Exigent normally engages clients and delivers IT services in the following manner: Round-the-clock Systems Monitoring & Proactive Measures Comprehensive monitoring with alerts reviewed by live staff and action taken as necessary to maintain system availability. This includes not only key system services and performance, but log ingestion & analysis, backup freshness, hardware health and more. 24/7 On-Demand Support Deliver on-demand, 24/7 support to the City of La Quinta staff for all manner of IT issues. Beyond the proposaed dedicated staff, Exigent implements the swarming support model to get the right skills addressing an issue as soon as possible, speeding issue resolution and avoid the tedium and inefficiencies of traditional level 1/2/3 escalation. Project Design/Deliver/Operate As designated, in conjunction city staff, Exigent can design, deliver, and operate IT projects and systems. This could include documentation, knowledge transfer, auditing, compliance review, etc., along with more traditional system stand-up, migration, and turn-down. Process Ownership Similar to the “Operate” portion of the above, Exigent will take responsibility for designated IT processes in a fully outsourced capacity. Riverside County Transportation Commission (RCTC), 2016-present Synopsis: Government agency with multiple sites and strict budgetary constraints. Complications include numerous outside partners and vendors that need strictly managed access from remote networks, demanding uptime requirements for key financial systems, and a mandate for strong security. Failure to deliver the project on-time would’ve delayed the opening of the then-new SR- 91 Toll Lanes in Riverside County. Exigent was contracted to turn-around this distressed project. We diagnosed the underlying issues, performed foundational remediation, and delivered the project on-time. Complete IT Outsourcing (2017-present): In 2017, Exigent was selected as the primary IT contract for all RCTC systems. We manage the day-to-day and strategic needs for the entire organization, from help desk and monitoring to standards compliance, security, datacenter needs, and hardware lifecycle. Multi-organization Co-Working Sites (2017, 2018, 2019): Multiple site planning and setup, along with decommissioning sites that are no longer needed. Scope of work includes all aspects of IT, including internetworking between various on-site parties, security, and on-site site servers and backup. Tyler Technologies Eden Upgrade (2018, 2019): Major & minor version upgrades. In conjunction with Tyler staff, Exigent has planned and executed both major and minor version upgrades of the Eden product. Extensive use of automation and remote software deployment to minimize labor needs. Tyler Technologies Munis Implementation (2019): In conjunction with Tyler staff, Exigent provides the technical expertise for planning and the future deployment of the Munis system. Cal State Re-entry Initiative (CSRI), 2010-present A California Department of Corrections contractor operating parolee day reporting centers. Multiple sites across Southern California. Complications include wide operating hours, HIPAA compliance, strict budgetary constraints, multiple networks per site, separate datacenter with its own special HIPAA requirements, and extensive security and attribution/logging needs for network traffic. Internal IT Staff Supplementation (2018-present): Beginning in 2018, Exigent’s staff supplements CSRI’s internal Level 1 helpdesk staff with their extensive skillset and expertise. Edge Router Replacement Project (2019): Complete replacement of edge routers with Cisco Meraki. Careful planning permitted and Exigent’s diverse staff performed all on-premise hardware replacement simultaneously, completing the cutover with minimal site downtime. Server Refresh & Virtualization Modernization using vSphere (2017): Major Windows Server version upgrade for 19 servers and underlying hypervisor update. Coincidental SAN replacement. Server Deployment Automation (2018): future deployments and Remote Desktop server farm expansion are performed using scripts, speeding delivery, reducing labor needs, and improving consistency. Custom Internet Access Control & Logging for Designated Workstations (2015-2019): In-house developed custom internet access control & logging for client staff to grant/revoke internet access to designated public-use systems. Complete logging (including HTTPS requests) with long-term retention for management review. System was developed for use with prior routing vendor equipment and then refactored for a Cisco Meraki using their API. MFA (multi-factor authentication) Rollout for Remote Access (2018): Plan, test, and deploy MFA using smartcards for all remote