Before shutting down, the site’s former developer graded the property and installed most of the infrastructure including an 18-hole golf course, streets and utilities to serve the project’s first phase of lots. Transformed by the new vision team, Miralon has been reinvigorated as an amenity-rich neighborhood. The landscape architects convinced the developer to convert the shuttered course into 53 acres of olive trees, that once mature, will be processed into branded olive oil, bottled for residents and sold at local farmer’s markets. An extensive trail network connects 97 acres of desert open space, rolling hills of olive groves, community gardens, dog parks and oasis-like social spaces with lake and mountain views. KCS supported the City’s Public Information Office in the planning and implementation of a public engagement campaign designed to raise awareness and community support for the project, as well as the incorporation of feedback from the community regarding the City’s performance. KCS crafted a public engagement campaign using a variety of tools, including production of project collateral; graphic design; social media management; digital marketing; community events including town hall meetings, public meetings, and recreational events; community outreach; surveying/polling; and preparation of statistical reports, graphic presentations, detailed findings, and recommendations to aid the City in future build-outs. The I-10/Tippecanoe Avenue Interchange is well known for traffic congestion and operational challenges. Closely spaced traffic signals, crowded streets, congested freeway ramps, too few travel lanes, and too few turn lanes create significant delays in this area. The interchange reconstruction was intended to improve traffic flow at the freeway interchange and improve traffic circulation along city streets. The project included widening the eastbound off ramp, removing and replacing the westbound on and off ramps, widening the intersection, and adding an auxiliary lane on eastbound I-10 to facilitate merging freeway traffic. The improvements have enhanced access to the Loma Linda University and Medical Center, the Jerry Pettis Memorial Veterans Administration Medical Center, the San Bernardino International Trade Center, the San Bernardino International Airport, and local retail centers. This multi-phase project required close monitoring and coordination of infrastructure improvements to preserve and maintain existing landscape facilities and new construction elements. Public Relations: KLF-CS’ Public Relations team assisted SBCTA in executing a comprehensive public awareness campaign. The public outreach challenges included a mix of residents, businesses, Loma Linda University, and the medical community. Several tailored outreach plans were created to reach the diverse communities within the project corridor in a concise, culturally sensitive manner. This task order is the first of the program, consisting of six street corridors totaling 22 miles. The project includes the development of the Pre-Design Report (PDR) and the PS&E package.The program focuses on high-injury corridors and links them to roadways in need of pavement rehabilitation and reconstruction with the intent of addressing two critical needs — roadway safety for all modes of travel and storm water quality improvements. The improvements will include water quality improvements, pavement rehabilitation and reconstruction, and ADA pathway improvements to the sidewalks, driveways, alleys, curb ramps, and crosswalks. The project will also construct curb extensions and median refuge islands to improve pedestrian safety. Psomas is providing the survey for the entire 22 miles, and roadway design for two of the six corridors totaling five miles. The primary constraints of the Complete Streets Program have been an aggressive schedule and constructability which Psomas has handled to the satisfaction of our client HNTB, and the City of Los Angeles. As the historic bridges cross the Los Angeles River, I-5 Freeway, and Riverside Drive, they provide a vital link for connecting location communities such as Atwater Village and Silver Lake. Improvements include widening the Glendale Boulevard bridges, realigning the I-5 northbound ramps and the Los Angeles River bike path, improving bike and pedestrian facilities throughout, improving the seismic strength for all six bridges, adding/improving traffic signals, and improving the drainage system and infiltration basins. The project involved coordination with various stakeholders and the use of various agency standards such as Caltrans, U.S. Army Corps of Engineers (USACE), Los Angeles County, City of Los Angeles, Federal Highway Administration (FHWA) and American Association of State Highway and Transportation Officials (AASHTO). Psomas prepared a full range of technical studies (Natural Environment Study [NES], Draft Relocation Impact Statement [DRIS], Community Impact Assessment [CIA] memo) in support of the Initial Study/Environmental Assessment (IS/ EA) on an expedited schedule due to use of federal funding sources. This approach fulfilled the immediate need to accommodate all modes of transportation including pedestrian, bicycle, and transit access improvements within the project area. Widening of Avenue R included a Class II bike lane on the north and south side of the street. Completion of a two-way left-turn lane provides "refuge" for left turning cars and bicycles at mid-block. Once completed, this Envision Platinum greenway project will make it possible for Angelenos to walk and bike from Canoga Park to Elysian Valley. The project will complete the Los Angeles River Bike Path from Vanalden Avenue in the West Valley to Forest Lawn Drive/Zoo Drive near Griffith Park. The first step involved a detailed feasibility study that included community input and review. Psomas evaluated 35 existing road and river crossings with design solutions consisting of either tunnel, bridge or at-grade improvements. Construction is anticipated to occur in phases. Psomas has also taken the lead on the Envision process to achieve platinum certification. As an equal collaboration between the County and the City, the design work will address important objectives in both the City's Los Angeles River Revitalization Master Plan and the County's River Master Plan, their Bicycle Plans, and Mayor Garcetti's Sustainable City Plan. A key element of this meeting will be to refine the team’s understanding of the City’s vision and development objectives. 