Dear Mr. Rodriguez,
The City of La Quinta issued a Request for Proposal (RFP) for Information Technology (IT) support
services to identify a qualified IT vendor to provide dedicated on-site and remote services that will allow
the City to continue to provide effective, high-quality IT services to City staff, residents, businesses and
tourists.
Interwest Consulting Group is pleased to provide our IT qualifications to the City of La Quinta. We have
read and understood the City’s RFP, including the requested scope of services, City locations to be
supported, current applications and systems, and the City’s sample Agreement for Contract Services.
The City is already familiar with the quality of Interwest’s services, as our Building Safety staff currently
provides Building Plan Review and Inspection Services under the direction of the City’s Chief Building
Official, and is contracted to provide these services through June 2021. Within the past five (5) years,
our Public Works staff has provided Engineering Plan Check Services, and our Real Estate staff has
provided Right-of-Way Services to the City of La Quinta. These services were provided to the City
throughout the term of each contract.
Interwest’s IT Services staff are pleased to propose our services to the City. We propose a team of
qualified IT professionals with the experience to support and expand upon the City of La Quinta’s strong
IT growth. Interwest’s IT Services team has provided comprehensive IT Services to municipal agencies
since 2004. We believe Interwest is best qualified to deliver the proposed services to the City of La
Quinta because of our unique combination of practical IT qualifications, experience and ability to work
through difficult issues in a timely manner.

Most of our IT staff have previously served as municipal IT staff. Therefore, we understand that IT
infrastructure and best practices affect nearly every aspect of City management and daily operations.
Because of our experience providing IT services to diverse clients throughout California, we do not have
a “one-size-fits-all” mentality. Our primary focus is to understand each client’s unique requirements,
needs, culture, budget, timeline and other factors before making recommendations.
We employ highly trained individuals who are certified Microsoft and Cisco Professionals, and we are
partners with many of the industry-leading technology companies including Cisco, Veeam, VMware and
Esri. All of Interwest’s IT team are based in California and speak fluent English. Selected IT team
members are bilingual in Spanish, Urdu or Arabic.
Should the City of La Quinta elect to contract with Interwest, we are committed to a smooth transition
from your current vendor. Our team will work with the City to identify which services and processes will
remain in place, shadow existing IT staff, and document the passwords, processes and systems that our
team will now maintain. We will also communicate directly with the City to identify systems and
processes that the City does not wish to persist, or wants changed substantially.
We anticipate the transition period will last two weeks, with an Interwest IT staff member on-site full-
time and Interwest’s IT Manager on-site 50% of the time. Interwest will not charge the City for the
two-week transition period.

The Interwest IT staff who are anticipated to provide regular on-site services to the City of La
Quinta are Patrick Lopez (Senior IT Analyst), Cesar Vazquez (IT Analyst), Samuel Humdy
(IT Analyst) and Hector Martinez (IT Network Engineer). The IT Analysts will be assigned for on-
site services in consultation with the City, with those not assigned at any given time serving in
backup role.
Project Manager Mohammad Ahmed will provide services on-site or off-site, as needed.
IT Network Engineer Zack Stigall will provide backup services.
Below, we provide capsule biographies for each of the staff proposed for this project.

Mohammad Ahmed PROJECT MANAGER
Interwest’s IT Director, Mohammad has 13 years of experience in the IT industry, serving both as
a City employee and a consultant. Mohammad has served as the IT Manager on projects for the
City of Bell, the City of San Juan Capistrano, the San Joaquin Regional Rail Commission (SJRRC),
and the City of Wildomar. On these projects, Mohammad has been responsible for overseeing

