The team successfully constructed a bypass, and the improvements will increase the capacity of the overcrossing and ramps in order to reduce congestion and accommodate projected development and growth in the area. A six-lane overcrossing bridge will be constructed on a new alignment north of the existing bridge. The project will reconstruct the interchange located on Interstate 15 at Cajalco Road in the City of Corona. The proposed improvements will increase the capacity of the overcrossing and ramps in order to reduce congestion and accommodate projected development and growth in the area. A six-lane overcrossing bridge will be constructed on a new alignment north of the existing bridge. The four existing ramps will be realigned and one new loop ramp will be constructed, for a total of five new and modified ramps. Mr. Abuelhassan is responsible for overseeing all construction activities along with performing all schedule preparation, review, and task analysis. The Project is currently 65% complete and is on schedule for completion by fall 2019. I-10/Jefferson Street Interchange Project, Indio, California: In the Capacity of Assistant Resident Engineer on this $50 Million Project, Mr. Abuelhassan provided Caltrans Oversight coordination activities and Caltrans Construction Manual Compliance Verification. Mr. Abuelhassan was responsible for the preparation of monthly progress pay estimates that ranged from $2 to $3 million each with all necessary back up documentation to ensure proper audit compliance and Federal reimbursement to Riverside County Transportation Department. This project consisted of: widening the existing structure for both west and east bound traffic; added a 5-foot bike lane and an 8-foot shoulder to improve pedestrian safety and tie in with the existing east and west bound approaches by widening the existing structures; and an installation of a water main on Foothill. Throughout the construction duration, one- way traffic was maintained on Foothill Boulevard, along with continuous access to the businesses and residents. This project was 100% Federally funded and was performed under close oversight from the Caltrans District 7 Construction Division. Southstar supported the City in the preparation of all invoicing and needed documentation of the Local Assistance Procedures Manual for proper reimbursement of funds. I-215 Widening - South, CITY OF MURRIETA In December 2010, the Riverside County Transportation Commission (RCTC) awarded a $15 million construction contract for the widening of six miles of Interstate 215 between Murrieta Hot Springs Road and Scott Road. Highway widening tasks started in April 2011 and the project was completed 18 months later, ahead of schedule. As prime consultant, Southstar successfully led the construction management team to deliver this important project. The project added one lane in each direction to create three northbound and three southbound lanes to six miles of freeway. Lanes were constructed along the freeway median to minimize project impact to the community and motorists. In addition, the project provided for the widening of the Keller Road Undercrossing, adding a median barrier, repairing existing pavement and adjusted the grade for improved drainage. Prior to bid solicitation, Southstar reviewed the design plans and provided suggestions to improve project staging that reduced the construction duration by four months. During this project, approximately 110,000 tons of hot mix asphalt (HMA) was placed under the then new Caltrans Section 39 Specifications for asphalt concrete. The total construction capital project cost was $31 million. This project was completed ahead of time and under budget with zero claims. This proposal is based on the requested scope of services in the Request for Proposal, Construction Management and Inspection Services La Quinta Village Complete Streets Road Diet Project (City Project: 2015-03) by the city of La Quinta. The Southstar Team lead by Mr. Abuelhassan will be responsible for providing construction management, inspection, survey, and material testing services. We understand the project is partially funded with State Only Active Transportation Funds, and therefore we shall document the Project construction and progress payments in sufficient detail to comply with Caltrans Construction Manual and the Local Assistance Procedures Manual (LAPM) requirements and as directed by the City Engineer. Our team has developed a work plan and a staffing plan that covers all project activities from start to successful completion. In addition, our team has developed a project schedule with the key construction activities that will drive the successful completion of the Project based on the estimated 360 working days and the provided construction staging plans. We understand that the City received Active Transportation Program (ATP) funding from the Cycle 3 call for projects to reimagine the transportation network around the La Quinta Village. We further understand that careful consideration was taken to develop a construction schedule based on the approved Stage Construction plans. The construction staging and schedule was developed to minimize impacts to the businesses and school during the season (November to April) and to minimize detours and closures to keep traffic flowing at all times. As such, the Project is broken down into three phases: • Phase 1: Calle Tampico (excluding the roundabout at Eisenhower Drive) • Phase 2: Calle Sinaloa/Avenue 52 • Phase 3: Eisenhower Drive Our team is not proposing any changes to the Project phasing since it has been shown to the public and business owners throughout the design of the Project. The same standard of care was taken when our team developed the project schedule and applied realistic, yet conservative, duration estimates on all key construction activities and realized