YubiLocker Client was using Microsoft’s native smartcard authentication in lieu of passwords in their Remote Desktop farm environment, and later migrated to Duo for 2FA (two-factor authentication). Native smartcard functionality in Windows can be configured to lock the workstation automatically upon smartcard removal. When using smartcards with Duo or other third-party 2FA plugins, this functionality is not available. Exigent developed a custom C# application that mirrored this “lock on removal” behavior. Concept, development, and deployment took 3 days at a cost of approximately $2,400. Internet Access Control Client is a parolee day reporting center, and is required to document and control internet access from parolee systems. As a complication, browsing via HTTPS still needs to be logged. Exigent developed a lightweight control and reporting system that integrated with their existing network hardware and software environment, eliminating the need for a capital expenditure. Designated staff can control internet access to individual parolee workstations, permit access for a fixed period of time, and associate internet sessions with individuals. Internet logs are emailed to designated staff nightly. System was taken from concept to deployment in 5 business days at a cost of $2,700. Mobile Arborist Database Nationwide arborist under contract to Southern California Edison required an inventory system customized for the arborist industry for 60 surveyors with a very short (2 week) development window. Complication includes use on mobile devices with no internet access for extended periods of time; application must cache and store results for later transmittal, sync with a central reporting database with limited bandwidth (e.g., cellular), update the application automatically in the field, and resolve data conflicts in a graceful manner. Likewise, considerations for a not highly technical workforce we needed. Application was developed and delivered on-time (less than two weeks), including back end server infrastructure, at an approximate cost of $7,500 Custom monitoring plugins Numerous plugins developed to monitor additional systems and metrics for client’s existing Windows Event Viewer reporting & alerting As a technical services and outsourcing firm, Exigent utilizes client system logs to provide reactive support and take proactive steps as warranted. The Windows Event Viewer subsystem only recently added secure, centralized logging. Prior to this, Exigent developed its own log collection and altering system and provided us a window into aggregate and individual client events. Developed in approximately one week at a cost of approximately $3,600. 14 24. The City is looking to move our IT infrastructure and services to the next level using innovative and forward-thinking technology and solutions to accomplish this. Please describe either a custom application your firm developed or solution your firm implemented that provided a service in a unique way. Please see item 23, “Internet Access Control“. 25. How many municipalities has your firm developed applications/solutions for? Please list the application developed and, if possible, a link to the application. Also, please include references for these projects. None. 26. Does your firm develop applications for mobile devices? If so, what language do you use to develop these Apps? Please list references of recent/current projects. No. 27. How many years of experience does your firm have in Mac OS App development? Please list application(s) developed and references for project. None. 28. What are the pros and cons of using open source code as opposed to creating the code completely in-house? Open source code does not allow for the protection (IP) of novel code techniques, and may reveal internal organization structure, both of which could be undesirable. However, the community of programmers and users an open-source model exposes code to can serve as an external testing tool, as well as produce new features if managed carefully. 29. Do you test your code for security vulnerabilities? If so, do you use a third-party vendor to test the code? Please list references. Yes, we test all code for security vulnerabilities. We do not use third - party vendors to test. 30. What is your firm’s outlook and history with implementing new and or alternative systems? Exigent has a history of using innovative open-source, custom, or alternative products where they provide outsized value to our clients. This has included embedded FreeBSD-based firewalls, custom applications, in-house developed monitoring/alerting/logging solutions, and more. A sizable portion of our clients are non-profit or other cost- sensitive organizations where the “typical” solution is impractical or simply beyond their budget, so we’ve had to be especially innovative or creative to meet their needs. Our rubric is always to select the best product or solution based on client needs and budget. As a company, we are not beholden to any vendor or manufacturer. 31. What type of cyber security & fraud detections training can your firm provide for internal staff? Exigent has strong and demonstrated security credentials, including staff which has presented original research at well -known industry security conferences, both domestic and international (e.g., DEF CON, Symantec, Kaspersky SAS) We have the knowledge, capabilities, and experience in-house to provide training and/or develop guidelines for client staff in all cyber security areas, including phishing, physical intrusion, etc. 32. Does your firm maintain any active maintenance contracts on any of the systems listed on Pg. 10? No. 33. Use this opportunity to showcase any project your firm is particularly proud of that used technology to solve an issue and/or was able to save the company money. We are most interested in municipal projects, but would like to hear if your firm helped a private company solve an issue in a unique and innovative way. Please describe project and provide references. Riverside County Transportation Commission (RCTC) had been working with a different IT outsourcing firm for several years and were several weeks out from the opening of the 91 freeway toll lanes. Their existing vendor was chronically behind in del ivering the internal IT portion of the project which permitted the toll vendor to link their financial systems to RCTC’s for revenue collection. Lane openings were at risk of not opening on time, and Exigent was contact to deliver the project on time. We assessed the systems and delivered the necessary IT systems for an on-time opening, and replaced RCTC’s IT vendor in the process. RCTC’s & the City of La Quinta’s IT needs, both day to day and special projects, are entirely within Exigent’s capabilities in our normal course of business.
