Dudek has completed several similar road projects, most recently for the County of Imperial and cities of Del Mar and Menifee. Our proposed resident engineer and inspectors are local and will be available for this project 24/7. Our approach on this project is geared around public safety, particularly pedestrians and bicyclists. Our preconstruction activities will focus on developing a comprehensive public safety and public relations program with the City and contractor well before the City issues the Notice to Proceed (NTP). Subconsultants We have added three subconsultants to our team to cover all requisite services listed in the City’s Request for Proposal (RFP): Alliant Consutling, Inc. for labor compliance, SCST, Inc. for materials testing, and Hillwig-Goodwin for survey services. Local La Quinta office support includes Mr. Jeffrey Pickles, EIT, LEED AP, who has over 17 years of Coachella Valley municipal experience and brings a unique perspective to the construction process. Our on-site assistant resident engineer, Bill Gallegos, and on-site inspector, Tom Ramirez, also both live in the area and will be available 24/7 -- at a moment’s notice – to assist in managing this project. Dudek is a full service environmental firm and we have team of local experts on staff to prepare the necessary environmental documents in compliance with CEQA. Ms. Linda Archer and Ms. Britney Strittmater are both experienced environmental project managers with the local Coachella Valley environment. Ms. Strittmater is located in the La Quinta office as well. Labor Compliance Alliant Consulting, Inc. is a DBE, SBE and WBE certified firm. For over 15 years, Alliant has been dedicated to ensuring compliance on thousands of projects within California, Arizona and Utah. Alliant Consulting encourages a team approach for the implementation and enforcement of prevailing wage law, working in concert with the staff of the awarding agency and contractor/subcontractor representatives to ensure the applicable legal requirements for both sides are met. Hillwig-Goodrow Surveying HILLWIG-GOODROW began in 1993, providing GPS and conventional surveying services throughout Southern California. The firm started as a two-man partnership and has grown to a staff of 14, capable of dispatching six survey crews. The firm is lead by President Alan Hillwig who has over 35 years of experience in civil engineering design, land surveying, mapping and aerial photography. As part of a multi-year series of projects to improve street, sidewalk, waterline, sewer and drainage in Del Mar, the southern portion of northbound and southbound Camino Del Mar (Old Highway 101) began in mid-February and was completed in October 2018. This multi-phase project included the construction of about 5,000 feet of new curbs and gutters, 6,000 square feet of sidewalks, 1,500 LF DG trails, two retaining walls, median landscaping and irrigation and 250,000 square feet of pavement rehabilitation with extensive traffic control and public outreach effort. The main project feature was a separate asphalt trail and high speed bike lane. The project was completed from Carmel Valley Road to Del Mar Heights Road. The project was completed on time and under budget. Rancho Santa Fe Road Improvement Project Client: City of Carlsbad Client Reference: John Maashoff, 760.602.2726, john.maashoff@carlsbadca.gov The City of Carlsbad (City) undertook this $30 million road improvement project to alleviate bottlenecks along major thoroughfares. The overall scope of the project involved widening the road from two to six lanes, constructed four new traffic signal systems, realigning a two-mile section of the road to the east and the construction of two new, triple-span, cast-in-place box girder, post- tensioned, bridges, 368 feet long (each), on cast-in-drilled-holes (CIDH) piles. Dudek provided utility coordination and relocation for existing telephone, overhead and underground power cables, water, sewer, and gas. Dudek provided ongoing coordination between the City of Carlsbad, the City of San Marcos, Caltrans, numerous adjacent property owners and two adjacent developer’s projects in order to minimize impacts to residents and commuters during construction. The City contracted with Dudek to provide a full range of services including preconstruction services, constructability review, construction management and inspection, demolition, subsurface utilities, structural inspections, and ICBO inspection. Dudek administered the project in accordance with Caltrans’ Construction Manual, Standard Specifications, Local Assistance Procedures Manual, and Encroachment Permits Manual. Dudek prepared reimbursement invoices for Federal reimbursement and final reporting of the project to FHWA on behalf of the City. An audit by Caltrans found Dudek’s project records to be in “perfect” condition, and stated they rarely found that to be the case in their auditing of other projects. Dudek also conducted community outreach with the public and the media, being the first direct, personal source for the community’s concerns, information, and comments during construction operations. Construction Management and Inspection Services La Quinta Village Complete Streets Page 9 Towncenter/Portico Industrial Development Client: City of Calexico Client Reference: Veronica Atondo, P.E., Project Manager (Now with County of Imperial) The City of Calexico contracted Dudek to provide as-needed construction management services for the construction of street improvements, storm drain, and water and sewer facilities for Cole Road, Sunset Boulevard, Robinson Avenue, Pump Station No. 10, and traffic signalization on Cole Road. Dudek's construction management staff worked closely and coordinated with the city's staff, the contractor's construction staking and surveying consultant, and the funding administrative representatives from the U.S. Economic Development Administration/U.S. Department of Commerce and its requirements. Dogwood Avenue Improvements Project State Street to Interstate 8 Client: County of Imperial Client Reference: John Gay, 760.482.4462 Dudek was selected to provide full CM and inspection services for the City’s Dogwood Avenue Improvement Project. The project was funded by the American Recovery and Reinvestment Act (ARRA) and Prop 1B. The project included removal of the existing road and replacement with new base, geofabric, geogrid, and asphalt. In addition, all curb returns were removed and replaced to comply with ADA requirements. This project tied into Caltrans’ ROW and required coordination with Caltrans’ Field Oversight Engineer. Dudek administered the project in accordance with the Local Assistance Procedures Manual and the Standard Specifications. The project was completed on time and within budget, even though an unknown fiber optic was discovered and required relocation, which took four weeks to complete. Newport Road Widening and Enhancement Project Client: City of Menifee Client Reference: Jonathan Smith, P.E. Public Works Director, 951.672.6777 Dudek provided construction management and inspection services during widening of Newport Road in the City of Menifee. The existing 4-lane road is being widened to 6 lanes to accommodate City growth and the eventual widening of the Interstate 215 Interchange. The project consisted of cement treating the existing subgrade and base material, new curb and gutter, median improvements, and landscaping. Asphalt paving was done using the cold central plant recycled asphalt method that is capped with asphalt rubber, not mix. A new signal controller and 4 new traffic signal poles were installed at the intersection of Newport Road and Antelope Drive. Dudek provided an extensive public relations program that consisted of keeping the