1.2 Collect and Review Baseline Information Collect and review relevant governmental documentation and available maps and data information, such as applicable zoning ordinances, design manuals, aerial photos, maps, and site plans, Highway 111 Design Guidelines, Corridor Specific Plans, and ULI 111 Corridor Study. 1.3 Site Visit Conduct one (1) site visit to identify opportunities and constraints related to the site and surrounding area, including planning, environmental, circulation and linkage considerations. The site conditions will be documented with photographs. Task 1 Deliverables & Meetings: • One (1) Kick-Off Meeting • One (1) Site Visit • Site Photographs • Project Schedule Task 2 - Site Planning/Design $80,500 2.1 Preliminary Design Analysis KTGY will provide an analysis of the planning areas for the Highway 111 Corridor. The analysis will identify constraints and opportunities relating to vehicular and pedestrian circulation/ access, land uses, transit, infrastructure, open space, views, and existing buildings, etc. The process will include research and study base maps, photographs, surveys, GIS data and any relevant information. Base Map: Develop a project base map to support subsequent tasks. Opportunities and Constraints Map: Based on information reviewed in the above task, prepare an opportunities and constraints evaluation that summarizes site influences, physical improvements, access points and circulation, drainageways, and other natural and/or manmade features. Vision, Goals and Design Principles: Prepare a conceptual storyboard to help “tell the story” and establish a vison and goals for the Corridor through the creation of a Vision Statement, Design Principles and Conceptual Design Imagery. This effort will tell the story about the overall history, character, theme, and direction for the proposed land use plan using text and design imagery. 2.2 Conceptual Land Use Plan Development Program: Prepare one (1) Development Program that identifies the desired land uses and development intensities. Conceptual Land Use Alternatives: Create two to three (2-3) Conceptual Land Use Alternatives. 5 69 The Land Use Alternatives will address, at a minimum, the following: • Land use types, locations and intensity range • Statistical summary • Master vehicular and pedestrian circulation • Major amenities, plaza and open space Preferred Land Use Plan: Based on input received from the City and project team, prepare the Preferred Land Use Plan with up to two (2) rounds of refinements. Incorporate structure and elements developed in previous tasks. The Preferred Land Use Plan will include at least the following: • Land use and statistical summary • Master vehicular, pedestrian and bicycle circulation systems • Major amenities and recreation concepts • Potential phasing sequence Illustrative Land Use Plan: Prepare an illustrative land use plan that can be used for City and community presentations, as well as in the Area Plan. Conceptual Perspective Illustrations (Point-of-View and Bird’s Eye): Prepare up to three (3) conceptual design illustration exhibits to convey the overall character, theme and design of the Land Use Plan. Work with City to determine the most appropriate views for one (1) bird’s eye perspective and two (2) point-of-view perspectives. Illustrations will be in watercolor format. Photorealistic Simulations: Create photorealistic simulations for street, landscape, and building development. Work with City to determine the most appropriate views for the simulations. The Area Plan will include, but not limited to, the following: • Development program • Land Use • An audit of current development standards • Qualitative traffic analysis and complete street plans • Comprehensive streetscape and landscape design guidelines update • Branding program • Corridor development/improvement implementation plan 70 Submit the Screencheck Area Plan to the City for review. For budgetary purposes, up to two (2) rounds of revisions per City comments are assumed. 3.2 Draft Area Plan Prepare the Draft Area Plan based on comments received from City staff on the Screencheck Area Plan. Submit the Draft Area Plan to the City. Make minor revisions based on City staff comments (we anticipate that staff comments will not be extensive at this stage). Submit the Draft Area Plan to City for distribution. 