The City of La Quinta (City) and the La Quinta Housing Authority (Authority) seeks Statements of
Qualifications from Professional Real Estate and Financial Analysis firms with proven municipal
experience to provide the following services.
S E R V I C E S R E Q U E S T E D , B U T A R E N O T L I M I T E D T O :
Economic Development:
o Plan, organize, assign, review and participate in major economic development and business
attraction and retention projects; plan and implement programs to stimulate commercial
development in the City;
o Manage the development of major economic studies relating to targeted areas, industries, and
development programs; assist with the preparation of long-range plans and special studies in
coordination with City departments and other public agencies;
o Conduct special studies and analyses; prepare and submit comprehensive reports on all aspects of
assigned programs and projects;
o Identify and market sites for business development;
o Write grant applications for federal and state loan programs; draft or review resolutions and staff
reports, prepare and maintain data records and reports;
o Establish and maintain liaison with organizations, private business firms, developers, brokers, public
agencies, property owners, and the general public to promote the and facilitate the planning and
execution of economic development activities;
o Negotiate and administer contracts between the City/Authority and business developers, prepare
contracts and other related documents between the City/Authority and developers; and
o Meet with developers of major projects and appropriate departments to identify and resolve
planning/building needs.
Real Estate Services:
o Plan, review, and participate in the technical activities of appraisal, negotiation, investigation,
relocation and recording related to City and Authority real property interest.;
o Develop and implement schedules and methods for property acquisition and management activities;
o Analyze the appraisal and title research needs of assignments and determine the advisability of
contracting work;
o Conduct negotiations with property owners and other parties of interest; and
o Represent the City or Authority in the community and at professional meetings as required.

Qualification Statements (Statements) may be submitted via e-mail, hand delivery, or mail. All Statements
must be submitted by Friday, April 15, 2019 at 5:00 PM.

Statements received after the deadline will not be accepted.
A proposal outlining the consultant’s fee schedule shall be submitted with the Statement of
Qualifications.
Firms are encouraged to keep their qualifications brief and relevant to the specific work required.
1. Statement of Qualifications
(a) A listing of proposed project personnel, including resumes for principals.
(b) Experience with similar work, including names and current phone numbers and e-mails
of reference for listed projects.
(c) Specific experience with municipal government.
2. Fee Schedule
The firm is to submit a detailed fee schedule for all services contained within this Request for
Qualifications.
Selection Process
Statement of Qualifications and letter of interest will be reviewed by a Consultant Selection
Committee. The Committee will rank the firms for potential contract negotiations based upon the most
pertinent experience and specific overall qualifications to perform the services requested.
The City/Authority will open contract negotiations with the top ranked firm. The successful consultant
will be expected to enter into the attached Agreement for Professional Services.

The solicitation does not commit the City or Authority to award a contract, to pay any cost incurred with
preparation of the proposal, or to procure or contract for services or supplies. The City/Authority
reserves the right to accept or reject any or all submittals received in response to this request, to
negotiate with any qualified source, or cancel in whole or part this process in its sole and absolute
discretion. Subsequent to negotiations, prospective consultants may be required to submit revisions to
this submittal. All person or entities responding to this Request for Qualifications should note that any
contract pursuant to this solicitation is dependent upon the recommendation of the city staff and the
approval of the City Council/Housing Authority.
The City/Authority reserves the right to postpone selection for its own convenience, to withdraw this
Request for Qualifications at any time, and to reject any and all submittals without indicating any reason
for the rejection. As a function of this Request for Qualifications process, the City/Authority reserves the
right to remedy any technical errors in the response to this Request for Qualifications and modify the
published requested services. The City/Authority reserves the right to request that specific personnel
with specific expertise be added to the project team, if the City/Authority determines that specific
expertise is lacking. Qualification statements and other information (except for proprietary financial
information) shall not be returned.
The City/Authority reserves the right to abandon this Request for Qualifications process and/or change its
procurement process for the contract at any time if it is determined that abandonment and/or change
would be in the City’s/Authority’s best interest.
The City/Authority will not be liable for any costs or damage arising out of its response to this Request for
Qualifications
