Civil Design – Southstar offers a full range of Civil Design experience, including highway, local streets and
roads, bicycle and pedestrian facilities, storm and sanitary sewer and grading. Our many years of
experience encompasses design requirements of Caltrans and many Southern California municipalities.
Southstar’s engineers apply decades of project design experience to efficiently address the project
needs and priorities, identify and address potential hurdles and avoid common pitfalls. Our team will
work closely with City staff to identify opportunities for new innovations, alternative methods and
materials to produce sound, value‐engineered solutions. Southstar’s proactive, focused approach
results in superior projects delivered on schedule and within budget.
Project Management – Southstar’s project managers have successfully delivered billions of dollars in
public works projects. Leading multi‐disciplinary teams to accomplish a singular goal, Southstar
Engineering staff members pride themselves in effective Project Management. From project inception,
through project completion, the Southstar team has the skills necessary to provide the leadership and
organization necessary to complete projects on time and within budget. Our experience includes: Major
highway and bridge projects for Caltrans, railroad grade separations, street widening, extensions, and
pavement rehabilitation for local municipalities, storm and sanitary sewer extensions and capacity
improvements, utility relocation coordination, right of way acquisition, environmental documentation,
and grant applications and funding requirements.
Municipal Background – Many of our staff members are former City or County employees that are very
familiar with municipal projects and the organization and structure of a City. Having resolved countless
challenges in the past and with the ability to successfully lead Project Management teams, we consider
ourselves facilitation and problem‐solving experts with a proven track record of providing timely and
effective results.
Productive from Day 1 ‐ The Southstar team does not require a learning curve. We have a successful
history working in RCTC, RCTD, Caltrans Districts 7 & 8 and many Cities and municipalities throughout
the region. We know the standards and protocol, and are ready to go to work on the first day, saving
public resources.
Tools and Processes ‐ Our team is well versed in construction and project management tools and
processes, as well as experts in the Greenbook, Caltrans LAPM, HDM, and the Right of Way Manual. We
are able to understand and recommend solutions for any of the issues that may affect a City’s project’s
scope, budget, and/or schedule and efficiently implement the approved solution.
Demonstrated Commitment ‐ Our past performance on our successfully completed projects is an
indicator of our Team’s ability to respond to the City’s needs at a moment’s notice.
Flexibility ‐ The Southstar team members have demonstrated the ability to professionally work on any
task assigned at any time. We have also accommodated all Task Order requests from the City, and would
continue to accommodate, the needs of the City for any given task order.
Community Development Block Grant (CDBG) Projects – The Southstar team members have been
involved in the development and construction of many CDBG projects. Team member activities included
management of project development and design phase. It also included construction contract
administration and inspection of other CDBG projects and similar capital improvement projects such as
the Phase II Residential Street Improvements for the City of La Mirada, the Niagara Avenue and Athol
Street Improvements for the City of Fontana and last, but not least, the various I‐5 Construction Traffic

Mitigation Projects for the I‐5 JPA and the Cities of La Mirada, Norwalk and Santa Fe Springs. Also,
several Southstar employees have worked on design and construction inspection of CDBG projects at
the City of Riverside.
The Southstar team has extensive knowledge of the Local Assistance Procedures Manual, or LAPM,
which describes the processes, procedures, documents, authorization, approvals and certifications that
are required in order to receive federal‐aid and/or state funds for many types of local transportation
projects. Southstar has helped many different local
agencies utilize the LAPM on an extensive list of projects.
Familiarity and Experience with Caltrans and Greenbook
Standards – The Southstar team has wide range of
knowledge of Caltrans and Greenbook Standard Plans
and Specifications as they relate to Public Works
Construction Projects. Our team of professional
engineers and inspectors have a broad range of
experience as illustrated in the resumes included in this
proposal.
QUALITY ASSURANCE/QUALITY CONTROL
Southstar has a proven track record for successfully delivery and managing a wide variety of projects
throughout Southern California. As professional project managers, we understand the challenges
associated with project delivery, and will ensure that all project deliverables have been reviewed to
ensure that quality products are being produced. We will make certain that projects are meeting the
schedule requirements, based on earned value and expenditure rates projected during the project
scoping, and recommend corrective action, when appropriate. We will closely monitor expenditures to
minimize risk to the budget.
Southstar will utilize Project Management Institute (PMI) methods, including the techniques found in
the Project Management Professional (PMP) toolbox. These PMI methods are applicable to any type of
project including this Capital Improvement project and the needed PM Expertise.