3.3 Final Area Plan Print and assemble the Final Area Plan document after final City Council approval. Edits will be made as required by final City staff review, City Council action, conditions of approval, etc. Task 2 Deliverables & Meetings: • Up to four (4) Meetings • Screencheck Area Plan • Draft Area Plan • Final Area Plan Task 4 - Coordination & Public Hearings $85,000 4.1 Ongoing Coordination Coordinate with the City staff and project team members during the planning and design process. The duration of plan preparation and process is estimated to be approximately nine (9) months. Prepare and review correspondence including, but not limited to, emails, letters, memos, faxes, etc. 4.2 Public Hearings Attend up to one (1) Planning Commission hearing and provide support to City staff as necessary. Attend up to one (1) City Council hearing and provide support to City staff as necessary. Prepare a PowerPoint presentation with supporting exhibits for use at public hearings. Task 4 Deliverables & Meetings: • Up to one (1) Planning Commission Hearing • Up to one (1) City Council Hearing • PowerPoint Presentation 71 C2 Landscape Design Service Task 1 - Review of Current Corridor Development Standards $7,880 1.1 C2 will work with the City and design team to review and comment on the various existing Highway 111 corridor studies as it relates to the landscape architecture scope of the project. This will create a baseline for future documents and will help C2 better understand the priorities of the community. Task 2 - Stakeholder Engagement $10,775 2.1 Along with KTGY, assist in meeting with various stakeholders and city agencies in evaluating their vision of the corridor. Task 3 - Highway 111 Street Plan $11,835 3.1 Develop standards and improvements to the trails and landscape plans along Highway 111. These standards will reflect the information gathered in the standard review sections and stakeholder engagement sections of the scope of work. The plan will encompass high-level planning studies of the entire corridor identifying specific areas of concern that will be addressed in later phases of the project. Task 4 - Corridor Branding Program $27,480 4.1 Assist KTGY in developing a branding program for the Highway 111 corridor. C2 will provide recommendations on landscape and materials selections as it relates to this scope. This will include revised plant palettes, hardscape materials, artwork, and wayfinding recommendations. Deliverables will include plan views, sections and 3D renderings if necessary. These will be stand-alone graphics for this phase and will be folded in to the final documents at the conclusion of the project. Studies will be shared will all entities involved in the project including City Staff and local stakeholders and all comments will be considered in finalizing the studies. Task 5 - Design Guidelines $30,500 5.1 Assist KTGY in developing the guidelines for the Highway 111 corridor. C2 will create the landscape section of the design guidelines using the information gathered in the previous phases. Deliverables will include final plans, sections and 3D simulations of the landscape for the various building development types developed by KTGY. Landscape guidelines will address such items as landscape buffering, space making and engagement of the landscape between the corridor and the adjacent proposed development. Task 6 - Code Revisions $11,445 6.1 Based on the design guidelines developed in the previous phase, revise the affected codes accordingly. These revisions will also reflect any adjustments that were found to be necessary during the Task A analysis. 72 Task 7 - Implementation Program $6,760 7.1 Work with the City to create an implementation program that will bring the corridor vision into reality. Task 8 - Corridor Branding Program $6,975 8.1 Attend (1) Planning Commission and up to (2) City Council public hearings along with KTGY to present the area plan findings. KCS Public Outreach Service Public Outreach Plan Every successful project begins with developing a comprehensive Public Outreach Plan (POP). Collectively, our team has provided services that expand the realm of community outreach and engagement across Southern California. From designing grassroots outreach campaigns, hosting neighborhood meetings and implementing briefings to community leaders, to administering tailored surveying and polling campaigns, canvassing, executing business outreach, special events, planning conferences and staff augmentation; our team has the experience this project demands. However, none of these tasks can be properly executed without the guidance of an all-inclusive Public Outreach Plan (POP). Our team has multiple staff members that are adept at executing creative outreach plans that will meet the needs of City’s goals and the community’s needs. Our tailored plans are crafted in a thoughtful, cost effective, creative way and always strive to maximize public engagement from interested stakeholders. It also allows the outreach team to build solid relationships with stakeholders and build a positive public perception for the City. Our team has unparalleled experience with producing successful public meetings and we will bring that expertise to this Project. Task Deliverables • Two (2) public meetings/open houses • One (1) project fact sheet • Surveys (online and paper) • Two (2) postcard mailers • Two (2) open house invitation flyer’s (can be distributed electronically or canvassed) Research and Ascertainment We will research, identify and build a comprehensive database of key stakeholders within the project corridor. The ascertainment review will include a list of stakeholders (residents, businesses, chamber of commerce, homeowner associations, community leaders, emergency responders, etc). We will conduct business outreach within one mile from the project area and provide City with the results, including contact information, how they liked to be communicated with and in what language (languages other than English). KCS proposes that this comprehensive database be visited monthly so as to keep the data current. KCS will track a vast range of community groups in the City of La Quinta and surrounding areas, understanding where, when, and how, to develop and deliver messages that align with community interests and priorities. This research and