access, providing a secure, modern, compliant remote access environment. Complex Exchange Online (O365) Migration (2017): Client was comingled with other Riverside County agencies inside of Riverside County IT’s monolithic O365 tenant. Migrated them to their own O365 tenant with no downtime, permitting complete customization to suit their operational needs, independent from Riverside County. Headquarters Relocation (2017): Exigent coordinated all IT aspects of WRCOG’s headquarters relocation, including management of premise wiring contractor, new ISP selection, server/network hardware relocation, and internet circuit install. Sonicwall to Meraki Migration (2017): Complete replacement of all networking equipment for WRCOG, including router/firewall, switches, and wireless access points. Identified need, plan migration, selected and acquired equipment, and performed install. Hoffman, Thomas Kinsey Troubled VoIP Project Turnaround (2019): Key vendor became unavailable mid-project, leaving the client without phones, which are critical to their business operations. Exigent responded within hours and successfully delivered the project, despite having no prior knowledge of the client’s systems or VoIP vendors. D. Disclosures Exigent Systems Inc. has nothing to disclose. Exigent Systems Inc. has never been dismissed for failure to perform or failed or breached a contract. Likewise, we have never been subject to any civil or criminal litigation. E. Warranty Exigent Systems Inc. warranties all of its work for correctness. Any defect will gladly be corrected at no additional cost. F. Complementary Services Along with being an enterprise IT services provider, we also offer managed data center hosting & associated services such as disaster recovery sites. Pricing is based on volume. G. Subcontracting Exigent Systems Inc. subcontracts no work out, with the exception of after-hours monitoring and after-hours front-line support. This subcontractor has staff trained and on-boarded by Exigent to follow Exigent procedures and escalate issues as necessary. H. Insurance Requirements Conformity Guaranty Exigent Systems Inc. will gladly provide the minimum insurance requirements and indemnifications noted in Sections 5.0 and 6.0 of the City’s Professional Services Agreement. Yes. We prefer Zendesk, though any modern ITIL-inspired service desk with an API is a reasonable choice. There is no cost to the City of La Quinta to use Exigent Systems Inc.’s Zendesk in the event we are awarded the contract. 6. Do you currently recommend that customers use any software to track network and workstation performance/status? Yes: Microsoft’s Operations & Management Suite. The price is approximately $15 / computer / month. 7. Do you currently recommend that customers use any software to track hardware and software inventory (including serial and licenses numbers)? Yes: PDQ Inventory. Price is $500 / year. 8. Do you have Staff that specializes in special data base programs? Yes. Exigent Systems Inc. possesses extensive SQL and non-SQL database skills in house. 9. Is your staff able to troubleshoot problems related to Microsoft SQL Server, versions 2000, 2008, 2012, 2016? Yes. Exigent Systems Inc. possesses extensive SQL skills in house, including availability and performance issues, for the versions of Microsoft SQL Server noted. 10. Is your staff able to do administration tasks on VMware vSphere 5.5? Yes. Exigent Systems Inc. possesses extensive vSphere skills in house, including High Availability, vSAN, automation, monitoring, and performance troubleshooting. 11. Is your staff able to do administration tasks on Cisco Meraki switches? Yes. Exigent Systems Inc. possesses extensive Cisco IOS & Cisco Meraki skills in house, including complex routing & switching, VLANs, etc. 12. Is your staff proficient with MX-100 firewalls? & AASA firewalls Yes. Exigent Systems Inc. has such equipment in current production use at several clients. 13. If so, what administration tasks have been performed on the appliances? Full lifecycle tasks, including setup, migration, routing/switching/filtering troubleshooting, etc. All networking tasks can be handled by Exigent Systems Inc. with current staff. 14. Is your staff able to troubleshoot problems with iPhones/iPads? Yes. 15. Is your staff able to troubleshoot problems with copiers and scanners? Yes. Exigent Systems Inc. supports a large number of copiers/scanners/MFPs at current client sites. 16. Is your staff able to troubleshoot email issues with Microsoft 365? Yes. Exigent Systems Inc. possesses extension Azure & O365 capabilities in house, having performed numerous migrations and currently supporting a substantial Azure/O365 tenant space for multiple clients. We are also fluent in automation and scripting in Azure & O365 for reporting, compliance, and deployment purposes. 