This permit authorizes special event activities. to be accomplished within City of La Quinta
right-of-way ONLY. Whenever the special event activities extend into private property, it is
the responsibility of the applicant, or their agents, to secure permission from abutting property
owners. Such authorization must be secured by the applicant prior to starting the special
event activities.
L The applicant,- Lucia Moran, shall be available during the event by cellular phone at
(760)805-1603 or a message can be left at (760)564'3761..
2. The necessary traffic control signage, barricades, and cones identified on the approved traffic'
control plans willbe provided and set up by the City. The applicant shall notify the City
immediately if replacement equipment is needed.
3. The applicant shall be responsible to have volunteers at the intersection of Bermudas &
Nogales at all times during the event to allow residents living.on Avenida Bermudas within
the event area; their guests,'mail carriers, and companies delivering to them, access to -the
southbound`one-way fire lane provided on the traffic control plans:
4. The applicant shall also assign volunteers to regularly monitor .the intersections of: 1)
Bermudas & .Chihuahua, 2) Bermudas & Monterey;%3) Bermudas & Colima; and 4)
• Bermudas & Arroba. _
5. The permittee is responsible for making sure that temporary no parking signs along the
parking area affected by the special event is existing. -The signs shall be placed along the'area
48 hours prior to the start'of closing -the area and removed. immediately after the construction
completion date.
6. The City of La Quinta reserves the right to revoke, suspend or void this permit at any
time.
7. The permittee shall indemnify; hold harmless and assume the defense of the City'from all
damages, delay costs, costs or expenses in law or equity that may arise out of work under this
permit.

C. , The one -day -event is exempt from the, California Environmental Quality
Act (CEQA) provisions: pursuant to Section 15304(e).
D. Adherence to. the 'conditions attached to this application, as outlined
herein, will ensure. that no adverse impacts to surrounding . residential
properties.will occur.
CONDITIONS:
1.. By holding this outdoor:event; the applicant agrees to indemnify, defend
-and hold harmless the City of. La Quinta in the event, of any legal claim
or litigation arising out of the City's approval, of this- event. The.City. of La
Quinta shall have the right to select its defense counsel at its sole .
discretion.
2. The. City and its employees shall be' additionally insuredfor this event in
the minimum�'amount of $1,000,000.00: A copy of the Certificate of
Insurance shall be . submitted to the Community Development
-Department by -April 6, 2007.
3.., The applicant shall comply with -all provisions of the La Quinta Municipal
Code (LQMC), except. where these. Conditions call out specific
exceptions.
4. The applicant shall obtain an encroachment permit from the Public.
Works . 'Department. for ' the . event. Prior to the issuance of an
encroachment permit, the applicant shall notify the following public
agencies.of the event route and estimated times and duration:
• Fire Marshal
• Public Works. Department (Encroachment Permit),',
• La Quinta Police Department and 911 Emergency Response Units
• SunLine Transit Agency
The applicant .is responsible for any requirements of the'.permits or
a.
clearances from those jurisdictions. If the requirements include permit
approval,. applicant- shall :furnish proof of said approvals prior to
obtaining -Public Works encroachment permit.
5. The applicant shall submit traffic control plans for the closure of Avenida
Bermudas between,. Calle Nogales and Calle Arroba as well as for
intersecting streets ..to include Calle Nogales, Calle Chihuahua, Calle
Monterey, Calle Colima and Calle Arroba: Said traffic control plan shall
be submitted to ' the Public Works Department concurrent with the
encroachment permit application at least 4 weeks prior to the. event. The
applicant shall provide for additional -traffic control as approved by the
City Engineer and/or other additional requirements of the Riverside
Sheriff Department:
.6.. The applicant shall advise residents affected by any street closure and
no parking prohibitions at least one week in advance of the event.
7. Permission to park vehicles on private property shall -be obtained prior. to
the event.
-8. Permits from the Building & Safety Department and Fire Department.for
temporary, structures (e.g., tents exceeding 200 square feet and/or
canopies exceeding 400 square feet) shall . be obtained prior .to
installation.. If you have..any questions, the Building' & Safety
Department can be reached ,at 760-777=7012, and Fire Department
personnel* can -be reached at-760-863-8886 (Planning and Engineering).
Fire lanes shall be established and/or maintained during the special
event.
9: The applicant ' shall contract with the . . Riverside County Sheriff's
Department for provision of services necessary, to insure public safety,
as determined by their agency through such contractual arrangements.
All. such contractual arrangements. shall include coverage .for all City
properties -used.: � in conjunction with this . event. Fore any additional
requirementss , please contact Riverside County Sheriff'Department at
760-863-8990.
10. The applicant shall contact` the appropriate departments in Riverside
County to confirm what traffic control measures are required on the
streets and . roads where the race route passes , through. county ' .
jurisdictiorn outside the La Quinta City limits.
11. The applicant shall contact SunLine Transit Agency at least two weeks
prior to the event to mitigate any impact.on bus service if any, streets,
particularly Eisenhower Drive and Washington Street, will .be closed for
the event. Please contact Eunice Lovi of Sunline Transit Agency at 760= .
34373456, regarding service interruptions.
12. Before, any cranes, forklifts, or other aerial equipment are raised, please
check .for overhead wires. Please note that California Title 8, ,Electrical
Safety Orders, specifies the closest distance that unqualified electrical,
workers can get to electrically. energized .'.conductors: Unqualified.
-electrical workers can get no :closer than. six () feet to Imperial Irrigation.
District distribution lines and no closer.than ten (10) feet to transmission .
lines. People operating boom type lifting or hoisting, equipment -can get
no closer than' 10 feet to distribution lines and 17 feet to transmission
lines.

13. ',Roadways and intersections shall remain readily accessible for passage
of emergency'response vehicles and private. vehicles.
14. Portable generators, if .used shall.. be shielded to prevent accidental
contact with guests. Extension cords shall ,be secured to. the ground to
prevent tripping..
\ 15. If ground extension is required, please. contact Underground Service
Alert -(USA). at 1-800-227 2600 or 1-800-42.2-4133. This -service is free
of charge provided USA is given at least two days' notice.
16. Temporary trash receptacles shall be provided so. that trash/debris can
be deposited accordingly. Please coordinate your. recycling activities
.with Burtec Waste Industries Incorporated to ensure the.site is -left -free
of any litter.
' 17. Public. property shall not be defaced by paint or, other types. of
permanent materials, such .as pen, markers, .etc.
18. - All signage must be removed at the 'conclusion of the event,, or each
sign is subject to a $50,00. fine. Please, contact the Code ' Compliance
Department at 7W-777-7050 regarding removal,of'signage.
19. The serving of food at the event. shall be subject to* rules and
requirements of.the Riverside Cou.nty Health Department..
20. The site shall be left clean.and, in its original manner after the event. The
applicant shall have Avenida Bermudas cleaned of all'debris prior to the
reopening .of the street.
21. As City,Council approval of any street closure ;is required, the applicant
is conditioned to submit next year's application 60 days :in advance of
the, event. Failure to submit the application in a timely manner may
result in delay or denial.
The City `may elect to add conditions to this application request to mitigate any
problems 'that,arise not previously addressed herein.
This decision may be appealed .to the Planning Commission, provided the written
appeal. and filing fee of '$175.00 are submitted to this Department, within 15
calendar:days of.the approval; Please contact this office should you wish to file an
appeal, -and we will assist you in that regard.