a potential schedule saving of approximately 81 working days while maintaining all planned project phases. APPROACH The Project is proposed to be constructed in three phases split into 3 or four stages each. Non- conflicting work in subsequent stages may proceed concurrently with work in preceding stages, provided satisfactory progress is maintained in the preceding stages of construction. Per the “Stage Construction Plans” the construction Phases / Stages are covered in our proposed schedule. Our approach to implementing the specified scope of work is described as follows. PHASE I – PRE-BID REVIEW OF 100% PLANS, SPECIFICATIONS, AND ESTIMATE During this Phase, Mr. Abuelhassan will lead the team members and will be involved on an as needed basis to provide pre-bid constructability review services. These services will, at a minimum, include participation in a detailed independent review of the 100% PS&E package with an in-depth field review to determine constructability issues and include a detailed review of all available documents and reports on the Project. This involves the review of existing geotechnical reports and maps, proposed project schedule and number of contract days, site drainage adequacy, ADA compliance, permits and environmental commitment requirements, constructability and bid-ability, bid schedule, Engineer’s estimate, construction staging and traffic control plans. This detailed review will also include possible consolidation of construction stages to allow for early completion of the project. During Phase I, Southstar will also provide schedule management and monitoring. Southstar will maintain all project files in accordance with Caltrans guidelines and as directed by the La Quinta City Engineer, Mr. Bryan Construction Management and Inspection Services La Quinta Village Complete Streets – Road Diet Project 21 McKinney, P.E. PHASE II – CONSTRUCTION BID SUPPORT During this phase, Southstar will assist City Staff with the overall solicitation of bids, bidder’s questions, conduct pre-bid conference, bids review and recommendation of award, including detailed coordination of responses to bidders’ questions, review and discussions with applicable stakeholders and/or designer and preparation of necessary addenda to the project documents, as needed. As directed by the City, our team will perform bid analysis by reviewing all bids submitted for completeness, balance and responsiveness and if directed, will prepare a recommendation of award letter to the City. PHASE III – CONSTRUCTION SUPPORT This task includes, but it is not limited to, project management, construction administration, scheduling, resident project observation/inspection, and materials testing and source inspection services administration during construction. Construction management services shall be in accordance with City Guidelines and the Caltrans Local Assistance Procedures Manual, the Caltrans Construction Manual, Federal Highway Bridge Program Guidelines and the Caltrans Construction Manual Supplement for Local Agency Resident Engineer. The team will conform to the safety provisions of OSHA’s Construction and Safety Manual. A project specific safety plan will be prepared as-needed prior to start of construction and every team member will be required to read, sign and implement the Project Safety Plan. In addition, weekly tailgate safety meetings will be held for the Project team and topics relevant to ongoing and upcoming construction activities will be covered at those meetings. SWPPP | If needed, Mr. Abuelhassan will verify water pollution control regulations, erosion and sedimentation processes, BMP installation and maintenance, dewatering operations, sampling and analysis, contract administration for water pollution control, and reviewing storm water pollution prevention plans. Environmental Compliance | Mr. Abuelhassan will study and implement the Environmental Commitment Record (ECR) for the Project. The weekly reports will provide a summary of the activities completed the previous week, ongoing activities for the current week and scheduled activities for the following week. This report will also include any field conflicts and issues that may have arisen during the week. The monthly reports will describe the status of the project’s budget, schedule, submittals, change orders, claims in process and current and anticipated work progress and an extensive collection of colored photographs of all work operations in progress during the month. Coordination Meetings | During the preconstruction phase, subject to delegation of authority by the City, Mr. Abuelhassan will coordinate meetings with the City and the designer and all stake holders leading up to the final approval of the plans and specifications and solicitations of bids. Agendas of meetings will be prepared and distributed as well as meeting minutes. During construction, Mr. Abuelhassan will conduct weekly progress meetings with the Contractor to address the status of the project and project issues. The team will prepare and distribute agendas, minutes, and an issues log. The meeting will be attended by representatives from the City, Contractor, Caltrans, utility owners, and other stakeholders as applicable. Some attendees will not be required to attend every meeting and will only be invited when their respective input is required. During these meetings, the status of submittals, RFIs, CCOs and project issues will be reviewed and updated. Additional focused meetings will also be scheduled and conducted by Mr. Abuelhassan on as needed basis to resolve any constructibility and field operational issues. Submittals | The Southstar team will review project submittals, such as the Storm Water Pollution Prevention Plan (SWPPP), asphalt and concrete mix designs, excavation plans, falsework plans, shoring plans, shop drawings, material suppliers, material