Thank you for submitting an Architectural Application for your improvement request. We are happy to
inform you that the Esplanade Architectural Committee has approved your application for the listed project
item(s), as submitted:

The approval is contingent upon compliance with the specifications set forth in the approved application.
Esplanade acknowledges that any and all agreed changes to the original design that may be a condition of
this approval will be at the homeowner's expense. The correction of any damage caused by this agreed
construction will also be at the homeowner's expense. Homeowner shall henceforth agree to maintain the
improvement in accordance with the guidelines and aesthetics of the community.
It is the homeowner's responsibility to obtain any permits, which may be required. Please be aware this
application approval does not supersede City Building Codes. You should contact the City Planning
Department to determine what, if any, permits may be required. Additionally, the Board of Directors
encourages that you use a licensed and insured contractor. This approval does not release the homeowner
from meeting any county, state or federal requirements such as building permits, workmen's compensation,
or other waivers or permits.
If your project take more than 24 hours to complete, a deposit of $500.00 will be needed in order to proceed.
Please bring a check addressed to the Esplanade HOA to the DRM offices, either location, and in return you
will be given a sign to be placed in the front yard at your address for the duration of the project. The sign
indicates to anyone passing by that your project has been approved by the HOA.
Upon completion of your project, you will need to submit a signed copy of the Notice of Completion Form
and return the HOA yard sign. The Committee with then inspect and sign off on your project and the deposit
will processed for return. Please note there could be delays if the work was not completed as approved.

INSTRUCTIONS:
1. No work shall begin until written approval from the Architecural Review Committee is obtained.
2. Fill out all Homeowner information on this page and the two forms Rev. 2 dated October 2018.
3. Be specific In your request.
a. If adding a patio cover, note the type of material to be used including roofing if not a slatted roof.
b, Include color sample or state color and that it is similarto the colors the home is currently painted.
NOTE: Repainting your house in colors different from the current colors does not require a sketch but does
require paint samples and the placrnent of colors to be submitted.
c, Submit a to scale sketch or drawing of the details of the request -exactly where it Is planned, Please state on this
page the dimensions and height of the components of the project.
d. All buildings must conform to La Quinta building codes and a building permit is required before construction
can begin.
e, The following is a list of examples of projects that require written architectural approval. If you are not
sure if approval is needed, submit a request or call management to discuss.
i. Adding a gate, door screen, door change (home or garage) or changing your front entry into
a patio area.
ii. Changing your front landscape to a desert scape (from grass) or to grass (frorn desert scape).
iii. Adding or removing any type of brickwork, pavers, fountains, boulders or trees.
iv, Changing the front yard parking area in any way including adding cement or bricks/pavers.

vi. Sheds or other types of out buildings
vii. Patio cover in front or back yard
viii. Additions or modifications to homes
ix, Any homeowner project (outside) that requires a permit from the City of La Quinta.
4. Before any project can be reviewed the homeowner must have 3 adjacent neighbors fill out and sign the
"Adjacent Neighbor Statement" for any change/addition that is visible to a neighbor (higher than the wall),
that is visible from the street, or requires a building permit from the city of La Quinta
S. Any request that is not completed in full and does not have the required information will be returned to
the homeowner without further review.The homeowner would be required to
resubmit the request as new once all information is provided.
6. Project should begin within 30 days from receipt of approval and be completed within 120 days from the
start of the project,
7. Any request that will take more than 24 hours to complete will require a deposit.
8. Before your project can begin it is required to obtain an ARC approved yard sign from the management company
and provide a refundable deposit in the amount of $500.00 (check made out to Esplanade HOA) If your project
will take less than 24 hours to complete, then no deposit is necessary, Failure to complete the project In the allotted
time or failure to complete the project per the architectural application will result in forfeiture the deposit.
9. Project may not be started until written approval is granted and yard sign is placed in a visible location in
the front yard of the home where the project is taking place,

Considering Becoming an Owner -Builder?
Important information you need to know BEFORE pulling your permit!
The term "Owner -Builder" can mean three different things:
"Owner as Worker", "Owner as Contractor" or "Owner as Employer"
Understand each has Benefits or Risk, and it is possible to combine them!
Hiring a California Licensed Contractor means you do not personally perform any of the construction work, the permit is not taken
out in your naive, you are not personally responsible for the construction and you are not an Owner -Builder. Instead, you become a
"Customer" and California law provides you the benefit of protection from poor workmanship, failure to finish the job and financial
risk due to worker injury.
Benefit/Risk: Hi hest Benefits and the Least amount of Risk
Owner -as -Worker is a type of Owner -Builder where you personally perform the construction work, the permit is taken out in your
narTTC and you are personally responsible for the construction management, knowledge, workmanship, and completion of the job. You
benctit by not paying others to perform this work for you and your risk depends on your own ability to complete the job successfully.
Benefit/Risk: Possible Benefit with Low Financial Risk
Owner -as -Contractor is a type of Owner -Builder where you personally act as your own General Contractor, the permit is taken out in
your name and you hire California licensed sub -contractors to perform portions of the construction work. WARNING: The benefit of
protection provided by law when you hire only California licensed sub -contractors can turn to serious financial risk if you hire
unlicensed contractors to perform any of the work.
Benefit/Risk: Possible Benefit and Si nificant Financial Risk
Owner -as -Employer is a type of Owner -Builder where you pay any unlicensed individual to perform any construction work valued at
more than $500.00, the permit is taken out in your name and you are personally responsible for their employment requirements,
supervision, performance, safety and welfare while on your property. WARNING: Cost savings benefit can turn to serious financial
risk if you fail to deduct payroll taxes or provide workers compensation insurance for each worker.
Benefit/Risk: Possible Benefit with Significant Financial Risk
(Health and Safety Code Section 99827) The California Legislature declares an "urgent and statewide
public interest in assuring" that contractors comply with Contractors' License Law, Business and
Professions Code and Workers' Compensation Insurance requirements to ensure property owners are
informed about, and protected from the following when improving their property as Owner -Builders:
Fraudulent representations - Liability for worker's injuries • Liability for material and labor costs unpaid by
contractors - Licensing requirements • Employers tax liabilities
Over 20,000 consumer complaints are filed each year. Many complaints relate to owner/builder projects
and include workmanship and workers' compensation issues Homeowners suffer financial harm due to
defective workmanship and injured employees.
Following are alarming examples of what has occurred with Owner -Builder permits:
Example 1: Homeowner received insurance money to rebuild burned -down home.
■ Owner/Builder permit pulled to rebuild structure.
■ Unlicensed contractor built substandard structure — must be torn down and replaced.
■ Estimated financial injury is $225,050.
■ Additional financial injury - IRS threatened to tax insurance payout if house not completed by the end of
the year.
Example 2: Brother-in-law had active license but filed an exemption from Workers Comp.
■ Owner -Builder hires brother-in-law to install a new roof.
• Employee falls and sustains multiple spinal and extremity fractures as well as a head injury and
remains in a coma to this day.
