The California State Architect, and Office of State Health and Planning Department have certified MTGL as a
qualified ISO 17025 approved testing laboratory. MTGL has been providing CBC Inspection services for more than
25 years and qualify as Small Business Enterprise (SBE), Disadvantaged Business Enterprise (DBE), Woman Owned
(WBE), (MBE) Minority Business Enterprise. MTGL currently has over 55 full‐time employees including
Geotechnical Engineers, Deputy Inspectors, and Soils Technicians experienced in inspection.

Environmental Consulting: MTGL provides
environmental services including in all phases of
environmental site assessments, preliminary
endangerment assessments and Title 5 compliance
reports. MTGL’s objective to be thorough during the
investigation. If anomalies are found, MTGL’s team
will recommend solutions to resolve them so that
other issues may be avoided during demolition and
construction.
Geotechnical Engineering: MTGL has been active in
all phases of geotechnical engineering, construction
inspection and materials testing for all aspects of
commercial, industrial, municipal and residential
developments since its formation. As such MTGL
can assist the design team in identifying potential
seismic hazards and provide recommendations for
site preparation, grading and foundation types.
During construction, MTGL can assist in ensuring
that all soils used in construction are correctly
compacted and meet project plans, specifications
and soils report.
Construction Inspection/Testing: MTGL provides
complete materials testing, inspection and quality
control services to all facets of the construction
industry. Our services are performed in our
laboratory, at fabrication plants and at construction
sites. We verify compliance with municipal, state
and national building codes and standards as well as
project plans and specifications.
Materials Engineering/Construction Consulting: Our
firm has expertise with the properties of concrete,
asphalt, masonry, steel and other materials, as well as
the full range of construction practices. MTGL’s
personnel are skilled at determining or investigating
construction problems and providing our clients with
economical solutions. If structural materials perform
inadequately, or if uncertainties exist about their
quality, MTGL can quantify unknown properties,
investigate, and report how and why these conditions
exist. When requested, we will recommend acceptable
alternatives.
Pavement Consulting: MTGL’s engineers and
professional staff are specially trained to provide our
clients with practical and cost‐effective solutions or any
pavement challenge or design.
Non‐Destructive Examination (NDE): NDE is an
effective way of evaluating materials without
destroying their usefulness. MTGL provides NDE
services at the project site, at the fabrication facility, or
in our laboratory. MTGL technicians are highly trained
and experienced in the use of these techniques and
equipment, including ultrasonic inspection, magnetic
particle inspection, and dye penetrant inspection,
ensuring an accurate and thorough analysis.

With over 55 employees, field technicians and inspectors daily servicing our projects, we are capable to provide
you the experienced personnel necessary to service your project. Engineering Technicians experienced in
performing construction observation and materials/soils sampling and testing. MTGL is poised to provide

MTGL has extensive experience with municipalities, city and county government agencies. MTGL’s 25 proven years
of experience has provided us attributes and skills that few other providers can provide.
MTGL wide range of services helps provide verification of contract compliance with the approved set of plans and
specifications, the Standard Specifications for Public Works Construction (Greenbook); Caltrans Standard Plans
and Specifications, City codes, ordinances and standards, California Occupational Safety and Health Administration
(OSHA) Construction Safety Orders, and conformance with Federal/State/Local applicable code requirements. We
work closely and communicate with the city, client owner, construction management, general contractor,
architect, structural engineer to ensure the project is on budget and on time schedule.
MTGL has performed environmental consulting, geotechnical engineering, material testing, special inspection, and
quality assurance services to many clients in the Riverside County, San Bernardino County, Orange County, Los
Angeles County, San Diego County, Metropolitan Transportation Authority (METRO), Caltrans, US Army Corps,