public informed of construction activities through the use of Twitter. Construction Management and Inspection Services La Quinta Village Complete Streets Page 10 City of San Marcos, Road Widening and Traffic Signal Projects Client: City of San Marcos Client Reference: Jim Chafe, Deputy Public Works Dir., 760.7.44.1050, jchafe@san-marcos.net Since 2009, Dudek has been providing construction management and inspection services on several road and traffic signal projects. Over the last 9 years, we have provided the City with construction managers, inspectors, and special inspectors on over 30 different capital improvement program (CIP) projects. Dudek provides qualified construction managers/ resident engineers and inspectors to meet each of their requests depending on the type/level of staffing required, typically on short notice. The City’s staffing needs vary from needing only a single inspector or construction manager to a full turnkey construction management team. The projects Dudek has completed to date include road widening and realignments, emergency drainage, slurry seal, pavement overlays, pavement repairs, Americans with Disabilities Act (ADA) upgrades, sewer line extensions, traffic signal upgrades, landscaping, and street scape projects. Dogwood Rd/I-8 Freeway Ramp Widening and Signalization Project Client: City of El Centro Client Reference: Abraham Campos, Project Manager, 760.336.8520 Dudek provided resident engineering, construction management, and inspection services to the City of El Centro for the widening of four on and off ramps, road widening, retaining wall construction, bridge rehabilitation, traffic signal installation, and landscaping. The project was completed under a co-op agreement between the City of El Centro and Caltrans, and Dudek provided resident engineering and inspection services, coordinating daily with Caltrans’ Oversight Field Engineer that was assigned by District 11. Dudek administered the project in accordance with Caltrans’ Construction Manual, Standard Specifications, Local Assistance Procedures Manual, and Encroachment Permits Manual. Dudek provided inspection for earthwork, utility installations, storm drains, Class II base, guard rail, installed a new traffic signal system, asphalt, and signage. Dudek also processed all plan changes, traffic control, and detour plans. Administration responsibilities also ensured the contractor followed prevailing wage requirements, which included employee interviews and confirmation that all DBE goals were met by the contractor. Jimmy Durante and Via De La Valle Street Project Client: City of Del Mar Client Reference: Joe Bride, Deputy Public Works Dir., 858-755-3294, jbride@delmar.ca.us Dudek provided construction management, inspection, and special inspection on this project. As part of a multi- year project, street, sidewalk, waterline, sewer and drainage improvements along a southeast portion in the City of Del Mar, this multi-phase project included the construction of about 5,000 feet of new curbs and gutters, 32,000 square feet of sidewalks, five retaining walls, 5,000 feet of water and recycled water line replacement, 30 water service reconnections, 1,000 LF of sanitary sewer line replacement and 500,000 square feet of pavement rehabilitation with extensive traffic control and public outreach effort. This project was funded by a Transnet Funds administered through SANDAG. Dudek was responsible for administering the funding during the project and enforcing work force and prevailing wage requirements in accordance with prevailing wage requirements. Barham Drive Widening Construction Management and Inspection Services La Quinta Village Complete Streets Page 11 State & Federally Funded Project Experience With state and/or federally funded projects, all documentation must be in order so that the City gets timely reimbursement. The Dudek team has a strong federal and state-funded project track record regarding audits and has successfully passed every one. The City can rest assured that Dudek will be in compliance with Caltrans and that the City will get their money. The key to success for projects is to develop a clear understanding of each project and issues that will be encountered during construction. Dudek’s approach is to make certain that our understanding of project issues and the methods we implement to manage the project are consistent and mutual to that of the City and per the Caltrans Local Assistance Procedures Manual (LAPM). Our goal will be to develop and propose solutions to issues, implement a management plan that addresses the scope of work, and provides a “hands-on” team of construction professionals that will be maintained throughout the project. Dudek personnel all have Caltrans experience, have worked with the Caltrans LAPM and are accustomed to coordination with their staff. Dudek has completed numerous federal and/or state-funded projects. We have coordinated with Caltrans on many projects and have continuously received praises for our project files and compliance with the Caltrans LAPM. Table 4 highlights our relevant recent experience. Table 4. Project Understanding & Approach This project is as much a public relations project as it is a construction project. The actual work is not difficult, but the incidental work that goes along with the construction activities is crucial to its success. Our approach is to address these issues with the City and contractor prior to starting construction. Therefore, our approach is broken into two phases: a preconstruction phase and a construction phase. We strongly recommend the City not proceed with construction until – at a minimum – the following items are addressed. 1 Preconstruction Phase 1.1 Public Safety This is the most important aspect of these types of road projects – keeping the public safe is our number one priority. This not only applies during construction, but also after hours when the contractor’s workers have left the site. Everyone associated with the project (City, contractor, engineer, CM) have a vested interest and must keep this in the forefront at all times because we will all be named in a lawsuit should someone get hurt. We all need to be proactive 24/7 and our approach for this item includes: Traffic Control Continuous monitoring of the contractor’s traffic control during work hours making sure that the devices meet the approved traffic control at all times. Even the slightest deviations can lead to a successful lawsuit and any changes must be approved by the City and contractor’s traffic engineer. Traffic control must also be monitored and any correction made after hours and on weekends. The contractor needs to be on call and needs to drive and monitor the traffic control after hours and on weekends, and make any necessary adjustments/corrections immediately. This provision needs to be written into the specifications and a bid line item so that it has a monetary value that can be held over the contractor’s head to make him perform the work. Our on-site representative and inspector live locally (Indio and La Quinta) and will also monitor it during off-hours and weekends and will report any deviations to the contractor for immediate correction. Pedestrian/Bicycle Safety Another critical area that needs to be addressed during construction – and is often overlooked – is safety to pedestrians and bicyclists. There is much concentration on vehicle safety through traffic control devices, which is a must, but equally important is pedestrian and bicycle safety. Our inspectors, along with the contractor, will monitor the construction work and at all times make it pedestrian/bicycle friendly and safe. This includes:  Use of directional signs and safety fencing to keep pedestrians/bicycles on designated paths.  