day-to-day IT operations and managing IT projects. He has also served as the Accela Project
Manager for the City of Eastvale, where he is responsible for coordinating migration from ELMS to
Accela permit and asset management software to ensure a seamless move between platforms,
customizing Accela to meet the City’s needs, integrating with GIS, and coordinating ongoing
support efforts to troubleshoot issues and apply software updates.
Mohammad is certified as a Cisco Certified Network Associate (CCNA); a Citrix Certified
Administrator (CCA); a Microsoft Certified Professional +; and a Microsoft Certified System
Engineer (MCSE).
Patrick Lopez SENIOR IT ANALYST
Patrick has more than 10 years of IT project and solutions experience, with an additional 7 years
of experience in public sector enterprise application support, including managing, planning, and
delivering application and technical services, including implementation, configuration,
upgrades, troubleshooting, customer service, issue resolution, testing and training. He has
worked extensively with technical and non-technical directors, clients and team members to
implement clients’ technology vision and initiatives.
Prior to joining Interwest, Patrick provided on-site and remote services to a host of clients,
including the City of Lake Forest, where he spent more than 4 years as the on-site Technical Lead
for Enterprise Applications and Desktop Support. Patrick managed Level 1 enterprise application
support - desktop, mobile devices, server and network Infrastructure support and
troubleshooting for enterprise applications; led technical workstream for enterprise application
implementation and upgrade projects including EnerGov (Land Management System), Class
(Recreation Management), Fund Balance (ERP), and SIRE (Agenda Management). He supported
various desktop, server, network, and other infrastructure projects including virtual application
and database server setup, operating system upgrades, productivity application installation,
wireless access setup for City staff and public access, computer lab setup for training and for
public use, and City’s PC, laptop, mobile and device upgrade, upgrade and administration of SAN
storage, replacement of Cisco switches and DMZ switches, and replaced out of warranty Dell
servers and installed ESXI 5.5.
Cesar Vazquez IT ANALYST
Cesar has more than 8 years of IT experience providing application and network support. He has
a great deal of experience managing installation and upgrade projects for our clients. He has
migrated clients to a VoIP phone system, including setting up user’s office phones, forwards, and
cell phones. He has installed and maintained software platforms such as Tyler Technologies
Eden, Trend Micro Enterprise & Sophos Enterprise Anti-Virus, Server Acronis Backup, Norton
Backup Exec & Safe Copy Cloud Backup, SonicWall and WatchGuard. He has managed Windows
server and client installations, and configured virtual machines to test new software installations
prior to client deployment.
Cesar is CompTIA A+ Certified and Internet (MCP+I) Certified. His recent experience working with
public sector Southern California clients includes serving as an IT Analyst for the Cities of Eastvale
and Bell.

Samuel Humdy IT ANALYST
Samuel has provided services as a Field Technician, Surveillance Technician, Network Technician
and IT Specialist for more than 13 years. Since joining Interwest in 2018, he has provided IT
services to multiple clients, including the City of Bell and the City of Rosemead. Samuel previously
served the United States Army as an IT Specialist, providing daily hardware and software
technical support for computer and communications hardware, software and equipment, and as
an IS Administrator, advising and developing strategies for software standardization,
compatibility, and implementation while maintaining system integrity. Samuel previously served
as a Network Technician for a private IT services firm, installing network configurations, testing
and configuring software, troubleshooting network-related issues, repairing hardware and
peripheral devices, and ensuring drivers and security software was properly installed on
employee computers. He also has experience installing and maintaining closed circuit DVR
systems, implementing and maintaining hardware firewalls, and implementing Dynamic Host
Control Protocol (DHCP) servers.
Hector Martinez IT NETWORK ENGINEER
With more than 16 years of IT support experience, Hector is an experienced team leader
committed to developing collaborative relationships with clients. His responsibilities and duties
have included Police CAD Systems Administrator, Financial Software Systems Administrator,
Accela Administrator, Network Engineer, Technical Specialist and Help Desk Consultant. Hector’s
recent experience working with public sector Southern California clients includes serving as an IT
Network Engineer for the City of Rosemead.
Zack Stigall IT NETWORK ENGINEER
Zack is a strong IT leader with over 17 years of experience in IT consulting and project
management. He has a proven ability to translate business needs into technology requirements
that support client’s business objectives. He excels in supporting network and systems
infrastructure. Prior to joining Interwest’s IT team, Zack served as a Senior Systems Engineer and
Project Engineer for more than 10 years with Synoptek, where his projects included serving as
Lead Engineer for the Cities of Lake Forest, Seal Beach and San Juan Capistrano. Prior to that,
Zack was a Field Network Engineer and Project Manager for The GDR Group.
Zack is certified as a Microsoft Certified Professional (MCP); an A+ Certified Service Technician;
and a Certified SCADA Security Architect (CSSA).