AMR ABUELHASSAN, MS, PE, QSD
Project Manager / Administrative Support
Mr. Abuelhassan brings over 22 years of experience in project management,
construction management, and civil engineering. His construction management
and administration experience and knowledge provide a solid foundation for the
delivery of projects from inception to completion of construction. Mr.
Abuelhassan’s experience includes working for Caltrans District 8 delivering projects
on various routes within the District as a Project Manager and as a Resident
Engineer. Mr. Abuelhassan’s experience also includes working for the County of
San Bernardino Department of Public Works as a Resident Engineer where he
performed the duties of construction manager on several successful projects.
During his tenure as Resident Engineer at the County of San Bernardino
Department of Public Works, Mr. Abuelhassan delivered the largest transportation
construction project in the County’s history, Ft. Irwin Road Widening and
Rehabilitation Project.
Project Experience:
I‐5 Widening Construction Traffic Mitigation Projects‐ JPA
As Project Manager and Construction Manager for Southstar Engineering and
Consulting, Inc., Mr. Abuelhassan, provided project and construction management
services on the I‐5 Widening Construction Traffic Mitigation Projects. Mr.
Abuelhassan delivered Project Management and Construction Management and
Inspection services on a group of traffic mitigation projects within the Cities of La
Mirada, Norwalk and Santa Fe Springs on time and under budget. Tasks included
the delivery of a group of rehabilitation and signal projects from the scoping phase to construction
completion and JPA reimbursement by the Los Angeles County Metropolitan Transportation Authority.
Major tasks performed by Mr. Abuelhassan included Scoping, Cost Estimating, Scheduling, Budget
Management, Preparation and tracking of monthly invoicing to MTA from all Cities, Consultants and
vendors involved, Coordination activities among cities of La Mirada, Norwalk, and Santa Fe Springs,
Soliciting proposals from and managing design consultants, Soliciting bids and managing construction
contracts and Working with LACMTA to ensure I‐5 JPA Project Reimbursement.
Adelfa Drive and Foster Road Street Rehabilitation Project, La Mirada, California
Mr. Abuelhassan served as Project Manager on this $1.2 million Street Rehabilitation project which
included Cold Mill of existing roadway surfaces and overlay, removal and replacement of PCC curb and
gutter, removal and replacement of PCC sidewalks, remove and upgrade existing ADA ramps for
pedestrians with the installation of Truncated domes, removal and replacement of existing driveway
approaches, removal and replacement of existing cross‐gutters. Utility Work included coordination with
local utilities for adjusting of all manholes, gas valves, and water valves to proposed grades. Signage,
striping and traffic loops were completed per Caltrans Standard Plans. During this Project, heavy
coordination activities took place with La Mirada High School Management to make sure that
construction activities did not impact school activities and daily functions. This project required strict
adherence to the project schedule to meet strict funding deadlines. By working closely with the City and
Contractor, Southstar was able to deliver within schedule and budget.