ascertainment will enable the City to speak to much larger numbers of residents on their own terms, where they are, and in a manner that establishes trust. Task Deliverables • Stakeholder Database • Report of qualitative research with recommendations (5 hard copies, 1 electronic copy) Presentation and Meeting Materials Our team will develop the necessary presentation materials for the public meetings. The presentations will incorporate general project information, including goals and objectives, project schedule and public outreach efforts. Our team’s extensive experience with project collateral includes the design of several key collateral templates in the design phase. Task Deliverables • PowerPoint presentations • Visual exhibits 74 • Surveys (online and paper) • Printed collateral • Handouts and supporting documents Online Engagement Our experts will increase the visibility of the City of La Quinta and increase their digital footprint regarding the Highway 111 Corridor. We will create a tactical digital outreach plan for the City to utilize on each project/initiative. We will also oversee each project’s digital media efforts, including website and social media platforms such as Facebook, YouTube, Instagram, Pinterest, and Twitter. We will create and curate shareable content, determine which platform is best suited for each piece of content, build and manage social media profiles and presence, direct paid search and social campaigns and analyze the performance of those campaigns, maintain brand consistency across platforms, assess search engine optimization (SEO) configurations monitor analytics, manage the digital outreach budget, and foster vendor relationships. After drafting a strategic social media campaign, we will launch on the various platforms and continue to monitor and measure the engagement levels. Our comprehensive social media strategy will allow us to garner public perception, taste and distaste, user preferences, as well as to identify successes, points of contention, and issues allowing us to include them in the study. Our team is also adept at developing and coordinating electronic campaigns that include project updates. We recommend sending monthly e-blasts to keep stakeholders updated. We start by identifying the purpose of the study. Then we decide whether focus group interviewing is the right method for the study. If it is, we identify information-rich types of participants and decide on the number of focus groups to be conducted. Opinion research gives staff and policy makers the knowledge of what the cities are thinking and how best to be responsive to them. It reveals the best ways to reach various influencers and maximizes the value from expenditures by ensuring that the most effective messages speak to the unique needs and desires of those key influencers. It allows retests over time, fine-tuning and readjusting the approach to address ongoing changes in opinions. Task Deliverables • One (1) focus group session • Focus group observation • Analytics report 75 OTHER TASKS The following tasks are not included in our fee assumptions, however we are available to work with the City in developing and implementing public outreach strategies as additional enhancements to the program for the following tasks, if needed. Media Relations Our team has extensive experience in developing media outreach plans and will support the City in executing a media relations effort for the Project. Our team recently assisted the City of Menifee and the Riverside County Transportation Department in hosting a media tour at the construction site of the I-215/Newport Road Interchange Improvement Project for local media outlets and community bloggers. Local reporters met with the project’s technical team and got an exclusive tour of the project site. These relationships proved to be vital to ensuring the project received plenty of earned media exposure throughout the bridge construction. The outreach team will provide an outreach strategy and ongoing support of developing media materials (i.e. press kits, press tours, media database, blog articles, Op-Eds, PSAs, emergency contact list, etc.) for each assigned project and no materials will be shared publicly without prior consent of the City of La Quinta. Emergency Responders Project Briefing Including the emergency responders at the onset of any project has proven to be quite successful for our team. We bring together local police, fire, ambulance and California Highway Patrol (CHP) in one meeting and discuss the particulars of the project and vet out what impacts (if any) the planned construction activities and detours will have on each branch. We gather a plethora of valuable information and this allows us to share the information with the project team, so they can plan their activities in a way that is conducive to each branch’s operations while protecting the safety of the communities and traveling public. Our team will conceptualize and execute a well-thought out plan for every meeting as well as staff each meeting with experienced team members. Chamber of Commerce Briefing Chamber of Commerce Briefings help keep our finger on the pulse of the local businesses in the project corridor. The information we gather from reaching out to the local chambers has served us well on every project we have worked on. We are then able to share this pertinent information with the project team and they are able to adjust their activities to serve the project and the businesses simultaneously. We have extensive experience in engaging local chambers and creating a mutually beneficial relationships that contributes to the overall success of the outreach program. Our team will plan and execute a well-thought out plan for every meeting as well as staff each meeting with experienced team members. 