Potential flaggers may be required by the contractor at times to safely move pedestrians and bicycles around construction hazards during work hours.  Tripping/bicycle tire hazards – these include gutter lips, waiting for final AC cap, depressions in roadways causing bicycle wheels to become trapped or wedged causing accidents, fencing supports causing tripping or collision hazards. Even something as simple as ripped fence screenings that can blow in the wind causing an obstruction for bicyclists and joggers. We have unfortunately experienced accidents on past projects with some of the issues mentioned above and will apply lessons learned on this project. *Public safety will be discussed with the team and contractor prior to the preconstruction meeting where the contractor will agree to wanting to implement a sound public safety program. Construction Management and Inspection Services La Quinta Village Complete Streets Page 13 Public Relations Program/Public Outreach The RFP explicitly outlines the CM’s requirements and next to public safety is second in importance. We have reviewed and studied the requirements and have the following comments regarding the scope of work and how/who will perform these tasks. Construction Cameras (Article 8, Section 4000) – Dudek’s IT Department will work with the contractor and City to manage data footage and make sure the website link stays operational during construction. Post Cards, Rack Cards, Signage – Dudek’s project manager and public outreach representative (George Litzinger and Dana Myers) will work with the City and contractor to prepare the information and ensure they are delivered to the public and installed correctly in the field. Message Boards – In our opinion, these are the most effective means to communicate with the public, but they must be maintained and the messages must be readable and understandable. Website – George Litzinger and the CM will work with the City to provide accurate content and make sure the site is maintained and up to date. Construction Hotline – Dudek has managed an “800” hotline on the City of Carlsbad’s $30 million road project with great success, particularly due to the fact that the hotline was answered by a live person with knowledge of the project during normal business hours. This was very effective in handling complaints and upset people who, when they call, don’t want a recording. They are typically upset and want to talk to a live person. Generally, Dudek was able to provide them with information and listened to their concerns while at the same time calming them down. Most of the time – by the end of the call – they were satisfied and not upset anymore and generally thanked us for the information. Dana Myers will be the person responsible for the “800” number. Mobile Application – Dudek’s IT Department will work with the City to develop a mobile app consistent with the requirements of the RFP. Communication with Stakeholders/Emergency Responders – Dudek (George Litzinger) will attend the monthly meetings and communicate with emergency responders. Other public relations items the City may consider that we have implemented effectively are as follows:  Personal visits to the impacted businesses and residences by the inspector and contractor, leaving a door hanger or flyer updating them on construction.  Meet and greets, at the site, where Dudek personnel are available at a table for the public to stop by and ask questions while receiving refreshments.  Create a Twitter account that is update with real-time construction activities.  Place information in the local paper. Each phase will have some key businesses/residents that will need special attention. Consequently, prior to starting construction, we will schedule a charette meeting with the contractor, GHD, and City to review and discuss each staging plan on each phase. So, for Phase 1 we will review any changes or modifications requested by the contractor and if GHD and the City agree, we’ll have GHD make the revisions on the plans and reissue them prior to starting and outline the necessary steps required for implementation. A phase-specific public relations program and a phase-specific public safety program including traffic control and pedestrian/bicycle safe route through the construction phases will also be implemented once the phases/stages are approved. Utility Coordination Meeting Prior to the start of construction, Dudek will meet with all utility companies in the field to review potential conflicts and the need for any potholing to verify locations, particularly for gas lines and fiber optic. These meetings will be conducted before the pre-con and the issuance of the Notice to Proceed (NTP), just in case there are any conflicts that could delay the project and require changes to the design. 2 Construction Phase Note: Once the above preliminary and coordination meetings have been completed and everything is a “go” for issuing the NTP, Dudek’s approach during construction includes the following. 2.1 Lines of Communication This project has three phases and it’s important that one CM is in control of all communications and manages all three phases. Our CM, will be responsible for the entire project to ensure consistency and he will have an inspector to manage the field activities. 2.2 Flow of Documents Dudek will work as an extension of City staff managing the flow of documents as shown to the right. The CM will be responsible for communicating with all team members and will be the point of contact for all paperwork and coordination required. Our CM will be the “hub of the wheel” directing and managing the construction project. Time is critical in construction, so timely management of the issues will keep the project on schedule. Access to the Site – Access to the site is limited to the various public streets. We will make sure that the contractor performs no illegal entrances on private driveways/ parking lots and will keep the area clean and protected against damage. We will video tape and document the condition of the existing roads prior to the start of construction. Streets must be kept clean and free of parked cars and delivery trucks. We will also make sure the contractor places sufficient advance warning signage before any work begins, as outlined in the contract documents. These signs must be installed well in advance of the start of construction. Maps of the approved roadways and haul routing shall be handed out to all employees of the contractor and the construction management team. 2. Parking and Staging Areas – Any staging areas need to be clearly defined, protected and delineated, and kept separate from the public. Signage and delineation from the public area must be maintained, as public safety is of utmost concern. We need to maintain a clear separation from public access to construction and will want to restrict and control traffic to approved areas. Areas must also be signed and controlled to separate public and construction traffic so that construction operations are completed safely. 3. Video Documentation of Existing Conditions – The contractor and construction management team will document existing conditions prior to the start of construction. Driveways, roadways, retaining walls, park trails, private property, and habitat shall be documented to record their conditions so that they can be returned to existing conditions prior to the start of construction or to resolve a dispute regarding damage caused by the contractor. We should consider joint pre-construction surveys with the property owners prior to the start of any construction. Also, survey monitoring requirements will be done per the contract. 