sites, etc. The team will also approve or recommend approval of, subject to delegation of authority from the City, other documents requiring review and approval. Requests for Information | The Southstar team will respond to Contractor’s Requests for Information (RFI) or forward them to the design engineers as deemed necessary. A weekly tracking report listing new, resolved and outstanding RFI’s will be prepared by the team and shared with the City and will be discussed at the weekly progress meeting with the Contractor. Follow up on all outstanding RFI’s will be conducted by Mr. Abuelhassan to resolve issues efficiently. Labor Compliance | If needed, the Southstar team will verify compliance with Federal and State labor laws by reviewing contractor’s certified payroll records, and performing worker interviews. Labor compliance is an important part of the Construction Manager’s effort to protect the wages, benefits and employment rights of staff on the project. Progress Payments | At the Direction of the city, the Southstar team will administer Contractor’s progress payments, based on measurements and quantities calculated in the field, subject to the City’s audit and delegation of approval. Team inspectors are required by Mr. Abuelhassan to prepare daily quantity sheets for all payable items installed on any given day. These quantity sheets will provide specifics on each pay item performed on that day with location and measured units in place. Project Schedule | The Southstar team will review and approve the Contractor’s CPM schedule, if applicable. Southstar utilizes the latest versions of Primavera and Microsoft Project scheduling software to review, monitor, and analyze the Contractor’s schedule. Monthly schedule updates will be reviewed against the project’s baseline schedule and progress will be verified and any potential issues causing delay to the project will be identified and mitigated. Document Control | Southstar follows a Caltrans compliant standardized filing and document control system. The team will document communications with the Contractor in correspondence and daily diaries. The team will receive all correspondence, prepare and transmit responses and coordinate with applicable parties as required. All project filing will be in compliance with the Caltrans Local Assistance Procedures Manual, Caltrans Construction Management and Inspection Services La Quinta Village Complete Streets – Road Diet Project 23 Construction Manual and with any City filing system requirements. Cost Reduction Proposals | The team will monitor and manage the initiation, preparation, review and justifications for project cost reduction proposals submitted by the Contractor, Design Engineer, City or Southstar to affect the most desirable benefit to the project. Any proposal will be thoroughly reviewed by the team and discussed with the City for potential implementation after establishment of merit and benefit to the City. Change Orders | Change Orders can be requested by the Contractor after the discovery of a field conflict or can be initiated by the City for a change of scope. The team will determine the merit, scope, estimated cost and schedule impacts to the project as a result of potential contract change orders requested by the contractor, and provide recommendations to the City. The team will also negotiate change orders as directed by the City in case there is addition or change in scope by the City. Claims | Southstar team members have successfully managed hundreds of projects without contractor claims. The team will ensure that excellent communication and working relationships are established at the beginning of the Project and will continue during the life of the project among all project stakeholders. The team will focus on solving and documenting issues to avoid the need for the contractor to file claims. In the event that claims become unavoidable, the team has the ability to tap into expert resources to eliminate or minimize impacts to the project’s cost and schedule. Construction Observation and Inspection | The Southstar team is comprised of seasoned construction management personnel with many years of individual experience on projects such as this one. In the field, our team will make all reasonable efforts to guard the City against defects and deficiencies in the Contractor’s work. The field inspector’s daily diaries will contain full documentation and photographs of the work performed. Consistent and accurate written and photo documentation of all field activities is of paramount importance in protecting the City against contractor claims and costly contract change orders. Field Inspection | Field Inspectors are the first line of defense on any construction project. It is important to have seasoned and experienced field inspectors to ensure the contractor’s compliance with the project plans and specifications and to provide a quality product to the City, and the motoring public. It is also critical for proper documentation of all field activities to maintain accurate measurement and payment records on all Contract Items. Our proposed construction inspector, Mr. Mike Smith, has completed complex projects of his own and has supported Mr. Abuelhassan in delivering multiple successful projects in recent years Drainage | Proper on-site drainage is critical for the safety of the public and the constructed facilities. It is very important to maintain working drainage facilities during construction to prevent flooding of the project site and to construct the new facilities with the ultimate conditions in mind. Mr. Mike Smith is deeply experienced in the construction of drainage facilities and systems in accordance with the Caltrans Standard Plans and the Green Book. PUBLIC OUTREACH Southstar is proposing public outreach support with unrivaled experience in community outreach and