STAFF REPORT
AGENDA TITLE: APPROVE ART IN PUBLIC PLACES GUIDELINES
RECOMMENDATION
Approve Art in Public Places guidelines.
EXECUTIVE SUMMARY
Staff presented a potential elevated art in public places program during
the last Commission meeting.
The Commission directed staff to include tangible goals and redefine the
program overview from goals and objectives to guiding principles.
The guidelines will preserve existing art through proactive maintenance,
tap into experiential art, and elevate the program’s foundation by
streamlining processes.
FISCAL IMPACT - None.
BACKGROUND/ANALYSIS
Staff and LeBasse Projects International (LeBasse) are proactively focused on
the enhancement of the City’s art in public places program (Attachment 1).
Proactive: An art maintenance schedule will be established to preserve
art and a prequalified list of artists will be generated to streamline
operations.
Experiential: Art that focuses on providing an experience and immerses
its audience.
Interactive: Art that can be touched, engaged with, and the audience
becomes a part of the art.
Economic Driver: Art works will also serve as destination pieces. When
visitor’s come to La Quinta, they will plan to see the art similar to Cloud
Gate in Chicago (The Bean).
To secure the new program LeBasse and staff refreshed the art guidelines’
guiding principles and established goals under the direction of the Commission
(Attachment 2).
Next steps include:

Request for qualifications for the pre-qualified artists list
Pair artists with Commission’s requested art opportunity spaces and
listed goals
Present proposals during the September Commission meeting
Inventory and create an informational one sheet for existing art
Art maintenance schedule will commence at the beginning of season in
September and continue through April.
ALTERNATIVES
The Commission could modify or not recommend the art guidelines and direct
staff to continue current procedures.

RECOMMENDATION
Approve the summer schedule.
EXECUTIVE SUMMARY
Staff does not anticipate having substantive items to bring forward for
the meetings in July and August.
BACKGROUND/ANALYSIS
The recommended summer meeting schedule is as follows:
July 8 CANCEL
August 12 CANCEL
September 9 Resume regular meeting
Should a pressing situation or matter require Commission direction or action
before September 9th, a regular or special meeting would be scheduled.
ALTERNATIVES
Commission may cancel only one meeting or not cancel any meetings.

AGENDA TITLE: DISCUSS VOLLEYBALL COURT INSTALLATION
OPPORTUNITIES
RECOMMENDATION
Discuss volleyball court installation opportunities in south La Quinta.
EXECUTIVE SUMMARY
At the May 13, 2019 meeting, the Commission agreed to add the
volleyball court discussion.
The Commission requested that staff investigate the installation costs
and possible locations for an outdoor volleyball court in south La Quinta.
The Commission may recommend to Council a new volleyball court and
location.
FISCAL IMPACT
Approximately $100,000 to purchase and install a volleyball court (i.e. –
grading, court surface, post footings, poles and net, etc.). Approximately
$30,000 to install concrete walkway for ADA access at the Seasons retention
basin.
BACKGROUND/ANALYSIS
South La Quinta has 5 neighborhood parks – Velasco, Eisenhower, Fritz Burns,
Seasons, and Saguaro. The only parks with enough level space for a volleyball
court (60’ x 30’) is Seasons Park or Fritz Burns park and could be considered
as a potential element of the reprogramming of that park site.
There is currently a sand volleyball court at Adams Park in north La Quinta.
Staff has observed that this court has minimal usage. The Commission can
provide staff with direction to move forward with recommending to Council
the installation of a volleyball court at one of the above park sites.

AGENDA TITLE: DISCUSS NEED FOR BIKE RACKS IN ALL CITY PARKS
RECOMMENDATION
Discuss the need for bike racks to be available in all City parks.
EXECUTIVE SUMMARY
At the May 13, 2019 meeting, the Commission agreed to place this item
on the agenda for discussion.
Staff is seeking direction on whether or not to explore this topic; if the
Commission agrees that bike racks are needed at all City Parks, staff will
confirm the number of bike racks needed and provide the cost to
Commission for consideration at a future meeting.
FISCAL IMPACT - None.
BACKGROUND/ANALYSIS
During the Commission meeting in May, Commissioner La Greca suggested
the possibility of installing bike racks in all City parks. Currently, there are
bike racks available in the City’s larger parks such as Fritz Burns Park and La
Quinta Park, but not in the City’s smaller neighborhood parks. Five years ago,
additional bike racks were installed at City Hall and the Wellness Center as a
result of public requests.
The Commission agreed to have a study session item on this matter. If the
commission elects to explore it, the Facilities Department will confirm the
parks that do not have bike racks and provide the cost to Commission for
installation.
ALTERNATIVES
Do not recommend any additional bike racks and allow staff to install at their
discretion based on resident requests for actual need.

A regular meeting of the La Quinta Community Services Commission was called to
order at 5:33 p.m. by Chair Wyler.

MOTION - A motion was made and seconded by Commissioners Blakeley/Marley to
rework the Art in Public Places guidelines contained in the document to include the
following categories 1) Overview/Guidelines, 2) Goals and Objectives contained in
the January 20, 2017 Commission principles, and 3) Implementation Plan and to
submit to Commission for adoption in the June meeting. Motion passes unanimously.
Commissioner Blakeley suggested that the reworked document be submitted to
Commission for preliminary review prior to the June meeting.

Commissioner Quill appeals to Commission for a consensus to have staff explore
opportunities to provide volleyball courts in the Cove area.
Commissioner La Greca supports any opportunity to add activities. But information
needed to conclude the appropriateness volleyball courts.
Commissioner Marley supports the exploration of volleyball feasibility and possibility
of multi-use courts.
Consensus among commissioners to direct staff to explore the opportunities for the
addition of volleyball courts.