4. Materials and Delivery Management – We recommend the contractor submit materials management plans prior to starting construction. These plans need to work hand-in-hand with the trucking operations for deliveries, excavation, backfill, and stockpiles that also outline the stockpiles for both for backfill material and the excess spoils that will need to be hauled off-site. 5. Restoration of Improvements – This step is extremely important as most of the disputes will arise from residents claiming their improvements were not returned to “pre-existing” conditions. Therefore, a detailed and complete documentation of existing conditions is a must. 6. Potholing – Prior to starting the project, the contractor shall pothole the existing utilities per the plans. The contractor shall allow a reasonable time for the engineer to make changes to the improvements, if needed. 7. Parking Enforcement – Dudek will work with the residents, contractor, and the City to ensure that “No Parking” instruction are clear and notifications are made well in advance so no cars are towed. On past projects, we have knocked on doors and searched out residents to avoid towing cars at all costs. 8. Confirming Topo – At the beginning of the project, our surveyor will confirm the accuracy of the existing topo so the contractor has no claim for differing site conditions due to topo discrepancies. Scope of Work and Work Plan Introduction As outlined in Section C – Project Understanding and Approach, our focus will be to review the documents and develop an understanding and work plans in five key phases prior to starting construction as follows: 1. Public Safety Work Plan a. Traffic Control Work Plan b. Pedestrian/Bicycle Safety Work Plan 2. Public Relations Work Plan/Program 3. Review Phases with Project Team 4. Utility Coordination 5. Survey Coordination From our initial review, the above five key elements must be discussed and reviewed by the project team (contractor, City and GHD) prior to construction and a work plan agreed to prior to starting construction. This will make sure everyone is on the same page and avoid surprises. Our approach is geared towards addressing all issues well before the contractor begins, and includes the following tasks. Task 1 Review the Contract Documents The first thing we will do is meet with the City and review the critical items along with the questions generated through our review of the contract documents. Dudek’s in-house experts that will be needed for this project are identified in our organizational chart. They will review their particular area of expertise and generate a list of concerns. The goal is to fully understand the project requirements and to ensure that they are implemented correctly and timely. Understanding and implementing the project requirements will be top priority, and if not implemented correctly, may stop the project. This is a critical first step to ensuring we understand the project leading to its successful completion. The second step will be to meet with GHD and the City to review any unresolved issues. Dudek has constructed over 20 road projects and will use this experience to prepare a list of questions to send to GHD through the City’s project manager. The peer review of the contract documents and questions are designed with the goal of being on the same page with the design team and the City to fully understand the requirements and to implement them in the field to meet the design intent. Once the meetings have been competed with the design team and City, and all issues have been addressed, we will have an informal meeting with the contractor prior to the preconstruction meeting to review the project requirements. The goal of this meeting is to solicit and flush out any issues the contractor has with the contract requirements. We want to address any issues prior to issuing the Notice to Proceed (NTP) so that the entire construction team (design engineer, environmental consultant, City, and construction manager) is on the same page prior to starting construction so we can hit the ground running and not stop until done. If the contractor has any issues, we want to know about them sooner rather than later. Construction Management and Inspection Services La Quinta Village Complete Streets Page 19 Task 2 Preconstruction Meeting Dudek will conduct the Preconstruction Meeting to outline contractual requirements, particularly special requirements. We will prepare an agenda for review and comment by the City one week prior to the meeting. Comments shall be incorporated and agendas shall be distributed to all meeting attendees. Dudek will be prepared to review the Contractor’s schedule and approach to the project. Following the meeting, we will prepare meeting minutes for review and comment by City staff. After incorporating comments, if any, we will distribute meeting minutes to all attendees. As discussed in the Introduction, we will not conduct the preconstruction meeting until the entire project team is on the same page regarding constructing this project. Once this has been established, the meeting can commence and concentrate on schedule and project communications. Task 3 Construction Management Dudek will coordinate closely with the City’s personnel, acting as an extension of staff for this project. Dudek will include in the scope of work sufficient time and budget to administer all CM&I services, as outlined in the RFP, and will include the following activities:  Prepare Daily Inspection Activity Reports to document daily start and stop times, size of Contractor’s crew, equipment used, visitors to jobsite, climatic conditions throughout the day, quantities of materials used, work accomplished, periods of Contractor downtime and cause, inspection procedures and results, and verification of compliance with the Contract Documents. All entries shall be dated and timed. Provide electronic copies of daily reports to the City on at least a weekly basis.  Ensure compliance with Contract Documents.  Observe the jobsite for compliance with safety requirements. Inform the City of any concerns or problems observed concerning site or job safety.  Verify that all deliveries and installation of equipment and materials conform to the Contract Documents and approved shop drawings.  Responding to inquiries regarding requirements of the Contract Documents  Monitor Contractor’s schedule and regular progress updates.  Take digital photographs during key points in the construction to document progress.  Provide daily communication and conferences with various parties including City, Engineer, utilities, and public relations to businesses/residents.  Review and respond to RFIs not related to design requirements and intent.  Generally review and process submittals (detailed review by Engineer).  Resolve conflicts.  