Interwest’s Director of IT Services, Mohammad Ahmed, is the proposed Project Manager for this
engagement to the City of La Quinta. Mohammad directs and assigns Interwest’s IT staff, and will
also act as an interface between City management and Interwest IT staff, if needed.

Should the City of La Quinta require additional assistance to expedite or supplement the
requested services, Interwest has additional qualified IT staff who could be assigned to perform
specific tasks or provide assistance as needed, at the City’s request.

Mohammad has 14 years of experience in the IT industry, serving both as a City
employee and a consultant. His experience spans from daily technical issues and
analysis to large project management related tasks. He has shown to be a
valuable asset and wealth of knowledge to our clients. He approaches every
project showcasing his technical skills.
Mohammed is continually updating his skill set through various training
programs and seminars to stay current with the technologies needed to serve
our clients. Staff, council and management can always depend on Mohammad
to deliver and complete any task given to him.

Responsible for overseeing the day-to-day IT Operations and managing IT
projects. Provides server support and camera system support. Provides vendor
management and coordination for the District’s ISP, phone and A/V vendors.
Accela Project Manager
2015-Present City of Eastvale
Coordinated migration from ELMS to Accela permit and asset management
software. Responsible for coordinating with City staff to ensure a seamless move
between platforms, customizing Accela to meet the City’s needs, integrating
with GIS, and coordinating ongoing support efforts to troubleshoot issues and
apply software updates.

2014-Present City of Bell
Mohammad serves as the IT Manager for the City of Bell. He is responsible for
coordinating services between software and hardware vendors and developing
an IT Strategic Plan. Mohammad led the implementation of the City’s migration
to a VOIP phone system and implemented a city-wide intranet using SharePoint.

2011-Present San Joaquin Regional Rail Commission (SJRRC)
As an IT Lead Mohammad oversees the IT Department for SJRRC. He provides
client services that include Project Management, Vendor Management, and
Budget- Planning. Mohammad led multiple projects like Public Wi-Fi Hotspot,
SJRRC Backup Integration, Software Implementation of Sage Customer
Management Software, and upgrading SJRRC Internet. Mohammad also helps
coordinate Interwest’s Helpdesk with SJRRC in scheduling desktop projects.
Mohammad was responsible for the Commission’s move to E-ticketing,
implementation of Air Watch, and migration to Microsoft Exchange Online.

Installed and setup a fully functional IT environment including desktops, printers,
email, and a Citrix Server. Currently we maintain 20 Desktops and interact with
council, respond to requests for procurement and help with any IT related tasks.

The City of Wildomar entered cityhood in 2008 and needed the
delivery of full-service IT. They had a small budget and large
wish list of items they needed assistance with in starting their
new City. Our staff set up a temporary City office with
computer access for both on and off site staff. As new cities
often have very tight initial budgets, our hosted remote access
system allowed Wildomar to have their own network for a
minimal cost. Our expertise in municipal operations allowed
us to provide sound advice and key decisions to make sure
the City of Wildomar could effectively serve the public. We established a sophisticated Citrix system
that provides remote access to all of their off-site consultants. Desk space is a premium in Wildomar
and this allowed them to save money in rent expense and expanded their flexibility to get work done in
a non-traditional manner. Interwest provided design and implementation of a robust network.

ACCELA CUSTOMIZATION AND ADDRESS WORKFLOWS
Interwest provides as-needed IT and GIS Services to the
City of Roseville, including addressing workflows and