I‐5 JPA Construction Mitigation Project, Project 100, City of Norwalk, California
Mr. Abuelhassan served as Project Manager and Construction Manager on this project which
included resurfacing and reconstruction of asphalt pavement, replacement of damaged curb, gutter and
sidewalk, installation of new ADA compliant wheelchair ramps, modification of existing medians,
construction of new traffic signals, modification of existing traffic signals, and new and modified
striping to improve traffic flow on various roads and intersections throughout the Cities of Norwalk and
Santa Fe Springs. Mr. Abuelhassan’s work started from the Project scoping stage through Design stage
and Construction completion.
Los Alamos Road Overcrossing Bridge Replacement, Murrieta, California
Mr. Abuelhassan served as Resident Engineer and Office Engineer for this project. The Los Alamos Road
Overcrossing Bridge Replacement Project consisted of the reconstruction of the existing two lane
bridge overcrossing Interstate 15 with a four‐lane higher profile bridge over the freeway. The project
was built in two stages with three standalone structures that connected with two closure deck pours.
The total capital cost of the Project was $10,000,000.
Fort Irwin Road Widening and Rehabilitation Project, Barstow, California
Mr. Abuelhassan served as Resident Engineer (construction manager) for this project and was
responsible for widening and rehabilitation of the only paved route between I‐15 and the National
Training Center for the United States Army at FT. Irwin. This 23 miles long project is the largest
transportation construction project in the history of the County of San Bernardino, Department of Public
Works. The project included the removal and export of over 400,000 cubic yards of excess soil, the
placement of about 160,000 tons of asphalt concrete, the installation of about 47 miles of tortoise
fencing and construction and improvement of numerous drainage systems along the road, all within an
environmentally sensitive desert tortoise habitat. Because of Construction Staging changes that Mr.
Abuelhassan initiated on this Project, the County realized a cost savings of approximately $3 million and
schedule savings of 1 year.
State Route 91 Auxiliary Lanes Project, City of Riverside, California
Mr. Abuelhassan served as the Caltrans resident engineer (construction manager) for this project and
was responsible for the construction of five auxiliary lanes on State Route 91 through the City of
Riverside. The project included over 100,000 cubic meters of roadway and structure excavation, one
million kilograms of reinforcing steel, 10,000 cubic meters of structural concrete and 20,000 cubic
meters of Portland cement concrete pavement placed on the project.
I‐215 Widening – South, Riverside County, California
Mr. Abuelhassan led the Construction Management and Administration team in the delivery of this
Project. This includes inspection, materials testing and surveying staff. This is the southernmost
project of a 29.25‐miles stretch of freeway that RCTC—along with its project partners—widened to
reduce traffic congestion and delays, conserve gasoline, improve air quality and enhance the
movement of goods through the region. The six‐mile long project added one lane in each direction
creating three northbound lanes and three southbound lanes to this section of freeway. Widening
occurred in the current freeway median, which minimized the project’s impact on the community and
motorists during construction. In addition, the project widened the Keller Road Undercrossing, added
six miles of concrete median barrier, repaired existing pavement and adjusted grading and drainage.
The total construction cost is approximately $17 million. This project was completed on time and
under budget and with zero claims, at the end of September 2012.

PHILIP HANNAWI, PE, QSD
Project Manager / Administrative Support
Mr. Hannawi is a Professional Civil Engineer in the State of California with over 36
years of experience in project management, municipal civil engineering, and
construction management. During his tenure with the City of Riverside, Mr.
Hannawi held the positions of Associate, Senior, and Principal Engineer, ultimately
being assigned as the Engineering Manager of the Public Works Department Capital
Projects section. He has been the designer, project manager and construction
manager for numerous street widening and extensions, grade separations,
pavement rehabilitations, sewer, storm drains and airport projects
Project Experience:
Streeter Avenue Grade Separation ‐Riverside, California
Mr. Hannawi served as Assistant Resident Engineer/Office Engineer for this project.
The project consists of construction of a railroad bridge, a highway bridge, utility
relocations, extensive earthwork and construction of a storm water pump station.
The project included extensive coordination with Union Pacific Railroad. The total
construction cost was estimated at $17 million.
I‐215 Widening – South, Murrieta, California
Mr. Hannawi served as Assistant Resident Engineer/Office Engineer for this project. This project
provided for the widening of six miles of Interstate 215 between Murrieta Hot Springs Road and Scott
Road. One lane was added in each direction completing three northbound lanes and three
southbound lanes along this section of freeway. The total construction cost is estimated at $16
million.
I‐5 JPA Construction Mitigation Project, Project 300, La Mirada, California
Mr. Hannawi served as Resident Engineer for this project. Project 300 in La Mirada included resurfacing
of asphalt pavement, replacement of damaged curb, gutter and sidewalk, installation of ADA wheelchair
ramps, modification of existing medians and modification of traffic striping to improve traffic flow for
multiple street locations.