Review change orders and provide recommendations. It is our intent to use logs and forms prepared in Excel or Word, as is being done on other current contracts. All RFI’s, submittals, PCO’s, CO’s, and other correspondence will be tracked using these programs. Each event will be tracked and recorded including dates when received from the contractor along with routing to completion of the issue. Schedules will be reviewed and tracked monthly. Schedule conflicts and irregularities will be checked to guard against delay claims. The construction management team will coordinate with the other team members regarding review of RFI’s and submittals to provide the City with cost savings through efficiency in review time. We will also coordinate with the City’s inspection and public relations staff to keep the City informed of progress at all times. Construction Management and Inspection Services La Quinta Village Complete Streets Page 20 Task 3.1 Weekly Jobsite Meetings Dudek will conduct weekly jobsite meetings to perform review of project progress, issues, and schedule. The primary focus of these meetings will be to proactively resolve any potential issues and review the Contractor’s planned work over the next two weeks. We will prepare agendas and meeting minutes for all meetings (minutes to be reviewed by City staff). After incorporating comments, if any, we will distribute meeting minutes to all attendees plus other City designated entities. Dudek will chair the meetings and prepare the meeting minutes as outlined above. The key to these meetings is to track the issues until resolution. Issues are left on the agenda until satisfactorily closed as agreed to by all parties. The issues are placed on the agenda and tracked using the “ball in court” reference to avoid confusion on responsibility to resolve. Task 3.2 Partial Payment Requests Each month, Dudek will review the Contractor’s partial payment request for work completed. We will ensure appropriate payment for the actual quantities of work completed. After we come to an agreement with the Contractor on quantities, we will provide all paperwork and recommend approval and payment by City. Dudek’s inspector will meet monthly with the contractor’s foreman to agree on the quantities of work installed that month. Once a “draft” of the progress is agreed upon, billing will be sent to the construction manager for verification and quality control. Once acceptable, the contractor will prepare a final progress billing that will be signed by the construction manager and submitted to the City for payment. Task 3.3 Document Control Dudek will maintain a comprehensive project record. As a minimum, the project record shall consist of:  Submittals and Submittal Logs  RFIs and RFI Logs  Proposed/Executed Change Orders and Change Order Logs  All written correspondence (letters, e-mails, etc.)  Inspection reports and photographs  Meeting agendas and minutes  Progress payment and backup information All documents shall be prepared and maintained in standard MS Office software, saved as .pdf files as appropriate, and primarily distributed electronically. Hard copies shall be provided as appropriate, or as requested by City staff. Task 4 Construction Inspection The inspectors assigned to the City will be on site daily during working hours and whenever work is performed outside of normal working hours. They will be available by cell phone whenever not at the site to answer any questions and resolve issues. The inspector will be the key point of contact for the contractor’s project manager and superintendent during the course of the work. The inspector will not direct the contractor’s work but will facilitate the contractor’s efforts by anticipating issues that might affect the progress of the work. Dudek employs a state -of-the-art photo documentation system using commercial -standard photo management software. Upon beginning each day's fieldwork, our personnel will dow nload the day's images from each digital camera to the computer network located in the field office. Using these images, the construction inspector will re view completed work with the City ’s plans and specifications. Construction Management and Inspection Services La Quinta Village Complete Streets Page 21 The inspector will examine the site daily, manage subconsultants, and attend weekly progress meetings with the contractor. One of the key activities is the weekly progress meeting with the contractor. This is where old and new business issues are discussed, such as action items developed, progress to date is reviewed in detail, a contractor’s three week look-ahead schedule is developed, and items from the City or other consultants discussed. If work is non-conforming per the specifications, the inspector will issue a written Notice of Non- Compliance report for any work installed by the contractor that does not comply with the project plans and specifications. This will require a written response from the contractor and the issue will be tracked weekly until it is resolved to our satisfaction. The inspector will also prepare a list of items for correction and redline as-built plans as needed. The inspector will assist with a submittal review meeting and with expediting the submittal turnaround process. They will conduct a submittal review meeting with the contractor for designated critical submittals to insure they are returned for prompt material procurement. Task 4.1 Inspection Forms / Checklist Documentation is critically important in construction and all communication will be provided to effected personnel in writing. Our inspectors maintain daily logs, complete incident reports, and photograph elements of a project. We assist the City with progress pay estimates, contract change orders, labor and equipment records, personnel records, and other general correspondence that will ensure the effectiveness of the projects. Task 4.2 Storm Water (SWPPP) PM-10 Inspection and Compliance The inspector will inspect the contractor’s SWPPP installation, erosion, tracking, potential discharges every day for compliance with the NDPES, permits and approved project SWPPP plan. The contractor will be notified immediately in writing of any corrections that need to be made. The inspector will stay up to date on all required reports and inspect the contractor’s SWPPP reports to ensure they are up to date and accurate. Task 5 Environmental Mitigation Measures/Nesting Bird Survey For compliance with the project environmental document, the Migratory Bird Treaty Act, and California Fish and Game Code, if construction activities occur during nesting bird season (approximately February 1 through August 31), potential impacts to active nests must be avoided. To avoid potential direct impacts to nesting birds, qualified Dudek biologists will conduct a nesting bird preconstruction survey within seven (7) days prior to construction activities. Construction activities must begin within 7 days from the date of the nesting bird survey or an updated survey will be required as new nests can readily be established within this time frame. Dudek has assumed three nesting bird surveys will be needed to account for the three phases of construction. Due to the timing of construction taking place during avian breeding season, there is a possibility of active nests being present. To minimize the potential for delaying construction, Dudek is including time to conduct nest monitoring in the event active nests are present during the preconstruction survey. Monitoring activities will include monitoring the nest as needed to ensure construction activities are not resulting in take or harassment of the nest and to determine when the nest is no longer active and the avoidance buffer can be removed. We have included up to 20 hours of monitoring for each phase for a total of 60 hours. Dudek will prepare a letter report for each phase of construction following each nesting bird survey to provide a summary of the site surveyed, the methods, the results, site photographs (minimum of two), and maps (Vicinity Map, Site Location Map). In the event active nests are observed on site, the report will include avoidance and minimization measures, and daily monitoring logs will be provided documenting compliance with the measures. Construction Management and Inspection Services La Quinta Village Complete Streets Page 22 Deliverables:  One electronic version of each draft Preconstruction Nesting Bird Survey letter report for Applicant review (1st survey event)  One electronic version of each final Preconstruction Nesting Bird Survey letter report (revised based upon one round of comments)  Electronic daily nest monitoring logs (as applicable) Task 6 Materials Testing Services Dudek will provide materials testing services to ensure the