City of La Quinta COMMUNITY SERVICES COMMISSION: May 13, 2019 STAFF REPORT AGENDA TITLE: APPROVE ART IN PUBLIC PLACES GUIDELINES RECOMMENDATION Approve Art in Public Places guidelines. EXECUTIVE SUMMARY The Community Services Commission (Commission) requested staff preserve existing art and vet potential art spaces. The City hired LeBasse Projects International (LeBasse) to enhance the City’s Art in Public Places (APP) program by maintaining existing art, generate a list of pre-qualified artists, program art spaces, and vet art projects. To consistently deliver these services at a high level, development of art guidelines is an integral component. The guidelines will preserve existing art through proactive maintenance, tap into experiential art, and elevate the program’s foundation by streamlining processes. FISCAL IMPACT - None. BACKGROUND/ANALYSIS The Commission oversees public art and elected to add art as part of their priority roadmap which includes programming the following: Murals; Village Temporary Art Pads; North La Quinta; SilverRock Event Site; Village Art Alley; Roundabout Art; Signal Box Art; Monument Signs; Contract Art Maintenance; and Repurpose Art. In 2016 the Commission directed staff to enhance APP program and was initiated by the art map update. It included adding the new art and refreshing its look. BUSINESS SESSION ITEM NO. 1 As a result, on January 2017, the Commission agreed upon the following principles to guide the public art process: Art piece first, place marker second Consistency of design Original works only Support local artists (wherever possible) Use of diverse materials appropriate for desert climate Seek input from content expert stakeholders Every piece to include city’s brand The preceding Commission established a solid foundation. However, the goals and objectives (Attachment 1) must be modified as the program evolves and to meet the existing Commission’s vision for experiential and interactive (Attachment 2) art work. Next steps include staff and LeBasse publishing a request for qualifications to develop a network of pre-qualified artists. During the summer, artists from the list will be paired with the Commission’s requested art opportunity spaces and proposals will be presented during the September Commission meeting. In addition, staff will inventory and create an informational one sheet for all the city’s existing art. Furthermore, the art maintenance schedule will commence at the beginning of season in September continue through April. Staff seeks Commission’s approval of the guidelines to initiate the new process. ALTERNATIVES The Commission could modify or not recommend the art guidelines and direct staff to continue current procedures. EXECUTIVE SUMMARY  The Community Services Commission oversees recreation and makes recommendations to the City Council.  At the April 8, 2019 meeting, the Commission agreed to place this item on the agenda for discussion.  Staff is seeking direction on whether or not to explore this topic; If so, provide guidance so staff can bring back options for the Commission to consider at a future meeting. FISCAL IMPACT -None. BACKGROUND/ANALYSIS During the Commission meeting in April, Commissioner Quill suggested adding a volleyball court at Seasons Park. Currently, the park has a playground and is accompanied by an open grass area that serves as a storm water catch basin. The Commission agreed to have a study session item on this matter. If the commission elects to explore it, the Facilities Department will initiate an assessment of this request and bring back options for consideration. ALTERNATIVES The Commission could recommend to explore or not to explore development of the volleyball courts. ROLL CALL PRESENT: Commissioners Blakeley, La Greca (appointment effective as of 4/8/2019), Marley, Wyler and Vice Chair Quill ABSENT: PLEDGE OF ALLEGIANCE Commissioner La Greca led the Commission in the Pledge of Allegiance. APPOINT CHAIR Presented by Chris Escobedo, Community Resources Director MOTION - A motion was made and seconded by Commissioners Blakeley/Marley to appoint Commissioner Wyler as the Commission Chair. Motion passes unanimously. 2. APPOINT VICE CHAIR Presented by Chris Escobedo, Community Services Commission MOTION - A motion was made and seconded by Commissioners Wyler/Quill to appoint Commissioner Marley as the Commission Vice-Chair. Motion passes unanimously. Commissioner Blakeley stated that in her experience as a commissioner, it was expected that Community Services Commissioners attend the picnic. 3. APPOINT TWO (2) COMMISSIONERS TO ASSIST AT THE CITY PICNIC AND BIRTHDAY CELEBRATION Presented by Christina Calderon, Community Resources Manager. MOTION - A motion was made and seconded by Commissioners Quill/Blakeley to appoint Commissioners La Greca/Wyler to assist at the City picnic and birthday celebration on Saturday, April 27, 2019 at the Civic Center Campus. FACILITY REPORT Presented by Robert Ambriz, Parks Superintendent CONSENT CALENDAR ITEM NO. 1 COMMUNITY SERVICES COMMISSION MINUTES APRIL 8, 2019  Playground equipment status for Monticello and Desert Pride Parks o Council approved equipment purchase o Agreements are being processed o Installation expected for end of April or May  Fritz Burns Park o Pool heater  utility agreement with gas company processed  gas line installation being scheduled o Pool operations RFP  Pre-bid meeting with contractors on April 9  Proposals due April 19  Year-round operations, Monday – Friday only o Skate park lighting  Preparation (concrete bases, electrical, etc.) for new light fixtures has begun  Sidewalk installation to follow  LQ Park water feature o Season opening in May o Facilities working on repairs: painting, sprayers, tank clean-out  Park misters are being inspected for repairs Commissioner Marley asked about lighting for the new library mural for night viewing. Staff is considering options for additional lighting. Commissioner Wyler asked when work for the Frontier wall mural was going to start. Business Analyst Torres said that work was initially scheduled to begin on March 19, but because of inclement weather, the artist had to postpone work. The artist is expected to return to the site this week. Completion is scheduled for the end of May. 2. CALIFORNIA DESERT MUSEUM OF ART UPDATE Presented by Chris Escobedo, Community Resources Director  Museum intends to feature Christian Title’s art as well as other artists  Plans approved in November 2018  Construction expected to begin within the year Community Resources Manager Calderon provided update Wellness Center quarterly report.
