AGENDA TITLE: ART OPPORTUNITIES: NORTH OF HIGHWAY 111
RECOMMENDATION
Staff is seeking guidance for potential art opportunities on the Highway 111
Corridor and North of Highway 111
EXECUTIVE SUMMARY
• Commissioner Quill requested revisiting a discussion about current and
potential art opportunities along and north of the Highway 111 corridor;
the Commission agreed to have a study session item on the matter.
• This is an opportunity to expand the City's Art in Public Places (APP)
Program north of Highway 111.
• Art opportunities in the proposed sections include road medians, walls,
the CV Link trail, X-Park, and entry monuments.
• Once locations are identified, staff will vet programming the area with
planning, engineering, and building.
FISCAL IMPACT - None.
BACKGROUND/ANALYSIS
The Art in Public Places program was established by Council to ensure a
vibrant visual experience in La Quinta. In addition, during the Community
Workshop in January 2018, public art was ranked as one of the top priorities.
As a result, Staff initiated efforts to program new art in the City.
Following the Commissioner's request, potential locations include:

STAFF REPORT
AGENDA TITLE: BIKE NITE
RECOMMENDATION
Staff is seeking guidance and direction regarding a Bike Nite event in the
Village Corridor.
EXECUTIVE SUMMARY
• Commissioner Quill requested staff vet a Bike Nite event in October 2019;
the Commission agreed to have a study session item on the matter.
• This event aligns with the City's commitment to health & wellness and
the Healthy Eating Active Living (HEAL) initiative and could augment the
City's portfolio of high -quality experiences.
• The City will partner with Desert Recreation District and the event plan
(Attachment 1) displays the bike route, cost analysis, and event details.
FISCAL IMPACT
Initial cost analysis indicates a potential fiscal impact of at least $24,169.76.
BACKGROUND/ANALYSIS
In January 2017, Council directed staff to plan events around a 215t century
experience. In addition, staff developed the City's portfolio of experiences to
promote and strengthen quality of life, tourism, and economic development
objectives.
Commissioner Quill proposed a Bike Nite event where patrons ride through a
continuously -looped closed course on non -motorized vehicles from La Quinta
Community Park to the Civic Center Campus.
Staff consulted with Desert Recreation District, Facilities, traffic control, Tops
N Barricades, and Public Safety and identified the following items to address
prior to launching this event.
• Civic Center Campus
o Annual over seeding occurs in October
o Canal water conversion construction will commence in October
2019 and is scheduled to be completed in mid -November 2019.
o The pond will be drained for maintenance October/November
2019
o As part of the canal water conversion, the park may be fenced off
for construction safety
• Complete Streets Road diet project commences
o Phase 1 will begin June 2019 and be completed January 2020
o Phase 2 will begin January 2020 and be completed May 2020
o Phase 3 will begin May 2020 and be completed October 2020
In order to successfully execute the event, staff recommends the alternate
route (Attachment 2) around Desert Recreation District's park or postponing
the event until after the finalization of the complete streets road diet project.
TERNATIVES
Commission can recommend staff host the event fall 2020, utilize the route
around Desert Recreation District's park, or not explore this event.

AGENDA TITLE: Community Services Commission Roadmap
RECOMMENDATION
Staff is seeking guidance and input from the Community Services Commission
on its roadmap and priorities.
EXECUTIVE SUMMARY
• Over the last couple of years, the Community Services Commission
(Commission) has focused on the areas of art, events, and recreation.
• The Road Map (Attachment 1) highlights key accomplishments or
initiatives that have been a part of the Commissions workplan.
• Staff is seeking input and alignment from the Commission on these items
so that priorities remain top of mind for future commissioners.
FISCAL IMPACT - None.
BACKGROUND/ANALYSIS
The Commission has helped evolve and grow arts, events, and recreation in
La Quinta. Projects ranging from the creation of new murals to installation of
the National Fitness Court add to the City's focus on quality of life. The
Commission has expressed a desire to add new initiatives and keep regular
track of its progress. The Roadmap will help keep those items top of mind and
provide a framework for Staff.

AGENDA TITLE: PILLARS OF THE COMMUNITY NOMINATIONS
RECOMMENDATION
Recommend Pillars of the Community nominations to Council.
EXECUTIVE SUMMARY
• Pillars of the Community nominations are reviewed by the Community
Services Commission (Commission) and Commission makes a
recommendation to the City Council.
• Two nominations were received from the community; the 2019 Senior
Inspiration Award nominee will be recognized as a Pillar.
• The Commission's recommendation will be considered at the February
19, 2019 council meeting.
• The Pillars of the Community event will be held at City Hall on
Wednesday, March 27, 2019 at 10:00 AM.
FISCAL IMPACT
The total cost for the plaque is $200 and funds are available in the Community
Resources Special Events budget (Account No. 101-3003-60149).
BACKGROUND/ANALYSIS
The Pillars of the Community nominees' criteria include:
• City residency for a minimum of three years,
• Significant contribution to the development of the City,
• Recognition for contribution efforts.
The Community Resources department requested nominations from the
community beginning October 29, 2018 and ending January 31, 2019.
Community members submitted two nominations for consideration (Mark
Johnson and Sally Shelton); nomination information outlined on the Pillar
Nominee Summary (Attachment 1).
Traditionally, the City also recognizes each year's Senior Inspiration Award
recipient as a Pillar of the Community. Juan Salas is La Quinta's 2018 Senior
Inspiration Award recipient and will be recognized this year in the Pillars of
the Community program.
ALTERNATIVES
The Commission could not recommend the nomination and direct staff to seek
additional nominees.

