In response to your May 21, 2019 Request for Proposals for On-Call Materials Testing
Services, and June 5, 2019 Addendum Number 1, Leighton Consulting, Inc. is pleased to
provide this proposal. Services for this project will be mobilized out of our Palm Desert
office, with support from our seven other southern California locations, if needed.
Subconsultants are not expected to be required. The following is an executive-
summary of why Leighton Consulting, Inc. is uniquely qualified to provide these services:
Regional Public Works As -Needed Experience: Our staff of more than 175 is
located in eight offices across southern California, including Palm Desert, Temecula,
Rancho Cucamonga, Irvine, Los Angeles, Ventura, Santa Clarita and San Diego. We
provide solely geotechnical, geoenvironmental and materials testing services and our
niche is public works. Leighton Consulting, Inc. has worked with most municipal
agencies in the Coachella Valley, including La Quinta, Indio, Rancho Mirage,
Cathedral City, Palm Desert, Palm Springs, and Desert Hot Springs, as well as various
Coachella Valley School Districts. Over the years, we have successfully managed
more than 150 as-needed (on-call) public agency contracts in southern California. We
have the experience, deep bench and tested operating procedures in-place to provide
you with services you need during peak demands as-needed (on demand).
Proven Fieldwork Experience and Procedures: Leighton Consulting, Inc. has all
the in-house capabilities for federally-funded roadway projects including Caltrans
certified materials testing laboratories, Caltrans certified technicians and calibrated
thin-lift asphalt nuclear-density-gauges for pavement overlay projects. All field and
laboratory data are acquired using networked tablets, stored in the Cloud with our
MetaField database, for real-time access for our project managers and clients.
MetaField also provides artificial-intelligence checks for equipment calibration and
data quality.

Field Personal: Our field personnel have years of geotechnical engineering and
materials testing work experience and follow all relevant industry standards of practice
for the safe execution of quality public works construction projects. Our field
technicians have repeatedly demonstrated their ability to interact professionally with
contractors, design teams, public inspectors and the public at large. They typically
coordinate with City personnel and other consultants; promote quality customer
service and a professional image for the City; and respond promptly and courteously
to requests. All of our technicians work under the responsible charge of a Leighton
California licensed Geotechnical Engineer (GE) and/or Civil Engineer (PE).
Materials Testing Laboratories: Leighton’s services are supported by our three in-
house laboratories. Our laboratories participate bi-yearly in Cement and Concrete
Reference Laboratory (CCRL) Sample Proficiency Testing and consistently achieve
the highest possible ratings. We hold certification from Caltrans, AASHTO Materials
Reference Laboratory (AMRL) and California Division of the State Architect (DSA).

the City of Rancho Mirage. Our scope of services included; field observation and testing for compaction of
subgrade and aggregate base for pavement construction, concrete sidewalks, curb and gutter, as well as
retention basins, drainage pipes, and catch basin backfill. Laboratory testing of aggregate base and asphalt
materials for conformance with specifications. Concrete sampling and testing for slump and compressive
strength testing. Field and laboratory testing were documented and submitted to the City. Our field technicians
worked to coordinate field testing and compliance with the project requirements.

Leighton performed geotechnical engineering services during design and construction phases of street widening
associated with Cactus Avenue, from Lassalle Street to Nason Street, and widening and/or completion of Nason
Street, from Cactus Avenue to Iris Avenue, in Moreno Valley. Both streets were widened to accommodate four
travel lanes including a bridge crossing over Line F Channel. Leighton provided geotechnical observation and
materials testing services for all aspects of the project including concrete box culverts and wing walls, fill
placement, bridge construction, channel lining, aggregate base, and asphaltic concrete. Leighton maintained
close coordination with project CM and updated City PM on work progress and budget status

Leighton performed field observation and compaction testing during slurry seal placement for the Pavement
Rehabilitation of Rancho Cal Road. Laboratory work included QA testing on aggregates and asphalt for
conformance with project specifications. Field observation and sampling was performed by our Soil/Field
Technicians on a part time/on-call basis including night shifts. Leighton also reviewed slurry seal mix design
submittal and performed wat-track abrasion tests.

The County of Riverside, in cooperation with the City of Menifee and Caltrans reconstructed the existing
interchange located on I-215 at Newport Road in the City of Menifee. The improvements reconstructed the
existing diamond interchange into a partial cloverleaf interchange configuration, with northbound and
southbound loop on-ramps. The existing bridge was widened to accommodate six through lanes of traffic,
deceleration lanes approaching the loop on-ramps, outside shoulders that will be used as bike lanes and a
sidewalk on the north side of the bridge. On the mainline freeway, acceleration lanes were added to the direct
on-ramps and a deceleration lane was added to the northbound off-ramp. The northbound freeway bridge over
Salt Creek was also widened to accommodate the northbound on-ramp acceleration lane.