public education and awareness programs. Lead by Vanessa Barrientos, Bilingual, our team will provide community outreach and public meeting support for the project. Our team will ensure that accurate information regarding this project reaches targeted businesses and the community in a timely, cost-effective manner. Communication platforms are always tailored to the needs of the community and businesses. Our goal is to minimize the inconvenience of the community and traveling public as they all play an important role in the success of all projects. Communication and outreach efforts must keep in mind the diversity of stakeholders and ensure that methods of communication meet the needs of those individuals/groups. The Hispanic community in La Quinta is 34.3%. To be effective, communication must meet the audience directly, in a collaborative and approachable manner. Ms. Barrientos is Bilingual and will provide interpretation in Spanish, alternative Ms. Barrientos’s ability to communicate about design, engineering, traffic, and diverse communities makes her an asset throughout the life of the contract. 34% Hispanic Construction Management and Inspection Services La Quinta Village Complete Streets – Road Diet Project 24 language materials and presentation styles may need to be considered when communicating with some stakeholder groups. Ms. Barrientos is a seasoned award winning public outreach specialist with a broad background that combines Program Project Management (Caltrans), Traffic Management Coordination and Office Engineering services for state, County, Cities and body of Government Organizations. She successfully led a variety of public outreach campaigns most recently for the high-profile Caltrans I-5 Corridor Improvement Projects, a combination of 17 concurrent projects with multiple Traffic Management Plans (TMP) Caltrans Seniors, RE’s, Inspectors and Public Works Directors. She has proven abilities for managing complex, multi-objective projects with multidisciplinary teams and for designing and implementing outreach strategies that reach target audiences, especially participants with little or no tradition of participating in civic processes. Database | Developing and updating the database is an on-going effort that is valuable to every project. Our team strives to continue this effort through every communication with the community. Outreach Representatives request contact information and warrants their approval before including them in the database. In addition, emergency services, schools and local agencies are grouped together for on-going communication and coordination. Collateral Material | Collateral material is significant tool used to disseminate construction activities and message to the community. Our team developed understands City’s needs and have developed a series of material in both English and Spanish. Collateral material was distributed in all community events, local agencies, libraries, emergency services, schools, businesses and presentations. Public Information Officer’s reviewed and approved all informational material before printing. For example she developed/redesigned of the North Park-Uptown Projects Map: • Over 33 Projects: Design and Construction • Within 6 communities • Coordinated Quarterly Meetings with all PM’s for Schedules • Types of Projects: Sewer & Water Projects, Street Resurfacing Projects and Facility Upgrade Improvements. Utilized map during other project community meetings to show the public the multitude of projects in the area and closures Construction Alerts | Building relationships with the City Resident Engineer’s and the contractors are essential in gathering project progress information to disseminate to the corridor database. We will developed these relationships and receive weekly schedules outlining the next three weeks of construction activities. These schedules are reviewed, confirmed then Construction Notices and Closures List are developed. The Resident Engineer or Lane Closure System confirms all closures or activities before they are released to the public. Construction Management and Inspection Services La Quinta Village Complete Streets – Road Diet Project 25 Social Media | Media We live in a world that demands instant gratification when it comes to news, hence the popularity of Social Media and “virtual” venues (blogs, chat rooms, discussion boards, etc.). Social Media plays an integral role in all public outreach programs our team delivers. It is the quickest, most cost-effective outreach tactic in the industry. Social media outreach will also allow us to reach a vast amount of people in a short period of time, especially important during last minute construction activities. The implementation of social media will allow the client to further build brand loyalty, identify online audiences, ensure informed communities, and allow for relationship management. Our team’s approach includes Stage 1-Creation, Stage 2-Community Growth, Stage 3-Buzz Building and Stage 4-Metrics, per the direction of the City. Mobile Usage | Utilizing existing applications (apps) can be less cost- effective such as Waze, which currently has over 800,000 users feed project information directly to the app. Ms. Barrientos has experience in communicating and modifying Waze with short-term and long-term closures. She will work with the vendor eSolutions Group whom is a parent company of PingStreet throughout the development of the City of La Quinta App. Widgets | Nightly closures and detours can be plotted via Google Maps and include specific areas, closures schedules, as well as recommended detours. Activities will be updated in real-time and can be accessed by visiting a URL or posting a link via the project website. This interactive map is also easily accessible for mobile users. Experience Table | Below is a table demonstrating Ms. Barrientos’s