contractor meets all performance testing criteria in compliance with requirements of the Plans, Specifications, and Geotechnical Investigation Report. Dudek’s subconsultant, SCST, will provide materials testing in accordance with the City’s approved Quality Assurance Manual (QCP), California Department of Transportation, Construction Manual, Chapter 3 – Control of Materials, and Chapter 6 – Sample Types and Frequencies. Materials testing will conform to the requirements listed in the RFP. Task 7 Surveying/Construction Staking Dudek’s subconsultant, Hillwig-Goodrow, will perform the services outlined in the RFP and in accordance with California Department of Transportation, Survey Manual, Chapter 12. Task 8 Public Outreach Dudek will perform the services outlined in the RFP and as detailed in Section C, Pages 7-9 of this proposal. Task 9 Maintenance of As-Built Drawings Throughout construction, Dudek will maintain a comprehensive and accurate set of As-Built Drawings. At the conclusion of construction, we will collect the Contractor’s As-Built Drawings for comparison. After any discrepancies are reconciled, we will consolidate all changes into a single red-line set that will be turned over to the Engineer for the preparation of final Record Drawings. Dudek will monitor the contractor’s as-built set monthly and reconcile any discrepancies so that at the end of the project, the contractor’s as-builts are accurate and ready to be turned over to the engineer for drafting. Task 10 Project Closeout Dudek will perform the following minimum project closeout activities:  Comprehensive final inspection, in conjunction with City staff, for the purpose of preparing a final punch- list. Verification of contractor’s satisfactory completion of punch list work.  Assistance with resolution of any outstanding project issues (e.g. claims, time extensions, punch-list items, etc.).  Letter to the City recommending acceptance of the project and a substantial completion date.  Verification that final testing, clean-up, restoration, and demobilization are complete.  Comparison between pre-construction and post-construction conditions of the construction areas and access routes to ensure that all areas are returned to preconstruction conditions. Demonstration of proper restoration will need to be made to the City. As project manager, Mr. Litzinger was responsible for overall project success. Dudek provided construction management and inspection services for rehabilitating approximately 4 miles of streets within the City. Projects included removal of pavement, utility coordination, curb, gutter, repaving, cross gutters, and traffic control. Dudek provided regularly scheduled progress meetings to keep all involved parties up to date on project iss ues and to identify potential problems or design conflicts in advance of the scheduled work. Rancho Santa Fe Road Widening, City of Carlsbad, California. Mr. Litzinger was principal project manager and was responsible for providing construction management and inspection services on behalf of the City of Carlsbad. The project involved realignment and widening of approximately 2 miles of Rancho Santa Fe Road from 2 lanes to 6 lanes in Carlsbad, California. The project also involved the replacement of the Rancho Santa Fe Road Bridge at San Marcos Creek. Ongoing coordination between the City of Carlsbad, the City of San Marcos, and other private development projects was needed to minimize impacts to residents and commuters during construction of the projects in the area. In addition, Dudek biologists provided biological monitoring services during the construction. Water/Wastewater Water Recycling Demonstration Project, City of Anaheim, Anaheim, California. Mr. Litzinger was the project principal for Dudek on this project. Dudek provided construction management, inspection and initial operation services on this project. The project consisted of constructing a new state of the art 50,000 gpd treatment facility within 2,000 SF building constructed adjacent to City Hall that incorporated several treatment methods: membrane bioreactor, ozone and UV disinfection to treat raw sewage into title 22 recycled water for toilet and irrigation use throughout the City. The project also included the construction of new lift station and force main. Goleta Sanitary District (District) WWTP Expansion. Mr. Litzinger and the Dudek CM Team are currently providing construction management and inspection services for a $50 million upgrade to the District's wastewater treatment plant that services the cities of Goleta and Santa Barbara. The project is nearly complete. Dudek is currently providing closeout phase services on this project. Avenue 48 Wastewater Treatment Plant Expansion, City of Coachella. Dudek provided construction management and inspection of this 18-month, $30-million treatment plant expansion, which was funded by the State of California's Revolving Fund Program. Mr. Litzinger and his construction management team performed a constructability review for this project as well as managed the bid process on behalf of the City. Dudek’s construction QA (CQA) experts coordinated every aspect of the construction process with the contractor and provided inspection of all civil, structural, mechanical, and electrical/instrumentation work. Ramona Municipal Water District Construction Management Services. Over a 6-year period, Mr. Litzinger provided construction management services for over $30 million worth of Ramona Municipal Water District Capital Improvement Projects. These projects upgraded and expanded the District’s water system and increased capacity to higher elevations. Projects included: • San Vicente Storage Reservoir: 200-acre-foot earth-filled small dam • Mt. Woodson Reservoir: rehabilitation of 10 mg open reservoir involving several lining systems • San Vicente Treatment Plant: 150,000 gpd expansion • Dye Road Booster Pump Station: installation of new 75 hp booster pump station and associated Page 3 appurtenances • Dye Road Pipelines: 4 miles of 12- to 20-inch ductile iron, steel and PVC pipelines. Olivenhain Pipelines Phase II ($25 Million), San Diego County Water Authority. Mr. Litzinger was the project manager for the San Diego County Water Authority’s Olivenhain Pipelines Phase II project. This pipeline project included 11,288 feet of 78-inch buried welded-steel pipe and 11,500 feet of 48-inch buried welded-steel pipe. Specifications consisted of: • Isolation valve and blowoff pipeline appurtenances • Graded and improved access roads • Aqueduct connections to Pipelines 4 and 5 • Construction of three tunnels under the existing aqueducts • Removal and reconstruction of an existing 30-inch outfall sewer • Environmental mitigation requirements and protection of sensitive biological habitat. Imperial Water Treatment Plant Expansion, City of Imperial. Mr. Litzinger was project manager for the City of Imperial’s $15 million water treatment plant upgrade and expansion. The project doubled the City’s treatment capacity to 7 mgd and was constructed by a design build construction team. The project was one of the first of its kind using an Engineer, Procure, Construct (EPC) contract with a guaranteed maximum price. The project was completed on time, within budget, and free of litigation. Constructed facilities included: • Seven mgd water treatment plant and associated appurtenances • One 50 hp pump station • Rehabilitation of two steel water storage tanks • 24-inch PVC pipeline • SCADA system upgrade. Poway and Olive Street Pump Stations, Ramona Municipal Water District. Mr. Litzinger was responsible for construction management services for the Poway Pump Station and Olive Street Pump Station for the Ramona Municipal Water District. Construction management and