BUSINESS SESSION ITEM NO. 1
AGENDA TITLE: AUTHORIZE SUBMISSION OF A REQUEST FOR PROPOSALS
TO DESIGN AND PAINT ART MURALS ON THE CITY -OWNED WALL ADJACENT
TO THE FRONTIER BUILDING.
RECOMMENDATION
Distribute a Request for Proposals to design and paint art murals on the City -
owned wall adjacent to the Frontier Building.
EXECUTIVE SUMMARY
• The January 2018 Community Workshop listed expanding the City's
portfolio of art as a priority.
• This is an opportunity to expand the City's Art in Public Places (APP)
Program, which is a program that the Community Services Commission
reviews.
• Art would be commissioned along the eastern wall adjacent to the
Frontier building.
• Distribution of a Request for Proposals (RFP) for art mural design at this
location would initiate this project.
FISCAL IMPACT
Approximate project costs that will be included for the RFP will be $2,500-
$5,000 paid from the APP fund (207-0000-74800).
BACKGROUND/ANALYSIS
In January 2018, the City hosted a Community Workshop to engage with the
community on developing projects and receive feedback. One topic that staff
presented was expanding the City's art portfolio. Ideas focused on art
installations in designated areas in the south La Quinta corridor to enhance
the area's cultural character. This project was tied as the number 2 top
priority for the City.
In 2018, Staff implemented murals by phases. Phase one is currently in
progress and features two murals at the Library. Phase two will feature the
mural on the eastern wall adjacent to the Frontier building. The site will
connect cultural assets in Old Town with the Civic Center Campus.
Once proposals are received and reviewed, a subsequent request to
Commission to select the most competitive mural will be submitted. Staff is
seeking the Commission's recommendation to distribute an RFP to design and
install a mural on the City -owned wall adjacent to the Frontier building.
ALTERNATIVES
Approve/modify recommendation to distribution of an RFP for the art mural
on the City -owned wall adjacent to the Frontier Building.

ART PURCHASE COMMITTEE
RECOMMENDATION
Appoint two Commissioners to the Civic Center Art Purchase Committee to
select Civic Center Art during the La Quinta Arts Festival.
EXECUTIVE SUMMARY
The Civic Center Art Purchase Committee (Committee) selects artwork from
the La Quinta Arts Festival (Festival). The availability of original artwork
provides an opportunity to purchase unique pieces for the City's Art in Public
Places collection. Staff recommends the appointment of two Community
Services Commissioners (Commissioners) to the Committee.
FISCAL IMPACT
An amount of $10,000 has been budgeted in the Art Purchase Account (270-
0000-74800).
BACKGROUND/ANALYSIS
The Festival will be held from March 7 through March 10, 2019 at the Civic
Center Campus. Since 1989, the City has selected artwork from the Festival
to display at City facilities. The Committee, comprised of two Council Members
and two Commissioners, view and select artwork at the Festival for purchase.
In 2017, Commissioners Wyler and Van Horn served on the Committee.
Historically, the Committee has met on the first day of the Festival to select
artwork. The artwork is delivered to the City after the Festival.

Commission reached a consensus in support of the proposed Desert X program and
for staff to negotiate financial contribution up to $50,000. Commission's
recommendation is to be presented to Council.

1. RECOMMEND TO COUNCIL A RECIPIENT FOR THE 2019 SENIOR INSPIRATION
AWARD (SIA)

recommend to Council Juan Salas as the recipient for the 2019 Senior Inspiration
Award. Motion passes: 3 ayes (Quill, Chiapperini, Marley), 2 noes (Blakeley, Wyler)

MOTION - A motion was made and seconded by Commissioners Blakeley/Marley to
approve the October 8, 2018 minutes as submitted. Motion passed unanimously.

Events attended:
Chair Chiapperini attended the Tree Lighting Ceremony on December 7.
Commissioner Blakeley attended the Veterans Recognition Ceremony on November
11.
Commissioner Marley attended the Tree Lighting Ceremony on December 7.
Commissioner Quill attended Calle Tecate Parking Workshop on November 14, and
Old Town Artisan Studios'(OTAS) Gingerbread Lane on December 1. Commissioner
Quill commended the City and its leadership for the installation of a new restroom,
shade structure, and water station at the trails parking lot.
Commissioner Wyler attended the Veterans Recognition Ceremony and OTAS
Veterans Program on November 11, OTAS Gingerbread Lane on December 1 and 8,
Calle Tecate Parking Workshop on November 14, Brew in LQ on November 17, and
the Tree Lighting Ceremony on December 7.

Commissioner Chiapperini stated that the Commission was not apprised of the
Ironman 70.3 Indian Wells La Quinta Triathlon (Triathlon) other than the information
provided to the public.
Commissioner Marley interested if the City will conduct/procure an economic impact
report to identify if any boost for local business and national exposure for the City.
Commissioner Blakeley expressed concern regarding Cove traffic the limitation of
resident golf cart use during the proposed Desert X program.
Commissioner Quill recommended that Staff post in the GEM a reminder to residents
to trim/remove dead trees.
Commission reached a consensus to discussed in the January meeting the
development of a Youth Keep Active Initiative.
ADJOURNMENT
There being no further business, it was moved and seconded by Commissioners
Blakeley/Marley to adjourn the meeting at 7:31 p.m. Motion passed unanimously.