With over 50,000 tons of Asphalt Concrete, the Residential Street
Improvements project was the largest street rehabilitation for any City
Government in Southern California for 2016.
MTGL provided comprehensive Quality Assurance Materials Testing and
Inspection services to aid in the construction of the Residential Street
Improvements Group 6 project. In accordance with the City of Anaheim
Quality Assurance Program (QAP), MTGL provided testing and inspection in
accordance with the Caltrans Local Assistance Manual Exhibit 16‐R and
additional quality assurance measures adopted by the by the City of
Anaheim. MTGL provided full suite testing for every 1,000 tons of asphalt,
per the City’s QAP.
MTGL also provided full services source inspection and verification testing
of quality control testing provided by the producer. A portion of this project
also consisted of pavement rehabilitation with Type II REAS (Rubberized
Emulsion Aggregate Slurry), which MTGL was also able to provide
comprehensive testing and consulting services.
MTGL also provided: Specialty mix design review and suitability analysis,
failure investigation services, mix design verification services, qualitative
verification of mixture design portions, and supplemental roadway
inspection.

MTGL provided slurry seal testing includes wet abrasion, binder content,
sand equivalent and gradation for the City of Menifee – Resurfacing
Number of Streets project.
MTGL provided field sampling and placement inspection of slurry over 12
consecutive work shifts and tested more than 30 REAS Type II Slurry
samples for quality assurance conformance via the Wet Track Abrasion test.
All testing of slurry and slurry components with does in‐houses without the
use of a specialty subconsultant. Our findings were reported directly to the
City Engineer in a comprehensive Final Report.

MTGL provided Acceptance Testing (AT) services for the City of Vernon –
Downey Road Improvements Project No. CS‐0940 included field subgrade
compaction testing, field sub‐base compaction testing, final asphalt overlay
compaction with nuclear gauge, asphalt concrete batch plant, cold central
plant recycling asphalt concrete density testing and monitoring, and
laboratory testing.
The project consisted of 6” deep removal and replacement of the existing
asphalt pavement, adjusting to grade manholes and valves and
rejuvenation by mixing the removed asphalt with new emulsified recycling
agents, water and additives Cold Central Plant Recycling process. In
addition, removal, and replacement of damaged curb, gutter, sidewalk,
driveways, and the installation of handicap access ramps will be completed
per the plans.

Construction of the Glenbrook Tract Waterline and Street Rehabilitation
project consisted of installation of over 13,000 Lineal Feet of Waterline in a
high‐density neighborhood of the City of Brea.
MTGL provided comprehensive Quality Assurance Materials Testing and
Inspection services to aid in the construction of the project. MTGL
customized a Quality Assurance Plan (QAP) that met the City’s funding
criteria as well as satisfied quality assurance requirements to ensure long
terms serviceability for the project.
MTGL provided Source Inspection of Roadway, Drainage, and Pipeline
related materials. MTGL also provided compaction testing of subbase and
roadway materials in accordance with the Standard Specifications for
Public Works Construction (Greenbook). MTGL was instrumental in
ensuring quality requirements were met during paving operations.
Miscellaneous items of work consisted of installation of fire hydrants and
water mains, reconstruction of curb and gutters, manhole adjustments, and
reconstruction of sidewalks.
MTGL also aided and provided: Civil inspection of waterline installation,
roadway inspection, materials quantity verification, assistance with “red
line” drawing fabrication, and full‐service laboratory testing.

This project is a joint‐use agreement between the City of Brea and the Brea
Olinda Unified School District for the renovation of an existing school play yard
located in the north end of the campus. This area is also referred to as “Lagos
De Moreno Park” and is currently used as a City park after normal school hours.
The work on this project includes CMU restroom building, DSA fabric shade
shelters, playground equipment, 3 handball CMU walls, CMU retaining walls,
three (3) A.D.A. ramps, site furnishings, PCC and asphalt paving, and a storm
water detention and filtration system.
MTGL provided soils, materials testing and inspection services including soils,
concrete, masonry, structural steel (field and shop).

California Consolidation Project (SCCP) landmark project for the California Air
Resources Board (CARB), located in Riverside, California. CARB, 380,000 square
foot building, is a new state‐of‐the art Southern California headquarters and
one of largest and most advance vehicle emissions testing and research
facilities in the world.
MTGL testing and inspection services includes structural (field and shop), non‐
shrink grout, concrete (batch plant, aggregate), rebar and coupler testing,
masonry, fire‐resistant and fireproofing inspections.