Addressing Workflows
The City had a need to provide addressing
information to Cayenta, their Utility Billing
software.
Interwest provided documentation, recommendations, and training on the addressing
process and how to keep the GIS and Utility Billing software applications in sync.
Customizing Accela
ACA Accela Citizen Access – Without customization, Accela
allows anyone to schedule inspections in the public citizen
application. Using the Expression Builder, Page Flow Editor
tools, and JavaScript, Interwest customized the ACA page to
use the City’s specific workflow to hide/show fields based on
the values entered in previous fields. The application is now
able to stop a user from entering a commercial inspection as
those need to be requested in person saving City staff time contacting contractors to notify
them of the need to come into the City to schedule it.
Deferred Interest Report – Some of the City’s fees, if not paid, begin incurring interest
immediately. The City needed a report to show the fees and interest (if applicable) to allow the
counter staff to calculate and print the interest owed, allowing better communication with
citizens and contractors.
Fire Inspection Report and Mobile Printing – The City’s Fire Inspectors used to bring paper
forms in triplicate to fire inspections. The form was filled out, signature recorded, a copy was
given to the owner/resident, and the data from the form was then entered into the software
when the inspector was back at the office. The Fire Inspectors now use Accela Mobile Office
(AMO) on tablets when doing fire inspections. Interwest IT recreated the City’s paper form in
Accela and added a customization to accept signatures. The inspectors now fill out the form in
the field, get the signature directly on the tablet, and use mobile printers to print the form for
the citizen/contractor. The information is synced back to Accela when the inspector returns to
the office, saving the inspectors the time required to enter the data into the software and keep
track of the paper signatures. If an inspection is failed, the reason for failure is carried over into
the re-inspection and the time frame for re-inspection can be customized on the printed report.

In the past five (5) years, Interwest Consulting Group has not had any significant contract failures, or
civil or criminal litigation or investigation pending, which involves Interwest Consulting Group or in
which Interwest Consulting Group was judged guilty or liable.
E. Warranty/Guarantee of Work Product
Pursuant to our proposal to provide IT Services to the City of La Quinta, Interwest warranties and
guarantees the quality of our consulting services within the scope of the proposed services. At any time,
should the City of La Quinta express an issue with the quality of the services provided, Interwest’s
project management team, up to and including the Company owner, will consult with City
management to determine the cause of the City’s concerns and determine a suitable remedy.
Having provided services to municipalities for more than 17 years, Interwest has not been in any
situation where our staff were found to be in default or a project concern was deemed irresolvable.
F. Complimentary Services
Because of the depth of our consultant bench and breadth of the services we offer, Interwest has the
ability to provide a host of complimentary services that are outside of the scope of this project to
provide IT Services, some of which are detailed below.
Should the City require such services, we would consult with the City to determine a project scope of
services and work plan. Project cost/prices would be determined on a not-to-exceed or a time-and-
materials basis, depending on the City’s preferences and the type and scope of the project.

Interwest currently hosts GIS database and mapping services for multiple clients throughout California.
Each of these customers accesses their respective WebGIS solutions through the ArcGIS Online
platform. Backend database design, storage, and map publishing occurs within the Interwest ASP
ArcGIS Server environment and is published to the corresponding client ArcGIS Online account.
GIS Integration with 3rd Party Business Systems (Permitting, Asset Management, 911)
Interwest has worked closely with clients to integrate GIS data, workflows, and solutions with a variety
of local government business systems including: Accela, SunGard Naviline, SunGard ONESolution,
EnerGov, TrakIT, Comcate, MaintStar, Tyler Eden, Tyler Munis, Maximo, Cartegraph, Intergraph,
Versaterm, and Sunridge RIMS.
GIS Assessment / Recommendations
Our team has worked with multiple local government organizations throughout California to assess
and recommend implementation tasks related to GIS data, software, system design, integration with
third party systems, relationships with related agencies, and GIS skills.
GIS Training and Outreach
Interwest GIS staff has provided numerous training and outreach programs for client staff to assist in
the deployment and use of GIS. This work helped to promote GIS as a common resource to help staff
become more efficient in their daily work. Interwest also works with client GIS staff to mentor and help
build their professional capability.

retain an approved subcontractor to provide the requested services. Any such subcontractor would be
managed by Interwest.

Interwest IT Network Engineer Jerry Moore has more than 20 years of programming experience
in a range of programming languages including .net, ASP, Visual Basic and MySQL. Jerry

developed a custom tracking system for the UC Merced 2020 project using .net, which allows
for tracking of plan review status, permit issuance, inspection requests and results, occupancy
permits and a host of management tools. Jerry also developed a time tracking system using
ASP and MySQL for enterprise-wide use that was able to export data for payroll use. He also
used ASP and SQL Server to program an internet-capable system that stores and allows for City
Clerk’s office (and general public) to electronically search for public documents. Jerry also
designed an inventory control system using ASP, VB, and MS Access, and developed and
published an Apple iPhone app that allows citizens to view their utility bill summary.