Over 22 years of experience in design, construction and project management of public works projects.
Extensive experience in Local, State and Federal procedures required for delivery of multi‐million dollar
projects such as freeway interchanges and grade separations with full understanding of Caltrans and
railroad procedures for all phases of design and construction of these projects.
1989‐1998: Design Engineer for numerous Capital Improvement projects including street, sewer, storm

2001‐2011: Principal Engineer/Engineering Manager for the Engineering Division. Mr. Hannawi
supervised two design squads with staff consisting of two Principal Engineers, two Senior Engineers and
up to twelve Associate Engineers, Technicians and Engineering Aides. Managed several design contracts
involving coordination with Caltrans and Union Pacific/BNSF Railway Companies. He was responsible for
applying for and securing several Federal and State grants for public works projects.
Related major projects include:
Arlington Avenue Grade Separation: Responsible for the design and construction management of
this $12 million federally funded project. The project consists of design and construction of two
railroad bridges, utility relocations, extensive earthwork and construction of storm water pump
station. Responsible for coordinating activities among six contractors working simultaneously on
the construction of the project.
University Avenue Improvements: Designed phase 1 and supervised the design of phases 2 and 3 of
this $8 million University Avenue Improvements project. The project includes street widening,
median construction, decorative sidewalks and crosswalks and extensive landscaping. Coordinated
the design and construction of the University Avenue/ State Route 215 eastbound on‐ramp with
Caltrans.
Backup Power/Cogeneration project: Managed this $10 million construction contract for a 3.3 MW
electric power plant using landfill, digester and natural gas in the Riverside Water Quality Control
Plant.
State Route 91/La Sierra Avenue Interchange Reconstruction: Responsible for managing the design
and delivery of this federally funded $38 million project. The project consists of replacement of the
existing SR 91 freeway interchange and railroad overpass at La Sierra Avenue and the BNSF Railroad
with two new six‐lane bridges and wider on and off ramps. The project required extensive
coordination with Caltrans and BNSF.
State Route 91/Van Buren Boulevard Interchange Reconstruction: Responsible for managing all
phases of design and delivery of this federally funded $44 million project. The project consists of
replacement of the existing SR 91 freeway interchange at Van Buren Boulevard. The project required
extensive coordination with Caltrans throughout the project approval and environmental document
(PA&ED), right of way and the Plans, Specification, and Estimate (PS&E) phases.
Responsible for managing the design contracts for the following grade separation projects:
Jurupa Avenue Grade Separation at BNSF Railroad Crossing ($27 million)
Streeter Avenue Grade Separation at Union Pacific Railroad Crossing ($37 million)
Riverside Avenue Grade Separation at Union Pacific Railroad Crossing ($30 million)
State Route 91 Eastbound Auxiliary Lane: Responsible for managing the consultant contract for the
design of the State Route 91 Eastbound Auxiliary Lane between La Sierra Avenue and Tyler Street
project. Worked closely with Caltrans to coordinate the design and deliver the project.
Sargent & Lundy – Consulting Engineers (1984‐1988): Three years of experience in advanced seismic
design of nuclear power plants including design of steel, reinforced concrete and masonry components.
He supervised a design squad consisting of up to thirteen Structural Engineers.