The Willowbrook/Rosa Parks Improvement Project will provide significant
upgrades to this busy station, expanding its multi‐modal capacity and role as a
quality community resource, and ushering it into a new era of Metro Rail.
The Willowbrook Rosa Parks Station Improvement scope of work includes but
is not limited to construction of a pedestrian crossing, Blue Line platform
improvements, a new pedestrian entry pathway, and station mezzanine.
The project will extend the Blue Line platform south of I‐105. A new pedestrian
will provide a safe connection across Metro and Union Pacific. Improved
pedestrian connection will provide safe and more direct walking paths to
destinations surrounding the station. Expanding the mezzanine to connect the
Blue and Green Lines with new elevators and stairs.
MTGL is providing Soils, Materials Testing and Inspection Services on this
project.

Steven Koch, Senior Vice President, will be the Account Manager. He will coordinate and communicate with the
City Representatives regarding progress and overall MTGL team activities to ensure and verify the implementation
of the plan. He will oversee all the contracts, MTGL’s accounting and billing procedures for accuracy and
completeness. Mr. Koch is the primary contact during the review process for the City RFP and authorized signatory
to bind the MTGL.

of Geotechnical Engineering. He will be the primary main contact for the technical questions for this contract and
overseeing all technical and/or testing issues. He is the authority signatory for all the reports and to provide all
final reports performed to the City.

To conduct soil analysis to determine soil properties (moisture/density tests on subgrade, aggregate base,
asphalt concrete, slope fill and trench backfill placement as required). The tests will be performed with a
nuclear densometer in accordance with ASTM 6938‐10 or sand cone in accordance with ASTM D1556.
Maximum density curves (ASTM D1557) will be performed on various material types as they are
encountered.
Inspection and materials sampling at the asphalt concrete batch plant during asphalt concrete production.
To make sets of concrete cylinders as needed and perform slump tests for the curb, gutter, concrete
drainage devices, channel slope paving and other minor concrete.
Perform soil boring with the guidance of MTGL’s Engineer, Mr. Bruce Hick.
Prepare reports of all on‐site activities on the daily basis.
Subconsultants
MTGL has the capabilities and staff resources to fulfill all the requirements in‐house, with no need for
subconsultants. If needed, MTGL will provide a subconsultants if the project requires related services that are
outside of our fee schedule, with all subconsultants being pre‐approved.

PROJECT MANAGEMENT
Our proposed engineer and project manager for this project will be Mr. Bruce Hick, P.E., G.E. He has over 31 years
of experience as a Geotechnical Engineer providing services across the entire spectrum of Geotechnical
Engineering and will be the main contact for all technical issues. Mr. Steven Koch, Senior Vice President, will be
primary contact during the RFQ review process and authority to bind MTGL to the terms of the contract. Mr.
Michael J. Landon, President, is the authority signatory for all contractual Terms and Conditions. Our inspectors
and technicians are multi‐certified to reduce cost and provide a greater value for quality oversight.
MANAGEMENT APPROACH
MTGL and its staff have read the RFP Section 4 requirements, and fully understand its intent. MTGL and its staff
have the ability and capability to perform the services stated described in the RFP Section 4 requirements.
MTGL is prepared to provide materials testing services to the City of La Quinta for all inspection and materials
tested during the entire course of the contract and advise and consult with the City as necessary. Below is our
general typical approach and scope of work:
Project Kickoff
Upon notice to proceed, our Project Manager will work with the client representative to gain a thorough
understanding of the project and our role. Our initial meeting will review the following:
Project schedule and budget constraints
Geological conditions of the project area, i.e. liquefaction potential, groundwater, proximity to faults and/or
AP Zone, soil type, etc.
Regulatory and jurisdiction approval requirements i.e., Division of State Architect, Caltrans, Municipal
Government, Federal Government, DTSC, etc.
Contact information for all involved parties including: architect, engineer, contractor, regulatory agencies,
suppliers, etc.
Staffing Plan
All requests for services and staffing assignments are coordinated through our central dispatch. Our dispatch,
accounting and laboratory results are compiled into the same database allowing for accurate scheduling and
billing. At the beginning of each project, we meet with the contractor, project manager and City to review all
project documents and the project schedule. Based on the schedule we can anticipate the need for testing and
inspection in advance. However, throughout the course of construction, the schedule often changes, with activities
being moved up or postponed. To keep track of any changes, our assigned project manager will follow up with the
City’s designated project manager and the contractor to determine if any changes to the schedule have been made
so that we may change our staffing plan to accommodate.

