City of La Quinta COMMISSION MEETING: April 8, 2019 STAFF REPORT AGENDA TITLE: APPOINT A CHAIRPERSON FOR THE COMMUNITY SERVICES COMMISSION RECOMMENDATION Appoint a commissioner to serve as Chairperson for the Community Services Commission EXECUTIVE SUMMARY  Chairperson/vice-chairperson vacancies occurring prior to July 1st may be filled any time by majority vote of all commission members.  A chairperson for the presides over the meetings and is selected by open vote. BACKGROUND/ANALYSIS Voting Procedures: All actions require a majority vote or by a majority of the quorum present. On the passage of every motion, the vote shall be taken by voice or roll call as appropriate. The Interim Chairperson opens and closes nominations to the Commission for Chairperson. The vote will be taken, and the Chairperson will be elected. Tie Votes: In the case of a tie vote, an additional motion is made which obtains a majority vote to break the tie. If a tie vote results at a time when less than all members are present, the matter shall automatically be continued to the agenda of the next regular meeting, unless otherwise ordered by the body. ALTERNATIVES The selection of a chairperson is necessary to meet the Municipal Code requirements to effectively preside over meetings; however, the matter may be tabled (postponed) until the Commission has met full membership. BACKGROUND/ANALYSIS The annual City picnic and birthday celebration will be held on Saturday, April 27 at the Civic Center Campus. Staff is requesting assistance from two commissioners from 9 a.m. to 1 p.m. to assist with handing out giveaways and desserts. ALTERNATIVES Do not appoint commissioners to assist with the event. As each month is added, the data will show the trend for the 2018/19 operating year. ^The decrease in revenue is due to reduced sales in Facility Rentals, Fitness Passes & Memberships, and Wellness Center classes.  Monthly attendance numbers reflect overall participation totals for free services and programs along with paid class programs. *Revenue increase of $25,308 due to Youth Player Fees received January for Fall/Winter 2018. MOTION - A motion was made and seconded by Commissioners Blakeley/Wyler to approve colors brownstone and forest green for the Monticello park equipment and forest green for the Desert Pride park equipment. DEPARTMENT REPORTS 1.FACILITY REPORT Presented by Robert Ambriz, Parks Superintendent X-Park o Going to Council for approval March 19 CONSENT CALENDAR ITEM NO. 1 COMMUNITY SERVICES COMMISSION MINUTES MARCH 11, 2019 o Possible pump track installation o Shade structure(s) are being considered o No age restrictions. o Manned facility will provide monitoring activities for safety compliance. They will also provide a mentorship program to assess patrons’ skill levels. o State law permits waiver to the helmet law for skateboarding. o City is open to hosting future tournament events at this site. o City owned facility, but facility management outsourced. o Facility hours have not been determined yet. o Minimal landscaping. o Plans for old skate park undecided. o Project timeline currently on schedule. Fritz Burns Pool o Gas line installation delayed by Gas Co. o Will re-open on time 2.ART MAINTENANCE – LEBASSE INTRODUCTION Presented by Jaime Torres, Community Resources Business Analyst Introduced Ana Iwataki, Director of Civic Projects at LeBasse Projects o Toured City’s art to get a sense of the condition and needed maintenance o Work experience with other cities include, but not limited to: San Diego, Los Angeles, and Oxnard o Would like to establish a database of City’s art inventory Commissioner Blakeley requested a database template be presented to commission for review and approval. 3.IRONMAN UPDATE Presented by Chris Escobedo, Community Resources Director Intensive community outreach plans Goal to have route plan completed by May STUDY SESSION 1.GET OUT GET ACTIVE Presented by Lisa Chaudhry, Community Resources Administrative Technician Consensus among commissioners to moved forward with partners to promote GOGA program. Staff has agreed to present final program and launch date to Commission no later than the June meeting.