experience providing similar services: Construction Management and Inspection Services La Quinta Village Complete Streets – Road Diet Project 26 Unmanned Aerial Vehicle (Drone) Integration | Using a state-of-the-art drone with a 15Mp camera, our certified pilot can fly the area of the project on a monthly basis to create an interactive 3D model of the workspace. From this model, we can generate a 2D orthophoto to scale, which can be printed or used as a scaled background image inside MicroStation. This technology improves communication, and reduces risks for potential schedule delays and cost overruns. These images are also helpful for public outreach to the local community, where we add labels to the various construction tasks underway, and post the images to the project website for the public. We also use the images to help eliminate or mitigate potential conflicts and miscommunication between the owners and the contractor. It is very helpful to always have a up-to-date and accurate aerial image of the project site. Ultimately, by reducing miscommunication risks, the project is more likely to be delivered on time and within budget. Our Project Manager, Jason Bennecke, PE, MBA, PMP has a license to be able to create these types of captures. SURVEYING Pre-Construction Activities | Prior to the start of any construction project, it is most important to verify that the survey control to be used is verified for quality, accuracy and precision. This involves both horizontal and vertical control. DEA surveyors will verify the survey control for this project by occupying all primary and supplemental survey control set during the design phase. Pre-Condition Survey | Documenting existing conditions prior to construction is an essential tool in minimizing costs for design changes, potential construction claims and final closeouts. This data can be captured from the existing road alignment, tied to the project corridor control and then utilized in determining pre-construction existing earthwork, potential impacts, conflicts and changes in design. This data can be mapped, reviewed and provided to La Quinta and the CM team as a continuous source of design level accuracy for construction validation and claim support throughout the duration of the project. It will be most important for this project to confirm existing or proposed right of way limits to support the construction of the traffic calming and road diet improvements. The survey group will review these existing and proposed right of way limits and advise the city and CM team of possible encroachments of these planned improvements. Construction Surveying | Preserving centerline monuments and other surveying points of control is a required task to be performed prior to and upon completion of all construction activities. This requirement to locate corners and monuments that may be destroyed in the project construction limits, also require the surveyor to document said findings by preparing a Corner Record document or Record of Survey Map and have it recorded or files with the County of Riverside. DEA will perform this requirement for pre and post construction monumentation preservation and file a Corner Record or Record of Survey Map for compliance with the California Business and Professions Codes. DEA understands the process required by the agency for compliance with the appropriate standards and specifications necessary for providing construction survey services. In addressing the methodology for a typical construction staking project, DEA understands that the Caltrans Survey Manual and the Standard Plans and Specifications for Public Works Construction (Greenbook) are the governing documents by which all surveying services will be performed. DEA will follow the local agency standard in the event the agency has a preferred and documented procedure for construction survey staking. Construction Management and Inspection Services La Quinta Village Complete Streets – Road Diet Project 27 DEA understands that the construction manager on the project is our primary contact and the only person authorized to approve contractor staking requests. Any requests for re-staking or possible out of scope services will be discussed with the resident engineer and require written authorization to proceed. Any requests for staking from the contractor must be approved by the resident engineer. DEA also understands that safety is a major concern for this project and thus conducts daily tailgate safety meeting at the project site. The purpose for these meetings is to address changes to site conditions that may affect the safety of field personnel as well as to administer best safety practices for the day. Underground Utility Validation | As an optional task, the DEA team can utilize advanced subsurface 3D radar tomography technology to validate the underground utility design. By deploying 3D radar tomography and other geophysical equipment, underground utilities can be detected, located and mapped to produce a 3D validation utility map. This alone will be proven to be of significant value to accurately identifying utility challenges within the project limits. ENVIRONMENTAL ECORP provides comprehensive management of environmental impact documentation projects, as required by the California Environmental Quality Act (CEQA). Staff project managers can provide agencies with the expertise to determine the appropriate CEQA document for each project. After the appropriate document has been determined, either by the agency or with assistance from ECORP, we can provide management and analysis services to complete all levels of CEQA documentation, from Categorical or Statutory Exemptions to Environmental Impact Reports. We can also prepare supporting documentation, such as CEQA Notices, Findings, and Statements of Overriding Considerations. MATERIALS TESTING SCOPE OF WORK Assigning