STAFF REPORT
AGENDA TITLE: DISCUSS HIGHWAY 111 CORRIDOR AREA PLAN PROGRESS
RECOMMENDATION
Discuss the progress on the Highway 111 Corridor Area Plan.
EXECUTIVE SUMMARY
Highway 111 Corridor Area Plan (Plan) was initiated January 2019 to define
the vision for the Highway 111 Corridor (Attachment 1).
Several community meetings and outreach have taken place since Plan
initiation, including a community survey, community workshop, and design
charrette.
The design charrette introduced design concepts that will be used to
formulate the Plan.
FISCAL IMPACT
The 2018/19 operating budget recommended $205,000 for consulting services to
prepare the Plan. $1,000,000 per year has been set aside in the 2019/20 through
2023/24 Capital Improvement Program for implementation of the Plan.
BACKGROUND/ANALYSIS
The Plan was initiated in January 2019 with the contract awarded to Rangwala
Associates, a team of multi-disciplinary experts, to prepare the Plan. Since January,
the Plan has progressed through several project phases with a Joint Planning
Commission and City Council meeting in February and a community workshop in
March. The most recent milestone was the three-day design charrette held in
April, which was instrumental in collecting feedback from residents and businesses
on Highway 111 to define the vision of the Plan. The purpose of the meeting is to
update City Council and Planning Commission on the progress of the Plan and the
outcomes of the community outreach.
STUDY SESSION ITEM NO. 1
Several design concepts presented at the design charrette included reduction of
lane widths on Highway 111, using a town center design concept for future
planning, enhancing landscaping for La Quinta identity and place-making, creating
a multi-use path along the north side of Highway 111 and connectivity to the CV
link. These design concepts were well-received and there was great dialog between
community members in attendance and the City’s consultant team.
In addition to community outreach, a survey was issued to gather community
feedback. Over 300 people completed the survey, the majority of which were La
Quinta residents. The survey results show concurrence with the City’s position on
Highway 111 to create more walkable spaces, interesting retail experiences and
make the area a great place to be (Attachment 2).
Next steps in the Plan preparation process include creating a draft which includes
the survey results, feedback gathered from the community workshop, design
concepts of the design charrette, and review of the current codes and specific
plans.

open spaces for walks with trees, and water fountains etc. There are too many fast food

4 There are no vegan option restaurants here. Also Bristol Farms and Whole Foods are crowded,
more so Whole Foods. We were pulling up to Aspen Mills. My Thai restaurant had a homeless
man in front, we saw a couple drive up and leave when they saw the man. The man was kicked
off the premises and he was angry walking across the parking lot.

residential areas and gated communities in La Quinta (which should remain removed but close

landscaping and shade trees with walkways lining the corridor like El Paseo and on 111 through
Indian Wells would be nice, and keep 111 in La Quinta feeling more upscale and desireable.

small monument signs. No inflatable" noodle men", and no flags. They should be accessed from
the street on the South. Hwy. 111 is not conducive to most of the items shown in the above
solutions. It's a 6 lane noisy highway and can never attract people to recreate and socialize like
they do in PalmSprings. Do not do what you are doing in the cove, by adding bicycle lanes, speed
bumps and round abouts to slow the traffic. It's unlikely that what you are doing in the cove will
only penalize the majority of people who travel by car, and pay for the roads. Bicyclists are mostly
seasonal rider's and rarely do they ride during the summer season.