In addition, we have assigned a back‐up technician/inspector to provide services if one of our designated
inspectors is unavailable due to unforeseen circumstances.
Ensuring Contract Requirements
MTGL is very aware of the requirements for project certification and closeout. Our role during construction will
incorporate daily review of the technicians and inspection activities to define areas that may need to be re‐tested.
In some cases, an RFI is issued to the architect for approval. Our corporate policy is to work with the associated
subcontractor to rectify the failing areas rapidly as to not interfere with the critical path of construction.
In the event the item is not cleared up by means of a re‐test or an RFI response within the first 72 hours, a
deficiency log will be created and circulated with each week’s reports until resolved. Our communications at this
point will be with the assigned Inspector who will aide in the required corrective actions with the general
contractor. We collect verified reports at the completion of each stage of construction while the work at hand is
within a short time of the inspector’s assigned duties. The project will ultimately end with an affidavit that all
materials and soil has met the approved project documents for certification.
Deficiency Log
MTGL will proactively work with all involved parties to ensure that all construction and materials conform to the
project plans and specifications. Any deficiency found will be immediately brought to the City’s Representative,
Construction Manager, the Contractor and if applicable, the sub‐contractor involved. If the deficiency is not
resolved within 72 hours, we will distribute a deficiency log to all parties involved. We will proactively work with
the party responsible for the deficiency to ensure that it is resolved.

All requests for Materials Technicians, geotechnical staff, field technicians, and inspectors will be filled by the
following business day if notification is received by 3:00 PM the prior business day. MTGL understands that
projects may require last minute requests for testing and inspections. Should a last‐minute request be received,
MTGL will assign the next available technician, often the same business day.
Test Delivery Timeline
MTGL strives to provide test results in a timely manner. Final reports for typical tests are provided within seven
(7) calendar days. If requested, preliminary verbal results can be provided within one business day. In the event of
sample yields abnormal results or fails a test, we provide verbal notification within two (2) hours, with the final
written report delivered within 24 to 48 hours. After a failed test, we fast‐track reporting of subsequent re‐tests
and provide a final report within three (3) to four (4) calendar days, or sooner per client request. We monitor re‐
testing of any failed tests to assist the client in regaining costs for inspection of failing tests from the Contractor
and Subcontractors.
Invoicing/Accounting
MTGL can submit invoices to the City on a weekly/monthly basis that will itemize each task performed, the number
of hours worked per person/consultant, the rate per hour for each person/consultant, total contract amount,
percent complete for specified work items, and the remaining contract amount, along with labor compliance
reports. Billing is done on a weekly basis along with labor compliance reports. Daily reports are sent with each
billing as backup to our invoicing.
Project Closure
MTGL senior staff will review past and outstanding invoices. Invoices requiring clarification or closure will be
discussed with the project team members. When all technical and fiscal matters are resolved, the project will be
closed.