17. Is your staff able to perform administration/configuration tasks with a Mitel on-premise VoIP system? Yes. Exigent Systems Inc. possesses extensive VoIP PBX capabilities in house, including setup, migration, trunking, routing & voice quality troubleshooting, etc. 18. Is your staff able to troubleshoot problems related to an electronic Geographic Information System (theCity uses ESRI ArcServer and Desktop)? Yes. Full disclosure: Exigent Systems Inc. does not currently have any clients with ESRI software in production use, though we’ve supported ESRI software in the past and written code using ESRI’s ArcObject tools/objects and ESRI geospatial data. 19. Is your staff familiar with Nimble Storage prod ucts and able to perform configuration tasks and troubleshoot performance issues with SAN devices? Yes. We also have extensive SAN experience from other vendors, including low-level hardware and software expertise. 20. Does your firm have application developers on staff? No, not as a primary job function. However, several engineers possess extensive programming capabilities used regularly for data processing, systems automation, compliance assurance, deployment, etc. 21. How many application developers/programmers does your firm employ? See answer to question 21. 22. Please list programming languages your staff is proficient with and years of experience developing applications in those languages? C++, Python, VBScript, Powershell, C#, PHP 23. Please describe any custom application(s) your firm has developed that has solved a business problem by streamlining processes. A mental-health group client has an existing VoIP PBX and a SQL-based practice management system. The client was manually confirming the next day’s appointments by calling each patient manually. Obviously, this was labor intensive. Exigent Systems Inc. combined our knowledge of VoIP PBXes and SQL databases and wrote a custom application that placed an automated outbound call to each upcoming patient and, using IVR (Interactive Voice Response) functions, the patient was able to confirm the appointment or request a reschedule. The results of the calls are compiled into an easy-to-read report and emailed to relevant staff. The system is entirely automated, and able to determine which clients needed to be called and respects relevant HIPAA requirements and patient-provided contact preferences. The code for this was 100% created and maintained by Exigent Systems Inc., and demonstrates the possibilities when deep experience is combined with a broad knowledge of IT systems. 24. The City is looking to move our IT infrastructure and services to the next level using innovative and forward thinking technology and solutions to accomplish this. Please describe either a custom application your firm developed or solution your firm implemented that provided a service in a unique way. A non-profit client with HIPAA-regulated data and extensive remote-access needs had an existing smartcard- based logon system (in lieu of passwords) in place on their Remote Desktop Farm for several years, when they wished to take advantage of newer 2FA (2 Factor Authentication) capabilities available in the market, replacing their older smartcard infrastructure. The client’s older smart card infrastructure had a desirable feature that would lock the user’s workstation & remote session upon smart card removal from the physical machine. Unfortunately, this wasn’t available with new product selected. Exigent Systems Inc., using its knowledge of Windows internals and C# programming capabilities, developed an application that performed the same lock-on-removal function they’d grown accustomed to, giving the client the features they wanted with the product they selected. 25. How many municipalities has your firm developed applications/solutions for? Please list the application developed and, if possible, a link to the application. Also, please include references for these projects. None. 26. Does your firm develop applications for mobile devices? If so, what language do you use to develop these Apps? Please list references of recent/current projects. No. 27. How many years of experience does your firm have in Mac OS App development? Please list application(s) developed and references for project. None. We do not generally develop for Mac OS. 28. Is your firm familiar with resources such as GitHub? What programming communities does your firm associate with? Yes. We interact with the Stack Overflow and GitHub communities. 