L.F. (SANDY) CALDWELL, PE, QSD/QSP
Project Manager / Administrative Support
Mr. Caldwell has over 36 years of experience 30 of which was with the City of
Riverside's Public Works Department. During his tenure with the City he was
involved with over 400 transportation, storm drain, and sanitary sewer projects as
project manager, designer, engineer in responsible charge, and for many projects
construction manager. Many projects were federally and state funded requiring
coordination with the Federal Highway Administration, Caltrans, and Riverside
County Transportation Commission.
Project Experience:
Program Construction Management for the State Route 91 (SR‐91) Corridor
Improvement Project, Riverside, California
Mr. Caldwell served as the Utility Coordinator for this project. He was responsible
for the coordination, planning, agreements and preparing the technical provisions
for a Request for Proposal to relocate utilities along a 12 miles segment of SR‐91 to
accommodate the freeway widening proposed by the client, Riverside County
Transportation Commission to contract with a Design‐Build firm. The estimated
relocation costs were $24 million.
University Avenue Widening at the SR60/I215, Riverside, California
Mr. Caldwell served as project manager/construction manager for this project. The work included
widening of University Avenue to provide a bikeway and widened pedestrian facilities at the SR60/I215
freeway. In addition, the “free right” turn lane to the eastbound on‐ramp to the freeway was eliminated
to improve pedestrian safety. Caltrans coordination was an important component of the project.
Van Buren Boulevard Widening – Indiana to SR91, Riverside, California
Mr. Caldwell served as project manager for this project that included the construction of additional turn
lanes at the Van Buren Boulevard/Indiana Avenue intersection in addition to realignment of the
eastbound freeway off‐ramp. Significant coordination with Caltrans was required to complete the
project.
Municipal Separate Storm Sewer System (MS4), Riverside, California
Mr. Caldwell served as project manager on this project. One of Mr. Caldwell's major responsibilities
with the City of Riverside's was coordinator for the NPDES ‐Municipal Separate Storm Sewer System
(MS4) permit. This 7 year assignment included assisting all affected City departments in implementing
the requirements of the third term MS4 permit, such as the need to prepare Water Quality
Management Plans for development projects and Storm Water Pollution Prevention Plans for
construction projects. The assisted departments were Public Works, Planning, General Services, Public
Utilities, Parks, and Fire. In addition he represented City interests at the Riverside County MS4 Technical
Advisory Committee, in permit negotiations with Santa Ana Regional Water Quality Control Board, in the
Total Maximum Daily Load (TMDL) task forces for nutrients in Lake Elsinore/Canyon Lake and pathogens
in the Middle Santa Ana River.

Jurupa Avenue Widening – Deerfield to Palm, Riverside, California
Mr. Caldwell served as project manager/designer for this project which widened an existing two lane
arterial to four lanes. He was responsible for processing the project’s Environmental Initial Study
through community meetings and public hearings to adoption by the City Council. He designed the
lowering of an intersection between two arterial streets by three feet. Significant utility coordination
was needed due to the undergrounding of overhead utilities. Right of way acquisitions were needed
from 105 separate owners.
California Avenue Extension – Van Buren to Polk, Riverside, California
Mr. Caldwell served as project manager/construction manager for this project. The work included
extending 1.5 miles of new four lane arterial roadway through an existing residential neighborhood.
Eleven homes needed to be purchased and removed in addition to numerous partial right of way
acquisitions. He was responsible for preparing the project’s Subsequent Environmental Impact Report
and processing it through community meetings and public hearings to adoption by the City Council.
He was Project manager for the project design and specifications.
Canyon Crest Drive Extension – Ransom to Via Vista, Riverside, California
Mr. Caldwell served as project manager responsible for the design to extend a two lane roadway
approximately one mile through vacant land. Coordination was required with the Department of Fish
and Game and the owner of a major natural gas transmission main.
Santa Ana River Bikeway Phase I, II, and IIB, Riverside, California
Mr. Caldwell served as project manager/designer for the construction of approximately four miles of
Class I bikeway along the Santa Ana River within the City of Riverside. His responsibilities included
route selection, environmental documentation, permitting through regulatory agencies, right of way
acquisition, plan and specification preparation, and construction engineering.
Fifteenth Street Extension Environmental Impact Report (EIR), Riverside, California
Mr. Caldwell served as project manager for the consultant prepared EIR to extend a new two lane
collector street through an historic neighborhood providing easier access for commuters to access the
SR‐91 freeway. He was responsible for the processing of the project’s EIR through community meetings
and public hearings to adoption by the City Council.
Pavement Rehabilitation, Riverside, California
Mr. Caldwell served as project manager/construction manager for projects totaling 75 centerline miles
of residential streets and 20 centerline miles of arterial streets. He also served as designer for another
75 miles of residential streets and 20 miles of arterial streets.
Sidewalks and Disabled Access, Riverside, California
Mr. Caldwell served as project manager/construction manager for projects totaling 20 miles of sidewalk
and hundreds of wheelchair ramps. Work included project planning, PS&E development, and right of
way acquisition.

