MONDAY, DECEMBER 10, 2018
CALL TO ORDER
A regular meeting of the La Quinta Community Services Commission was called to
order at 5:30 p.m. by Chair Chiapperini.
ROLL CALL
PRESENT: Commissioners Blakeley, Marley, Quill, Wyler and Chair Chiapperini
ABSENT: Commissioner Marley

Commissioner Quill led the Commission in the Pledge of Allegiance.

PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA
REPORTS AND INFORMATIONAL ITEMS
1. SILVERROCK VENUE SITE MASTER PLAN REVIEW
Presented by Steve Howlett, Facilities Director and Chris Hermann,
President/CEO of Hermann Design Group, Inc.
Operational costs
Hours of operation
Noise abatement test completed
Food truck friendly
24 hr. security to be provided by Montage / Pendry
Commissioner Quill suggested the installation of picnic tables.
Commissioner Marley encourages staff to increase City facilities marketing efforts.
2. FACILITY REPORT

o Staff recommendation going to Council December 18 meeting
3. ART IN LA QUINTA
Presented by Christina Calderon, Community Resources Manager
Library murals

o Staff is preparing Art in installation RFP for Frontier Wall

o City acquired two (2) sculptures to be installed at parking island end
caps on La Fonda between Avenida Bermudas and Desert Club
o Art pads within parking island to display rotating art pieces
o Decorative pots/planters were installed as temporary placeholders
STUDY SESSION
1. DESERT X
Presented by Jenny Gil, Executive Director and Tia Vanich, Executive Producer
First expedition was 2017
Nine (9) Coachella Valley cities invited to support program
World renowned artist are invited to tour the valley for art installation
consideration
Commission reached a consensus in support of the proposed Desert X program and
for staff to negotiate financial contribution up to $50,000. Commission’s
recommendation is to be presented to Council.
BUSINESS SESSION (MOTION REQUIRED)
1. RECOMMEND TO COUNCIL A RECIPIENT FOR THE 2019 SENIOR INSPIRATION
AWARD (SIA)
Presented by Christina Calderon, Community Resources Manager
MOTION - A motion was made and seconded by Commissioners Quill/Chiapperini to
recommend to Council Juan Salas as the recipient for the 2019 Senior Inspiration
Award. Motion passes: 3 ayes (Quill, Chiapperini, Marley), 2 noes (Blakeley, Wyler)
CONSENT CALENDAR
1. APPROVE MINUTES OF OCTOBER 8, 2018
MOTION - A motion was made and seconded by Commissioners Blakeley/Marley to
approve the October 8, 2018 minutes as submitted. Motion passed unanimously.
COMMISSIONER’S ITEMS
Events attended:
Chair Chiapperini attended the Tree Lighting Ceremony on December 7.
Commissioner Blakeley attended the Veterans Recognition Ceremony on November
11.
Commissioner Marley attended the Tree Lighting Ceremony on December 7.
Commissioner Quill attended Calle Tecate Parking Workshop on November 14, and
Old Town Artisan Studios’(OTAS) Gingerbread Lane on December 1. Commissioner
Quill commended the City and its leadership for the installation of a new restroom,
shade structure, and water station at the trails parking lot.
Commissioner Wyler attended the Veterans Recognition Ceremony and OTAS
Veterans Program on November 11, OTAS Gingerbread Lane on December 1 and 8,
Calle Tecate Parking Workshop on November 14, Brew in LQ on November 17, and
the Tree Lighting Ceremony on December 7.

Commissioner Chiapperini stated that the Commission was not apprised of the
Ironman 70.3 Indian Wells La Quinta Triathlon (Triathlon) other than the information
provided to the public.
Commissioner Marley interested if the City will conduct/procure an economic impact
report to identify if any boost for local business and national exposure for the City.
Commissioner Blakeley expressed concern regarding Cove traffic the limitation of
resident golf cart use during the proposed Desert X program.
Commissioner Quill recommended that Staff post in the GEM a reminder to residents
to trim/remove dead trees.
Commission reached a consensus to discussed in the January meeting the
development of a Youth Keep Active Initiative.
ADJOURNMENT
There being no further business, it was moved and seconded by Commissioners
Blakeley/Marley to adjourn the meeting at 7:31 p.m. Motion passed unanimously.