29. What are your opinions on communities such as GitHub? We believe programming communities are valuable spaces for application developers and anyone writing code to learn from, in both positive examples and negative ones. GitHub and other such forums offer a wealth of information and experience from developers and administrators that an individual would not otherwise connect with or learn from. In terms of using GitHub as a code repository, the most pressing risk is unintentionally exposing client or environment specific configurations (including addresses, passwords, accounts, encryption keys, etc.). Any mature, high-functioning development team should be using automated tools to verify files before check-in, but this often is not happening in practice. 30. What are the pros and cons of using open source code as opposed to creating the code completely in-house? The advantages are a substantial boost in productivity and savings, since you’re able to leverage a large existing and functional code base. Likewise, assuming the project hasn’t been abandoned, you benefit from continuing improvement in terms of features, bug fixes, and documentation. Disadvantages usually surround lack of control over future changes, specifically that the project maintainers determine the project direction and future changes, and an organization may find some changes undesirable. The alternative to this is forking your own version of the project and maintaining it. This, and most large-scale custom programming efforts, are beyond the budgetary resources of most organizations. 31. Do you test your code for security vulnerabilities? If so, do you use a third -party vendor to test the code? Yes, using the IDE’s error checking tools. 32. Use this opportunity to showcase any project your firm is particularly proud of that used technology to solve an issue and/or was able to save the company money. We are most interested in municipal projects but would like to hear if your firm helped a private company solve an issue in a unique and innovative way. Please describe project and provide references. Client is a contractor for the California Department of Corrections and provides parolee day reporting center services. Client needs to provide computer training and internet access to their clients, but has strict control, logging, and filtering requirements. Likewise, efforts must be taken to prevent circumvention of filtering. Commercial systems exist to fill this need but presented cost & architectural challenges due to the presence of multiple sites and existing network architecture. Exigent Systems Inc. developed a custom internet access control & logging for client staff to grant/revoke internet access to designated public-use systems. Complete logging (including HTTPS requests) with long-term retention for management review. System was developed for use with prior routing vendor equipment and then refactored for a Cisco Meraki using their API. Easy to use web interface for system control and report generation minimizes staff training needs, and is resistant to circumvention attempts. System is fully automated and has only needed revisions when new sites are opened or key network equipment is replaced. This system perfectly met all the client’s needs and represented a significant cost savings over the lifecycle costs for an off-the-shelf product. Attachment 2: Pricing Scenario No 1.: Two (2) onsite staff members: (1) Network engineer and (1) IT Technician, for a minimum 8 hours a day, 5 days a week to start, and 24/7 remote helpdesk assistance. Onsite staff will be required to work on City’s weekly schedule and during special meetings, i.e., City Council and Commission meetings  Network Engineer: $98,500.00  IT Technician: $75,000.00  Oversight & Project Management from Exigent HQ: $48,000.00  24/7 Remote Assistance: $24,000.00 TOTAL: $245,500.00 annually Scenario No 2.: One (1) onsite staff member: an IT Technician for a minimum of 8 hours a day, 5 days a week, and 24/7 remote helpdesk assistance. Onsite staff will be required to work on City’s weekly schedule and during special meetings, i.e., City Council and Commission meetings  IT Technician: $75,000.00  Oversight & Project Management from Exigent HQ: $24,000.00  24/7 Remote Assistance: $24,000.00 TOTAL: $123,000.00 annually Additional Labor Details: Above prices are all inclusive for the services described and delivered in the manner described therein. Additional labor and specialized skillsets are available at rates and terms described below. 1. Hours/Days when Normal Service is Available: Business hours are Monday through Friday, 8am to 5pm, excluding major holidays. 3. Travel/Trip Charges (if any): Normal billable charges apply for roundtrip travel time. 4. Any Minimums that Apply: Exigent bills in 15 minute increments on a per-issue, per-day basis for time expended by Exigent staff.