ROBERT C. VAN ZANTEN, PE

Mr. Van Zanten has over 30 years of experience with the City of Riverside's Public
Works Department. His diverse experience includes project design, contract
administration and land development. The City of Riverside is the 12th largest city
in the state of California, with a population of over 300,000 residents,
encompassing 82 square miles.
Project Experience:
Land Development: (13 Years)
Project Role– Senior Engineer/Principal Engineer: Under the direction of the Public Works Director/City
Engineer, Mr. Van Zanten managed the Land Development Section, which included engineering,
inspection and clerical staff. Mr. Van Zanten was responsible for oversight of all private development
projects within the City. Duties include direct interaction with developers and their design professionals
through all phases of development; pre‐development/due diligence, environmental approvals and
project entitlements, final engineering, permit issuance, construction‐phase engineering, permit
closeout/ occupancy.
Mr. Van Zanten is an adept communicator and has extensive experience with inter‐departmental and
inter‐agency coordination. He frequently interacted with department heads, executive management,
elected officials, business owners, developers, professional consultants and the general public. He has
worked on a multitude of projects involving most City departments and various outside agencies, such
as, Caltrans, the Department of the State Architect, University of California Riverside, Riverside
Community College District, County Transportation, County Flood Control District, County
Transportation Commission, Regional Water Quality Control Board, Western Municipal Water District,
Eastern Municipal Water District, March Joint Powers Authority, City of Moreno Valley, City of Corona,
Riverside Unified School District and Alvord Unified School District.
Mr. Van Zanten was the designated Public Works representative to the City Planning Commission and
represented the department at approximately 300 Planning Commission meetings. In this role, Mr. Van
Zanten provided technical expertise and perspective to assist the Planning Commissioners in making
informed decisions before ruling on entitlement cases.
Mr. Van Zanten represented the City of Riverside on the WRCOG Public Works Committee (PWC) for two
years. WRCOG’s Public Works Committee is the technical advisory body to the WRCOG Technical
Advisory Committee (TAC) and Executive Committee for the TUMF Program and all public works‐related
issues that come before WRCOG. The PWC is comprised of public works directors and city/county
engineers from WRCOG’s member agencies and meets bi‐monthly.

Resident Engineer on two major projects within the City of Riverside:

rock removal.
Riverside Auto Center Renovation‐ Mr. Van Zanten was responsible for the Assessment District project
to renovate and upgrade public infrastructure serving a 110 acre multi‐dealership auto mall. The project
included vehicular and pedestrian circulation improvements along with decorative hardscape,
landscape, vehicle display pedestals, lighting and utility upgrades.

Mr. Mosby has over 31 years of experience with the City of Riverside's Public Works
and Public Utilities Water Departments, 6 years with the Department of Defense
providing civil engineering expertise in air field facility management, and 5 years in
private practice. During his years he has been involved in transportation, storm
drain, sanitary sewer, water distribution, and airport projects as project manager,
designer, and engineer in responsible charge. Many projects were federally and
state funded requiring coordination with the Federal Highway Administration,
Federal Aviation Administration, and Caltrans.

Public Utilities Private Development Water Plan Check ‐ City of Riverside
As Project Manager one of Mr. Mosby’s major responsibilities with the City of Riverside Public Utilities
Water Department was to develop plan check guidelines and requirements for private engineers,
oversee the plan checking and approve all water plans submitted to the City. He also represented the
Water Department in all coordination meetings with various City Departments including Public Works,
Parks, Fire and the Development Departments.
City of Riverside Water Master Plan ‐ City of Riverside
As project manager for this project, Mr. Mosby coordinated with the Consulting Engineer in the
preparation of the City’s Water Master Plan. He was responsible for any coordination with the
Department and for the review of submitted documents developed by the consultant.
Tract 32232 ‐ County of Riverside
As project engineer, Mr. Mosby was responsible for the design of the grading and improvements for the
tract development. The work included mass and precise grading, street, waterline, sewer, and storm
drain design.
Water Main Repair – March Air Force Base
Mr. Mosby served as Design Engineer in responsible charge for the design of approximately 4,000 linear
feet of an 18‐inch diameter water main lining. Work included project planning and PS&E development.
City of Riverside Municipal Airport Runway Extension ‐ City of Riverside
Mr. Mosby served as Project Engineer responsible for the project design, coordination with Caltrans,
and the preparation of the plans and specifications for the extension of the main runway and taxiway.
The work also included mass grading of the site, drainage facilities, and all required lighting
modifications.
Tract 28821 ‐ City of Riverside
As Design Engineer, Mr. Mosby was responsible for the design of the grading and improvements for the
tract development. The work included mass and precise grading, street, waterline, sewer, and storm