PROPOSED STAFFING AND PROJECT ORGANIZATION
Personnel & Experience
Mr. Simon Saiid, PE, GE, will serve as the Project Manager and
Primary point of contact for the City. Mr. Saiid has 29 years of
geotechnical and materials testing experience involving public
streets and bridges including numerous projects within the City of
Indio and other local Cities in the overall Coachella Valley area. He
will be hands-on, directly engaged, and have responsibility for
Leighton’s services throughout the contract. Mr. Saiid will take the
lead on all engineering and materials testing tasks to maintain
familiarity with the City’s staff and protocols.
Mr. Saiid’s experience includes engineering design and construction
supervision experience for the civil and geotechnical aspects of
projects related to infrastructure, public facilities, and land
development. Mr. Saiid is responsible for review of geotechnical
engineering analyses, laboratory testing, and quality control. He is
practiced in geotechnical site investigations, pavement evaluation
and design, seismic hazard evaluations and mitigation design,
grading control, ground improvement, pipelines, and forensic
evaluations. Mr. Saiid is experienced with Caltrans, ASTM, and
other testing procedures. He will verify that our deliverables fully
meet project requirements.

Roderick Marcia is a California-registered Professional Engineer with 18 years of experience and has been
part of Leighton team for over 13 years. He has worked on variety of projects including transportation in
state and city right-of-ways, public works infrastructure, commercial, residential, K-12 schools and colleges,
medical office buildings, government, and other civil type facilities with widely different geotechnical
surroundings ranging from port/coastal to hillside environments. In addition, he has worked in different
phases of the project from proposal/cost estimate stage, site investigation and design, to project
construction. His work encompassed Quality Control/Quality Assurance of laboratory and field testing;
technical analysis including liquefaction, site specific hazard analysis, slope stability, shallow and deep
foundations, pavement, shoring; preparation of geotechnical design, foundation, and construction reports,
and letter response to reviewing agencies; and geotechnical review of civil, grading and foundation plans for
projects. Mr. Marcia is proficient in SLIDE, GSTABL, EZFRISKSP, gINT, APILE and LPILE computer programs.
He has widespread experience and knowledge in material testing of soils, aggregates, Portland Cement
Concrete (PCC), Hot Mix Asphalt (HMA), and steel reinforcements with specific requirements to Caltrans,
ASTM, and Public Works “Greenbook”. He currently directs the inspection and testing activities of Leighton’s
laboratories, and is responsible for procedural conduct and accuracy in field inspection and laboratory
testing, review and evaluation of engineering properties, and performance of construction materials.

SCOPES OF WORK
Our goal is to support the City by supplying experienced geotechnical engineers, special inspectors and
materials testing staff that will provide reliable and efficient testing procedures. As specific project needs
arise, requests may be as simple as a phone call or email to our Project Manager, with a brief description
of the project, location, and required services, or as a formal written request, depending on the workload
and needs of City personnel. A written proposal will then be prepared by Leighton outlining required
scope, assumptions, schedule, deliverables, and costs based on our understanding of the project. Upon
review and written approval by the City, the scope can be modified as needed and, if necessary, a pre-job
meeting can be held to discuss project details and coordination.
Leighton anticipates the Scope of Work to include, but is not limited to, the following:
Geotechnical investigations including field exploration/drilling and laboratory testing.
Pavement evaluations to recommend street structural sections and/or rehabilitation alternatives.
Materials testing support during construction including special inspections services. Services may
include all required tests for steel, concrete, soil, subgrade, backfill, hot mix asphalt, aggregate
base, and other materials used on individual projects
Observe construction methods and work closely with City PM/Inspector or assigned construction
manager/RE regarding work progress and compliance with project requirements.
Maintain summary log of material tests performed throughout the duration of each project and
submit daily and weekly reports, or as required.
WORK PLAN AND PROJECT MANAGEMENT APPROACH
We have outlined an approach that we think will meet the general needs of your projects. We understand
that not every project is the same, and project needs change from one project to another. We will
provide you with the flexibility you need to ensure success, providing office and field staff to assist the
City as described below.
Construction Meeting | Our assigned Project Manager, Simon Saiid, will attend a pre-construction
meeting to establish points of contact and distribution of results. We will also attend weekly meetings as
determined to be prudent by the City. We will rely on your field representative to contact our office to
schedule all field work, for which we request at least one full working day advance notice. Site safety is
the responsibility of your contractor; therefore, we will notify the contractor’s site representative
whenever we are on site.
Geologic Observation | We will provide either a Professional Geologist (PG) or Certified Engineering
Geologist (CEG) as necessary to evaluate soil conditions. Bob Riha, the Project Engineering Geologist
assigned to this contract, holds both professional registrations.
Dispatch and Management | Technician scheduling, coordination, and administrative services will be
provided. Supervision, quality control, and project management will be provided by our Field Operations
Manager, Project and Principal Geotechnical Engineers, Civil Engineer of Record, and Laboratory/Special
Inspection Manager, as needed.
Geotechnical Laboratory Testing | We will perform geotechnical laboratory testing of representative
imported and site soils to determine the ASTM D 1557 laboratory maximum dry density and optimum
moisture content, and corresponding grain size distribution to match the soils with the appropriate
“compaction curve.”