Interwest developed an Electronic Project Tracking (EPT) system to better assist Building
Departments at local municipalities. This system is 100% customized to each local
municipality’s Building Department. Using .net and Microsoft SQL, the EPT is designed to
interface with other 3rd party systems. The EPT is cloud-based and works with mobile devices.
The base EPT is designed to be used for project, inspection and permit tracking.
24. The City is looking to move our IT infrastructure and services to the next level using
innovative and forward-thinking technology and solutions to accomplish this. Please
describe either a custom application your firm developed or solution your firm implemented
that provided a service in a unique way.
Most cities are looking ways to leverage cloud technologies. Purchasing servers and storage
devices are becoming less prevalent in this space. At Interwest, we are pro-cloud technologies.
We have helped migrate clients to cloud services by leveraging existing technologies and
developing cost-effective solutions. Recently, we helped migrate one of our clients to
SharePoint File Services. They migrated their File Server to the cloud utilizing their current
Office 365 licenses, which meant that they didn’t need to purchase new hardware and services
to utilize cloud technologies. This is one way Interwest utilizes current client technologies and
offers advice on how to better assist cities moving forward.

UC Merced 2020 Project – Project Tracking System
The University of California, Merced is currently in the construction phase of a four-year
ambitious project (UC Merced 2020) to nearly double its student body by 2020, a goal that
requires a significant expansion of the existing campus and the rapid addition of 14 buildings
and support infrastructure, including LEED Gold certified space.
The innovative design/build/develop/maintain project delivery method that the University
implemented has created some unique challenges for project delivery. The lead developer,
Plenary Properties Merced (PPM), contracted with Interwest Consulting Group to develop and

implement a complete building department system to provide for robust plan review, permit
issuance, and a building inspection tracking system for all fire and building components, as well
as plan review and inspections for all utility systems.
In order to work with the developer in achieving code compliant buildings in a timely manner
while adjusting and remaining flexible to meet aggressive delivery targets, Interwest’s IT Group
developed a custom tracking system specific to the UC Merced 2020 project which allows for
tracking of plan review status, permit issuance, inspection requests and results, occupancy
permits and a host of management tools. The custom tracking system is proprietary to
UC Merced 2020 project personnel, and is not publicly accessible.

Pechanga Band of Luiseño Indians – Building Safety Services
The Pechanga Band of Luiseño Indians retained Interwest Consulting Group to provide
Building Safety services as required for enforcement of Pechanga’s building laws and codes.
Doing so required the development and establishment of a new Building Department. Interwest
staff included Certified Building Officials, Certified Combination Building Inspectors, Permit
Technicians, Licensed Structural and Civil Engineer Plans Examiners, and ICC Certified Plans
Examiners.
To support the new Building Department, Interwest IT staff met and worked with Pechanga
staff to generate a list of Pechanga’s needs and concerns with regards to a project tracking
system. After demonstrating the use and security of the Interwest Electronic Project Tracking
system, which includes multiple options for two-factor authentication, modules for project and
inspection tracking, permit issuance, file sharing and third-party inspection requests, we
agreed to start using the system as-is to start tracking data and we committed to adjusting to
the system to address Pechanga’s specific needs. Over the last few months, the Project Tracking
system has been customized as requested. Review of these updates consists of applying the
updates in a test environment before moving them to production.

While Interwest IT developers have developed and released mobiles applications in the
Amazon, Apple and Google (Android) app stores, as well the Amazon Alexa/Echo environment,
our current focus has been on cloud-based applications that are accessible via both desktop

and mobile devices using a web browser. We believe this provides a more consistent user
experience, as all client systems use and access the same versions of the application.