and Scheduling of Staff | Selecting the appropriate inspector or technician for a project is one of SCST’s highest priorities. SCST will provide multi-carded inspectors or technicians whenever possible. We utilize Agile Frameworks MetaField® V2.15 software for efficient scheduling and managing of field, laboratory, and office personnel. The daily schedule is available to all personnel, enabling us to maximize staff utilization and avoid duplication. Testing, Field Work, and Deliverables/Reporting | The assigned inspector or technician will report to the appropriate on-site contact and sign-in if necessary. They will meet with the City’s designated representative to review the approved plans and specifications, and to assure that these documents are clearly understood and the client’s and city’s needs are being fully addressed. The inspector or technician will perform the required inspection and/or testing service in accordance with the approved project drawings and specifications. Any required samples will be procured, labeled, electronically logged, and scheduled for pickup. Our field representative will document findings or test results with a report of their daily activities and the status of compliance with project requirements, and present the report or results to the client and/or city’s designated representative for a signature. The signing representative, SCST’s project manager and any pertinent project team members will then automatically receive an email copy of the report or results. Notification of any non-compliant work will be noted and clearly reported to the client and/or city’s designated representative. SCST also utilizes MetaField for our field reporting and testing, which allows us to upload daily reports and testing results to a central database from the field via cell phone where they are reviewed by the project manager. Information is then digitally signed and forwarded to the client, or accessed by the client via a customer facing portal via the cloud. Field inspection reports are typically available the same day. Samples are delivered to SCST’s laboratory and are scheduled for testing at required dates by the appropriate testing methods. Test results are forwarded using MetaField to SCST’s project manager for review and distribution. Should testing result in non-compliance, the designated client/city representative is notified immediately and a log of non-conformance is automatically tracked per project using the MetaField system Construction Management and Inspection Services La Quinta Village Complete Streets – Road Diet Project 28 Final Report/Deliverables/Closeout | As the construction contract enters the completion phase, SCST’s team will work with our client to develop a functional closeout plan. We will use our experience to identify remaining inspection requirements, and submit final reports in a timely manner. In order to expedite the final reports, our field daily reports and laboratory test results are automatically filed and reviewed throughout the duration of the project. Daily reports and all laboratory test results are compiled into a Final Construction Quality Assurance report that displays all field inspection reports, batch plant inspection reports, laboratory testing reports, and a summary of the field density tests performed on the project. The final report can include any information requested by the client, such as technician’s names, certifications, or laboratory certifications PHASE IV – POST CONSTRUCTION SUPPORT Southstar will perform all construction management and administration necessary for closing out the project to ensure contract compliance and Federal reimbursement as outlined in the Caltrans Local Assistance Procedures Manual. We understand that the City desires the closeout period to be concluded within a reasonable duration from completion of construction activities. The following is a brief description of some of the major aspects of this work: Item Close-Out | All open contract items will be closed out and balanced. Item overruns and underruns will be resolved with the Contractor. Contract Change Orders to adjust item prices will be created if necessary. Claims Report | Mr. Abuelhassan will prepare a Claims Report for each claim that is outstanding and unresolved at the end of the construction project. Claim Reports shall be in accordance with the Caltrans Construction Manual. Proposed Final Estimate | Mr. Abuelhassan will prepare the Proposed Final Estimate and obtain Contractor’s concurrence. This document shall be provided after resolution of any open claims. Project Report | Mr. Abuelhassan will create a Project Report that identifies the construction of the project, the final cost of construction including construction management and administration, a list of all Contract Change Orders, a list of Construction Claims and the result of each after resolution, and photo and video documentation of construction. As-Built Drawings | The Southstar team will maintain a red-lined set of “As-Built” plans in the construction field office documenting as-built conditions. At the end of construction, our team will coordinate with the Designer on the preparation of a set of original structure tracings with As-Built corrections in accordance with Caltrans Local Assistance Procedures Manual. As-Built plans for roadway items shall be in accordance with Caltrans standards. As-Built drawings will be reviewed to confirm all changes to the plans are accurately documented. Following the review, they will be transmitted to the designer to be updated into the electronic plan set with Mr. Abuelhassan’s signature and transmitted to Caltrans for archiving. Project Files | Project files will be transmitted to the City, along with a final project report. Project files will be neatly arranged, labeled and boxed for storage. Project Close-Out | The