Backfill Observation and Testing |Soil Engineering Technicians will provide either full- or part-time
observation and testing of backfill placement, as fill thickness and the earthwork contractor’s schedule
requires. Deeper, rapid fill placement will require full-time observation and testing. It is customary and
standard practice to perform field density tests at least at every 2-foot vertical lift in newly placed
properly compacted fill. Daily Field Reports will be distributed to the Engineer or representative for
review/signature.
Concrete Field Sampling and Testing | Our Inspectors will sample fresh concrete, measure temperature,
and perform slump tests (ASTM C 143) and air content tests (ASTM C 173 or C 231) when requested by
your designated field representative. The air content test will only be performed if specifically requested
(not expected to be required with this contract). We will mold four compression test cylinders for each 50
cubic yards of concrete, or at least one set of four each day concrete is placed. We can also mold a set of
three additional field-cured cylinders when requested.
Batch Plant Inspection | If required, we will provide an American Concrete Institute (ACI) certified
inspector to perform batch plant inspection.
Material Laboratory Testing | We will transport hardened samples from the site to our material testing
laboratory. Material laboratory curing and compressive strength testing of field-molded concrete test
cylinders will be performed in accordance with ASTM C 31 and C 39.
Material Testing Reporting | We will provide a report summarizing the earthwork-related activities and
the results of our field and laboratory tests during construction. Verbal and/or email reports will be
provided for 7-day breaks. A final one-page report will be provided summarizing compressive strength
tests results for a given set of (four) cylinders after the 28-day breaks are completed.
Geotechnical Investigation Reporting | We will provide a report summarizing our findings, conclusions,
and recommendations for the project. Your single point of contact will be Mr. Simon Saiid who will
personally review the geotechnical design reports.
Critical for a successful project is a complete understanding of project needs and clear definitions of each
party’s roles. Our role will be to inspect and test implementation of approved project plans and
specifications, working in conjunction with the City’s project manager or the assigned representative. We
understand our role to perform material testing and geotechnical services in accordance with Caltrans
and/or City (Greenbook) standards for public
improvement projects. Leighton may also be requested
to evaluate existing infrastructure and prepare a formal
report presenting options and recommendations to
mediate or address various problems. A final report will
be prepared with all relevant data on an as-needed basis.
If needed, traffic control will be provided in accordance
with the WATCH or MUTCD Manual and comply with all
USA Alert requirements.
The accurate and timely compilation of data, along with
the communication and management of that data is very
important in preventing delays in a project schedule. Our engineering technicians in the field will be
equipped with the necessary tools to provide immediate test results as they are performed. Our
engineering technicians will use a calibrated nuclear gauge to accurately take readings. We will prepare a
Daily Field Report of all tests and work with field personnel to document each section tested and move
quickly through the project.
All geotechnical and materials laboratory
testing will be performed by our local
certified laboratory facilities. This will help
to expedite the turnaround of laboratory
tests that must be taken to the lab. All
testing results will be compiled and reported
daily in hard copy or, if desired,
electronically in PDF format.

We will use MetaField® as a networked and integrated Field
Information Management System (FIMS) and Laboratory
Information Management System (LIMS). This completely
eliminates the need for paper in the field, laboratory and/or
office; although we can print out anything you need or want, at
any time for you. Our field staff is equipped with company-
provided cell phones, networked laptops, tablets and Bluetooth®
printers (for those regulators and clients who still require paper).
This system allows us to e-mail data typically as a PDF, or post data on a web page for your independent
and secure access, real time.
Field staff will be mobilized from our close by Palm Desert office, with support from our other southern
California offices, if need be. Field staff are dispatched using MetaField®, which e-mails their
assignments to their phone and/or tablet, so they can see the site location, site-specific contact persons
and prior data acquired for that site. All data acquisition is electronic through a secure cellular network
and The Cloud. Field staff either accept or decline assignments based on their current work backlog, and
scheduling is viewed on a MetaField® calendar for project managers to see.
A quality control plan will be implemented specifically for Leighton’s activities on this contract, ensuring
assigned personnel are made knowledgeable of, and required to comply with, applicable codes and
standards. The quality control plan will reference the minimum criteria for acceptance to confirm that the
work inspected, and materials tested by Leighton conform to the respective project’s plans and
specifications. Leighton’s supervisory personnel will oversee quality assurance for the plan.