Significant Contributions:
Mark has made a significant impact on the Commissions he served. Mark was
a key contributor to the Financial Advisory Committee, developing a 10-year
expenditure model which helped lead to the passage of Measure G and his
valuable insight was instrumental to the success of the new Financial Advisory
Commission. He has been recognized by the City for his outstanding work as
a Commissioner as well as other organizations for his dedication to improving
the community. Mark has been described by his peers as a "true champion of
integrity" and a "tireless volunteer." He currently maintains a blog on
Coachella Valley water issues, helping to educate the community on water
concerns.

Significant Contributions:
Sally uses the online platform Nextdoor to inform and educate members of
the community about local events, traffic issues, criminal activity, and even
lost pets. Using Nextdoor, she has formed Neighborhood Watch groups and
maintains positive relationships with the City, La Quinta Police Department,
La Quinta Museum, LQ Historical Society, and the Cove Neighborhood
Association. Sally welcomes new La Quinta residents to the community by
connecting them with organizations and encouraging them to participate in
local events. Lieutenant Michael Tapp of La Quinta Police Department
describes Sally as "an exemplary citizen who inspires those around her."

AGENDA TITLE: APPROVE ART IN PUBLIC PLACES FUNDING AND
RECOMMEND MURAL FOR FRONTIER WALL
RECOMMENDATION
Approve Art in Public Places funding and recommend mural for City -owned
wall adjacent to the Frontier building.
EXECUTIVE SUMMARY
• In January 2019, a Request for Proposal (RFP) was distributed for art
mural designs on the wall.
• Two local artists proposed murals for the wall (Attachment 1).
• Mural will be painted along the eastern side of the wall.
FISCAL IMPAC'
Total project cost is not to exceed $5,000. Funds are available in the Art for
Public Places (APP) fund (207-0000-74800).
BACKGROUND/ANALYSIS
In January 2019, the Community Services Commission agreed to proceed with
the distribution of a Request for Proposal (RFP) to design and paint art murals
on the city -owned wall adjacent to the Frontier building. The RFP was posted
on the City's website and distributed to art organizations across the Coachella
Valley. Two local artists submitted proposals and bring a unique element.
The first submission is from John Cuevas and is currently installing a mural on
the exterior of the La Quinta Library. His proposal is inspired by the
constellation Hydra, is painted realistically to give the illusion that the figures
cast shadows, and costs $5,000 (Attachment 1).
The second submission is from Adam Rodriguez and has no existing murals
with the City. His proposal is inspired by the surrounding area which includes
colorful mountains, palm trees, illustrative indigenous flora with bright and
exciting movement (Attachment 1). Adam's proposal costs $4,700.
The wall mural will serve as a cultural asset connecting the Civic Center
Campus to the Village corridor. To successfully deliver its purpose, the mural
should reflect the surrounding area's natural beauty and embrace the Village
and Campus' vibrancy. Staff would like a mural complete by March 1, 2019.
ALTERNATIVES
This project is a top priority from the 2018 Community Workshop and staff
does not recommend an alternative.

Dear Jaime Torres,
am submitting this letter and attachments to be considered for the Mural being created at the
city owned wall adjacent to the Frontier Building. Please see the attachments for further details
on my proposal for the site. It's been an utter pleasure working with the City of La Quinta to
complete the Murals for the Library location. I've met so many great La Quinta residents, tourist
and Coachella Valley visitors working on the Library Murals. What has struck me the most is
how eager and welcoming the public has been. The feedback has been overwhelmingly posi-
tive and I am eager to continue with another beautification project in this warm, inspiring city!

Project Statement:
The Proposal I am submitting is inspired by the constellation
Hydra, which is the longest of the 88 modern constellations. It is
visible in the summer months here in the Coachella Valley when
Jupiter is visible. The tail end of the mural will feature a detailed
reproduction of a Public Domain constellation map showing the
Constellation Hydra in relation to more known constellations like
Virgo, Corvus and Cancer.
The snake I chose to embody the constellation is the California King
Snake, which is resistant to the venom of a Rattlesnake and keeps
the Rattler population in balance. The Mural will be painted
realistically and will give the illusion that the figures cast shadows.
The texture of the peeling wall will be glazed and also foreshadowed
to help create this illusion. I can create this effect with this wall
because it is smooth and flat with no competing texture. The areas of
the mural that depict a Mayan Coda like wall will be detailed drawings
that only look like Mayan Coda in structure and will be composed of
hybridized stacks of contemporary remnants. The adjacent wallpaper
will do the same but will be inspired by Shaker and Quaker Gift
Drawings.

materials ready to go for this project as I love working on Cinder
Block, minimally textured walls. I can create some real magic on
these types of walls and know from my interactions with the
residents, tourist and local visitors that everyone is ready for it.

will remain vibrant and stable for 5 years, and following 5 years the mural will still be vibrant due to the
color harmonies and contrast chosen for the mural.
10. Subcontracting any portion(s) of the Scope of Services is not preferable. I will not subcontract any
scope of Service for this project.
11. A statement that, Proposer has reviewed the City's Art Purchase Agreement: 1, John Cuevas, fully
understand the City's Art Purchase agreement.

Commission to create a roadmap identifying the Commission's priorities.