SCOPE OF WORK
MTGL’s Scope of Work as follows, but are not limited to:
Grading Observation and Testing
The first responsibility will be to review the soil report utilized for the design and issue a DSA Form 109 for change
in Geotechnical Engineer responsibility. Our services will consist of rough grading operations, performing soils
tests, and submittal of a soil grading report. Our representative will observe rough grading operations on a full‐
time basis. Water content, in place density (compaction), maximum density and optimum moisture, expansion
index and soluble sulfate test will be performed at a frequency and at locations selected by the soils engineer. Our
laboratory can perform other soils test, if required at an additional charge. During the courses of construction, we
will notify the owner in writing, with a copy to the contractor, if at any time our opinion, the work is not in
conformity to the plans and specifications. Upon completion of the work we will prepare a final soil report for the
owner with relative to maximum density, and the plotting of all tests. The final report will contain the conformance
of the completed rough grading to the intent of the plans, soil engineering reports, and specifications. Technicians
are trained and certified under the written policies set forth by American Society of Civil Engineers, and California
Geological Survey.
Compaction Testing of On‐Site Improvements and Trench Backfill
Our services will consist of compaction testing of the utility trench backfills and paved areas on site and within the
street right of way. MTGL’s services would consist of performing in place density test by the sand cone method
(ASTM D1556) and nuclear gauge method (ASTM D2922), water content test, and maximum density optimum
moisture test per ASTM D1557 at locations selected by our representative. Compaction by the contractor which
has not been performed under observation would not be accepted for conformance to plan and specification.
Trench backfill compaction test would be taken at locations and frequencies in accordance to guidelines provided
by the governing public agency. Test locations would be selected by our reprehensive at locations on a random
basis. Test locations on main trenches would be spaced no more than 300 linear feet apart and 20% of the lateral
trenches would be tested. Compaction test would be taken at each lift with a log of maximum to relative density.
If the backfill material contains too much oversize materials, (larger than 3‐inches) it may be permitted to place
larger material in the deeper fill areas. Sub‐grade compaction test of hardscape, and paved areas on site. Test
locations will be selected by our technician at locations that reprehensive the surface appearance of the sub grade
at the time of testing. Test locations will be spaced no more than 500 linear feet apart. A written report
summarizing the results of all test performed will be prepared upon completion of the work. The report will not
contain a rendering, opinion, certificate, or warranty of the compaction of the materials tested.
Asphaltic Concrete Lay Down Inspection
Our services will consist of inspection of the asphaltic concrete lay down and quality control during the lay down
operation for conformance to the job specification. The lay down inspection will consist of monitoring the
temperature and rolling procedure for the in‐place density of asphaltic concrete by nuclear method. The quality
control will consist of asphaltic concrete maximum density testing for conformance to the job specification. A
written report will be provided at the completion of the work. Our services will also include laboratory testing of
aggregate base and asphaltic concrete. Services will include Hveem stabilometer, sieve analysis, sand equivalents,
and R‐Value testing of aggregate base. Test will be performed on materials sampled at random locations and at
frequencies based on project specifications. Testing requirements for Oil Content of asphalt can be met with our
Rapid Ignition Oven providing real time results to batch plants supplying asphalt.
Concrete Inspection and Testing
Our Services will consist of inspection of concrete, on a continuous basis during the placing of concrete, for
conformance to approved plans, specifications, and building codes. During placement of the concrete the
inspector will fabricate 4 compression test specimens for each 50 cubic yards of concrete placed.
Test cylinders will be cured in our laboratory until they are tested in accordance to ASTM C192. Compression test
would be performed in accordance to ASTM C39 at 7 and 28 days, respectively. Copies of the results of all
compression tests will be provided upon completion of the test.

Concrete Mix Design Review
Our engineer would review the mix designs submitted by the contractor and the results of the test performed on
the aggregates. The results of our aggregate testing and mix design review would be reported upon the completion
of the work to the designated representative of the owner and contractor.
Asphaltic Concrete Lay Down Inspection
Geotechnical Reports: MTGL understands that often the project cannot proceed without the Geotechnical Report
or test data. Therefore, all services and results are provided as quickly as possible. Typically, Geotechnical Reports
are available within three (3) weeks of drilling, or four (4) week from notice to proceed. If needed initial soils results
can be made available within two (2) days of drilling. Should the Geotechnical Investigation fall behind schedule,
MTGL, at no additional charge to the City, will allocate additional resources and work outside of normal business
hours to ensure completion of the project within schedule.
Laboratory Tests: MTGL strives to provide test results in a timely manner. Final reports for typical tests are