76 Kosmont Economic Service Task 1 - Plan Review $6,300 1.1 Kosmont staff will review relevant background data, plans for new CV Link system and the ULI Technical Assistance Panel recommendations, to gain an understanding of the proposed land uses, infrastructure systems, transportation opportunities and various constraints impacting the future development of the Corridor. Task 2 - On-Site Visit $5,000 2.1 The Kosmont team will participate in on-site visit for a Project kickoff meeting with City to understand existing conditions and surrounding land use patterns and existing circulation and transportation conditions. Task 3 - Market Analysis/Development Feasibility $20,600 3.1 Kosmont staff will analyze recent demographic, residential, and commercial/retail real estate market trends (rents, sale prices, land values, new construction, absorption rates) and forecast a range of long term growth prospects in La Quinta, and the regional market area and estimate the potential capture for La Quinta. The market data and estimated construction costs for each land use will help us prepare preliminary pro formas to analyze feasibility of new development. Task 4 - Implementation Plan $9,500 4.1 Based on the infrastructure requirements, Kosmont will identify strategies and tools for funding public infrastructure (e.g. CFD, EIFD and D.O.R.TM) and illustrate potential financial gaps. Task 5 - Meetings $6,300 5.1 In addition to the kickoff meeting, Kosmont senior staff will participate in a maximum of two focused project meetings with KTGY, City and/or stakeholders. Kosmont project manager will also participate in regular monthly conference calls. For budgeting purposes, we are assuming a 4-5-month planning/analysis process. PSMOAS Traffic and Civil Services Task 1 - Project Coordination $10,640 1.1 Psomas will attend meetings with the City, KTGY and other key project team members. Psomas will also participate in bi-weekly internal meetings with KTGY to review the status and address any outstanding issues. It is assumed that there will be meetings monthly meetings over the nine-month duration of the project. Psomas will attend up to three meetings in person and the others via conference call. 77 Task 2 - Conduct Research, Data Collection, Field Reviews $14,780 2.1 Psomas will review existing available information for the project area including: • City’s 2035 General Plan • Highway 111 Design Guidelines • Specific Plan development standards • Traffic and collision data • Highway 111 Corridor Study, July 2018 • CV Link Corridor Transportation Analysis, Urban Crossroads, July 25, 2016 • CVAG’s Regional Traffic Signal Synchronization Project - Traffic Signal Interconnect Master Plan • Base mapping (it is assumed that at a minimum aerial imagery and mapping is available for the study area) • Regional transportation plans and planned Caltrans highway improvements Psomas will conduct field reviews and together with KTGY meet with the City (and possibly Caltrans) regarding the existing and planned infrastructure improvements. Based on our research and field reviews identified in the above task, Psomas will identify constraints and opportunities along the corridor. We will develop a technical memorandum summarizing our findings. Task 3 - Traffic and Safety Analysis $15,270 3.1 Psomas will conduct a traffic and safety analysis of the corridor. This will be based on a review of existing available traffic count data, collision data and a high-level traffic analysis to identify operational deficiencies, hot spots, and potential improvements for current and future 20yr projections. Collision data will be obtained from the Transportation Injury Mapping system (TIMS) from 2015-2017 and from the Crossroads database. Psomas will summarize crashes by the type of users involved, type of collision and by severity. Crash Modification Factors (CMFs) for potential improvements will be presented in order to estimate the safety benefits of improvements alternatives. The traffic operational analysis will be limited to Average Daily Traffic and whether the Complete Street improvements would have any anticipated impacts on vehicular traffic. If operational analyses of intersections are desired, they will be provided as an additional service. Bicycle and pedestrian demand will be estimated using available data such as existing forecasts, push button actuations or other means. 78 Task 4 - Implementation Plan $9,500 4.1 Psomas will develop a Complete Streets Plan for the Highway 111 Corridor and adjacent infrastructure, including the intersecting streets/paths (Highway 111, Avenue 48, Washington Street, La Quinta Center Drive, Adams Street, Auto Center Way, La Quinta Drive, Dune Palms Drive, Jefferson Street and CV Link). The plan will identify improvements needed to meet the needs of pedestrians, bicyclists and transit riders traveling along and to the Highway 111 corridor. As part of the plan development Psomas will engage with the City and other stakeholders to gather input and confirm our approach and potential alternatives. Psomas will develop up to two conceptual alternatives for key facilities such as major intersections, grade separated structures, and transportation hubs. Typical sections will be developed for key roadways including Hwy 111, primary and secondary north-south streets identified in the Corridor Study. Psomas will develop conceptual “ball park” estimates for up to two interchange alternatives. The plan will include a discussion regarding phasing the proposed improvements which will be developed in coordination with KTGY by considering the overall corridor/area development and prioritization based on future conditions.