inspection were provided for all aspects of construction, including grading, concrete, masonry, electrical, and instrumentation work. The Olive Street Pump Station is a new station that provides system pressure throughout the Ramona community. The station contains two new 40 hp and two new 20 hp vertical-turbine pumps. The Poway Pump Station is a high-pressure water booster station. This station included the installation of two new 900 hp vertical-turbine pumps into a building that was retrofitted to accept the new pumps. The pump station transfers water up a 400-foot grade to an open reservoir that serves the town of Ramona, California. Rancho Cielo Recycled Water Distribution System, San Diego, California. Mr. Litzinger worked as a project engineer for the design of a large water reclamation distribution system. The design consisted of a 70-acre-foot reservoir, three 1,000 gpm pump stations and 75,000 feet of 10-inch distribution pipe. His tasks on this project involved the preparation of detailed drawings for the pump station and pressure-reducing stations and the design, layout, sizing, and alignment of the distribution lines. He also prepared the hydrological calculations for two open reservoir spillways and the required calculations for the project’s irrigation demands. Parks/Golf Courses Alga Norte Community Park, Carlsbad, California. Mr. Litzinger was the project principal on the mass grading of the $40 million, 32-acre park project that will consist of a 50-meter competition pool, 25-yard activity pool, pool complex, administration building, baseball fields, skate park, dog park, basketball courts, restrooms and playground for the City of Carlsbad. The project required 220,000 CY of mass grading. Mr. Litzinger performed Page 4 constructability review of the project at the 100% design phase and is now responsible for oversight of the Dudek CM Team’s resources, including staff, sub consultant coordination, client liaison, budgeting and reporting to the City Council. Poway Swim Center and Community Park, City of Poway, California. Mr. Litzinger provided pre-construction services, construction management, and construction inspection services for the swim center and skate park at the Poway Community Recreation Facility. The City of Poway completely renovated the Poway Community Swim Center to rebuild a 10,000-square-foot, 800,000-gallon competitive pool and diving area. The existing pool was demolished down to the structural shell by carefully removing all existing tile and plaster. New construction consisted of plaster, tiles, concrete cantilever drain and decking system, inlet and outlet piping, pumps, motors, filtration system, heaters, and chlorine tanks. Specialty features included new disabled handicap lifts, starting blocks, aerial locators, and low and high diving boards. Dudek provided full-time construction inspection and construction management during all work, monitoring installation and workmanship quality, reporting all findings, and directing material testing, weekly site progress meetings, schedule compliance, change order negotiations, and final processing. The construction budget was approximately $520,000. The City’s new 20,000 -square-foot skateboard park contains three separate ramp/bowl depths, several grinding edges, and a staging area. It offers some great flow and transition skateboarding. Features of the park include a really fun reservoir section and a snake run leading into a 6 -foot-square bowl with a 6 foot - wide, 3-foot extension. The concrete is fast and smooth with perfect transitions. Skate park hobbyists rate this skate park as being in the top 20 skate parks in Southern California. The Crossings at Carlsbad Municipal Golf Course, Carlsbad California. Mr. Litzinger was the Engineer of Record and construction manager for the city’s $50 million golf course project. He managed three separate contracts – mass-grading – $10 million, golf course construction – $20 million, and clubhouse, maintenance, and restroom facility buildings – $20 million. As construction manager, he was responsible for contract administration, coordination of contractors, agencies, and key companies to complete the work within the predetermined timeline. Construction inspections are being provided at each phase of the project from early grading and storm drain installation to final course touches such as bridges and water features. The Carlsbad Municipal Golf Course was 17 years in the making due to permits required because of its prime coastal location and surrounding federally-protected habitat. As a result, an experienced and well-versed construction management team was needed to balance its scheduling and budgetary needs while working within resource agency requirements. The Bridges Golf Course. Construction manager for directing this $100 million project. It consisted of a 215- estate lot subdivision constructed around an 18-hole golf course in Rancho Santa Fe, California. Project improvements included 2,500,000 yards of grading, 800,000 yards of rock blasting, 4 miles of sewer and water pipelines, asphalt street paving, and construction of five 300-foot-span bridges. The project included waterline, sewer, and related facilities construction and relocation. Street Rehabilitation Program Phases 1 thru 6, City of Coachella, California ($2 million). Construction manager for this project. Project consisted of various street segments structural road section replacement, paving, curb and gutter and sidewalk throughout the City. Van De Graff Ave and Cole Blvd, City of Calexico, California ($1 million). Construction manager for oavement replacement, curb and gutter, raised median, electrical services, and traffic signals. Water/Wastewater/Recycled Water Projects Water Pipeline Extension for Medium Security Detention Facility, County of Imperial, California. Mr. Gallegos provided construction management services during installation of over 5,000 LF of 12” C- 900 PVC waterline. The project was a joint venture between the City of El Centro and the County of Imperial to provide fire flow and additional capacity serving the County’s new medium-security detention center and sheriff station. The project traversed several farm fields, subdivisions, a school, and existing roadways to “loop” the water system providing sufficient pressure and capacity to the facility. A key aspect was the constant coordination with detention facility and sheriff station personnel to allow access and temporary water service during construction. New 18” Water Line, Goleta Water District, California. Inspector for installation of new waterlines located in Hollister Avenue and Cremona Drive. The new waterlines serve The Village at Los Carneros development and consist of new 18” PVC water pipelines along with new services, valves, and tie-ins to existing facilities. He also provided inspection services during installation of new 54” steel pipe, valves to upgrade the water system to increase capacity to the new 18” PVC waterline. Most of the project was constructed at night because the streets are heavily used during the day. Mr. Gallegos monitored all aspects of construction, including traffic control, paving, and scheduling shut-downs. Wastewater Treatment Plant Upgrade Project, Goleta Sanitary District, California. Construction Manager for a $30 million upgrade to the District’s existing treatment plant project. Entertainment District Avenue 52 Sewage Pump Station, City of Coachella California. Construction manager for a $10 million pump station and sewer project consisting of a new 16-inch force main, a new 12-inch water line, 30- inch gravity sewer, a new pump station building, structural appurtenances, and site work, installing new pumps, motors, piping, valves, fittings and appurtenances, a new diesel engine generator, and a new electrical system. Construction Manager to replace two (2) miles 18-inch ductile iron pipe and appurtenances from the reservoir under Coachella main canal and I-10 to Avenue 48 Entertainment District. ($5M)  Water Reclamation Plant #2 Tertiary Membrane Filtration -- Updated the existing plant to incorporate a Zenon Filter membrane system to add 1 MGD to Reclaimed Water effluent we pumped to percolation ponds. It included the new filter structure all the associated piping, valves and appurtenances. 