and all penalties, liabilities or loss resulting from claims or court action and arising out of any accident, loss or damage to persons or
property happening or occurring as a proximate result of any work undertaken under the permit granted pursuant to this application.

1 St ANNUAL HOT ROD AND CUSTOM CAR SHOW
Dear Ms. Tinoco:
The Community Development Department has reviewed and approved your request
to hold the 1" Annual Hot Rod and Custom Car Show in Old Town La Quinta from
9:00 a.m. to 5:00 p.m. on May 20, 2007. The approval of the event is granted
under Section 9.100.140 of the La Quinta Municipal Code, and is subject to the
following Findings and Conditions of Approval:
FINDINGS:
A. The public roadways surrounding the event area are capable of handling
the anticipated traffic volumes generated from this event. No significant
effects are anticipated which would be detrimental to the health, safety
and public welfare of the community, with implementation of the
proposed traffic control plan and required conditions of approval.
B. The event is categorically exempt from environmental review under the
California Environmental Quality Act (CEQA), under CEQA Guidelines,
Section 15304(e).
C. Facilities, either existing or temporary, such as parking, restrooms,
security, lighting, seating, and fire, etc., will be provided to accommodate
event staff, visitors, and employees.
D. The required conditions will ensure that residents and tenants within the
surrounding area will not be adversely affected by this event.

CONDITIONS:
1. The applicant agrees .to indemnify, defend, and hold harmless the City of
La Quinta, its agents, officers, and employees from any claim, action, or
proceeding. to attack, set aside, void, or annul the approval of this
Temporary Use Permit. The City of La Quinta shall have the right to select
its defense counsel at its sole discretion.
The City of La Quinta shall promptly notify the applicant of any claim.,
action, or proceeding and shall cooperate fully in the defense.
2. The applicant shall comply with all provisions of the La Quinta Municipal
Code (LQMC).
3. Permits for any temporary structures (e.g. tents exceeding 200 square
feet and/or canopies exceeding 400 square feet), stages or open flame
devices shall be obtained prior to their installation. Prior to the event set-
up, please contact the La Quinta Building and Safety Department and
Riverside County Fire Safety at 760-863-8886, Planning and Engineering,
for any additional requirements of .the Fire Marshal. Fire lanes shall be
established and/or maintained during the event.
4. Obtain a building permit for temporary electric service and any other
required items (e.g. bleacher, portable generators, etc.). Contact the
Building and Safety Department at 760-777-7012 for permit
requirements.
5. All temporary electrical wiring to any concession/vendor spaces shall be
secured to prevent physical hazards to the public and participants.
Wiring/cords shall not be subjected to environmental or physical damage.
Portable generators, if used,. shall be shielded to prevent accidental
contact with guests. Extension cords shall be secured to the grou.nd to
prevent tripping. Any lighting shall be directed away from surrounding
residential properties. No spot or searchlights are permitted.
6. The use of amplified equipment for music presentations is permitted. The
applicant shall comply with the City of La Quinta Noise Ordinance (LQMC
9.100.210).
7. The applicant shall contract with the Riverside County Fire Department
for provision of services necessary to insure public safety, as determined

by their agency through such contractual arrangements. All such
contractual arrangements shall include coverage for all City properties
used in conjunction with this event.. For any additional requirements,
please contact Riverside County Fire Safety at 760-863-8886, Planning
and Engineering. The City shall have no responsibility, financial or
otherwise, in establishment or implementation of such contractual
obligations.
8. A 20-foot access way shall be present at all times along Main Street for
Fire Department access. All street barricades shall be easily removable.
The approved site plan shall be complied with.
9. Fire extinguishers shall be placed in a noticeable location between every
three vendor tents/booths.
10.. The applicant shall contract with the Riverside County Sheriff's
Department for traffic and crowd control, and internal/external security in
conjunction with private security for public safety, as determined by their
agency through contractual arrangements. . All such contractual
arrangements shall include traffic control and security coverage for all
City properties used in conjunction with this event. For any additional
requirements, please contact Sgt. John Shields at 760-863-8802. The
City shall have no responsibility, financial or otherwise, in establishment
or implementation of such contractual obligations.
11. Security personnel shall be easily .identifiable to the- public- by the
provision of uniformed personnel. All designated private security
personnel must be licensed by the State of California 'and possess a valid
Private Security license.
12. Certain areas providing access to the event area are public and, as such,
general public access may not be denied or restricted in any manner that
extends beyond the limits of this event as approved.
13. Roadways, parking areas, and pedestrian traffic aisles to other businesses
and activities in the vicinity shall be maintained accessible at all times.
14. Roadways/traffic aisles to structures and activities in and around the .
event will be maintained accessible to emergency vehicles at all times.
Parking monitors shall wear light-colored clothing and reflective vests as
needed. Flash lights shall be used after dusk.

15. The applicant shall obtain an Encroachment Permit through the City of La
Quinta Public Works Department, which includes an approved traffic
control plan.
16. The site shall be left clean and in its original manner after the event.
Trash receptacles shall be provided so that trash/debris can be deposited
accordingly. 1
17. The approval of this Temporary Use Permit does not include the two
street -spanning special event banners across Main Street.
18. As City Council approval of any street closure is required, the applicant is
conditioned to submit next year's application 60 days in advance of the
event. Failure to submit the application in a timely manner may result in
delay or denial.
The City may elect to add Conditions to this application request to mitigate any
problems that arise not previously addressed herein.
This decision may be appealed to the Planning Commission, provided the written
appeal and filing fee of $175.00 are submitted. to this Department within 15
calendar days. Please contact this office should you wish to file an appeal, and we
will assist you in that regard.

-- CHAMBER OF COMMERCE CAR SHOW AT LA QUINTA --
This permit authorizes special event activities to be accomplished within City of La Quinta
right-of-way ONLY. Whenever the special event activities extend into private property, it is
the responsibility of the applicant, or their agents, to secure permission from abutting property
owners. Such authorization must be secured by the applicant prior to starting the special
event activities.
l . The applicant, Rafael Tinoco, shall be available during the event by cellular phone at (760)
238-8944.
2. The necessary traffic control signage, barricades, and cones identified on the approved traffic
control plans will be provided and set up by the City. The applicant shall notify the City
immediately if replacement equipment is needed.
3. The City of La Quinta reserves the right to revoke, suspend or void this permit at any
time.
4. The permittee shall indemnify, hold harmless and assume the defense of the City from all
damages, delay costs, costs or expenses in law or equity thatmay arise out of work under this
permit.