We do not provide Mac OS application development services.
28.What are the pros and cons of using open source code as opposed to creating the code
completely in-house?
Not all open source software is created equal, but there are many pros to using the right open
source software, primarily the ability to save money and time, as open source software is free
and can provide a ‘ready-made’ solution to a particular need. An additional and extremely
valuable benefit of the right open source software is that it has been reviewed and tested by
many developers, providing invaluable feedback and fixes.
The primary con of open source software comes from not selecting the right software. Open
source software may become quickly outdated if it is not a current project. It may also be overly
complicated to implement, reducing or eliminating any potential time savings. Additionally,
without reviewing and understanding the code of the open source software, it is possible that
security vulnerabilities could be introduced into the project. Open source software may also
reduce the flexibility or customization of the parent application.
Developing all components in-house allows for software to be completely customized to fit the
current need. However, time and costs increase in relation to the flexibility of the software.
29.Do you test your code for security vulnerabilities? If so, do you use a third-party vendor to
test the code? Please list references.
Interwest tests our software for security vulnerabilities in code with each update, using best
known practices and industry-standard security in code development and securing of the
application host and data. Two examples of these standards are digital certificates and two-
factor authentication.
At this time, we do not use third parties to test the security of our software.
30.What is your firm’s outlook and history with implementing new and or alternative systems?
We are always innovating and looking for alternative ways for new systems. This is why we
developed our EPT platform. (See question #23.)
31.What type of cyber security & fraud detections training can your firm provide for internal
staff?
Interwest believes in ongoing training, whether IT Staff training or internal department training.
We conduct training internally twice a month for our IT employees. We also provide the same
training for our clients on a quarterly basis. In the present climate, Cyber Security and Fraud
Detection training is critical, as hackers and spyware companies have learned to better disguise
these threats in email and on the internet. Providing proper staff training on these issues helps
to mitigate the risks of being attacked. We propose to offer quarterly training and also provide

monthly reminders on Cyber Security and Fraud prevention. This will be included in our services
at no additional cost.

We have supported all the different software/hardware on page 10. We are not partners with
any one company but have had maintenance contracts via our clients for all of these systems.

technology to solve an issue and/or was able to save the company money. We are most
interested in municipal projects, but would like to hear if your firm helped a private company
solve an issue in a unique and innovative way. Please describe project and provide

The Groupe Company – File Server/Share Migration
The Grupe Company approached Interwest Consulting Group with an interest in migrating their
main file server with many shares to a cloud location where users could easily and securely
access files from anywhere. They have a remote workforce that was previously working over a
problematic VPN connection.
Interwest presented The Groupe Company with multiple options and they ultimately went with
the #1 recommended solution of SharePoint Online. This was a natural choice, as they had
already migrated personal files to OneDrive and were able to utilize their existing licensing to
provide a cost-effective solution for a direct file server replacement in the cloud.
Interwest IT staff conducted an end-user training session, which was well received. A majority
of the files shares from their aging Windows 2003 on-premise file server were successfully
migrated to SharePoint Online and users are currently enjoying this new solution. Permissions

Price Structure
1.Hourly Rate:
The standard hourly rate for Interwest’s IT Analysts is $100.
The standard hourly rate for Interwest’s IT Network Engineers is $125.
The standard hourly rate for Interwest’s IT Manager is $135. For this engagement to the City of
La Quinta, we include up to 10 hours per month of our IT Manager’s services at no charge.
The standard hourly rate for Interwest’s remote Help Desk Services is $85. For this engagement
to the City of La Quinta, unlimited remote Help Desk Services are provided at no additional charge.
2.Hours/Days when Normal Service is Available:
Normal service is available from our proposed on-site staff from 8:00 a.m. to 5:00 p.m., Monday
through Friday (40-hour week).
3.Travel/Trip Charges (if any):
We do not charge for regular travel. If the City proposes additional services outside the normal
scope that require travel, we will bill at the standard current IRS rate.
4.Any Minimums that Apply:
No minimums apply.
5.Rate(s) for After Hours Work:
For after-hours work requested by the City, or required for special events, we will bill at a rate
of 125 percent of the hourly rates listed above.
6.Rate(s) on Weekends:
For weekend work requested by the City, or required for special events, we will bill at a rate of
125 percent of the hourly rates listed above.
7.Rate(s) on Holidays:
For work required on City holidays, we will bill at a rate of 140 percent of the hourly rates listed
above.
8.Any Alternate Pricing Structures (such as block of hours):
In the interest of cost certainty, we propose to provide the requested services to the City of La
Quinta for a not-to-exceed flat fee of $437,600 per year ($36,467/mo.).
Our flat fee includes the services of an on-site IT Network Engineer and an on-site IT Analyst
for eight (8) hours per day, Monday through Friday. Our flat fee includes unlimited remote
Help Desk Services, 24 hours a day, 7 days a week, 365 days a year. Our IT Manager will provide
up to 10 hours of service per month, mixed on-site/off-site as needed.