Canyon Springs Trunk Sewer ‐ City of Riverside
Mr. Mosby served as Project Manager for this project. The work included constructing 1.3 miles of new
sewer main, including bore and jacking under SR‐215 to serve Edgemont Community Service District and
the Orange Crest development. Responsible for managing the consultants design contract, reviewing
and approving consultants design drawings and the preparation of the project’s bid documents.
Tyler Galleria Improvements – City of Riverside
As Project Manager, Mr. Mosby reviewed plans and specifications and provided construction
management for the construction of road widening, traffic signals and freeway off‐ramps within major
arterial streets.
Market Street Widening – City of Riverside
Mr. Mosby served as Project Engineer for this project and was responsible for the project design, utility
relocation coordination, and coordination with Caltrans and the California National Guard for the
widening of Market Street from First Street to the SR‐60. Work included street widening, storm drain
construction, wetlands rehabilitation and various utility relocations.

City of La Mirada, Phase 1, Residential Streets Rehabilitation, La Mirada, California
Southstar is providing lead inspection services on this $6 Million federally funded project, dedicated to
revitalizing local neighborhoods and improving accessibility for local residents by upgrading existing
facilities to meet the most recent ADA accessibility requirements within the City of La Mirada. Southstar
is responsible for inspection of the removal and replacement of concrete sidewalks, driveways, curbs
and gutters, cross gutters, and ADA access ramps. Southstar is also responsible for confirming the limits
and overseeing the repair and replacement of deteriorated asphalt surfaces, including removal and
placement of full structural sections, grind and overlay, and slurry sealing of roadways. In addition, the
Project also improvements to existing drainage facilities by the installation of resin lining to several
reinforced and corrugated metal pipe storm drain systems.

Adelfa Drive and Foster Road Street Rehabilitation Project, La Mirada, California (2012)
This $1.2 million federally funded Street Rehabilitation project included cold mill of existing roadway
surfaces and overlay, removal and replacement of PCC curb and gutter, removal and replacement of PCC
sidewalks, removal and upgrading of existing ADA ramps for pedestrians with the installation of
truncated domes, removal and replacement of existing driveway approaches, and removal and
replacement of existing cross‐gutters. Utility Work included coordination with local utilities for adjusting
of all manholes, gas valves, and water valves to proposed grades. Signage, striping and traffic loops
were completed per Caltrans Standard Plans. During this project, heavy coordination activities took
place with La Mirada High School management to make sure that construction activities did not impact
school activities and daily functions. This project required strict adherence to the project schedule to
meet funding deadlines. By working closely with the City and Contractor, Southstar was able to deliver
within schedule and budget.

Streeter Avenue Grade Separation, Riverside, California (Ongoing, Project Cost $33M)
The Streeter Avenue Grade Separation project provides for the lowering of Streeter Avenue under the
UPRR railroad tracks. The project site is along an arterial street within a residential area of the City. Two
elementary schools and two churches are less than ½ mile from the site. The project scope includes the
construction of two parallel bridges, one to carry Dewey Avenue traffic that parallels and is immediately

adjacent to the tracks, and another bridge to carry UPRR and Metrolink trains over Streeter Avenue.
Other work needed to complete the grade separation project includes: Realignment of residential
streets within the project area; reconfiguration of utility facilities; and the construction of a new storm
water pump station. The Streeter Avenue
Underpass Structure is a 4‐span precast box
beam girder supported on CIDH piles.

Project Management Services for Various Capital Improvement Projects, Fontana, California
Southstar is currently providing the City of Fontana with project management and value engineering
services for various City projects on a time and materials basis as augmented staff. Tasks performed by
the Southstar team are as follows:
Review Plans, Specifications, Shop Drawings and all other contract and construction related
documents.
Attend pre‐construction meetings and address special concerns.
Review traffic control plans and enforce the same in the field.

