MONDAY, APRIL 8, 2019
CALL TO ORDER
A regular meeting of the La Quinta Community Services Commission was called to
order at 5:31 p.m. by Acting Chair Quill.
ROLL CALL
PRESENT: Commissioners Blakeley, La Greca (appointment effective as of
4/8/2019), Marley, Wyler and Acting Chair Quill
PLEDGE OF ALLEGIANCE
Commissioner La Greca led the Commission in the Pledge of Allegiance.
PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA – None.
BUSINESS SESSION (MOTION REQUIRED)
1.APPOINT CHAIR
Presented by Chris Escobedo, Community Resources Director
MOTION - A motion was made and seconded by Commissioners Blakeley/Marley to
appoint Commissioner Wyler as the Commission Chair. Motion passes unanimously.
2.APPOINT VICE CHAIR
Presented by Chris Escobedo, Community Services Commission
MOTION - A motion was made and seconded by Commissioners Wyler/Quill to appoint
Commissioner Marley as the Commission Vice-Chair. Motion passes unanimously.
Commissioner Blakeley stated that in her experience as a commissioner, it was
expected that Community Services Commissioners attend the picnic.
3.APPOINT TWO (2) COMMISSIONERS TO ASSIST AT THE CITY PICNIC AND
BIRTHDAY CELEBRATION
Presented by Christina Calderon, Community Resources Manager.
MOTION - A motion was made and seconded by Commissioners Quill/Blakeley to
appoint Commissioners La Greca/Wyler to assist at the City picnic and birthday
celebration on Saturday, April 27, 2019 at the Civic Center Campus. Motion passes
unanimously.
DEPARTMENT REPORTS
1.FACILITY REPORT
Presented by Robert Ambriz, Parks Superintendent
Playground equipment status for Monticello and Desert Pride Parks

o Council approved equipment purchase
o Agreements are being processed
o Installation expected for end of April or May
Fritz Burns Park
o Pool heater
utility agreement with gas company processed
gas line installation being scheduled
o Pool operations RFP
Pre-bid meeting with contractors on April 9
Proposals due April 19
Year-round operations, Monday – Thursday and Saturday
o Skate park lighting
Preparation (concrete bases, electrical, etc.) for new light
fixtures has begun
Sidewalk installation to follow
LQ Park water feature
o Season opening in May
o Facilities working on repairs: painting, sprayers, tank clean-out
Park misters are being inspected for repairs
Commissioner Marley asked about lighting for the new library mural for night
viewing.
Staff is considering options for additional lighting.
Commissioner Wyler asked when work for the Frontier wall mural was going to
start.
Business Analyst Torres said that work was initially scheduled to begin on March 19,
but because of inclement weather, the artist had to postpone work. The artist is
expected to return to the site this week. Completion is scheduled for the end of May.
2. CALIFORNIA DESERT MUSEUM OF ART UPDATE
Presented by Chris Escobedo, Community Resources Director
Museum intends to feature Christian Title’s art as well as other artists
Plans approved in November 2018
Construction expected to begin within the year
Community Resources Manager Calderon provided update Wellness Center quarterly
report.
CONSENT CALENDAR
1. APPROVE MINUTES OF MARCH 8, 2019
MOTION - A motion was made and seconded by Commissioners Quill/Blakeley to
approve the March 8, 2019 minutes as submitted. Motion: ayes 3, abstain 2 (Marley
and La Greca).

FLY A KITE OVER LQ: A KITE EXPERIENCE, APRIL 6 – Commissioner Wyler
Commissioner Quill introduced the following topics for discussion:
1) Opportunities for a volleyball net in La Quinta Cove,
2) To recommend to Council to request for a commission waiver from LQAF for
City Civic Art purchases.
There was a consensus among the commissioners to agendize both items for
discussion in the next meeting.
ADJOURNMENT
There being no further business, it was moved and seconded by Commissioners
Blakeley/La Greca to adjourn the meeting at 6:29 p.m. Motion passes unanimously.