Dear Commissioner,
The City of La Quinta would like to wish you a Happy New Year and thank you for
your dedicated service and remarkable commitment to our community.
I'd like to take this opportunity to remind you that the Clerk's Office staff is always
available as a resource to you, in addition to your department staff liaison, should
you ever need guidance and assistance.
As public servants, we all have a responsibility to maintain the highest standards of
ethical conduct in our official duties, and I'd like to provide you with a few key
reminders:
Meetings must be Open and Public (Brown Act - Government Code
Sections 54950 - 54963)
A meeting is defined as any gathering of a quorum of the Commission to discuss or
transact business under the body's jurisdiction. Serial meetings are prohibited.
Serial meetings are ones which typically consist of a series of communications, each
of which involves less than a quorum of the Commission, but which taken as a whole
involves a majority of Commissioners. For example, in a five -member Commission,
if Commissioner A talks to Commissioner B who then talks to Commissioner C, then
a serial meeting has occurred. Attendance at conferences, social and ceremonial
events, where no business of the Commission is discussed are not deemed to be a
meeting.
City Commissions are governed by the attached Rules of Procedure for
Council Meetings (Resolution 2015-023)
• Adding Items to a Future Agenda (Section 2.9)
An item may be placed on a future agenda by any of the following methods:
a) Items for discussion only, no action, no staff report - a Commissioner may
request that a matter requiring significant discussion be placed on a future
agenda under the COMMISSIONERS' ITEMS section either during a
Commission meeting or by contacting the department liaison with the item
title and desired meeting date. The requesting Commissioner has the option
to prepare a short report to be included in the agenda packet provided the
agenda production deadlines are met.

b) Items for discussion and/or vote requiring a staff report - a Commissioner
who wishes to place a matter on a future agenda that requires staff research,
analysis and/or report(s) or a vote to commit City resources shall first bring
the matter to the Commission as noted in section (a) above and obtain
Commission consensus to direct staff to move forward and place the item on
a future agenda. The Commission shall not take action on the matter itself.
c) By the Commission Chair or Department Director.
If a majority of the Commission reaches a consensus for an item to be forwarded
for Council consideration, staff will schedule it accordingly.
In addition, any Commissioner may directly address the City Council in writing, or
during Council meetings, under the PUBLIC COMMENT section of the agenda, and
inform them on items of interest to the public. If deemed appropriate, Council may
direct that the communication be made instead either to the City Manager or other
appropriate staff member dependent on the subject matter.
• Conflict of Interest (Section 4.7)
The Political Reform Act [sometimes known as the state Conflict of Interest Law that
is overseen and enforced by the state Fair Political Practices Commission (FPPC)]
requires officials at all levels of government to publicly disclose their private
economic interests and to disqualify themselves from participating in decision -
making on items in which they may have a financial interest.
Conflict of Interest rules exist to reinforce public confidence that City Officials,
employees, and Commissioners are acting in the best interest of the public, and not
in furtherance of their own self -interests. As a general rule, Commissioners should
avoid situations where their official actions may affect or appear to affect their
private interests, financial or otherwise.
If a Commissioner has a conflict of interest, the Political Reform Act requires the
Commissioner to disqualify himself/herself from making or participating in a
governmental decision or using his/her official position to influence or attempt to
influence a governmental decision. It is the personal responsibility of each
Commissioner to abide by the Act, and violations of this law may be criminally
prosecuted.
A Commissioner has a conflict of interest when he/she makes, participates in, or
uses his/her official position to influence a governmental decision and any of the
following applies:

1. It is foreseeable that the decision will affect the Commissioner's or the
Commissioner's immediate family's economic interest;
2. The effect of the decision on the Commissioner's or the Commissioner's
immediate family's economic interest will be material;
3. The effect of the decision on the Commissioner's or the Commissioner's
immediate family's economic interest will be distinguishable from its effect on the
public generally.
• Abstentions and Failure to Vote (Section 7.2)
Commissioners may abstain from voting only due to reasons of conflict of interest,
and will be considered absent.
Commissioners abstaining for reasons other than potential conflict of interest shall
be counted as present for purposes of a quorum and such abstentions are counted
with the majority.
Absences (La Quinta Municipal Code Section 2.06.090)
Commissioners who absent themselves from two consecutive regular meetings or
absent themselves from a total of three regular meetings within any fiscal year,
their office shall become vacant and shall be filled as any other vacancy.
Commissioners may request advanced permission from Council to have their
absence excused due to extenuating circumstances, or after -the -fact where such
extenuating circumstance prevented the Commissioner from seeking advance
permission. If such permission or excuse is granted by the Council, the absence
shall not be counted toward the above -stated limitations on absences.