Los Alamos Road Overcrossing Bridge Replacement, Murrieta, California
The Los Alamos Road Overcrossing Bridge Replacement Project consisted of
the replacement of the existing two lane bridge overcrossing Interstate 15
with a four‐lane higher profile bridge over the freeway. The project was built
in two stages with three standalone structures that were connected with two
closure deck pours. The total capital cost of the Project is $10,000,000. This
Project was delivered on schedule and under budget.

I‐5 JPA Construction Mitigation Project, Project 100, City of Norwalk, California (2011)
This project included resurfacing and reconstruction of asphalt pavement, replacement of damaged
curb, gutter and sidewalk, installation of new ADA compliant wheelchair ramps, modification of existing
medians, construction of new traffic signals, modification of existing traffic signals, and new and
modified striping to improve traffic flow on various roads and intersections throughout the Cities of

On the JPA projects, while performing a full remove and replace of Shoemaker Avenue near the Vons
grocery stores main distribution center, Southstar staff performed an extensive coordination effort with
the distribution center and its dispatch officers to be able to perform this major rehabilitation work in
front of the main access gates to the center. The rehabilitation work was performed while maintaining
full access for trucks to the center. Also, on the Adelfa Drive project, as we performed full depth
removals and rehabilitation of this local street, Southstar staff maintained full communication and
coordination with the management of La Mirada High School to maintain full accessibility for students
and parents during working hours. The Southstar Team understands the sensitivity and potential
complications with the implementation of local roadway projects, and has been implementing these
projects successfully for years for various agencies in the area.

SECTION 2: UNDERSTANDING AND APPROACH
The Southstar team (Southstar) understands that the City of La Quinta desires to retain a Consulting
Engineering firm to provide first‐class CIP project management and administrative support for a variety
of City infrastructure and public improvement projects, along with assistance in pursuing and procuring
project funding opportunities, updating the City’s Development Impact Fees (DIF’s) and managing the
local TUMF and Measure A programs.
As mentioned in the Southstar team advantages section of this proposal, our team of registered civil
engineers has amassed decades of public‐sector experience, working as management‐level engineers for
various municipal agencies. The Southstar team has the hands‐on, practical experience performing and
managing the services and implementing programs similar to those described in the City’s request.
Southstar continues to apply our knowledge and experience, providing high quality consultant
engineering services for numerous public agencies throughout the region.
The Southstar team approaches every project in a proactive manner to meet the client’s goals.
Southstar personnel believe in establishing clear and open communication at the onset of every project
and maintaining timely and concise information exchange throughout the life of the project. Efficient,
effective communication is key to quickly addressing and resolving questions or concerns should they
arise.
The following is a summary of steps that the Southstar team will follow when the City requests support
services.
Meet with City of La Quinta to understand the City’s priorities, opportunities and challenges. We will
also identify and confirm the resource and duration needs and then match the team member’s
expertise with the City’s needs.
Prepare a Scope of Work for the necessary resources including a description of the work, or duties,
to be completed and the anticipated duration that the City will require this service. We will prepare
a fully resourced task schedule, if appropriate.
Coordinate a regular performance evaluation, or comment/input meeting to ensure that Southstar
Team Members are meeting the City’s expectations and that we are providing efficient use of
resources to the City.
Regularly discuss with the City any additional resource needs, or resources leveling, that Southstar
Team members can provide to best utilize the services contract.

With this project approach and implementation methodology, we have provided expertise to many
agencies and municipalities assisting in their resource leveling and staff support needs.
Most importantly, the Resources needed to develop and manage multiple work assignments for any task
orders will be evaluated at the request of the City of La Quinta. It will be our priority to meet with the
City regularly to plan, anticipate and/or be ready to promptly evaluate and manage the resources
needed, and how we can provide it. We will coordinate with the City regularly and closely to determine
what technical expertise is needed, resource it to the availability of the Southstar team, and incorporate
subconsultants, as appropriate. Southstar has built a team that has extensive depth and resources
available to accommodate any function, or service, that may be requested by the City.
The Southstar team commits to exceeding the City of La Quinta’s expectations regarding project delivery
via effective control mechanisms, including tracking of scope, schedule and strict budget control, at the
City’s direction, when staff is provided to the City.