Southstar team will deliver a final completed project to the City and Caltrans which is in compliance with the plans, specifications, and estimate (PS&E) package, and all applicable codes, permits and standards. The team will perform final inspections and issue punch-lists of incomplete work, monitor punchlist completion, coordinate final project walkthrough and acceptance with the City, Caltrans and other stake holders, coordinate final release of all project permits, close out the project’s files and turn them over to the City with the project’s as-built plans and work with the City in coordinating, completing and filing all invoicing and necessary documentation to ensure proper and full reimbursement of funds. The La Quinta Village Complete Streets project provides a unique set of challenges created by the disruption of neighborhood streets, businesses and residential housing within the project site which creates the need for increased coordination and outreach to the residents and businesses. As such, we take ownership of the project and assure that all stakeholders concerns are listened to and addressed and foster a working relationship with all parties to deliver a successful project. The Southstar team has reviewed the Project plans and developed a project schedule for the critical project activities. The attached project schedule shows critical activities that will drive the successful completion of the project. Meeting the project schedule will be dictated by prompt submittal of specified plans and documents by the Contractor and their subsequent review and approval by all appropriate stakeholders. The Southstar team has identified blocks of time within the schedule where the contractor can overlap Stages A, B, C and D activities within each of the three construction phases, and applying realistic construction durations for each one of the key controlling operations. With this overlap of activities, and applying realistic, yet conservative, activity durations, Southstar anticipates the overall duration of Project construction can be reduced to 279 days. Almost four months less than the proposed 18-month duration. Project Schedule is attached on the following page. Construction Management and Inspection Services La Quinta Village Complete Streets – Road Diet Project 33 PROJECT CONTROL METHODS IDENTIFIED Quality Control | Southstar ensures that only quality work will be performed by the team. The team is fully trained and prepared for the assigned work. Standards of quality are thoroughly discussed, including the expectations of the City and the requirements of the project’s Plans, Specifications and Construction Manual. Proper inspection will yield expected quality of materials and workmanship along with the proper testing of the materials both prior to and after entering the work. Careful inspection prevents work from being re-done hence, assisting with meeting both schedule and budget. Southstar’s Quality Control starts with hiring and selecting highly experienced and proven staff for construction management and inspection. Southstar independently performs quality assurance (QA) reviews of the Project documents and all its files to ensure that the team is accurately documenting the work and have all of the quality processes in place including test results, daily reports and back-up for estimates and monthly progress payments to the Contractor. Mr. Philip Hannawi, PE, QSD a seasoned transportation veteran with over 30 years of experience will be Southstar’s Quality Assurance Manager. Mr. Hannawi will perform regular process reviews and document control audits of the project, to ensure compliance with Caltrans and FHWA requirements. Mr. Hannawi will also maintain evidence the Quality Control Plan is functioning should the City request verification. Schedule Control | Schedule control starts with the Contractor’s submittal of a baseline construction schedule, approval of the schedule and the subsequent schedule updates. Once these activities are approved, they will be checked against actual activities in the field and any discrepancies will be noted. The Contractor will be required to submit a narrative for all changes in the monthly schedule updates and the Southstar field team will carefully scrutinize them. The team will also require the contractor to provide a 2-4-week look-ahead schedule that will allow for weekly planning of inspections, material testing and for planning off-site inspections, if needed. All of these issues will be discussed in the weekly meetings with the Contractor. To avoid a project schedule impact, it is critical to conduct early coordination meetings with utility owners to ensure timely relocations of utilities before and after the start of construction. Southstar will also review the contract documents and identify long lead materials to ensure that their procurement and delivery are performed diligently. Budget Control | Realizing and documenting construction issues early in the project as they arise and resolving them is every team member’s responsibility, particularly the inspectors in the field. Each month, the team will prepare progress payments for all work completed by the Contractor for review and processing by the City. The team will also review progress reports and inventory of materials-on-hand. Effective change order administration is imperative for controlling cost and schedule on any construction project. The goal is to provide timely direction to the Contractor while assuring that the costs of changes are fair and reasonable to both the Contractor and the City. The Southstar team has an excellent record of resolving construction issues at the lowest possible level and prior to completion of the project. The team is skilled at examining issues and maintaining detailed project documentation which mitigate potential claims by the Contractor.