2- 350,000-gallon chlorine contact tanks and a new reclaimed water pump station were built in addition to a new genset, and new motor control centers. Eight new SCADA PLCs were added to the plants system as well as underground duct bank to accommodate future expansion. ($4.5M)  Water Reclamation Plant # 2 Tertiary Granular Media Filters -- The preconstruction phase of this project has been completed at this time. The project is scheduled to start in August of 2014. It will add 3MGD to the reclaimed water effluent that gets pumped to percolation ponds. It includes the main filtration concrete structure, back wash and flocculation basins, coagulant tanks, new Motor Control Centers, pumps, piping and valving and the construction of all support structures and pump houses. ($9.5M)  Water Reclamation Facility# 2 Headwork and Lift Station Upgrades -- The Sunkist lift station that serves the plant was taken out of service the wet well was recoated with Sancon, the pumps, piping and support structure was removed and replaced, the underground vault was removed and new above grade piping Page 2 and valving was installed, support structure was built so the piping could be run above the road to tie into the head works. A new bio filter was installed and new MCCs and sump termination panels were installed. ($1.8M)  Artisan Lift Station -- This project was built to accommodate the addition of 450 new apartments. It included a new 24 foot wet well, lead and lag pumps, yard piping and valving, a bio filter, new genset and fuel tank, MCCs, a SCADA tower, fencing and landscaping. ($1.5M)  Ontario Booster Station Upgrades -- This project involved the construction of a new pump deck above an existing Reservoir and repurposing the Facility to better serve multiple water zones. 8 new 300HP pumps were added, new MCCs, VFDs, Genset, ATS, site upgrades, fencing and multiple points of connection in the adjacent street. ($3M)  Chase Booster Station Upgrade -- This booster station was completely upgraded from the drive approach to the Structure itself. The MCCs were upgraded in the pump house and SCADA was installed. ($200K)  Lester Treatment Plant/Blend Station -- Multiple projects in this facility to upgrade the site, structures and included new SCADA, new piping and valving, flow meters, MCCs and upgrades to the chemical equipment area and recoating of the filter decks and storage reservoir. (Range $50K to 300K) Construction Manager/Owners Representative, City of Corona Police Department and City of Corona Parks and Recreation Department. This was Phase I of the Animal Shelter Project for the City of Corona that consisted of a new 6,000 SF animal control facility with new office space, indoor and outdoor kennel space, approximately 2 acres of site development with new utilities and parking areas, a separate building for euthanasia, and quarantine and extensive drought tolerant landscaping and site lighting. The second project was the conversion of the existing 72,000 SF Fender Music Museum to a new Community Center, including extensive structural modifications to build a full size indoor basketball court, addition of class room, fitness and children’s areas, new finishes inside and out and an extensive integrated sound, paging and life safety systems. Both of these projects were done concurrent – value for both was $5M. Construction Manager/Owners Representative, Valley Center Municipal Water District. Mountain Ave West Basin Final Design, Eastern Municipal Water District, Perris, California. Project engineer for the preparation of construction documents for a 50 acre recharge facility. The facility is located close the residential neighborhoods and a public park and well as critical transportation and utility infrastructure so reducing operational risks associated with the recharge facility was paramount. The project features 3 separate basin facilities – one for de-silting and flow distribution and two for recharge operations, capable of recharging up to 37,000 acre-feet per year. Mitigation and safety features for the project included rigid dust control measures, embankment slope lining with soil cement to reduce lateral transmission of recharge water and eliminate slope erosion, a perimeter berm to reduce aesthetic and noise impacts and reduce overflow potential, basin water level monitors tied into the SCADA system, and eleven groundwater monitoring wells around the site. Additional project elements included: · Rankine and Coulomb soil analysis to determine sliding and moment resistance against 12'Hx4'W cantilever retaining walls supporting 12-inch and 36-inch raw water inlet piping and 12'Hx11'W cantilever retaining walls at outlet structures; · Hydraulic analysis of 43 cubic feet per second to size 54-inch-wide weir gate with 6'W emergency overflow suppressed weir; · Calculate shear, moment and deflection loads required of maintenance access platforms to manually operate weir gates; · Size and detail structural support beams, channels, grating, embeds and clips for CAD designer. Coachella Canals Wasteways Improvements, Coachella Valley Water District, Coachella, California. Served as the project engineer for construction administration services the rehabilitation of four wasteway/evacuation channels, totaling 43,850 linear feet that drain the East Side Dike for the Coachella Valley Water District. The project included field investigations and non-destructive evaluation of the existing PCC trapezoidal channels; hydrology and hydraulic analysis of the aging channels to confirm their conveyance capacity using the latest hydrology methodology (versus original design methods); coordination of topographic surveys for the channels, as well as geotechnical investigations; preparation of recommended design details and cost estimates; and final Plan, Specs and Estimates document preparation. The final rehabilitation details included a mix of full structural section replacements, partial embankment and invert replacement, parapet wall replacement, concrete patching, and crack sealing. Midway thru construction the channel experienced two (2) unprecedented 200-year flood events brought on by hurricane Rosa and hurricane Santiago in October of 2018 resulting in channel collapse, scour, sediment transport and breach/failure of a 100-foot suppressed weir. Limits of repair within the Union Page 3 Pacific Rail Road Right-of-way were established and repair methods were designed and detailed. Tribal Hot Water Spring Bridge, Agua Caliente Band of Cahuilla Indians, City of Palm Springs, California. Served as a construction manager providing preconstruction efforts associated with the renovation of an historic aquifer (hot- water spring). Servicing the former Spa Complex for more than 50-years, the containment system collected this mineral water to be distributed among the treatment facilities. Deterioration of the structural support and containment ring required that it be removed and replaced without negatively impacting the hydrostatic equilibrium of the aquifer. A series of well-points and a cone of depression were introduced into the spring to allow dewatering of the site while maintaining the continual flow of the historic hot-water spring.