Masonry Inspection and Testing
Our services will consist of inspection of masonry construction, on a continuous basis during the construction of
masonry where special inspection is required. The inspector/technician will observe the placement of block,
reinforcement placement, the mixing and placement of mortar and grout. Our inspector/technician shall fabricate
test specimens for mortar and grout in accordance to the approved specifications. The mortar and grout test
specimens will be tested in our laboratory and a written report presenting the applicable information will be
provided. Test core drilled samples will also be obtained, if required, and tested in our laboratory for compression
and shear. Our inspector/technician will also verify size, type, location, and condition of all dowels, anchors, and
reinforcements used during masonry construction. Post installed anchors will be inspected and tested to verify
conformance with the project specifications. Written reports of all inspections and testing presenting applicable
information would be prepared at the completion of inspection and testing.
Structural Steel
Our scope of work will include verifying structural steel materials are appropriately marked and comply with sizes,
types and grades. Copies of mill certificates will be obtained and checked for compliance with the project
specifications. Our inspector/technician will examine seam welds of structural tubes and pipes and verify member
locations, bracing, details constructed, stiffener locations, and connection tab locations. We will test any
unidentified materials in accordance with the standard test methods.
Welding Inspection
We would provide an inspector/technician that has been certified by AWS as a special inspector for welding. Our
inspector/technician work would consist of inspection of all welds made in the shop operations and/or during the
field erection for compliance of the approved plans and job specifications. Our inspector/technician shall make a
systematic record of all welds, including a list of defective welds and a manner of correction of defects. The
inspector would check the material, equipment, details of construction and procedures, as well as the welds. Our
inspector/technician would also check the ability of the welder. The inspector/technician may use gamma ray,
sonic or any other aid for visual inspection that he may deem necessary to assure the adequacy of the welding.
During the welding inspection, our inspector/technician would also inspect the installation of the high strength
bolts for conformance to the job specifications. Our inspector/technician would check the materials, equipment,
details of construction and installation procedure.
Daily reports of inspections will be provided to the owners designated representative and weekly summary reports
will be provided to the owner. A verified report that welding which has been inspected is proper and has been
done in accordance to the approved plans and specifications will be provided upon completion of the work.

BASIS OF CHARGES
1. Services will be provided hourly as required with a half day
minimum.
2. Time and one‐half will be charged for any personnel services
from 4:00 PM – 6:30 AM and more than eight (8) hours up to
and including twelve hours per day. Double time will be
charged for over twelve hours in any one day, Saturday and
Sunday. Holidays are New Year’s Day, Memorial Day, July 4th,
Labor Day, Veteran's Day, Thanksgiving Day and the Friday
after Thanksgiving Day, and Christmas Day and will be
assessed at triple time. High priority laboratory testing at the
Client’s request which requires unscheduled overtime is
subject to a 50% increase from the standard rates.
3. Engineering review time will be invoiced at two (2) hours per
week and weekly report distribution is one (1) hour per week.
4. There will be no charge for travel time for deputy inspection.
Services requiring specialized equipment or radiation will be
invoiced portal to portal. Combination of services will be billed
at the applicable higher hourly rate for the day.
5. Reimbursable expenses such as parking, air fare, car rental,
food and lodging will be charged at cost plus 15%, unless
provided. Subsistence on remote jobs by quotation, unless
provided.
6. Outside services performed by others and direct costs
expended on the Client’s behalf are charged at cost plus 20%,
unless otherwise noted.
7. Certified Payrolls are supplied upon request at $75.00 per pay
period.
8. There will be a minimum project set‐up fee of $250 for
obtaining plans, specifications, accounting/distribution
information and filing of preliminary liens. Invoicing is
performed on a monthly basis. Past due account will
accumulate interest charges at the rate of 1% per month.
9. Prices are based on current prevailing wage rates through July
1, 2019 at which time the hourly rates will increase $3.00 Per
Hour to compensate for mandatory increases as set forth by
DIR.

APPENDIX – INSURANCE ACKNOWLEGEMENT
We have carefully reviewed the RFP – Exhibit E – Insurance Requirements, and fully understand its intents. MTGL
maintains a $10 Million insurance policy. We fully comply with all provisions of all applicable workers’
compensation insurance laws and will procure and maintain in full force and effect workers’ compensation
insurance covering its partners, employees and agents while said persons are performing services pursuant to the
Agreement. If selected awarded, we will provide certificate of insurance to the City of La Quinta as evidence of the
insurance coverage required herein, along with a waiver of subrogation endorsement for worker’ compensation.
