin March 2019.
This would be in advance of the full payment of the SilverRock development DIF income;
the RDA loan repayment or Measure G funds would need to be used with repayment from
DIF income as SilverRock develops.

AGENDA TITLE: RECOMMENDATION OF ART DONATION FROM MELODY COHN
RECOMMENDATION
Recommend to the City Council acceptance of art work from Melody Cohn.
EXECUTIVE SUMMARY
• Melody Cohn is a local artist and La Quinta resident who has offered to donate one
of her pieces to the City.
• The donated art piece will be placed at the Wellness Center along with the City's
other Salton Sea related art pieces.
FISCAL IMPAC'
Site preparation costs will be approximately $100 paid from the Art in Public Places fund
(207-0000-74800).
BACKGROUND/ANALYSIS
Melody Cohn is a local artist and La Quinta resident who has contacted staff about
donating an art piece. She has painted fine art for many years and has found using
watercolor on canvas to be the best way to express her energy and to show her unique
and colorful style. Melody has painted scenes from the Salton Sea, Idyllwild, as well as her
home garden in Point Happy. Her artwork can be viewed at her studio/gallery in La
Quinta.
Ms. Cohn has offered to donate "Symphony on the Salton Sea" to the City's permanent
Art in Public Places (APP) program. The aluminum print is 23" tall and 29" wide and is
placed inside a wood frame. The estimated value of this piece is $1,500 and would be
installed at the Wellness Center.
ALTERNATIVES
Do not recommend this piece for Council consideration.

AGENDA TITLE: LA QUINTA ART ALLEY PROJECT
RECOMMENDATION
Distribute a Request for Proposals to design and paint art murals on business buildings
and/or trash enclosures along the alley.
EXECUTIVE SUMMARY
• The January Community Workshop listed the La Quinta Art Alley as a priority for the
City.
• This is opportunity to expand the City's Art in Public Places (APP) Program, which is a
program that the Community Services Commission reviews.
• Art would be commissioned along the alley between Calle Estado and Calle La
Fonda.
• Distribution of a Request for Proposals (RFP) for art mural designs at this location
would initiate this project.
FISCAL IMPACT
Approximate project costs that will be included for the RFP will be $2,500-$5,000 paid
from the APP fund (207-0000-74800).
BACKGROUND/ANALYSIS
In November the City hosted a Village Make event that showcased the La Quinta Village
as a walkable, bike able, healthy and safe community. The outline area consisted of the
space between Calle Tampico, Desert Club Drive, Avenida Montezuma and Calle Estado. A
portion of the alley between Calle Estado and Avenida La Fonda was activated to
demonstrate a visual art component with live music. During this event a local restaurant,
Casa Mendoza, activated their patio area with outdoor dining which allowed for patron
foot traffic and social engagement with the activities in the alley.
In January the City hosted a Community Workshop to engage with the community on
developing projects and receive feedback. One topic that staff presented was the
repurposing and development of the La Quinta Art Alley. Ideas focused on art
installations in designated areas along the alley with event activation to engage local
shoppers and diners. This project was tied as the number 2 top priority for the City.
Staff is working with businesses along the alley to identify interest in having art
developed on their exterior walls, trash enclosures, patio spaces, etc. APP funds would be
used to commission art for these locations. Staff is seeking the Commission's
recommendation to distribute an RFP to design and paint designated areas for
development of the La Quinta Art Alley.

MOTION - A motion was made and seconded by Commissioners Chiapperini/Van Horn

birthday celebration on Saturday, April 28, 2018. Motion passed unanimously.
3. APPOINT COMMISSIONERS TO ASSIST AT THE CHRISTMAS TREE LIGHTING EVENT
MOTION - A motion was made and seconded by Commissioners Marley/Quill to
appoint Commissioners Van Horn/Chiapperini to serve on the Civic Art Festival
Committee at the La Quinta Arts Festival scheduled on Friday, December 7, 2018.
Motion passed unanimously.
MOTION - A motion was made and seconded by Commissioners Chiapperini/Van Horn
to recommend to Council nominees Kathy Kronemeyer and Dori Quill for the Pillar of
the Community. Motion passed unanimously.
CONSENT CALENDAR

MOTION - A motion was made and seconded by Commissioners Quill/Chiapperini to
approve the December 11, 2017 Community Services Commission minutes as
submitted with the addition of the following:

In October 2016, an Ad Hoc Committee was established to assess the potential
use of public safety camera systems to increase efficiencies and control costs
in the public safety sector.
